Considering that

1. on October 14, 2006, the twentieth anniversary of the approval takes place, by the

Assembly of the Republic, of the Bases of the Educational System;

2. over these twenty years has seen significant developments in the

Education, but there is a great deal of dissatisfaction with the results;

3. exists in the Portuguese community, and in the communities residing in Portugal,

an apparent diversity of positions on priorities and strategic lines;

4. must coordinate efforts in the sense that public policies on

Education acquiure stability and are reference for all and all that

act in and out of the education system;

5. there are new contexts, increasingly complex and in permanent change;

6. the permanent qualification of the Portuguese necessarily implies a

continued investment in Education;

7. the Government, through the Minister of Education, from the first hour

showed himself interested in the realization of a deep reflection on the

Education;

8. the National Board of Education, through its Chairman, has expressed

willingness to participate in the initiatives that were going to be developed;

ASSEMBLY OF THE REPUBLIC

the Assembly of the Republic, in the applicable Constitutional and Regimation terms,

deliberates:

1. Promoting, jointly with the Government, a National Debate on the

Education that simultaneously will proceed to the assessment of the last two decades and

the identification of the strategic lines for the next ten years;

2. Mandate the National Board of Education for the organization of the said

National debate, owing to the Council, within 20 days, to present a

proposal containing, inter alia:

a) Organisational Structure;

b) Thematic Areas around which the debate will organize;

(c) Calendar of debates and events associated with the initiative;

d) Studies and reports that should be produced;

e) Budget and financing.

3. Considerate competent the Parliamentary Committee on Education, Science and Culture

for follow-up and for the making of complementary decisions

necessary for the realization of the National Debate.
