PORTUGAL ' S PARTICIPATION REPORT IN THE PROCESS

OF EUROPEAN CONSTRUCTION-19.

Appreciating the participation of Portugal in the process of the construction of the European Union

during the year 2004, the Assembly of the Republic resolves:

1. Analyze the report provided for in Article 2º (3) of Law No. 20/94, 15 of

June, in the framework of the regular consultation and exchange of information between the Assembly

of the Republic and the Government of the Portuguese Republic, provided for in paragraph 2 of the

Article 1º of the same Law.

2. Reaffirm the understanding, already expressed in numerous previous resolutions, of

that the above-cited Government Report should take on eminently

political or, at least, to be relevant to the political interpretation of the various components.

3. Highlighting the three major priorities of the European Union: membership of ten new

Member states; stability and sustainable growth, with the large

priority was to complete the accession of the ten new Member States, and give shape to the

future direction of the enlarged European Union, namely, as far as

to the financial outlook. Stability and sustainable development

were other two priorities, deepened in the development of the policy of

neighbourhood of Europe and in the realization of the Tampere Agenda. On the priority

"sustainable development" has highlighted the need to accelerate the

progress towards the achievement of the targets set out in the Strategy

from Lisbon, as well as the implementation of the Growth and Analysis Initiative

of the Union Strategy for Sustainable Development.

4. Underline the conclusion of the proceedings of the Intergovernmental Conference for the

revision of the Treaties of the European Union and of the European Community with the

getting a final agreement on the text of the new Constitutional Treaty

signed in Rome (10/29/2004). It should be pointed out that throughout the negotiations of the

Treaty, Portugal repeatedly reiterated the defence of the principles it considers

fundamental as equality between the Member States, the principle of

cohesion and solidarity, (Article III-116, the wording of which was amended by

Portuguese insistence) and respect for the community method.

5. Note that it has become defined that the new Financial Framework for 2007-2013

should provide the enlarged Union with the means necessary to face with

effectiveness and equity the future challenges, including those resulting from disparities

at the levels of development of the enlarged Union.

6. To note that the enlarged Union space corresponds to a broadening without

precedents of its population with significant reduction in statistical patterns

indicators of wealth and should constitute a time of peacebuilding and

strengthening economic and social cohesion between the states and peoples of Europe.

7. Point out that the appreciation of this report releases the effort, the input and the

broad consensus among the political forces represented in the Assembly of the

Republic as to the integration of Portugal into the European Union, without prejudice to the

different appreciation of the priorities and guidelines followed in that process.
