Chapter 1. General provisions § 1-1. Scope the regulation applies to accreditation of study offers and institutions and supervision of quality in higher education by law 1. April 2005 Nr. 15 about universities and colleges (University and College Act) § 2-1, section 3-1 and § 3-3. Regulation 1. February 2010 No. 96 on quality assurance and quality improvement in higher education and college graduate (study quality regulation) § 1-7 (2), § 2-1 (3), § 2-2 (4), section 3-1 (5), section 3-5 (6) and section 4-3.

Chapter 2. Accreditation of study offers section 2-1. Prerequisites for accreditation (1) Relevant requirements of the law on universities and colleges and its regulations shall be met.

§ 2-3. § 2-4. § 2-6. Special provisions for participation in institusjonsovergripende artistic research fellow program (1) it shall be a regulations for participation in the program. Participation in the program, the roles and responsibilities of participating institution should be clearly described.

(7) the institution shall be able to offer Fellows their necessary required and optional courses within their own specialization.

Chapter 3. Accreditation of institutions § 3-1. Requirements for accreditation of institutions (1) the institution to have a professional level in the field of education, research, and/or artistic development work and professional development work that is in accordance with the requirements of the regulations on quality assurance and quality improvement of higher education and college graduate section 3-6 to section 3-8.

(2) the institution shall have a strategy for education, research, and/or artistic development work and professional development work.

(3) the institution's systematic quality work to be approved by KUT.

(4) the institution shall have a regular admission of students and a satisfying number of graduates who complete the regulated time.

(5) the institution's research and/or artistic development work and professional development work will be carried out in interaction with the education business.

(6) the institution to have a relevant skill profile, and the overall competence should be at the level of comparable institutions in the same institutional category.

Chapter 4. Institutions ' systematic quality work § 4-1. Requirements to the systematic quality work (1) the institution's quality work should be anchored in a strategy and cover all essential areas of importance for the quality of students ' learning.

(2) Quality work to be rooted in the institution's Board of Directors and management at all levels. The institution will be through quality work help to promote a quality culture among staff and students.

(3) the institution shall have arrangements to systematically verify that all courses meet the requirements in the regulations on quality assurance and quality improvement in higher education and college graduate section 3-1 to section 3-4 and Chapter 2 of this regulation, and any additional requirements set by the institution.

(4) the institution shall systematically collect information from relevant sources to be able to assess quality in all courses.

Chapter 5. NOKUTs accreditation and supervision section 5-1. Application for accreditation of study offers and institutions (1) Accreditation on the basis of going on University and College Act, the requirements in the regulations on quality assurance and quality improvement in higher education and college graduate section 3-1 of section 3-8 and the requirements in Chapter 2 and 3 of this regulation.

(2) If a student has not offers the institution authorized to accredit, change significantly, the institution must inform KUT. KUT is considering whether it is necessary to apply for new accreditation.

(3) administrative applications can reject KUT about accreditation that is not suitable for an expert evaluation.

(4) in special cases, KUT can fix the quarantine time of up to two years before seeking get treated an application again, cf. regulations on quality assurance and quality improvement in higher education and college graduate section 3-11 (2). Seeking to be notified before a decision about the quarantine will hit.

section 5-2. Supervision of accredited courses and institutions (1) on the basis of the audit going on University and College Act, the requirements in the regulations on quality assurance and quality improvement in higher education and college graduate section 3-1 of section 3-8 and the requirements in Chapter 2 and 3 of this regulation, as well as study/tilbudenes institutions ' condition and proven results.

§ 5-4. Information duty (1) the institution is obliged to procure the information that is required for the accreditation to be able to carry out the KUT and supervision.

(2) the institution shall keep up to date information about KUT about the institution and its accredited study offers.

Appointment of expert witnesses (1) KUT appoints expert witnesses by accreditation and auditing of courses and institutions and by periodic supervision of the institutions ' systematic quality work. (2) expert witnesses shall not have tasks of the institution or study the offer to consider, or have other associations to the institution that could lead to conflict of interest.

Sakkyndiges skills (1) by the accreditation of courses on bachelor's and master's degree level to the Expert Committee gathered have expertise in and experience from the implementation of the relevant courses. b) at least one shall have relevant international expertise when evaluating study offers on the master's degree level.

(2) by the accreditation of study offer at doctoral level and revising of the accredited study offers on any level to the Expert Committee gathered have expertise in and experience from the implementation of the relevant courses. In addition, the Committee shall have such competence: a) at least one shall have formal expertise at a higher level than the current study the offer. For doctoral level should at least one have Professorial.

b) at least one shall have relevant international expertise when evaluating study offers on the master's level and doctoral level.

c) one shall be a student. For doctoral level should one be fellow or PhD student.

(3) by the accreditation of institutions and revision of accredited institutions to the Expert Committee gathered have such competence: a)

At least one should have experience from management at a higher education institution at least at the level of the category the accreditation applies.

b) at least one shall have relation to the relevant foreign institution.

c) at least one shall have relevant expertise from social or work life.

d) one shall be a student and have experience in institution-Board of Directors, other key positions of trust or work in the student democracy.

e) at least one shall have a first job expertise by the accreditation of the College.

f) at least one shall have a professor or dosentkompetanse by the accreditation of the University and scientific College.

(4) at the NOKUTs supervision of the institutions ' periodic systematic quality work to the Expert Committee have such competence: a) everyone should have experience from the quality work or periodic supervision.

b) at least one should have experience from management at a higher education institution.

c) at least one shall have relation to the relevant foreign institution.

d) one shall be a student and have experience in institution-Board of Directors, other key positions of trust or work in the student democracy.

e) at least one shall have a professor or dosentkompetanse.

Chapter 6. Final provisions § 6-1. Entry into force these regulations shall enter into force 9. February 2017. From the same time repealed regulations 28. February 2013 No. 237 about supervision of educational quality in higher education.

§ 6-2. Transitional provisions (1) applications for accreditation received by KUT before this regulation enters into force, it is treated by previous regulations.

(2) Revisions of accreditation as KUT have commenced before this regulation enters into force, it is treated by previous regulations.

(3) institutions that are accredited by the law on universities and colleges, to meet the requirements of Chapter 3 as College, respectively, scientific College or University within 31. December 2018. Accredited courses to meet the requirements of accreditation in Chapter 2 by 31. December 2018. Up to this date applies to accreditation requirements of the previous regulation.

(4) institutions that have gotten his system for quality assurance of education approved by KUT, are considered to meet the requirements of Chapter 4 until supervision of the systematic quality work is carried out.

Notes to the chapters and paragraphs Chapter 2. Accreditation of study offer the term study offer in this regulation includes both study programs leading to a degree, and shorter studies that year units, further educations and topics offered for himself, and that is not a part of a program of study. This is the same definition of the study offer that is given in the knowledge the Ministry's circular F-03-16.
For doctoral level includes study offers both academic training and the scientific thesis. By accreditation of doctoral study shall be evident which subject areas doctoral study includes.
The provisions of this chapter apply regardless of how the student offer is organized (campusbasert, Assembly-based, Web-based, decentralized, etc.).
Institutions without accreditation authority not even can create new subjects or topics outside the subject area to an accredited study offers on that level, cf. University and College Act § 3-3. This means that changes in an accredited study offers must be made within the subject area to the accredited study the offer. KUT assumes that the requirements of the study section 2 supervisory regulations-1, jf. study quality regulation section 3-1 (4) is fulfilled by any institution at any time.
By accreditation of study offers from institutions that do not have institutional accreditation, the KUT when applying for accreditation consider if the institution meets the requirements of the University and College Act: management scheme, rules, appeals, learning environment selection, educational plan, diploma and Diploma Supplement and quality assurance system.
With regulations is meant here both regulations and other governing documents by the institutions that affect the quality of the higher education institution offers. The regulations must include provisions for good writing and academic approval, jf. University and College Act § 3-5.

(2) with the information refers to the that emerges from the study plan and associated information on study the offer. To section 2-2 requirements to study the offer (1) learning benefits should be described as a candidate should have achieved by complete education. (3) it follows from the University and College Act § 3-8 (1) that a full academic year are rated to 60 credits. This is in accordance with the European Credit Transfer and Accumulation System (ECTS). ECTS Users ' Guide shows that a study offer of 60 study points range on full time normally has a total work scope at about 1500-1800 hours per year, divided into categories organized learning activities, independent study and exam preparation. This means that a full-time student with the stated scope of work/effort normally should be able to achieve the learning proceeds and complete on the regulated time.

(4) with the appropriate infrastructure facilities, equipment will mean, library services, administrative and technical services, sufficient and appropriate ICT resources, network support, suitable learning platform etc. that supports student learning and the learning environment and the professional staff's teaching and research and/or artistic development work and professional development work.


(5) the different forms of teaching and learning must be tailored to study the quotation content and construction. It is assumed that the teaching, learning and assessment forms are adapted to a digitized society.
For courses with few students and/or geographically dispersed student group involves the provision that the institution shall take steps to ensure a good study environment that facilitates academic interaction between the students and/or between the students and the community.
The requirement of the students ' active role is in compliance with the ESG 2015 standard 1.3 for student centered learning.

(6) the provision stipulate to the obvious connection between study and research offer and/or artistic development work and professional development work, in line with the requirement in section 1-3 a) in University and College Act.

(8) the provision implies that the institution is to ensure that students of all study offers that leads to a degree, can be offered Exchange through updated and binding agreements, and that the relevance of the Exchange is ensured by stay study quotation academic environment.

(9) Agreements to regulate the professional conduct of the practice, and other matters that are of importance to the student's learning and for the quality in practice. This implies among other things that the agreement should describe the parties ' rights and obligations. 
To section 2-3 requirements for academic environment (1) community, affiliated to the study the offer includes people who directly and regularly provides contributions to the development, organization and implementation of the study the offer. (2) the institution is responsible for ensuring the professional skills education subjects, cf. regulations on hiring and promotion section 1-2 to § 1-7, and in order to facilitate the updating and development of this competency.
Educational professional expertise includes in this regulation UH-pedagogy and education and also includes the competence to take advantage of digital technology to promote learning.

(4) with hovedstilling is meant that the institution is the main donor for the work employees, IE. that the employee is employed for at least 50 percent position at the institution. For institutions that otherwise can document a stable and robust academic environment within the subject area, II-is-positions down to 20 percent counted to meet the 50 percent share.
With the first job expertise will mean job categories lecturer, Associate Professor, postdoctoral fellow, docent and professor.
For integrated master's degrees apply section 2-3 (4) (b) for all five years.

(7) with "practice supervisors" will mean the people who facilitate and guide the student by his practice stay. CF. here notes to section 2-2 (9).
With "relevant expertise" in the second sentence refers to relevant professional knowledge and instructional expertise.
In the study offers that have practice, the assumption is made that the institutions and trade environments even provides for systematic contact with the practice field, so that the programmes undertaken and trade takes own practice experience is up to date and in step with the developments in the practice field. It is important for the quality of the study the offer that it regularly takes place a professional interaction between the skills people in practice field and key expertise people who have hovedstilling by the institutions. 
To section 2-4 Special provision for the purpose of academic environment this provision is that the institutions are going to be able to offer special recesses and further educations within the field where the external environments have a special competence. To section 2-5 provisions for private Supplementary degrees (1) satisfactory routines for quality development and quality assurance of private degree means to develop and implement a strategy for the development and assurance of the quality of konsortienivå.

Chapter 3. Accreditation of institutions to § 3-1 Requirements by accreditation of institutions (1) study the quality regulation section 3-5 of section 3-8 contains provisions with the requirements of the accreditation of institutions.
In the study quality regulation is the requirement that colleges should have education, stable research activities and/or artistic development work and professional development work of high quality, jf. § 3-6 (1). Scientific colleges should have a clear academic profile and stable education, research, and/or artistic development work and professional development work of high international quality, jf. § 3-7 (1). Universities should have stable education, research and/or artistic development work and professional development work of high international quality, jf. section 3-8 (2).
For colleges of high quality assessment will be based on the study offers that is the basis for accreditation application. It is assumed that study the offers cover a substantial part of the study the quotation so that portfolio KUT can do a comprehensive assessment, jf. study quality regulation section 3-5 (4).

The institution must provide evidence and prove that the professional level of the education, research, and/or artistic development work and professional development work is of high quality and high, respectively, international quality. (3) oversees the KUT systematic quality work by the individual institution. It should not go more than eight years between each supervision, jf. study quality regulation section 2-2 (2).
KUT will when applying for accreditation review of procedures for accreditation, supervision and revision of accreditation of study offer satisfactory, regardless of whether the systematic quality work is approved by KUT. 
Chapter 4. Institutions ' systematic quality work to § 4-1. Requirements to the systematic quality work (1) with quality work is meant in this regulation the work that is carried out through a system of quality assurance, jf. University and College Act 1-6. Quality work is to ensure and develop the quality of education.
Institutions ' quality work to help ensure that students at the different study deals achieves the learning proceeds. With the revision of accreditation is meant a review of whether the study the offer satisfies the current requirements for accreditation, and if it has satisfactory results. The requirements for the accreditation of study offer emerges from the study quality regulations and Chapter 2 of this regulation.

(4) the institution sets out the mandate for even, and interval between, the periodic evaluations, jf. regulations on quality assurance and quality improvement in higher education and college graduate section 2-1 (2). The periodic evaluations can be a part of the systematic information the institution collects to assess the quality of the study deals. 
Chapter 5. NOKUTs accreditation and supervision to § 5-1 application for accreditation of study offers and institutions (2) examples of significant changes in an accredited study offers are a) change in the overall learning proceeds for study offer b) new name of study offer c) establishment of the academic offer of new places d) change from location-based to Web-based education or vice versa.

(3) applications without sufficient information and documentation can be dismissed administratively. Applications for accreditation of courses that do not meet the requirements of the study section 2 supervisory regulations-1, jf. the comments, are not considered suitable for expert evaluation. 
To § 5-2 supervision of accredited courses and institutions it is initiating KUT as all supervision, and that determines the shape of the audit.

(1) examples of State and proven results are the admission of students, candidate production/throughput, the achievement of the learning benefits, r and d-based education, and more. 
To section 5-5. Appointment of expert witnesses (1) KUT can use fixed professional committees in cases where the scope of accreditation applications, audit and/or revisions makes this appropriate. Fixed academic committees can in some cases make a pre-qualification of disciplines before an institution submits an accreditation application. In cases where the permanent committees are used, the legitimacy of the committees be ensured by that appointments shall happen in dialogue with representatives of the sector. 
To section 5-6 Sakkyndiges skills (1) with the relevant study deals meant here similar or related courses.

(2) it is not required here that the student should have expertise in/experience from the implementation of the relevant courses. The person concerned must be associated with the relevant study offers.
Common to (1) b and (2) b: Relevant international expertise will normally mean a person with hovedstilling by an institution outside Norway. 
Chapter 6. The final provisions to section 6-2 transitional provisions (3) the Ministry of education (KD) has in changing the regulations to study quality regulation decided that existing universities and colleges to meet the new standards and criteria for institutional accreditation for the College, respectively, scientific College and University by the end of 2018, jf. study quality regulation section 3-5 of section 3-8.
Accredited courses to meet the requirements of accreditation within the same date, jf. study quality regulation section 8-1, jf. § 3-1 to section 3-4. Since the study has a supervisory regulations so close the context of study quality regulations, find the most appropriate KUT to fix the same transitional.
NOKUTs proposal for provisions on the entry into force and transitional arrangements means in brief that all ongoing accreditation and regulatory affairs in the KUT follows earlier regulations. Accreditation applications coming in after the effective time, be processed under the provisions of the new regulations.
