on how to set the threshold for the income support of families

On the basis of art. 18 (1) 3 of the Act of 28 November 2003. on family benefits (Dz. U. Nr 228, poz. 2255, with late. 1. ²⁾ ) The following shall be managed:

§ 1. The Regulation shall specify:

1) how to set the threshold for the income support of families;

2. groups of expenditure and their scope;

3) the data sources and the period from which the price of the goods and services is assumed.

§ 2. 1. The threshold for income support of families shall be established on the basis of an examination carried out by an expert-empirical method.

2. In the study of the income support threshold for families shall be taken into account:

1) a set of goods and services broken down into the following groups of expenses:

(a) food,

(b) accommodation,

(c) clothing and footwear,

(d) hygiene and health protection,

(e) education,

(f) transport and communications,

(g) culture,

(h) sport and leisure;

2) the standards of consumption and use of goods and services included in the study, established by expert method and verified on the basis of the survey of the level of household expenditure of II kwintyla of the distribution of income;

3) price level.

§ 3. When setting the threshold for income support for families, account shall be taken of:

1) family type:

(a) full family-parents with children,

(b) a family of a non-parental parent child or child;

2) the age of children in the compartments:

(a) 0-5 years,

(b) 6-18 years,

(c) 19-24 years;

(3) the group of expenditure referred to in paragraph 2 (1). 2 point 1;

4. family composition:

(a) with a full legal child,

(b) with a disabled child;

5) the number of children in the family-from one to four.

§ 4. The following shall be used for the research of income support families:

1) data derived from the survey of household budgets;

2) data derived from other studies of the living conditions of the population and the price quotations carried out by the Central Statistical Office;

3) standards and standards in nutrition, housing, health and education, developed by specialized scientific institutions and competent ministries, in particular by:

(a) The Institute of Food and Nutrition,

(b) The Institute of Housing Management,

(c) Ministry of National Education and Sport.

§ 5. For the examination of the income support threshold for families, the price level of the goods and services and the level of expenditure of households in the II wintilla of the distribution of income from the calendar year preceding the date on which the survey is carried out shall be taken.

§ 6. 1. The examination of the threshold of income support of families shall be carried out in the calendar year preceding the year in which the verification of the amount of family benefits is made and the amounts referred to in art. 5 par. 1 and 2 of the Act of 28 November 2003. on family benefits.

2. The results of the examination of the income support threshold for families shall be submitted by the date of 15 January of the year in which the verification is carried out.

§ 7. The Regulation shall enter into force after 14 days from the date of the announcement.
