on the conditions of remuneration for the work and the granting of other benefits related to work for employees in public university
On the basis of art. 151 ust. 1 of the Act of 27 July 2005. -Law on higher education (Dz. U. 2012 r. items 572, late. 1. 2) ) The following shall be managed:
§ 1. 1. The regulation shall specify:
1. the amount of the minimum basic salary for workers employed in a public university, hereinafter referred to as "employees", in individual posts;
2) the amount and conditions for granting other components of remuneration:
(a) remuneration for oversized hours,
(b) additional remuneration,
(c) allowances for remuneration,
(d) premiums,
(e) the monetary equivalent in exchange for catering, hereinafter referred to as "monetary equivalents";
3) the components of the remuneration which are paid to the academic teacher monthly in advance;
4) a list of basic job positions and qualification requirements for employees who are not academic teachers;
5) cases in which an academic teacher loses the right to a granted function allowance;
6) periods of work and other periods entitling to the appendix for the seniority of the work;
7. the method of calculating the hourly rate of the basic salary and the salary allowances determined by the monthly rate resulting from the personal grade of the employee;
8. the method of determining and crediting working hours, including oversized hours during the period of justified absence at work, in order to determine the amount of remuneration to be paid to the academic teacher during that period.
2. The conditions for the remuneration of employees in museums, culture clubs and public universities are regulated by the regulations on museums and regulations on the organisation and operation of cultural activities.
§ 2. The tables shall be:
1) the monthly minimum rates of remuneration of basic academic teachers employed in scientific and didactic positions, scientific, didactic, didactic librarians, and diplomat staff of documentation and information scientific, taking into account the annual increase in salaries between 2013 and 2015, which are Annex No 1 to the Regulation;
2) monthly minimum rates of salary of basic employees who are not academic teachers, taking into account the annual increase in salaries in the years 2013-2015, which is set out in Annex 2 to the Regulation;
3) basic job positions, qualification requirements and minimum grade of technical, engineering, technical, administrative, economic and service staff, and qualification requirements and minimum grade workers employed in the working positions, as set out in Annex 3 to the Regulation;
4. work stations, qualification requirements and minimum grade:
(a) library staff and staff of documentation and scientific information, which is annexed to the Regulation,
(b) employees of publishing and printing activities, which are annexed to the Regulation,
(c) air training personnel employed in the air training centres, as set out in Annex 6 to the Regulation;
5) monthly rates of function allowance for academic teachers performing managerial functions, constituting Annex No 7 to the Regulation;
6) monthly rates of function allowance for certified librarians, diplomated employees of documentation and scientific information, as well as for library employees and staff of documentation and scientific information not teachers senior management academics, as set out in Annex 8 to the Regulation;
7) the monthly rates of the functional allowance for non-academic staff members who perform managerial functions, which are Annex No 9 to the Regulation.
§ 3. At the time of illness or other unforeseen, justified absence of the academic teacher hours of teaching activities resulting from the teaching pensum established for a given post on the basis of the Senate's resolutions and the decision of the manager the organisational unit set out in the statutes, which, according to the schedule of classes, would fall within the period of this absence, include, for the purpose of establishing the number of hours of teaching activities, hours worked as planned.
§ 4. An academic teacher for whom a didactic charge has not been planned for:
1) employment after the beginning of the academic year,
2) provided for the absence of work in connection with, in particular, scientific leave, long-term illness, unpaid leave or other dismissal, military service, maternity leave, leave on maternity leave conditions, additional maternity leave, extra leave on the terms of maternity leave, paternity leave, parental leave,
3) the termination of the employment relationship before the end of the academic year
-one of the thirty annual teaching periods established for the post in question, as defined in § 3, for each week of absences during the period during which the university is held shall be counted as the teaching time of the teaching staff. didactic classes.
§ 5. For the work during oversized hours referred to in art. 131 of the Act of 27 July 2005. -Law on higher education, hereinafter referred to as 'the Act', the academic teacher receives a remuneration calculated according to the following rates:

§ 6. The remuneration for oversized work shall be granted after the settlement of the hours of teaching activities determined according to the plan, once a year, after the end of the academic year, unless the Rector is managing the clearing in shorter periods.
§ 7. 1. The remuneration for work in oversized hours shall be determined on the basis of the rates applicable on the last day of the period to which the settlement referred to in § 6 applies.
2. The remuneration for the work in oversized hours shall not be calculated in the case of change of the rates determined in accordance with § 5, effected after the settlement referred to in § 6.
§ 8. The additional remuneration is awarded to the academic teacher for:
1) participation in the work of the recruitment commission;
2) directing and exercising the care of student professional practitioners;
3) checking the function of the promoter in the doctoral thesis, elabating of reviews and opinions in the doctoral line, in the course of rehabilitation proceedings or in proceedings for granting the scientific title of the professor; this remuneration is paid in accordance with the regulations issued on the basis of art. 30 par. 3 of the Act of 14 March 2003. with scientific degrees and scientific title, and about degrees and title in the field of art (Dz. U. Nr. 65, pos. 595, of late. 1. 3) );
4) drawing up a review or evaluation of the acquis in the qualification proceedings preceding the employment as an extraordinary professor or a professor visiting a person not having the title of a scientific professor, professor of art, degree of scientific doctor of the habilitated or doctor of the habilitated art;
5) participation in the activity of the medical, prophylactic and diagnostic activities carried out by the university's basic organizational units towards the study of veterynarians.
§ 9. The academic teacher shall be entitled, once per academic year, to an academic year in a given academic year an additional remuneration of up to 70% of the number of candidates for studies and functions performed in the commission. rates of the minimum basic salary for the assistant referred to in Annex No 1 to the Regulation.
§ 10. The academic teacher for the management or supervision of student trainees shall be entitled, once per academic year, to an additional salary of up to 65% of the minimum wage rate. the basic assistant referred to in Annex No 1 to the Regulation.
§ 11. Academic teacher for drawing up a review or appraisal of the acquis in the course of qualifying proceedings prior to the appointment of an extraordinary professor or a professor visiting a person who does not have a scientific title, title a professor of art, degree of doctor habilitated or doctor of the habilitated arts is entitled to an additional salary of not more than 50% of the minimum basic salary rate of the basic professor referred to in Annex 1 to the Regulation.
§ 12. 1. Academic teacher performing work in the primary organisational unit of a university leading to a study of veterinary studies for each hour of on-call time in the dispensary of veterinary clinics outside the distribution of duties Educational, scientific and organisational activities are entitled to an additional remuneration at the hourly rate of basic salary resulting from the personal grade of the employee concerned, and for each hour of duty on Sunday, holidays and days off from work, resulting from the distribution of working time in a five-day week 200% of this rate.
2. For the participation in the service, prophylactic and diagnostic activities carried out by the basic organizational unit of the university conducting the course of studies at the veterynyan academic teacher performing the work in this unit may receive an additional remuneration within the amount of the write-off not exceeding 50% of the value of the proceeds obtained from the services rendered, less the value of the feed and medicines used and the transport costs, calculated at current prices. This remuneration shall be granted independently of any other remuneration component.
3. The amount of additional remuneration referred to in paragraph 3. 1, and the amount of the write-off referred to in paragraph 1. 2, and rules for the distribution of that amount shall be determined by the Rector
§ 13. An employee with a pilot licence, a helicopter pilot, a professional pilot I or class II, or a flight engineer's licence and a member of the flight crew shall be entitled to an additional remuneration for each 1000 hours of flight at the time of the operation. the amount of monthly remuneration calculated as the salary for holiday holidays.
§ 14. 1. The functional allowance shall be granted to staff members engaged in positions relating to the direction of the team and to the legal adviser, except that the team headed by the employees listed in Table A in the lp 5 and 10 to 16 of Annex 3 to the Regulation shall not be less than five persons, including the person in charge of the team.
2. The amount of the functional allowance depends on the number of employees and students of the head of the unit or the organizational unit and on the degree of complexity of the tasks associated with the function performed.
3. The investor of investor supervision shall be entitled to a function allowance for the duration of the operation of the investor's supervision.
4. Workers employed in the working positions referred to in Table B of Annex 3 to the Regulation, who shall additionally organise and direct the work of a brigade consisting of at least 5 persons, including a brigade, shall be entitled to an allowance a function of up to 15% of the basic salary resulting from personal grade.
§ 15. 1. The functional allowance shall have effect from the first day of employment in the posts referred to in § 14 (1). 1, or the exercise of the activities referred to in § 14 (1). 3 or 4, until the last day of the month in which the employment or the performance of the activity has ended.
2. An employee shall retain the right to a function allowance during an justified absence at work, however, not longer than for a period of 3 months.
3. The functional allowance shall not be granted to the academic teacher during the period of suspension in the performance of duties.
§ 16. 1. An employee, under the conditions specified in the Act, shall be entitled to an appendix for the seniority of the work.
2. If the acquisition of the right to an allowance for seniority or the right to a higher rate of that allowance has taken place:
(1) on the first day of the month, the allowance for that month;
2) on a different day from the first day of the month-the allowance shall be entitled, starting from the first day of the month following the month in which the employee acquired this right.
§ 17. 1. The following shall be taken into account when determining the periods for entitlement to the apprentionage allowance:
1) completed periods of employment;
2) other periods taken into account on the basis of separate provisions as periods on which workers ' rights are subject;
3) the period of the assistantal preparatory studies, carried out on the basis of the provisions on the rules and conditions for the creation of higher education assistanctive studies in schools;
4) periods of residence abroad resulting from the referral granted on the basis of regulations for the management of the workers ' border for scientific, didactic and training purposes.
2. When determining the periods of entitlement to the appendix for the seniority of the periods referred to in paragraph. 1 point 1 shall be taken into account on the basis of the work certificate and the periods referred to in paragraph 1 shall be taken into account. 1 points 2 to 4-on the basis of another document confirming their rectum, with the fact that in the event of the employee being left at the same time in more than one employment relationship the periods referred to in paragraph. 1, account shall be taken of the fact that the employee submits a statement of their failure to take account of the other employer.
3. An appendix for an internship shall be entitled for the days for which the employee is paid, and for days of absence from work due to incapacity for work caused by illness or the need for personal care of the child or sick a member of the family for which he retains the right to remuneration or receives social security benefits.
§ 18. 1. In the case of simultaneous remaining in more than one employment relationship, the periods entitling to the appendix for seniority shall be determined separately for each employment relationship.
2. When determining the periods entitling to the appendix for seniority, the periods of employment shall not be taken into account for the other employer in which the worker is, or was, at the same time employed, and the other periods referred to in § 17 (1). 1 points 2 to 4, taken into account in another employer.
§ 19. 1. In order to increase official duties or to entrust additional tasks, or due to the nature of the work or the conditions of its execution, the Rector, at the request of the Head of the Business Unit, may grant to the employee special allowances.
(2) Special allowances shall be granted for a limited period of time and, in the event of a permanent increase in official duties or of the permanent entrusting of additional tasks, either on account of the nature of the work or the conditions for its performance, for an indefinite period of time.
3. [ 1] Special allowances shall be paid as part of the funds available for remuneration, the total amount of which may not exceed 80% of the sum of the basic salary and the employee's function allowance.
4. The amount of the special allowances granted may be additionally increased in the cases referred to in art. 130 (1) 4 or Art. 131 (1) 2 of the Act, altogether up to a maximum of 20% of the sum of the basic salary and the employee's function allowance.
(5) The total amount of special allowances granted in excess of 10% of the basic salary of a worker may be financed only from sources other than those referred to in Article 3 (1) of the basic Regulation. 94 par. 1 of the Act.
§ 20. 1. An employee performing work in the basic organisational unit of the university, which has received a subjective grant for the financing of the proquality tasks referred to in art. 94b par. 1 points 1-3 of the Act, may be granted appendix to remuneration.
2. The allowance shall be granted for a limited period of time and shall be paid within the framework of the measures referred to in Article 3. 94b par. 1 points 1-3 of the Act.
§ 21. 1. An employee who is employed at night shall be entitled to an allowance for each hour of night work at a rate of 20% of the hourly rate of basic salary, but not less than that laid down in accordance with Article 4 (1) of the basic Regulation. 151 8 § 1 of the Act of 26 June 1974. -Labour Code (Dz. U. 1998 r. No 21, pos. 94, z późn. 1. 4) ).
2. An employee engaged in shiftwork of a work system for each hour of work on the second shift shall be entitled to an allowance of 10% of the hourly rate of basic salary. This allowance shall also be granted to a staff member who is employed as a manager for whom the work in the shift system is due to the schedule.
§ 22. 1. An employee who is a non-academic teacher may be awarded a bonus.
2. The premium shall be granted in accordance with the establishment award rules, set by the Rector in agreement with the trade unions.
§ 23. 1. cabin crew member and cabin crew member: an air training manager, a senior pilot instructor, a pilot instructor, a pilot or a flight engineer shall have a cash equivalent of a specified amount by the Minister of National Defence in the provisions concerning the cash equivalent in exchange for the board of the professional soldiers and the candidates for professional soldiers.

5. For the time of non-work due to illness, leave, suspension for health reasons on the basis of a decision of the medical committee of the medical centre or medical examiner, as well as in case of another justified absence in the work, the members of the aviation and cabin crew referred to in paragraph 1. 1 and 2, the cash equivalents shall be entitled no longer than for a period of three months.
6. For the time of incapacity for work related to inadvertently due to accidents at work, to the members of the aviation and cabin crew, referred to in paragraph. 1 and 2, the cash equivalents shall be entitled no longer than for a period of six months.
7. During the period of non-performing of flights for reasons other than those mentioned in the paragraph. 5 and 6 the monetary equivalents shall not be entitled.
§ 24. The hourly rate of the basic salary and the salary allowances determined by the monthly rate resulting from the personal grade of the staff member shall be determined by dividing that rate by the number of working hours in which the staff member is working in the In the case of academic teachers, a number of 156.
§ 25. A part-time employee shall be entitled to pay elements in proportion to the working time.
§ 26. 1. The amount of the basic salary, the function allowance and other components of the employee's remuneration shall be determined by the Rector, unless the statutes of the institution provide otherwise.
2. The remuneration financed by the measures referred to in art. 151 ust. 7 and 8 of the Act, may grant the Rector, at the request of the university's Senate, the minister referred to in art. 33 (1) 1 and 2 of the Act, and the other employees-the Rector.
§ 27. 1. Basic salaries, allowance for seniority, functional allowance and special allowances shall be paid to the academic teacher in advance and the other components of the remuneration-from the bottom.
2. The right to remuneration paid in advance shall expire on the last day of the month in which the employment relationship has ceased, with the fact that the employee retains the remuneration paid for that month.
3. The basic salary and components of remuneration paid in advance, referred to in the paragraph. 1, are paid on the first day of the month. Where the first day of the month is a public holiday, the basic salary and the components of the remuneration paid in advance shall be paid on the first working day following that date.
§ 28. A person employed before the date of entry into force of this Regulation as a library assistant, who does not have the qualifications referred to in this Regulation, shall remain employed in that post.
§ 29. This Regulation shall enter into force on 18 December 2013. 5)

Nr 243, pos. 1447), which is repealed with effect from the date of entry into force of this Regulation on the basis of art. 36 of the Act of 28 May 2013. on the amendment of the Act-Labour Code and some other laws (Dz.
