Chapter 1. Purpose, scope and the company section 1. Purpose this regulation have to purpose to ensure the quality of mineral fertilizers, kalkings funds and other mineral products used as fertilizers or soil improvement funds, that these products have the lowest possible risk of harm to people, animals and the environment and that turnover takes place in an open and honest way.

§ 2. Scope the regulation applies to mineral fertilizers, composting preparations, growth substances and kalkings funds, including abusive and, for use in agriculture, horticulture, green space or in private gardens.
Exempt from regulation is marketed as a fertilizer as the EC fertiliser, jf. regulation 9. November 2005 No. 1313 of fertilizer that is marketed as the EC fertilizer, organic-mineral fertilizers and products of organic origin, including combustion products, composting preparations and growth substances containing cultures of micro-organisms, jf. the regulation on fertilizer goods etc. of organic origin section 2.
The regulation includes anyone who produces, imports and/or make products that are covered by the regulation.

§ 3. Who have duties under the regulation-the company that registers The product with Norwegian food safety authority is regarded as responsible company.
Only the Norwegian manufacturer, importer, or responsible for the marketing and sale of products covered by this Regulation may be responsible company.
Norwegian food safety authority determines in the case of doubt who should be considered the company.
The company is responsible for the rules on registration, reporting and tax payment in forskriftens Chapter 2 are followed.
The company has overall responsibility for all the provisions of these regulations are observed.
Anyone who produces, imports and/or make products that are covered by the regulation will ensure that the provisions of quality, marketing and labeling in forskriftens Chapter 3 and 4, as well as section 30 and section 31 on internal control, are followed.
In section 13a to section 13d follows duty subject still of the individual paragraph.

§ 4. Attachments the attachments 1-9 comes as an integral part of this regulation.

Chapter 2. Registration and reporting section 5. Registration of products all products covered by these regulations must be registered with the FSA before the import, marketing and sales start.
Upon notification of registration, all information necessary to assess the product's benefit effect and any adverse effects on health and the environment will be presented.
Such a message should happen on the form established by the Norwegian food safety authority. The FDA may require additional documentation if it is required.
Any changes to the previously registered information will be communicated as soon as possible, and no later than three weeks after the change has taken place.
Norwegian food safety authority can exempt products or product groups from the requirements for registration (section 5 first-fourth part) and reporting (section 6).

section 6. Reporting the FSA sets out the reporting form and determines the frequency and time frames for reporting. Norwegian food safety authority may order the company to provide information about: a) traded amount of every single product, b) the total amount of cadmium (Cd) in traded volumes of mineral fertilizer, lime and other conversion products where it is relevant.

Chapter 3. Quality section 7. In General about the quality it is prohibited to import or trade in products that do not meet the quality requirements as set forth in this regulation. The FSA may prohibit products that involves environmental risks by the use, or which may damage or reduce the human, animal or planters health.
Products covered by this regulation should have demonstrable effect and shall meet the requirements regarding the forskriftens content, composition, solubility, etc.

section 8. Tolerances Single analysis of fertilizer should not exceed the allowed variances provided in Appendix 5.
Simple analysis of kalkings funds shall not exceed the allowed variances provided in annex 9.
Shows repeated analysis systematic deviations from the declared values shall be adjusted in accordance with the Declaration the analysis results or product changes, even if the variances are within the specified limits.

§ 9. Quality standards for kalkings funds Kalkings funds that fall under the item type specified in annex 8 to follow the quality standards that apply to each type of item.
The requirements of kalkdolomittmel and rough kalkdolomitt applies only to products manufactured by crushing or painting of råstein. For products consisting of a mixture of limestone and dolomite applies the requirements of the individual constituents.
The remaining contents of CO ₂ in burnt lime should be less than 7%.
For granular kalkings funds applies to the following additional provisions: a) Trykkfast unit, the force that is necessary to crush the granulatene, shall be at least 10 newton (N).

b) Form the time of change, the time it takes for the granules located in water falls completely together, should most be 30 minutes.

§ 10. General quality requirements for manure Fertilizers that fall under the item type listed in annex 2 column 2 shall comply with the quality standards that apply to each type of item.

a) Content of cadmium (Cd) in fertilizer, must not exceed 100 mg Cd per kg phosphorus.

b) contents of biuret in urea must not exceed the maximum content specified for the individual item types in Appendix 1. Urea to leaf fertilization must not contain more of a 0.5% biuret.

c) Ammoniumkarbonat can not be used as a feedstock in nitrogenous fertilizer.

Specific provisions about the ammoniumnitratgjødsel with high nitrogen content section 13a. Requirements to the detonasjons test and other technical requirements to ammoniumnitratgjødsel with high nitrogen content that is not allowed to convert or import ammoniumnitratgjødsel with high nitrogen content, as set out in regulation 30. May 2008 No. 516 on the registration, evaluation, authorization and restriction of chemicals section 1 that conduct Regulation (EC) No. 1907/2006 annex XVII No. 58, with less manure meets the requirements of detonasjons test and the other technical requirements imposed by regulation 9. § 13b. Packaging of ammoniumnitratgjødsel with high nitrogen content Ammoniumnitratgjødsel with high nitrogen content to be packaged before it translates into use.

The information specified in the letters f)-h) will be entered only by import.

Chapter 4. Marketing, branding and product Declaration section 14. In General about marketing Products covered by this Regulation may be marketed only if they meet the forskriftens quality standards, including the requirements for marking and documentation.
Products covered by this Regulation shall not be traded under the misleading, deceptive, or defective, or if the name in connection with misleading information about marketing the product comes. Product features and effects that are used in marketing to be dokumenterbare.
It is forbidden in marketing to refer to that the product is subject to public control.

section 15. New item types of Norwegian food safety authority determines the item type designation for products other than those who are given an item type designation in section 18, section 26, section 28, in annex 2 or Annex 8.

section 16. Exceptions for special products For special products for special use can the FSA after application give permission to the Declaration of other nutrients and of specified nutrient under the specified content limit given in section 19, section 20, section 21, section 25 and section 26.

§ 17. In General about tagging Products covered by this regulation to be provided with the item declaration.
Tagging and text on any follow documents should be in Norwegian. Swedish and Danish text can still be accepted as long as the Declaration meets the other requirements the regulation sets and the words and phrases that can be misunderstood is translated into Norwegian (or are adapted for Norwegian conditions). Other language in parallel with Norwegian, Swedish or Danish can be accepted as long as the content is not contrary to the Norwegian provisions on marking.
Packaged product to have item declaration caused an eye-catching packaging on the place. Pinned tags must be kept in place by close of the packaging mechanism. If the closing mechanism consists of seal or filling, it must have the name or mark that indicates the manufacturer or responsible for the product. Item declaration must not be able to be deleted and must be easy to read. The packaging must be clearly marked with the item type, trade names and weight.

§ 18. The item type for fertilizer 1. Fertilizer which is in accordance with the criteria given for the item type in annex 2 column 1 should be marked with the person the item type and in addition with the following where appropriate: a) Fertilizer which satisfies the item types in Appendix 2 Chapter A and B should be added specifying the content of nutrients. The numbers will be entered in the same order as the chemical symbols (e.g., NPK-fertilizer 21-4-10).

b) mixed to have Mechanical manure addition "mechanical mixed" led in relation to item type (eg. NPK-fertilizer 21-4-10 mechanical mixed) c) For fertilizer that substantially contain the main nutrients and that are declared with the secondary nutrients shall be described with item type followed by "with" and then name or chemical signs of the nutrient that is present in the manure. The number that specifies the content of the main nutrient can be followed by numbers indicating the contents of Ca, Mg, Na, S where these are specified in parentheses (e.g., NPK-fertilizer 15-4-12 (3-3) with Mg and S).

d) mixtures of two or more of the fertilizer types in Chapter D and that contains at least two different mikronæringsstoff to have the item type "mix of mikronæringsstoff" followed by the name of the mikronæringsstoffene that are present or of the chemical character of both drugs.

e) Fertilizer as substantially contain the main nutrient and that are declared with the content of mikronæringsstoff is the item type will be appended to either:-"with mikronæringsstoff" or "with" followed by the name of the mikronæringsstoff that are present.

2. For the fertilizer that is not in accordance with the criteria given for the item type in annex 2 column 1 item type is determined as follows: a) Fertilizer that contains one main nutrient or secondary nutrients shall have the name of the connection as the item type.

b) Fertilizer that contains several main nutrient or secondary nutrient to have item type "inorganic fertiliser".

c) Fertilizer that contains only one mikronæringsstoff should have the name of the connection as the item type.

d) resolutions or suspensions of solid or liquid manure to "resolution of" or "the suspension of the" be added before the item type.

§ 19. In General about item declaration for fertilizer should contain the following Item Declaration: a) the trade name and item type.

b) name, company name or trade mark as well as the address of the responsible company in Norway.

c) the content specified as NET or gross weight. If the gross weight is provided, the weight of tara also stated.

d) content of each nutrient or other active properties with regard to form or solubility set so this is prescribed for the individual item types covered by the regulation.

e) Concentration of nutrients specified on item basis. Both the n ame and the chemical designation shall be stated and shall always be mentioned in this order: nitrogen (N), phosphorus (P), potassium (K), calcium (Ca), chlorine (Cl), magnesium (Mg), sodium (Na), sulfur (S), (B), cobalt (Co), copper (Cu), iron (Fe), manganese (Mn), molybdenum (Mo) and zinc (Zn).

f) main-and secondary nutrient expressed in mass percentage and in whole numbers or with a decimal. Form and solubility of the nutrients must be provided in the mass percent of manure with the exception of the item types in Appendix 2 that expressly determines that it should be done in another way.

g) content of micronutrients when such is added and present in amounts that correspond to the minimum contents listed in annex 3 column 3-6. The contents of the mikronæringsstoff can be expressed with the number of decimal places specified in Appendix 3. If the mikronæringsstoffene are common best interests in the raw material that adds the main or secondary nutrients, and are present in the amounts that are listed in Appendix 3, the declaration voluntarily.

section 20. Special notice provisions for fertilizers covered by Schedule 2 Content of each main nutrient should be declared as prescribed for the different item types in annex 2, chapter A, column 6 or chapter B column 5, 6 and 7.
Content of calcium, magnesium, sodium and sulphur can be declared provided that these nutrients are present in the amounts as stated in Appendix 3, column 3-5. In addition, both the total content and the water-soluble content must be declared or, if nutrients are completely soluble in water, only the water-soluble content.
Fertilizer with secondary nutrients that most important nutrient and that meets the requirements of Appendix 2 chapter C should be declared according to column 6.
For the fertilizer that contains one mikronæringsstoff to nutritional content be declared in accordance with the requirements in annex 1 Chapter D. When a mikronæringsstoff whole or in part are chemically bound to an organic molecule, the commercial name of both drugs is followed with the following information: "kids lazy with" and the names of kids lazy form printer or abbreviation specified in Appendix 4.

§ 21. Special notice provisions for fertilizer that is not covered by Schedule 2 the content of the nutrient will be entered in the following way: a) Nitrogen (N): in all fertilizer types that contain N, provided a total of N it is optional to declare the nitrate-N and ammonium-N.

b) phosphorus (P): in all fertilizer types that contain P provided total P. content of water soluble P will be entered at the request.

c) potassium (K): in all fertilizer types that contain K provided water soluble content of K.

d) content of magnesium (Mg), calcium (Ca), sulfur (S) and mikronæringsstoff can only be entered if the content of the individual chemical elements exceeds the values specified in Appendix 3 column 6. For magnesium, sulfur and mikronæringsstoff to total the contents provided for calcium to be water soluble content is entered.

§ 22. Additional marking of the mikronæringsgjødsel For mikronæringsgjødsel the following sentence shall be added at the packaging, label, or follow the documents: "should only be used by proven needs. The recommended dosages must not be exceeded. "

§ 26. The item type and item declaration for growth substance and preparation For composting composting is specified by the type of item that inorganic or organic composting composting preparation preparation. For growth substances be set the item type as growth substance.

Chapter 5. Provisions on the supervision section 27. Supervision the FSA supervises and can make the necessary individual decisions, cf. matloven section 23, in order to achieve compliance with the provisions given in or pursuant to this regulation, with the exception of section 13a to section 13d. Norwegian food safety authority can also make individual decisions according to the matloven section 24 to section 26.
The Directorate for civil protection and emergency supervises and can make the necessary individual decisions according to fire-and explosion protection law § 37 to section 40 to achieve compliance with the provisions given in or pursuant to of the regulations § 13a second paragraph to section 13d.

section 28. (Repealed by regulation 26 nov 2014 Nr. 1593.) section 29. (Repealed by regulation 26 nov 2014 Nr. 1593.) section 30. Internal control Businesses covered by this regulation should introduce and exercise internal control. The person responsible for the business to ensure that the obligation of compliance with internal control.

section 31. Requirements for internal control internal control implies that the business should: 1. Have the overview of organization and responsibility.

2. Mapping the risk of violation of the fertilizer regulations item out from your business activities, and take action to reduce the risk.

3. Have routines to reveal, correct, and prevent the recurrence of the violations.

4. make systematic review of internal control to ensure that it works as intended.

Point 1-4 should be documented in writing in the form and to the extent that is necessary on the basis of the nature, activities, risk conditions and size. The documentation should be available for the Norwegian food safety authority.

section 32. Sampling and analysis methods the FSA can fix procedures for sampling of the various products covered by these regulations.
The contents of plant nutrients in the manure, the neutralizing effect of kalkings funds, and other properties of product quality and quantity to be determined for methods qualify under the current Norwegian standards or recognized methods there are no standards.
So far it is possible to analyze is made by laboratories that are accredited for the relevant analysis of the Norwegian accreditation, or with other quality assurance as the FDA approves.

Chapter 6. Complementary provisions § 33. Dispensation Norwegian food safety authority can, in a particular case the provisions of this dispense from these regulations, with the exception of section 13a to section 13d, provided that it will not run counter to Norway's international obligations, including the EEA Agreement.

Penalty Violation of provisions given in this regulation or individual decisions given in pursuance of regulation, with the exception of section 13a to section 13d, are punishable according to matloven § 28.
Violation of the provisions given in or pursuant to this regulation § 13a second paragraph to section 13d is punishable according to the fire-and explosion protection law § 42.

section 37. Entry into force and this regulation will take effect 20. July 2003. At the same time repealed regulations on trade with fertilizers and soil improvement funds etc. of 28. May 1998 No. 562. Appendix 1. Definitions Ammoniumnitratgjødsel with high nitrogen content: Pure or complex ammoniumnitratbaserte products for use as manufactured fertilizers and with a content of more than 28 percent of mass in relation to nitrogen ammonium nitrate. That is, both the content of ammonium and contents of nitrate is over 14 percent. 
Company: Norwegian producer, importer or responsible for the marketing and sale of products covered by this regulation and which gives notice of the registration of your product with the FDA. 
Dolomite: the deposition of calcium/magnesium carbonate that geologically older than kvartært page, with magnesium content over a specified limit Combustion product: Ash after combustion of organic material.
