Chap. 1. Introductory provisions

§ 1-1. Driving License Obligation mm Whoever motor vehicles in Norway must have valid Norwegian driving license for that class, as defined in Sec. 3, or valid international driving license approved under the provisions of Sec. 8, 9 and 10.
driving license is not required for certain drive types, cfr. ch. 12.

§ 1-2. Recognition of foreign driving license Driving licenses issued in the EEA are recognized, both temporary residence and the permanent settlement. EEA driving licenses not issued by the requirements of Directive 2006/126 / EC or are not covered by Decision 2014/209 / EU, does not lead directly to Norway. Driving license classes previously acquired in accordance with the directive, is not affected by subsequent issuance of driving licenses in contravention of the directive.

In Sec. 8 and 9 lays down detailed provisions on recognition and in ch. 10 on exchange of foreign driving licenses.
Foreign driver's license does not lead straight in Norway if:

A)
driving license is not valid in the issuing State, including the driver's license has expired,

B)
driving license in accordance with the license has been lost or revoked abroad

C)
driving license previously substitution in Norwegian license,

D)
lead right under the driver's license is lost or revoked in Norway,

E)
driving license is confiscated or seized in Norway,

F)
driving license in accordance with Norwegian driver's license is lost or revoked in Norway,

G)
Norwegian driving license is confiscated or seized in Norway, or

H)
exists release date in Norway for the corresponding class (es).

International driver's license recognized by temporary stay with the national driver's license, cf. § 8-2. International driver's license alone does not provide a basis for exchange.

§ 1-3. Possession of several driving licenses etc. It is not permitted to use more than one driver's license as proof of valid driving license. It is also not allowed to use more than one international driver's license.

§ 1-4. Diplomats mm Foreigners affiliated diplomatic or consular mission in Norway and foreign nationals affiliated with NATO or Partnership for Peace can a licensed lead domestically or foreign-registered vehicle driving license applies to the time they are serving here. § 1-6. Other regulations This regulation is without prejudice to what may have been placed on age limits, requirements for training, competency certificate, health etc., for driving with a vehicle, in or pursuant to the Road Traffic Act or other laws, such as the Working Environment Act, the Professional Transport Act and fire- and explosion Prevention Act.
For driving with a paid with vehicles in categories C, C1, CE, C1E, D, D1, DE and D1E required in addition to a driving license, driver qualification by Regulation 16 April 2008 no. 362 on basic education and training for professional drivers (professional driver Regulations ).

§ 1-7. Decision-making authority Regional Road Office has the power of decision at first instance by this regulation, unless otherwise stipulated by the regulations.

Chap. 2. Definitions mm

§ 2-1. Lead Straight, driving license, certificate of competence mm With the right understood entitled to specified vehicles.
The license means the document in which the court stated. Lead Straight can also follow the general provision of these regulations or by individual decision.
With expertise evidence means evidence of having undergone special training, possibly after passing a test, in order to perform certain forms of transport or driving.
With the issuance of driving licenses means any license action of driving license authority involving the production of a new driving license, whether this applies to license the first time, renovation, expansion, duplicate, substitution or replacement.
With the initial issue of a driving license meant that the Norwegian driver's license issued to the person who has not had Norwegian driver's license of any class previously. Issuance of driver's license during substitution, expansion or renovation of the EEA driving license is not regarded as the initial issue.
With international driver means driving licenses issued on the basis of national driving licenses for the corresponding classes, after models in the Geneva Convention on Road Traffic of 1949 or the Vienna Convention on Road Traffic of 1968.

§ 2-2. Vehicle Categories mm Unless otherwise specified in this regulation, the definitions of Vehicle Regulations on 4 October 1994. 918.
Unless otherwise stated in these regulations, the vehicle category as stated in vehicle registration applied.

Otherwise the following definitions apply for international driving license categories provided for under the third driving license directive (Directive 2006/126 / EC):

1.

Motor vehicle: any motor-driven vehicle normally used for the transport of persons or goods by road or for drawing vehicles used for the transport of persons or goods by road. The definition also includes trolleybus, but not tractors and motor vehicle with a design speed not exceeding 40 km / h.

2.

Motorcycle: A motor vehicle registered as a motorcycle in accordance with the Motor Vehicle Regulations or previous regulations on vehicles. Motorcycle is a motor vehicle with two wheels with or without sidecar.

3.

Wheel motorcycle (motor tricycle): motor vehicle with three symmetrical wheels to displacement of 50 cc and a design speed of over 45 km / h.

4.

Between Heavy motorcycle Motorcycle that has an effect not exceeding 35 kW and a ratio between power and weight not exceeding 0.2 kW / kg. After nedtrimming can bike's former power have been exceeding twice the current output.

5.

Light motorcycle Motorcycle having a displacement of at most 125 cc, an effect exceeding 11 kW and a relationship between efficacy and specific gravity exceeding 0.1 kW / kg.

6.

Moped: A motor vehicle which is registered as a moped under the Motor Vehicle Regulations or previous regulations on vehicles.

7.

Trailer: Vehicles as defined in Vehicle Regulations or previous regulations on vehicles. In relation to the right described in Sec. 3, considered trailing equipment also as supporter.

8.

Vehicles with manual transmission: Vehicles with clutch pedal (or clutch lever operated manually for Class A, A1 or A2) to be operated by the driver at start, stop and gearshift.

9.

Vehicles with automatic transmission: Vehicles that do not meet the criteria in paragraph. 8 above.

§ 2-3. Definition of permanent residence Permanent residence: With permanent residence means the place where a person usually lives, that is at least 185 days in each calendar year, because of personal or occupational ties, or if the case of a person with no occupational ties, because of personal ties which show close links between that person and the places where they live.
If a person has personal ties to a place other than where he has his occupational connection, and therefore alternately residing in different locations in two or more States, the person's permanent residence still considered to be in the place he has personal ties provided that he regularly returns to this place. The latter condition is not required to be met if the person residing in another state to perform a limited task. Studies at a university or school does not entail any change of permanent residence for people from EEA state.
Permanent residence is considered normal from the time the person has, or should have been, national identity through the National Registry. For people seeking asylum are considered permanent residence as established from the time that person is registered or should be registered, as filed with the Norwegian authorities.

Chap. 3. Lead Straight, driving license categories, age requirements

§ 3-1. Driving license classes - Overview, minimum Lead Straight in Norway may be acquired following international classes and with the following requirements concerning the minimum mm:

1.
Class AM - moped - 16 years, but 18 years of three- and four-wheel mopeds with an unladen weight (less battery weight by electric power alone) over 150 kg

2.
Class A - Motorcycle, direct acquisition - 24 years

3.
Class A - motorcycles, phased acquisition - 20 years assuming at least 2 years of driving experience with class A2, otherwise it is required at least 2 years of driving experience with class A2 before age 24 years. The minimum age is still 21 years old three-wheeled motorcycle with a power exceeding 15 kW

4.
Class A2 - between heavy motorcycle - 18 years

5.
Class A1 - light motorcycle - 16 years

6.
Class B - cars, vans - 18 years

7.
Class C - truck - 21 years

8.
Class C1 - light trucks - 18 years

9.
Class D - bus - 24 years

10.
Class D1 - minibus - 21 years

11.
Class BE - trailer for Class B - 18 years

12.
Class CE - trailer to Class C - 21 years

13.
Class C1E - trailer of Class C1 - 18 years

14.
Class DE - trailer of Class D - 24 years

15.
Class D1E - trailer to Class D1 -21 years.

The minimum age for issuing a driving license for categories C, CE, D, DE, D1 and D1E may be lower for people who have commenced or completed approved training for professional drivers Regulation of 16 April 2008 no. 362.
Lead Straight Class AM can drive in Norway will be limited by application of the national codes 145, 146 and 147.

Lead Straight Class B1 (four wheel motorbike) issuable upon the substitution, renewal or duplicate of corresponding drivers license issued in another Member State. The minimum age is 18 years.
Lead Straight in Norway may be acquired following national classes and with the following requirements on minimum age:

1.
Class S - belt motorcycle -16 years, but 18 years if belt motorcycle has a ratio between power and weight of more than 0.2 kW / kg

2.
Class T - tractors, limited overall weight - 16 years when tractors with or without trailers have collected GVW exceeding 25,000 kg

3.
Class T - tractors, unlimited total weight - 21 years or 2 years of driving experience in class T

4.
Class T - code 141, tractors and motor vehicle, with a design speed of 41-50 km / h, with or without a trailer, limited overall weight - 18 years

5.
Class T - code 141, tractors and motor vehicle, with a design speed of 41-50 km / h, with or without a trailer, unlimited total weight - 21 years or 2 years of driving experience in class T

6.
Class T - code 148, tractors and motor vehicle, with a design speed of 41-50 km / h, with or without a trailer, with a total maximum permissible total weight not exceeding 25 000 kg - 18 years.

National leading rights are valid for driving abroad to the extent that these are accepted by the competent authorities.

§ 3-2. Lead Straight Class A cause Straight Class A applies to:

1.
Motorcycle with or without sidecar

2.
Wheel motorcycle with a power exceeding 15 kW

3.
Moped.

In Norway, the court also guiding the trailer for motorcycles with displacement of 125 cc. The motorcycle must be approved for towing and permitted trailer weight must be applied to the vehicle documents.

§ 3-3. Lead Straight Class A2 cause Straight Class A2 applies to:

1.

2.
Wheel motorcycle with a power output not exceeding 15 kW

3.
Class AM - cf. The minimum age in § 3-1 no. 1.

§ 3-5. Lead Straight Class B Lead Straight Class B applies to:

1.
Motor vehicle (except motorcycles and mopeds) with GVW not exceeding 3500 kg and approved for transporting a maximum of 8 passengers plus the driver.

2.
Road train consisting of a motor vehicle under paragraph. 1 and trailer with GVW not exceeding 750 kg.

3.
Road train consisting of a motor vehicle under paragraph. 1 and trailer with GVW over 750 kg provided that the total GVW of the vehicle combination does not exceed 3500 kg.

4.
Road train consisting of a motor vehicle under paragraph. 1 and trailer with GVW over 750 kg provided that the total GVW of the vehicle combination does not exceed 4250 kg and that person's community code 96 applied license.

5.
Wheel motorcycle.

6.
Moped.

In Norway, the court also guiding:

1.
Tractor and motor vehicle where vehicles the permissible total weight exceeding 3500 kg, or with a trailer when the vehicle's structural rate is maximum 40 km / h.

2.
Weasel with or without a trailer lead.

3.
Trailer for four-wheel motorbike with displacement of 125 cc when GVW of trailer not exceeding 750 kg. Pull cart must be approved for towing and permitted trailer weight must be applied to the vehicle documents.

§ 3-6. Lead Straight Class B1 or Class B Code 73 Lead Straight Class B1 (Class B Code 73) applies to four-wheel motorcycle and moped.
In Norway, the court also recognition of any adherent to the wheel motorcycle with displacement of 125 cc.

§ 3-7. Lead Straight Class C Lead Straight Class C applies for driving license in categories B and for:

1.
Motor vehicle with a GVW over 3500 kg and which are approved for transporting highly 8 passengers in addition to the driver.

2.

Road train consisting of a motor vehicle under paragraph. 1 and trailer with GVW not exceeding 750 kg. In Norway, the court also guiding the tractor and motor vehicle generally, possibly with a trailer when the vehicle's structural rate is maximum 40 km / h.

§ 3-8. Lead Straight Class C1 Lead Straight Class C1 applies for driving license in categories B and for:

1.
Motor vehicle with a GVW over 3500 kg but not exceeding 7500 kg, and which is approved for transporting highly 8 passengers in addition to the driver.

2.
Road train consisting of a motor vehicle under paragraph. 1 and trailer with GVW not exceeding 750 kg. In Norway, the court also guiding the tractor and motor vehicle where vehicles the permissible total weight of 3500 kg but not exceeding 7500 kg, or with a trailer when the vehicle's structural rate is maximum 40 km / h.

§ 3-9. Lead Straight Class D Lead Straight Class D applies for driving license in categories B and for:

1.
Motor vehicle approved for transport of more than 8 passengers in addition to the driver.

2.
Road train consisting of a motor vehicle under paragraph. 1 and trailer with GVW not exceeding 750 kg.

3.
Joint Bus.

§ 3-10. Lead Straight Class D1 lead Straight Class D1 applies for driving license in categories B and for:

1.
Motor vehicle approved for transport of more than 8 but not more than 16 passengers in addition to the driver. Motor vehicle length should not exceed 8 m.

2.
Road train consisting of a motor vehicle under paragraph. 1 and trailer with GVW not exceeding 750 kg.

§ 3-11. Lead Straight Class BE Lead Straight category BE applies to heavy goods vehicles consisting of a motor vehicle covered by § 3-5 first paragraph no. 1 and trailer with GVW not exceeding 3500 kg.
In Norway, leading the court also guiding the tractor and motor vehicle, both with GVW not over 25,000 kg and with a design speed not exceeding 40 km / h, with or without a trailer.

§ 3-12. Lead Straight Class CE cause Straight Class CE applies to categories BE and for gross combination consisting of a motor vehicle covered by § 3-7 first paragraph no. 1 and trailer with GVW over 750 kg.
In Norway, the court also guiding the tractor and motor vehicle generally, possibly with a trailer.

§ 3-13. Lead Straight Class C1E cause Straight Class C1E applies to categories BE and for gross combination consisting of a motor vehicle covered by § 3-8, first paragraph. 1 and trailer with GVW over 750 kg. Wagon train's total allowable gross weight must not exceed 12 000 kg. Lead right also applies to heavy goods vehicles consisting of a motor vehicle covered by § 3-5 first paragraph no. 1 (Class B) and trailer with GVW over 3500 kg, provided that wagon train's total allowable gross weight does not exceed 12,000 kg.
In Norway, the court also guiding the tractor and motor vehicle where vehicles the permissible total weight of 3500 kg but not exceeding 7500 kg, or a trailer.

§ 3-14. Lead Straight Class DE cause Straight Class DE applies to categories BE and for gross combination consisting of a motor vehicle covered by § 3-9 first paragraph no. 1 and trailer with GVW over 750 kg.

§ 3-15. Lead Straight Class D1E cause Straight Class D1E applies to categories BE and for gross combination consisting of a motor vehicle covered by § 3-10 first paragraph. 1 and trailer with GVW over 750 kg.

§ 3-16. Lead Straight Class AM cause Straight Class AM apply to moped as defined in these regulations § 2-2.
In Norway may lead the court to class AM be limited by the application of national codes. Code 145 and Code 146 only applies to the keeping of two-wheel moped. In addition, the codes guiding the three- and four-wheel mopeds with an unladen weight (less battery weight by electric power alone) not exceeding 150 kg. Code 147 only applies to recognition of three- or four-wheel moped.

§ 3-17. Driver Straight Class S Lead Straight Class S applies for driving in Norway with belt motorcycle with or without a trailer lead. Until the license holder reaches 18 years the right is restricted to belt motorcycle class 1 (tracked motorcycles having a ratio between power and weight not exceeding 0.20 kW / kg), cf. Vehicle Regulations 4 October 1994 no. 918 § 2-5 no. 2 .

§ 3-18. Lead Straight Class T Lead Straight Class T goes for driving in Norway:

1.
Tractor and motor vehicle, with a design speed not exceeding 40 km / h, with or without a trailer. Until the license holder has two years of experience or turns 21 years the court is limited to tractors and motor vehicle, with or without a trailer, with a total GVW not over 25,000 kg. Weight restriction does not apply when the right class T is acquired by the age of 21.

2.
Class AM code 147. If mopeds own weight is over 150 kg (less battery weight by electric power alone), the driver must be 18 years old.

3.

Motor Accessories that are not adapted for the transport of persons or goods and which can not be driven faster than 30 km / h, with or without a trailer.

Lead Straight Class T code 141 apply to driving in Norway with tractors and motor vehicle, with a design speed of 41-50 km / h with or without a trailer. Until the license holder has two years of experience or reaches 21 years, the court limited to tractors and motor vehicle, with or without a trailer, with a total maximum permissible total weight not exceeding 25 000 kg. This applies to people who have taken additional training for acquisition of Class T.
Lead Straight Class T code 148 apply to driving in Norway with tractors and motor vehicle with a design speed of 41-50 km / h, with or without a trailer, with a maximum permitted total weight not exceeding 25,000 kg. This applies to people who have taken additional training for acquisition of Class T code 144.

Chap. 4. Validity, limitations

§ 4-1. Validity of driving license Driving licenses for categories A, A2, A1, AM, B, BE, S and T are given 15 years of validity unless it be a shorter validity under § 4-2 to § 4-4. The driving license shall be valid for a maximum of five years if the holder has diabetes mellitus treated with insulin or other antidiabetic agents. The driving license shall have a maximum duration of five years if the holder has had paroxysmal brain dysfunction (including epilepsy and memory of other or unknown cause) within the last five years prior to license issuance. For applicant who has reached 60 years, set the expiration date on your license to the day before seeking turns 75 years of age or health attested boyfriend's expiration if this comes. To achieve uninterrupted driving license may be renewed driving license with health certificate before age 75 years with duration until the day before the age of 78 years. People who have reached 75 years on 19 January 2013 or later, will have little health certificate next to the driving license as long as the medical certificate is valid.
Driving licenses in other classes given valid for 5 years unless there be a shorter validity under § 4-3 to § 4-5. Before issuing the applicant must submit a health certificate. Upon issuance of a driving license under this subsection, granted license class under subsection simultaneous new validity period pursuant to the first paragraph. § 4-2. Trial Period for a driving license Class B At the initial issuing and extension of license for Class B establishes a trial period of two years as noted on your license. Becomes new driving licenses issued in the trial, the remaining probation noted on your license.

When practical test is passed with a vehicle with automatic transmission, is the court limited to such vehicles, ref. Driver training Regulations § 29-8 except as mentioned in § 29-8 second paragraph.


§ 4-4. § 4-5. Missing safety driving courses for categories C, CE and D If the safety driving course or skid pan course not documented completed before issuing a driver's license (expansion) in categories C, CE and D, set the validity period to one year.
To achieve uninterrupted driving license, must documentation for completed safety driving course or skid pan course be submitted before the validity period expires. The driving entitlement can be acquired later by documentation of completed courses. If your license has expired more than a year, must also practical test passed, cf. § 6-1 second paragraph first sentence. When these conditions exist, issued a new license with the usual validity from the date of the first issuance unless a new health certificate must be presented.

§ 4-6. Phasing of driving licenses issued before 19 January 2013 Driving licenses issued before 1 April 1979, must be exchanged for a new driving license before 1 January 2020. Driving licenses issued during the period 1 April 1979 to 31 December 1997, must be exchanged for a new license before 1 January 2023. Driving licenses issued during the period 1 January 1998 to 18 January 2013, must be exchanged for a new driving license before 1 January 2033. Driving licenses that are not replaced by the stipulated deadline, it loses its validity.
Starting 19 January 2033, EU driving license which is used for driving in Norway must comply with the latest EU model for driving licenses to be valid.

Chap. 5. Application for a driving license extension, issuing

§ 5-1. Application for license provisions in this chapter apply to all førerkortutstedelser, unless otherwise stated.
Application for driving license printed on a standard form that is sent / delivered to the local district roads department or the local traffic station. Applications can also be delivered via the Internet in license categories where it is prepared for it. Requests for application forms do not apply to renewals, unless required new driving test.
Declaration of health, or health certificate when necessary or required by Appendix 1 shall accompany the application. Upon change of name shall consecration letter or name letter attached, if the change is not apparent from the Central Person Register. Health must be approved before ordering final test.
For persons applying for a driving license the first time sends NPRA request to the police to ensure that conduct is approved. Conduct must be approved before ordering final test.

§ 5-2. Issuance of driver's license Driving licenses are issued only to a person who has attained the minimum age and driving license in Norway in the relevant class. To acquire a driving license must driving test for the class to be passed, cf.. Driver training regulations. Alternatively, it must be shown proof of foreign driving license under the rules for duplicate or substitution, cfr. Ch. 7 and 10 and the conditions there. Lead Straight can also be acquired on completion of mandatory courses where it is permitted under the traffic education regulations.
When the mandatory training for driver training regulations, the license is not issued in the relevant class before it is documented that such training is conducted.
Before driving license issued an applicant must present acceptable identification name, personal identity number (11 digits), or D-number for those without Norwegian personal identity and image. Applicant identity must be checked and the applicant's signature given under controlled conditions.

Driving licenses are issued only to persons who are lawfully resident and domiciled in Norway. Applicants must be registered in the Population Registry as resident in Norway before a driving license can be issued. The requirement for permanent residence may be waived for people documenting the stay to last for at least 185 days. By substitution and renewal, the same requirements. Driving licenses may be issued to a student from another Member State who studies in Norway and documenting that they have studied at least 185 days in the country.

§ 5-3. Extension of the right mm Lead Straight Class CE, C1E, DE or D1E provides simultaneous driving license in category BE. Lead Straight in category BE is intact along with class B, although driving license in categories CE, C1E, DE or D1E not renewed.
Lead Straight Class CE provides simultaneous driving license in categories DE (optionally D1E) if the applicant already has a driving license in category D (or D1) and accordingly by later acquiring a driving license in category D (or D1).
Lead Straight Class C1E provides simultaneous driving license in category D1E if he has already lead to the class D or D1 and accordingly by later acquiring a driving license in category D or D1.
Lead Straight classes A1, B1, AM, S or T can be extended to classes S, T, AM, A, A2, A1 or B / BE. Lead Straight with restriction may be extended to the right without limitation. Lead Straight Class T or Class T code 144 may after completing additional training is extended to class T code 141 or Class T code 148.
Extension of the court may otherwise occur under the following conditions:

1.
Driving licenses for categories C, C1, D or D1 can only be issued to persons who have passed a driving test, or has or has had lead straight, Class B (or equivalent).

2.
Driving licenses for categories BE, CE, C1E, DE or D1E can only be issued to persons who have passed a driving test, or had the right as a separate class of driver's license, respectively Class B (or equivalent), C, C1, D or D1.

What tests required, or the mandatory training required, stated in driver training regulations.

§ 5-4. Temporary driving license Pending the driver's license being produced, issued a temporary driving license with one month validity. Driver proof and photo identification of the holder, be accepted while driving. Temporary driving license is only valid in Norway.

§ 5-5. Special provisions on theoretical driving test Whoever needs it because of license education, may take the theoretical driving test, without prejudice to the provisions of this chapter apply. Nevertheless, the provisions of § 5-1, second paragraph and third paragraph. 3 apply. Furthermore, it must produce acceptable identification name, personal identity number (11 digits) and photograph of recent date.
Right to take sample also apply when the court is lost or revoked, or when driving licenses are confiscated or seized, or there is a decision about release date.
The Regional Road Office shall provide confirmation that the theoretical driving test is passed and in which classes.

Chap. 6. Renewal of driving licenses and driving license

§ 6-1. Renewal of driving licenses and driving license driving license must be renewed before the expiry date of that lead right to have uninterrupted validity. The procedures in Ch. 5 applies. Driver's license picture is valid for up to 15 years. Driving license classes' grace period is calculated pursuant to § 4-1. Upon renewal of the categories C1, C1E, C, CE, D1, D1E, D and DE have to constantly submit a health certificate. Chap. 7. Temporary driving permit, duplicate, replacement

§ 7-1. Temporary driving permit Regional Road Office or the police may issue a temporary driving permit to holder of Norwegian driver's license, or the holder of a driving license from the EU with a permanent residence in Norway. Before temporary driving permit may be issued must be the applicant's identity checked.

Temporary driving permit shall be limited in time and not be authentic beyond 3 months. Both authorities may extend the driving license regardless of the authority that issued the original permit. Such an extension is granted only once with validity up to 3 months.
Driving permit must be carried during driving and it must be supplemented with acceptable photo identification of the holder. The permit is valid for driving in Norway, Sweden, Denmark and Finland.
Temporary driving permit may be issued in the following cases:

1.
When your license is lost or stolen and it is necessary for the applicant to drive a motor vehicle. Notification of loss or theft in a prescribed form.

2.
When your license is in a place where it is not reasonably be required taken immediately.

3.
When other quite exceptional circumstances exist.

In special cases, when there are no doubts, temporary driving permit, as mentioned above, also be issued to holders of foreign driving licenses. It is assumed that the driving license recognized by Sec. 8. Temporary driving permit may also, on the same terms, issued to holders of foreign driving licenses in the following cases:

1.
If a foreign driver's license expires during the residence time, if it would entail disproportionate disadvantage for the person concerned to arrange a driver's license renewal abroad.

2.
If a foreign driver's license has been damaged or for other reasons have become unfit as identification.

3.
After passing the practical test person with a driving license which is not recognized by Sec. 8

The police can, for foreign driver's license, when lost or revoked driving license, or by confiscation or seizure of driver's license, issue a temporary driving permit for driving out of the country.

§ 7-2. Issuance of new license once the license is lost or stolen New driving licenses may be issued as a duplicate, renewal or substitution to people who have lost or stolen his Norwegian driving license or EEA driving license and who have permanent residence in Norway, if not recovered four weeks after the license has been reported lost.
Driving licenses may be issued immediately if everything indicates that the license has been lost forever, if it is necessary to drive abroad if it will be expanded to a new driving license class or if one of the driving license classes or competences have less than 6 months of remaining validity on license. Instead of duplicate valid driving licenses issued before 19 January 2013 with a remaining period of validity of which is longer than that set out in § 1.4, issued a new license under the provisions of § 4-1.
If your license is recovered, it will immediately be submitted to a traffic station.

§ 7-3. Documentation of the right person who is registered as a holder of a Norwegian driving license may, wherever the person has permanent residence, issued documentation of Norwegian lead rights.

§ 7-4. Replacement of driving license holder of license obligations, if the holder still want to use the court to replace the driving license, because of the name change or physical condition, can no longer be used as proof of the right. Name change must be documented. If the police or the Regional Road Office finds that a driver's license can not be used as proof of the right of such or other reasons (for example when the subject is misleading), the driver's license imposed replaced.
Holder driving license may also own reasons to request replacement of the driving license.
Driving license which replaced must be submitted to the traffic station.
The same requirements and obligations are also valid driving license issued abroad accepted by permanent residence in Norway. The exchange happens in the form of substitution for a Norwegian license.
The provisions of § 7-2 first and second paragraphs shall apply mutatis mutandis.

Chap. 8. Recognition of foreign driving license - temporary residence

§ 8-1. Driver's license from another EEA state driving license issued in another Member State, is valid in this country in accordance with its content with the exceptions set out in these regulations. The driving entitlement is limited to the international classes mentioned in § 3-1 and rights conferred by Decision 2014/209 / EC. A driving license issued in another Member State for exchange of driver's licenses from countries outside the EEA, can be used in Norway for up to 3 months.
"Temporary kørekort" and "turistkørekort" issued in Denmark and "tilfälligt körkort" issued in Finland, also applies during a temporary stay in the country.

§ 8-2. Driving licenses issued outside the EEA provisions of this section apply to driving licenses not covered by other provisions of this Chapter.

A driving license is accepted in accordance with this paragraph are valid for driving up to three months in Norway in accordance with their terms. For people who work for the traveling circus or carnival and who have a valid work permit, the national driving license valid for driving in Norway for up to 6 months. The driving entitlement is limited to the international classes as mentioned in § 3-1, or equivalent classes.
A driving license is accepted by the countries party to the Geneva Convention of 1949 or the Vienna Convention on Road Traffic 1968, if the license has been issued on the model of such Conventions or by EU / EEA country. Driving licenses for national model from the same states are accepted if it included an authorized translation into Norwegian.
Driving licenses may also be accepted from other states, if your license is in accordance with one of the three models mentioned in the third paragraph and issued in a Scandinavian language or English, French or German.
International driver's license is accepted, along with a valid national driving license.
Driving license holders must meet Norwegian age requirements in relevant driving license classes.

§ 8-3. Special provisions for driving licenses from Switzerland Driving license issued in Switzerland, in categories A, A2, A1, AM, B, BE, C, CE, C1, C1E, D, DE, D1, D1E, D2 or D2E is valid for driving in Norway up to one year. Class D2 / D2E regarded here as Class D1 / D1E.

Chap. 9. Recognition of foreign driving licenses - fixed abode

§ 9-1. General provisions In addition the provisions of this Chapter, a person who wants to drive a motor vehicle in Norway, switching to the Norwegian driver's license, when there is access to it. Otherwise Norwegian driving license acquired in the normal way.
When a person takes permanent residence in Norway, the normal provisions of this regulation also for foreign driver's license, so far as applicable, unless otherwise specified. Driving license holders must meet Norwegian age requirements in relevant driving license classes. Holders of valid EEA driving license is subject to the requirement in § 4-1 concerning the medical examination and issuance of a new license from the age of 75 years.

§ 9-2. A driving license issued in an EEA state driving license holder who take permanent residence in Norway and who have a driving license issued in another Member State, can use their driving license in accordance with the license content, with the exceptions set out in these regulations. The driving entitlement is limited to the international classes mentioned in § 3-1 and rights conferred by Decision 2014/209 / EC.
A driving license issued in another Member State for exchange of driver's licenses from countries outside the EEA, can be used in Norway for up to 3 months. If the holder took permanent residence in Norway before 19 January 2013 and the EEA driving license is issued before that date, EEA driving license be used as an ordinary EEA driving license.
The provisions of this Regulation shall apply for such license, including when it comes to renovation, expansion, duplicate, health regulations, loss or revocation of driving license and seizure and confiscation of driving licenses. Holder of a foreign driving license who lose or revoked the right, or receiving driver's license revoked, shall be issued with new Norwegian driver's license instead of relinquishing the license.
For driving licenses in categories C, CE, C1, C1E, D, DE, D1 or D1E issued with more than five years of grace, accepted the validity of five years after the party domiciled in Norway unless the license expiration date is previously some validity set out in § 14.5 eleventh link.
Driving licenses acquired by documented at least six months studying in another Member State by a person who has permanent residence in Norway, recognized by section's other joints.

§ 9-3. Driving licenses issued outside the EEA provisions of this section apply to driving licenses not covered by other provisions of this Chapter.
Driving license holder who take permanent residence in Norway, can use their driver's license for up to three months after this took permanent residence here if your license is recognized by Sec. 8. Foreign driver's license can be exchanged for Norwegian pursuant to Sec. 10. Otherwise, the right acquired as the driver's license the first time in Norway.
Driving licenses acquired by documented at least six months studying in another Member State by a person who has permanent residence in Norway, recognized by section's other joints.
A driving license issued in Switzerland, cf. § 8-3, are valid for driving in Norway for up to one year.

§ 9-4. (Repealed 1 January 2015 by Regulation 19 Dec 2014 No.. 1824.)

Chap. 10. Substitution of foreign driving licenses

§ 10-1. General information on the Trade When valid international driving license be exchanged for a Norwegian license, the normal provisions of this regulation unless otherwise stated in these regulations.
The foreign driving license must be submitted simultaneously with the application for substitution.

§ 10-2. Exchange of driving licenses issued in countries outside the EEA Documented full driving license acquired in Australia, Canada, Hong Kong, Israel, Monaco, New Zealand, San Marino, South Korea and the United States provides the basis for issuing a Norwegian driving license in the corresponding class (es) by passing practical driving test. Lead court must be valid at the time of application. Valid driving license document either with a valid driving license issued before departure from the country of issue, or confirmation of a valid driving license from driving license authority in the issuing country. When the license text is not English, French or German, you need your driver's license is supplemented with a valid international driver's license applicant or with certified translation into Norwegian.
Substitution must be completed within one year after the person took permanent residence or moved back to Norway. If the application is submitted so late that it is not possible to implement substitution within the one-year deadline or substitution deadline of one year is exceeded when applying for a substitution, the driving license should be changed into class B or BE After completing mandatory training in driving, first aid and safety driving course and have passed theoretical and practical examination. Person having permanent residence in Norway and has achieved full driving license during a temporary stay in countries mentioned in the first paragraph above, the same conditions as above get switched to a Norwegian license. The requirement is that the court was obtained during a continuous residence in the country of issue that lasted at least 6 months.

§ 10-3. Exchange of driving licenses issued in another Member State Driver's license issued in another Member State, can be exchanged directly for a Norwegian license in similar classes when the holder is permanently resident in this country. Driving license classes corresponding to S and T are not swapped out.
It does not require criminal record, health certificate / declaration, a new driving test or mandatory training. This does not apply when otherwise provided by lost or revoked driving license, cf. Road Traffic Act of 18 June 1965. 4 § 24, § 33 and § 34 and Regulation 19 December 2003 No. 1660 about the loss of the right to drive a motor vehicle, Chapter 8 .
the applicant must, if necessary, submit documentation of original leading rights issuer country.

If exchange occurs before the license expiration date, given the Norwegian driver's license 15 years validity for categories AM, A1, A2, A, B1, B, and BE unless the license has been specifically limited in time due to illness or similar ref. § 4- 3.

For license substitution before 1 January 1994, the same applies, assuming passed practical test for current classes cf. § 6-1 second paragraph, however, that the practical test for category A1, A2 or A, must always be passed.
Person having permanent residence in Norway and has achieved full driving license during a temporary stay in another Member State, the same conditions as above get swapped directly for a Norwegian license. The requirement is that the right was acquired after at least 6 months documented study period.

§ 10-4. Exchange of driving licenses issued in another Member State by substitution from countries outside the EEA Right to direct substitution does not apply to EEA driving license issued by exchange of driving licenses from countries outside the EEA. If the court originally acquired in a country outside the EEA is expanded in a Member State, is also treated underlying classes EEA classes. Driving license exchanged for a Member State from passing practical and theoretical test, treated as an ordinary EEA driving license in accordance with § 10-3.
EEA driving license issued by exchange of driving licenses from countries outside the EEA is treated as an ordinary EEA driving license if the holder took permanent residence in Norway before 19 January 2013 and the EEA driving license is issued before that date.
Have holder established his residence in Norway with effect from 19 January 2013 to such a license exchanged as an ordinary EEA driving license if the holder had a valid driving license in one or more Member States for at least 10 consecutive years before he or she took permanent residence or moved back to Norway.
If the requirement of 10 years have not been met, can the substitution be granted under the conditions and limits in § 10-2 if your license was exchanged from one of the countries listed in the above paragraph. Driving licenses from other countries outside the EEA are not eligible for trade-in.

§ 10-5. Exchange of driving licenses from Greenland Driving license class B from Greenland, issued after 1 January 1995, will be exchanged after passing practical driving test.
Otherwise apply § 10-2.

§ 10-6. Exchange of driving licenses from Switzerland Valid driver's license from Switzerland in categories AM, A, A2, A1, B, BE, C, CE, C1, C1E, D, DE, D1, D1E, D2 and D2E, can be exchanged for the equivalent Norwegian driving license after following rules:

1.
Valid driver's license can be exchanged for a Norwegian driving license for the corresponding classes. Class D2 / D2E from Switzerland In this context equally as Class D1 / D1E. A possible substitution must be made within one year after moving to Norway.

2.
About exchange takes place after the one-year deadline, must license holder must pass a practical driving test in class B, although the foreign driver's license in addition to Class B issued in categories BE, C, CE, C1, C1E, D, DE, D1 , D1E, D2 or D2E. Chap. 11. Loss of the right to drive a motor vehicle, release date, seizures mm

§ 11-1. Loss or revocation of the right to conduct driving license mandatory motor vehicle, barred license Whoever has lost the court or been barred from driving license for one or more classes in Norway or abroad, can not be issued a license in any other class as long as the loss or barring deadline goods . § 11-2. Notification of the release date, seizures and loss of driving license Notification of release date, seizures, loss or revocation of driving license given immediately to the central driving license register.
Notification shall be given immediately upon return of the seized driver's license, when restoring revoked driving license that is lost until further of particular reasons and possible recovery of lost lead just before the originally scheduled Loss Time expires.

§ 11-3. Foreign driving licenses in cases of driving bans (loss of driving license in Norway) for the holder of a foreign driving license, the same rules as the loss or revocation of driving license and seizure of a Norwegian license, as far as applicable, unless otherwise stipulated.
For people who are not permanent residents of Norway, the following applies:

1.
Driving licenses issued in EU: When there is a final decision on the driving ban, submitted cars for issuing country with a message about the cause. The same applies international driver's license. For driving licenses issued in Denmark, Finland or Sweden notification shall be sent issuing country also when decisions are made before final decision.

2.
Driving licenses issued outside the EEA: Driving licenses are kept by the police while driving prohibition applies, or until the person leaves the country if this occurs earlier. International driving license granted before relinquishing endorsement the time it comes to driving bans in Norway.

For persons who are permanent residents of Norway kept driving license by the police while driving ban goods. § 11-1 applies correspondingly. For the recovery of driving license in Norway issued a Norwegian license pursuant to the provisions for exchange, if it is allowed to do, see. Also the Road Traffic Act of 18 June 1965. 4 § 24, § 33 and § 34, Regulation 19 December 2003 No. 1660 the loss of the right to drive a motor vehicle section 8 and this regulation Chapter 10.

Chap. 12. Exceptions - specific Norwegian provisions

§ 12-1. General exemptions from license obligation for tractors, motor vehicle, slow-moving motor vehicles and self-balancing vehicle for driving with tractor and motor vehicle outside the road, on a private road and crossing a public road, the following exemptions from the requirement for a driving license:

1.
Tractor and motor vehicle, with a design speed not exceeding 40 km / h, with or without a trailer, can be passed by a person aged 16 or over and have the necessary skills.

2.
Tractor and motor vehicle, meant to be administered by air, possibly with an attached trailer, can be passed by a person who is 16 years of age and have the necessary skills.

Motor vehicles with GVW not exceeding 3500 kg and which are designed for a speed not exceeding 10 km / h, and that only with significant structural changes can be executed with greater speed, can be passed by a person aged 16 or over and has the necessary skill.
Self-balancing vehicle as defined in Vehicle Regulations § 2-5 no. 4 can be passed by a person aged 16 or over and have the necessary skills. Identification name, photo and date of birth should be allowed while driving.

§ 12-2. Special rules for certain types of driving in garasjehus, service station, bilverksted-, industrial or similar area in Norway motor vehicle / vehicle combination that requires a driving license for categories BE, C, CE, C1, C1E, D, DE, D1 or D1E moved by person have a driving license class B.
for organized motorsport in enclosed space mm in Norway, special rules apply, cf. regulation of 15 January 2001 no. 26 on motorsports on a closed circuit or other restricted area and on other uses of the go-kart, established by the Public Roads.

§ 12-3. Special rules for defense and civil defense Military personnel in the service of the Armed Forces or Civil Defence who have driving license in categories B, take a practical driving test in categories C, CE, C1, C1E, D1 or D1E. The same applies to classes D and DE at the age of 20 years. Driving licenses issued, with annual validity, when the candidate meets the minimum age requirements and documentation for mandatory training be provided. If your driver's license is not issued within five years after the practical test is passed must new practical test passed before the license can be issued.

Motor vehicle or vehicle combination that requires a driving license class S, BE, C, CE, C1, C1E, D, DE, D1 or D1E can using the Armed Forces service performed by military personnel with class B driving license and the military driving license. Armed Forces are responsible for the use of qualified drivers who have been trained in the use and handling of the vehicle in question approved program. Training and education shall be registered by the defense. Health requirements in the classification shall be met.
The same applies to the use of civil defense service under preparedness, relief operations and in connection with exercises or other forms of civil defense training. This exceptional cases also apply another drive is writing ordered by the responsible manager. Civil Defence is responsible for the use of drivers who have been trained in the use and handling of the vehicle in question.

§ 12-4. General exemption from license requirement for two-wheeled moped Person who does not have permanent residence in Norway could lead medbrakt foreign registered two-wheeled moped during a temporary stay in Norway, according to the rules on driving licenses or skills that apply to recognition of such moped in his homeland. Driving with a Norwegian registered two-wheeled moped, requiring the operator holds and dogging valid driving license with driving license in categories A1, A or B.

§ 12-5. Special rules for belt motorcycle Regional Road Office may grant permission for organized group tours with participants who did not have a driving license class S. Participants shall have the right in another class, recognized in Norway, and sufficient skill. The organizer is responsible for monitoring the participants' driving license and skills. The tours must be made within the tourism or similar, have the guide with the right in class S and follow a predetermined course. It should be laid down regarding the number of participants per. guide and it may be other terms of importance to safety, and environment. The conditions shall be based on where, when and how the run will take place.

§ 12-6. Special rules for dumpers etc. Motor vehicles because of weight or dimensions not be used on public roads, and which is classified as a truck (car group N 3), can the lasting physical cordoned off industrial etc. performed by person with a driver's license Class B. Before driving the person must have undergone relevant internal company training and mandatory training and test set by the working authorities.

Chap. 13. Issuance of international driving licenses etc.

§ 13-1. Issuance of international driving license Royal Norwegian Automobile Club, Motorførernes Avholdsforbund and Norwegian Automobile Association, for driving of motor vehicles registered in foreign states issuing international driving license after model of the Vienna Convention of 1968 on road traffic. The applicant must have a permanent residence in Norway and have a valid driver's license from Norway or another EEA state. Driving licenses valid as long as national driver's license is valid, but for a maximum of three years in the (n) relevant driving license class (es).

§ 13-2. (Repealed 1 July 2012 by Regulation 21 June 2012 no. 632.)

Chap. 14. MISCELLANEOUS PROVISIONS

§ 14-1. Appeals of decisions made by the police Police Directorate appellate.
For resolutions adopted by the Regional Road Office is Vegdirektoratet appellate. In complaints regarding health and mobility, where Vegdirektoratet not appealed, the Regional Road Office build on national appeal body for health final decision of the health conditions in the complaint.
Appeals against the county governor's decision pursuant to Annex 1 § 6 decided by national appeal body for health. Appeals against the Regional decisions under Annex 1 § 6 decided by Roads.

§ 14-2. Fees For every theory and every practical test paid a fee according to the rates below. The fee is regardless of how many classes sample gives the right for.
The fee must be paid even if the candidate does not complete the sample, unless the sample is canceled later than the penultimate working day before the date of the ordered sample. The fee must be paid before a new driving test can be ordered. Although the deadline for cancellation has expired, the fee for failure to carry waived by the Regional Road Office, if the submitted medical certificate or documentation of other factors that make it reasonable to waive the fee.
It paid the surcharge for the issue (production) of a driver's license or certificate of competence. It paid a fee for each certificate of competence / driving license.
Fee shall be paid even when the sample or production is a result of an order pursuant to the Road Traffic Act.
Fee is paid respectively before the trial and before production.

§ 14-3. Exemptions Roads may grant exemptions from these regulations.
The Regional Road Office may, by individual decision, grant exemptions from the requirements for driving license in categories BE, C, CE, C1, C1E, D, DE, D1 or D1E for specific areas such as airports and similar closed business areas with permanent operations and physically cordoned off for public traffic. The exception should be made for certain time and no longer than two years. It is assumed lead straight Class B competent business need before driving takes place in accordance with the exception, in writing declaring that the persons concerned have undergone business training and pass a proficiency test for skilled person.
The Regional Road Office may, by individual decision, grant exemptions from the requirements of § 4-4, second sentence, and § 4-5, second sentence, if the reason for non completion of courses is disease, longer stays abroad or similar reasons, as it has been difficult to assess in advance.
The Regional Road Office may otherwise, by individual decision, grant exemptions from this regulation, when there are particularly weighty reasons.
For exceptions health claims refer to Appendix 1

§ 14-4. Commencement and repeal of other regulations, etc. This regulation comes into force on 1 March 2004, however, that § 6-1 subsection comes into force on 1 July 2004 (see transitional provisions of § 5.14).
From 1 March 2004 following regulations are repealed:

1.
Regulation of 23 February 1979 no. 4 on driving licenses and driving tests etc., issued by the Ministry.

2.
Regulation of 14 December 1993 no. 1309 amending the regulation on driving licenses and driving tests laid down by the Ministry of Transport.

3.
Regulation of 29 December 1997 no. 1466 on the design and content of the license for the EEA model laid down by the Directorate of Public Roads.

4.
Regulation of 29 March 2000 no. 343 on exemptions from regulations on driving licenses and driving tests etc. for permission education, established by the Public Roads.

5.
Regulation of 28 July 1999 no. 874 on exemptions relating to regulations on driving licenses and driving tests, etc., issued by the Directorate of Public Roads.

Regulation of 15 January 2001 no. 26 on motorsports on a closed circuit or other restricted area and on other uses of the go-kart, inter alia as defined pursuant to the Regulation mentioned in the second paragraph. 1 shall continue to apply.

§ 14-5. Transitional provisions for the right acquired under the Regulations on 23 February 1979 no. 4 on driving licenses and driving tests etc. The provisions of this Regulation shall apply to the right under previous regulations on 23 February 1979 no. 4 on driving licenses and driving tests, etc., so far as applicable, other not specified, cf. especially § 6-1 for renewal, and Annex 5 and 6, where it is given transitional provisions for old driving license and your rights and how these lead rights will continue. Cause rights that have lapsed under the previous regulations on driving licenses, see in particular the Regulations on 23 February 1979 no. 4 § 44, para. 1 and 7 in the so-called stempelbil not covered by this regulation.
Exemptions, permits and other established pursuant to regulations on driving licenses and driving tests of 23 February 1979 no. 4, still applies.
Provisions of the Regulations on 23 February 1979 no. 4 on driving licenses and driving tests § 21 no. 8 subsections, § 30 no. 1, second paragraph, first sentence and § 37 - § 39 apply insofar as appropriate, and not otherwise provided by regulation 19 December 2003. 1660 about the loss of the right to drive a motor vehicle, etc., for driving license is revoked in accordance with the Road Traffic Act § 33 and § 34, as those provisions read before amendment 4 July 2003. 77 (entered into force on 1 January 2004).
To § 4-4, first paragraph. Persons who have acquired a driving license without driving, valid until 1 March 2009, retains this right.
To § 4-4 second paragraph. Lead Straight valid until 1 March 2005 due to lack of driving courses are treated similarly. Eleven can as an alternative to documentation carried mørkekjøringsdel of traffic course, submit documentation for driving courses, which are completed before 1 January 2006.
To § 6-1 second paragraph. Those under the former wording of § 6-1 subsection has had to pass the practical test (theory test for Class AM) to renew a driving license, but who have failed, it must pass the test before the court can be acquired, although respittåret (after new wording ) has not expired.
To § 13-1. Forms for international driver's license in accordance with the Geneva Convention may be used until stocks of such is exhausted.

To § 4-1. For valid driving license for categories C, CE, C1, C1E, D, DE, D1 or D1E issued before 10 September 2008, applies inflicted expiration date.
To § 7.2. Upon issuance of duplicate or replacement license originally issued before 10 September 2008, set the validity period in categories C, CE, C1, C1E, D, DE, D1 or D1E equal driving license duplicated or replaced.
To § 4-4 and § 4-5. For driving licenses in categories C, CE, C1, C1E, D, DE, D1 or D1E issued before 10 September 2008, with one year validity because of lack of safety driving course or driving in traffic course, issued a new license when evidence of completed courses exists. The period of validity attaches to ten years from the date of the initial issuance, unless a shorter period of validity provided in Chapter 4.
To § 9-2 and § 10-3. EEA driving license for categories C, CE, C1, C1E, D, DE, D1 or D1E issued before 10 September 2008 are valid on their content, but a maximum of ten years from the proprietor took permanent residence in Norway. If the holder takes permanent residence in Norway after September 9, 2008, but before the 10th September 2013, the maximum validity date September 9, 2018. Taking holder permanent residence in Norway after 19 January 2013, the period of validity up to five years. The provisions of this paragraph shall apply accordingly if the substitution for a Norwegian license.

§ 14-6. Lead Straight acquired pursuant to this Regulation before 19 January 2013 Lead Straight Class A1 acquired before 19 January 2013 also apply to class AM. Persons who have acquired the right for medium heavy motorcycle before 19 January 2013, lead to the class A2 and get driving license in categories A after 2 years experience or by the age of 21.
People who have acquired Class A by direct acquisition, and who have not attained 24 years on 19 January 2013, retains the acquired lead the court.
Lead Straight for Class B1 or B code 73 acquired before 19 January 2013, also driving license in categories AM and three-wheeled motorcycle. Lead Straight to wheel motorcycle applied driving license with code 79.03 affiliated Class
For driving license in category BE acquired before 19 January 2013, does not apply constraint on the trailer's permissible gross weight in § 3-11. The privilege is applied to the driving license with code 79.06 affiliated category BE.
People who have acquired Class C or Class CE, and who have not attained 21 years on 19 January 2013, retains the acquired lead the court.
People who have acquired class D or class DE, and who have not attained 24 years on 19 January 2013, retains the acquired lead the court.

Appendix 1 - Health requirements

§ 1. General provisions on health. No need to drive a motor vehicle when the person due to illness, another proven or probable health or use of drugs is not able to run at a safe way.
When holders of driving licenses resulting from prolonged impairment of health or viability is in doubt still driving can happen safely, shall be obliged to consult a doctor for examination.
If the doctor finds that the person does not satisfy the health requirements, duties doctor to notify it to the county governor, cf. Act relating to health § 34, ref. § 76, cf. Regulation issued pursuant to former legelov § 48. Driving license holder must submit driving license to police. If notification is not required, driving is still not allowed, as long as the condition lasts.

§ 2. Requirements for health and viability - Classes A, A2, A1, B, B1, BE, AM, S and T For driving licenses in categories A, A2, A1, B, B1, BE, AM, S and T the following requirements apply to the driver's health:

1.
The visual acuity must be at least 0.5 when both eyes are examined simultaneously. If optical correction is necessary to achieve this visual acuity, duties driver using such a correction while driving. Sudden loss or significant reduction of vision in one eye, it must be at least 6 months from vision loss occurred to the driver's license may be issued or motor loss. The same applies functional eyed because of lack of stereopsis.

2.
The field of view must be at least 120 degrees wide in the horizontal plane and at least 50 degrees each side. In the vertical field of vision should be intact at least 20 degrees up and down. There must be central visual field defect within a radius of 20 degrees.

3.
Episodic brain dysfunction (including epilepsy and memory of other or unknown cause) must not have occurred during the past 12 months.

4.
There must be serious mental illness, significant mental retardation or personality deviations that results in impaired judgment, impulse control or behavioral disorders, which can be dangerous in traffic.

5.
There must be no abuse of alcohol or other drugs, and the use of tranquilizers or anesthetics in doses that reduce alertness or driving ability.

6.

There must be no other medical conditions that render or may make the driver unfit to drive a motor vehicle.

7.
Mobility requirements:

A)
his mobility must be adequate for safe operation of the motor vehicle.

B)
When mobility reduction is believed to be stationary, determines the regional roads department by any practical test of maneuverability is reassuring, possibly with an option on the vehicle.

8.
For people who have diabetes mellitus treated with insulin or other antidiabetics can license not be longer validity than five years.

9.
Driving license holder must at the age of 75 years conduct a general medical examination and be issued a new license ref. § 4-1. At each subsequent renewal must new health certificate supplied and new driving license is issued.

§ 3. Additional requirements for categories C, CE, C1 and C1E for driving licenses in categories C, CE, C1 and C1E apply, besides the requirements mentioned in § 2, the following additional requirements:

1.
The visual acuity must be at least 0.8 in one eye and 0.1 in the other eye. Optical correction, except contact lenses, must not exceed plus 8 diopters.

2.
The field of view must be at least 160 degrees wide in the horizontal plane and at least 70 degrees each side. In the vertical plane, the field of view remain intact at least 30 degrees up and down. There must be central visual field defect within a radius of 30 degrees.

3.
There must be no double vision.

4.
Episodic brain dysfunction (including epilepsy and memory of other or unknown cause) should not have occurred, and drug prevention of attacks have been used or considered necessary, the last 10 years.

5.
When diabetes is treated with insulin or other glucose-lowering drugs, must

A)
not have been severe hypoglycemia (low blood sugar) during the 12 months

B)
driver be fully aware of the development of hypoglycemia

C)
driver regularly check blood sugar levels at least 2 times daily with driving

D)
driver able to explain the dangers of hypoglycemia

E)
there be signs of serious complications of the disease.

The license can not be longer validity than 3 years.

6.
It must not be symptomatic heart disease, signs of coronary artery disease, coronary artery disease in the medical history or poorly controllable blood disease.

7.
Due to mobility required normal force and coordination in both legs and arms, and natural grip of both hands.

§ 4. Additional requirements for categories D, DE, D1 and D1E For driving licenses in categories D, DE, D1 and D1E apply, besides the requirements mentioned in § 2 and § 3, the following additional requirements:

1.
Episodic brain dysfunction (including epilepsy and memory of other or unknown cause) must not have occurred after the age of 18.

2.
VoiceSkin be perceived at 4 meters distance.

3.
There must be no diabetes mellitus treated with insulin or other glucose-lowering drugs.

§ 5. Declaration of health - health certificate for driver's license the first time in classes A, A2, A1, B, B1, BE, AM, S and T are required, with the exceptions set out in the following, only declaration of health on the prescribed form, unless Regional Road Office or police believe health certificate is required. When health certificate is not required, it shall be at the driving test is presented or performed an eye test, see traffic education Regulations § 29-2.
Upon renewal of driving licenses as mentioned is not required declaration. Yet it is required for renewal of the driving license with restrictions under § 4-3 always a health certificate. For people under 75 years who use vision correction while driving or imposed driver's license to use vision correction, the health certificate is limited to visual function, if not complete a health certificate is required for other reasons. Comes the need for a health certificate only refractive errors in the eye, acceptance certificate in the prescribed form of government issued optician.
By extension of driving licenses as referred to required health certificate in the cases mentioned in the second paragraph. Health certificate is required upon expansion to classes as mentioned in the fourth paragraph.
For driving licenses in categories C, CE, C1, C1E, D, DE, D1 and D1E required at the initial issuance, renewal and extension health certificate in the prescribed form (form no. NA 0202). The part of the medical certificate relating to vision, may be replaced by a certificate from an officially approved optician if any visual impairment due to refractive errors of the eye.
For all driving license categories also apply:

1.
By diabetes mellitus treated with insulin or other antidiabetic required additional certificate on the prescribed form (form no. NA 0202b). This should be completed by their regular doctor or by a specialist in internal medicine.

2.

Whoever had paroxysmal brain dysfunction (including epilepsy and memory of other or unknown cause) must submit a certificate from a specialist in neurology or internal medicine. Upon renewal of a driving license is a certificate from the applicant's regular doctor sufficient, if it has not been attack since the driving license was issued or renewed.

3.
If your vision is not normal, or if there is reason to suspect eye disease (beyond refractive error), required certificate from ophthalmologists.

4.
It may also in other cases required certificate from a specialist.

Certificate must by filing an application for a driver's license not be older than 6 months. Testimonials given 3 years administrative validity from the date of issuance, unless the certificate itself has a shorter grace period. If there is reason to believe that the health condition is changed, a new certificate is required for a shorter time.

§ 6. Exemptions and supplementary provisions County Governor of applicant's domicile may in special cases grant exemptions from the provisions of § 2, § 3 and § 4. As regards the provisions on mobility in § 2 no. 7 and § 3 no. 7, applies county governor to grant exemptions only where mobility reduction is not stationary.
The Regional Road Office may grant exemption from the provisions on mobility in § 2 no. 7 and § 3 no. 7, if the mobility reduction is stationary.
Directorate of Health may issue further regulations concerning the medical examination of those who should have a health certificate for driver's license or certificate of competence mm by road traffic legislation, and may issue further guidelines for county government treatment of such cases.

Appendix 2 - Driving license ballot

§ 1. Physical properties, control of standard The physical properties of the driving license shall be in accordance with ISO 7810 and ISO 7816-1. The methods used to verify that the license properties meet the international standards shall be in accordance with ISO 10373.

§ 2. Driving License Model The license shall have two sides and be designed in accordance with the model contained in Directive 2006/126 / EC Annex 1, as most recently amended by Directive 2011/94 / EC and with the adjustments that follow of this regulation and of the EEA Committee no. 110/2012, ref. Annex 3 and 4 of this regulation. Any microchip in the driving license must satisfy the requirements of Regulation (EC). 383/2012 as amended by Regulation (EC). 575/2014. Driving licenses shall contain security features.

§ 3. The formulation Driving licenses issued with text in both language variants.

§ 4. Driving licenses cover Operator Card page 1 should have a pink background. Word EEA model in Norwegian, as well as the word "license" translated into the other Member countries' languages, to be applied with pink lettering.
The license shall contain:

Date of first issue of driving license category (this date should be listed again in any subsequent production where driving license category to be maintained). The date shall be inserted in the format dato.måned.år (DD.MM.YY).

Expiration administrative validity of each license class. The date shall be inserted in the format dato.måned.år (DD.MM.YY).

12.
Additional information, proof of qualifications or restrictions in code form behind the current drivers license, ref. Annex 4 to this Regulation.

13.
Space for administrative notices from the host country if the holder takes permanent residence in another EEA country.


If a code applies to all license classes he has, the code can be entered in the field under columns 9, 10 and 11.
On page 2 shall give an explanation of the numbered information on the license page 1 and 2. Furthermore, should be allocated space on your license for any microprocessor or an equivalent computerized device.

Appendix 6 - Transitional and administrative provisions of the driving license issued under these regulations and license Regulations on 23 February 1979 no. 4

§ 1. Driving licenses for categories C, CE, C1, C1E, D, DE, D1 or D1E, issued with common ordinary validity also for other classes, retains its validity for categories A, A1, B, BE, S or T (unlimited ) for driving in Norway, even though the license common validity has expired.
When replacing driver's license Class 4 provides classes AM, S and T. In class T assigned code 142. Any restrictions continued.

§ 4. Lead Straight for motor vehicle holder of a driving license in categories C1, C1E, D or DE, issued before 1 January 2005 driving license in Norway for motor vehicle. When replacing continue this right by code 140 associated with all aforementioned classes.
Proprietor of driving licenses in classes B, BE, D1, D1E, D2 or D2E, issued before 1 January 2005 driving license in Norway for motor vehicle with GVW not over 7,500 kg and for motor vehicle with GVW over 7,500 kg, design speed not exceeding 50 km / h. When replacing continue this right by code 152 associated with class B / BE.
Provisions on the right of this section also applies to the holder of a driving license issued in another Member State prior to 1 January 2005. At the Trade continued right as described above.

§ 5. Lead Straight Tractor Holder of driving licenses in classes B, BE, C, CE, C1, C1E, D, DE, D1, D1E, D2, D2E or T, issued before 1 January 2005 driving license in Norway tractor, with or without a trailer. When replacing continue this right by applying class T, with code 142, associated with all aforementioned classes.

Holder driving license category BE issued after 1 January 2005 driving license in Norway for tractors, with a design speed not exceeding 40 km / h and GVW not over 25,000 kg, with or without a trailer. When replacing continue this right by applying class T, with code 144, associated with class BE.
Proprietor of driving licenses in categories C, issued after 1 January 2005 the right for tractors with or without trailer with GVW not exceeding 750 kg. When replacing continue this right by applying class T, with code 143, associated with class C.
Holder driving license for category CE, issued after 1 January 2005 the right for tractors, with or without a trailer. When replacing continue this right by applying class T, with code 142, associated class CE.
The provisions of this paragraph on the right also applies to the holder of a driving license issued in another Member State, respectively before and after January 1, 2005. Upon the substitution continued right as described above.

§ 6. Lead Straight belt motorcycle proprietor of driving licenses in categories A, A (limited to belt motorcycle), A1, B or T issued before 1 July 2006 have driving license in Norway for belt motorcycle, regardless of the ratio. When replacing driving licenses in categories A1, S or T, issued during the period 1 July 2004 to 30 June 2006, will continue this right by class S with code 150. When replacing driving licenses continued this right by class A1.

§ 10. Lead Straight Class C1 and C1E Holder driving license class D or D2, acquired before 1 January 1997, driving license in Norway and the EEA for Class C1.
Holder driving license category DE or D2E, acquired before 1 January 1997, driving license in Norway and the EEA for class C1E.
These rights lapses if the license validity expires without it being renewed for respectively Class D, DE, D1 or D1E.
When replacing a driver's license, when the right is intact, continued these rights respectively class C1 or C1E.
Driving license Class BEC, acquired before 1 January 1997, while providing driving license in categories C1E.
When replacing continue this right by category C1E.
Lead Straight Class BEC1, where class C1 was applied in 1997, provides a driving license Class BEC1E, when class BEC1E applied driving license for replacement.

§ 11. Lead Straight Class AM Person who acquired the right to class T before 1 January 2005 driving license in categories AM.
Person who acquired the right category A1, A or B before 19 January 2013 driving license in categories AM.
Person who acquired the right to class B1 / B code 73 or T between 1 January 2005 and 19 January 2013, driving license in categories AM code 147.
Person age of 20 before 1 January 2005 which do not holding a driving license in another category and which has the necessary skill, you get driving license in categories AM code 145. Acquisition of driving license in class S does not lead to loss of this right.
Holder Norwegian certificates of competence for drivers of mopeds have driving license in categories AM code 146. The certificate of competence may be replaced with a driving license class AM code 146 under the current rules on the issuance of driving licenses.
Provisions second and third paragraph also applies to the holder driving license issued in another Member State in international driving license categories.
