Chapter 1. Preliminary provisions section 1-1. Forskriftens scope this Regulation applies to traffic training and driving test for persons who want to acquire or renew a førerett that needs to be documented with a driver's license.

§ 1-2. Definitions in this regulation be understood with: a) Traffic training: practical and theoretical training for the acquisition or renewal of førerett that needs to be documented with a driver's license.

b) Training run: the practical part of the training in which a teacher or companion guides the learner, and have the supervision and control of execution.

c) training towards the consideration: the training that teaches get consideration for the training, regardless of who performs the consideration. Training under the auspices of the approved traffic school is considered always as training against remuneration.

d) Practice driving with Companion: practice driving where the companion does not receive remuneration for the training run.

e) Teaching personnel or teacher: approved traffic teacher, a teacher in the public school works with competence for traffic training as well as teaching personnel by other approved training institution.

f) Companion: person who supervises training driving without being a teacher for this regulation, cf. road traffic law § 26 second paragraph.

g) Manager: person with the academic, administrative and educational responsibilities of a traffic school.

h) Student: person who is in training with teacher or companion.

j) training institutions: traffic schools, the public school works and approved the course organizers.

k) training within the public school system: training that falls within the Education Act. Training must be part of the school's regular training opportunities and be subject to supervision from the public school system.

Private schools be equated in this regulation with the public school system if the tutorial in the private school replaces the mandatory training in the public elementary school or high school and is subject to the corresponding supervision.

l) teaching plan: plan that shows how the individual educational institution meets the requirements forskriftens with the resources it has at its disposal. The plan will provide information about training institution's teaching personnel, vehicles, materials, work methods and the use of practice areas.

Unless otherwise stated in this regulation, the definitions and the provisions of regulation 19. January 2004 No. 1. 298 on a driver's license, etc.

Chapter 2. Practice driving section 2-1. Requirements for the student during the rehearsal driving Practice driving must not take place earlier than two years before the time of the student after his age can get førerett for the relevant vehicle group after regulations 19. January 2004 No. 1. 298 on a driver's license, etc. or professional driver regulations 16. April 2008 Nr. 362 jf. road traffic law § 26 second paragraph. Still need to practice driving not take place before the age of 15 years. Practice driving in the classes and AM 146 S within the public school work can take place from 10. grade level, even if the student does not have filled 15 years.

Exemption from the trafikalt course is true even if the person does not meet the age requirement of the driver's license forskriftens Chapter 8, 9 or 10, cf. Chapter 3.

d) people who are under investigation for possible exemption from the health requirements of the driver's license forskriftens annex 1. The exception is limited to necessary driving in connection with the investigation.

Evidence of complete trafikalt course, if applicable, with the exception as noted above regarding driving, with be brought under practice driving. If you are exempt from the requirement to trafikalt course before practice driving after the third paragraph, LITRA a) or c) must documentation that confirms the førerett with be brought under practice driving. If the foreign driver's license is filed must documentation from the State's roads for the right to practice driving with be brought. For practice driving in classes C1, C1E, C, CE, D1, D1E, D and DE is required that the student has a class B førerett. Military personnel can exercise fragile from the age of 18 years. The requirement of førerett in class B does not apply to students in the public school work that is undergoing vocational training in accordance with the professional driver regulations 16. April 2008 Nr. 362 provided that the student has completed the trafikalt course. These students can also start supplementary training run by approved traffic school.
Person who has the embargo for the acquisition of førerett, jf. road traffic law § 24a, or have lost the lead court or had it revoked or have been seized, cf. license. Road Traffic Act section 33 and section 34 must not practice with driver's license mandatory for fragile vehicles during this period without police consent. For the embargo after road traffic law § 24a first paragraph only the person class.
Person who has lost the lead the Court may, after that loss period is over, the rehearsal fragile without trafikalt course. He or she must have with them the documentation from the State's roads or other authority showing that the person concerned has the right to practice without course fragile trafikalt, as well as acceptable photo ID. The same applies for the revocation førerett and suspended driver's license.

Person who has the driving ban for driving license-free vehicles, must not practice with vehicle or fragile thing with driver's license required vehicles during this period, without police consent.

section 2-2. Practice driving on the public roads or other areas that are not a restricted area unless otherwise provided by this regulation to the teacher or the companion accompany in the vehicle at the seat near the student by practice driving on the road or other sites that are not blocked off. Where the teacher or companion in pursuance of section 2-2 or § 2-3 is not included in or on the vehicle, it is not allowed to have with the passenger on the training vehicle. In the Security course on track for heavy classes, see. Kap. 28, it is allowed with two students in practice the vehicle even if the teacher is not included on the training vehicle.

Chapter 3. Practice driving with the companion section 3-1. Requirements for companion the companion must have filled 25 years, have valid førerett for that vehicle group and have had to førerett the last 5 years continuously before practice run takes place, cf. road traffic law § 26 second paragraph.
By practice driving with a companion on the road that is open for ordinary habitation, it can only øvingskjøres with a student at a time.

Chapter 4. Training against remuneration § 4-1. Access to provide traffic education Traffic training against consideration can only be provided by: a) traffic school is approved in accordance with this regulation, b) the public school works and c) course organizer that is approved in accordance with this regulation.

Traffic schools can offer training in all classes, including be course organizer.
The public school work can provide training in all classes. Mandatory training can only be provided in classes C1, C1E, C, CE, D1, D1E, D, DE, AM 146, S, and T, as well as the trafikalt course.
Course organizers can be approved for training in steps 2 through 4 in the classes AM 146 and S, courses in accident preparedness, cargo security course, and security courses at the Court-the classes C, D and CE.
Mandatory training can only be provided by approved traffic schools, public school works and approved the course organizers and only in accordance with the other to the fourth paragraph.

§ 4-2. General requirements for lærevogn By practice driving it must be used vehicles that are approved as lærevogn, unless otherwise stated in this regulation. section 4-3. Additional requirements to the lærevogn classes A1, A2 and A Lærevogn in class A, heavy motorcycle, will have a displacement of at least 595 cm ³, an effect on over 40 kW and a constructive speed of at least 100 km/h. Lærevogn in class A2, mellomtung motorcycle, can have similar stroke volume, effect and constructive speed.
Learn vehicles in classes A1, A2 and A, shall have the following additional equipment when the teacher is included on the vehicle: a) double set the control device for brake and coupling, b) one mirror which gives the teacher sufficient view backward, c) one mirror which gives the teacher sufficient control of the student, and d) handle on each side that is available for the teacher.

§ 4-4. Additional requirements to the lærevogn-the classes B, B, code 96 and ask Lærevogn in classes B, B, code 96 and ask to have their width at least 1.5 metres and have at least four seats.

Trailer for use by training in class B code should be at least 96 as high and wide as the person the car, be closed and have a allowed total weight of at least 1500 lbs.

§ 4-5. Additional requirements to the lærevogn-heavy classes Learn vehicles in classes C1, C1E, C, CE, D, D1, D1E and should have the following additional equipment: a) double set the control gadget for fotbrems or additional operation of the operating brake, b) extra mirrors that give the teacher sufficient view backwards and c) one additional interior mirror which gives the teacher sufficient control of the student.

section 4-6. Additional requirements to the lærevogn-class AM 147 Lærevogn in class AM to be 147 three-or four-wheeled moped with a curb weight of 250 kg (without batteries) and be registered for two people.
Learn the stroller should have the following additional equipment: a) the mirror equipment that gives the teacher sufficient view backwards and b) one additional interior mirror which gives the teacher sufficient control of the student.

section 4-7. Additional requirements to the lærevogn-class T Lærevogn in class T should be 4-wheel tractor registered for two people with constructive speed between 38 and 50 km/h and allowed total weight of at least 7000 kg.
Learn the stroller should have the following additional equipment: a) double set the control gadget for fotbrems, b) two exterior mirrors that give the teacher sufficient view backward, c) one additional interior mirror which gives the teacher sufficient control of the student, d) seat belts for the student and the teacher, and e) switch pedal, lever or the like free wiring that gives the teacher the opportunity to cancel the progress.

§ 4-8. Exception to the requirement of lærevogn vehicle that is spesialinnrettet for the disabled are exempt from the requirements of section 4-2 through section 4-7. Such a vehicle can be used as lærevogn if it is equipped so region Road Office finds it necessary for that practice to be driving safe. Vehicles used for practice driving after this provision may also be used as a vehicle for the driving test, jf. section 29-8, fourth paragraph.
It is not a claim for the approved lærevogn in mandatory courses for classes A1, A2 and A, if the student is running alone on the motorcycle.
It is not a claim for the approved lærevogn in class AM 146, but the training will take place at two-wheel moped.
At the training requirements of the can AM 147 § 4-6 waived if the lack of training opportunities makes it necessary. The vehicle must still be a three-or four-wheeled moped. Alternatively, the lærevogn class B automatic cars used by the mandatory tutorial in steps 2 and 3.

It is not a claim for the approved lærevogn in class S. The students can use their own belt motorcycle. If the teacher and the student sitting on the same belt motorcycle, it should be equipped with clamp or handle, jf. vehicle regulations 4. October 1994 no. 918 § 18-7, and dead man's button that can be used by the teacher. Alternatively to the dead man's button can it be used two-way communications equipment. In the class S may be used belt motorcycle class 2 even if the student can only get førerett limited to belt motorcycle class 1.
By teaching on the safety course class T code 141 and class T code 148, it is not a claim for the approved lærevogn. The vehicle must still be tractor with constructive speed 50 km/h, have allowed total weight at least 7000 kg and be registered for two people.

section 4-9. Additional requirements for students under consideration For training towards practice run running against consideration in classes A, A2 and A1 to the student in addition to mandated helmet use controlled, transparent visor or goggles, gloves, footwear that covers the ankle and appropriate clothing suitable for bike that covers the remaining body parts. Gloves, footwear and clothing should be of material that are not melting, burning or demolished by force, and that has a protective effect by kind and shock.
For practice driving against consideration in class AM 146 to the student in addition to mandated helmet use ruled, visor, or goggles, gloves and footwear that are suitable for driving on the moped.

Chapter 5. Training institutions § 5-1. Training institutions ' responsibility Training institutions are responsible for ensuring that the training is operated in accordance with current regulations and is of proper educational character.
Training institutions are responsible for ensuring that it be worked out educational plans for mandatory training.
Training institutions should outline the learning carts, equipment, teaching local and areas that are necessary to carry out the course content. The requirement does not apply personal equipment that controlled helmets and apparel.
Training institutions should make use of the educational personnel that meet the requirements of this regulation. Traffic schools will use the approved traffic, unless teachers provided by this regulation.

section 5-2. Approval of traffic schools Traffic schools that offer traffic training must be approved by the region Road Office and operated in accordance with the provisions of this regulation.
Prior to the approval of a traffic school is provided, the school's owner send a written application to the road in the region Office the region where the school is established. In the application to the school's business name, registration number and fixed business location is entered as well as what training opportunities the school will offer.
To gain approval, it must forward added documentation for approved academic leader and teaching personnel.
Evidence for validation are issued by the regional road Office in the region where the school is established. The approval is recorded in the traffic school, sensor and organizers registry (TSK-registry).

section 5-3. Requirements for traffic schools Traffic schools must have an academic leader who is approved in accordance with section 6-14.
Traffic schools have to dispose its business Office at the fixed place. Several traffic schools can have private office space and the smooth operation of the Office.
Traffic schools must report in writing to the regional road Office if opening time and be available for supervision after further agreement with region Road Office.
Student TOC and the teaching plans should be available to the supervisory authorities in the school Office. The same applies to training card for students who have completed or completed the tutorial.
Traffic schools that want to drive business from more than one location, must notify you in advance in writing to the regional road Office.
By the cessation or removal of traffic schools, as well as the change of owner, Manager or other conditions that have had an impact for the authentication to be written notice immediately sent to the region Road Office.
Traffic schools should notify in writing to the regional road Office within two weeks when the teaching personnel begins or ends at the school.

The information is to be given the students before the training starts.
The owner of the traffic school has the overall responsibility for the school business and to facilitate for the tutorial, including the long way to finding academic leader can fulfill their duties unhindered.

§ 5-4. Approval of and requirements to the course organizers Region Office can approve road legal persons as course organizers. In the class S is the only region in the North that can provide such approval. It must be added documentation that shows that the applicant meets the academic and administrative prerequisites to be able to offer training in accordance with the regulations. It should be a close relationship between the applicant's existing activity and the course content.
Directorate approves the course organizer, path and kurspris for safety course on the Court for the classes C, D and CE, cf. Chapter 28. Each path should have a trade responsible responsible for that the training happens in accordance with given regulations.
It can be set criteria for validation, including the limitation of internal training and limited earnings.
Student TOC and the teaching plans should be available to the supervisory authorities. The same applies to training card for students who have completed or completed the tutorial.

section 5-5. Student record Traffic schools and course organizers will take manual or electronic record of all their students. Of contents to view the student's name, address, birth number and when the student started and stopped, as well as which parts of the required training is completed.

section 5-6. Training short traffic schools and course organizers will issue training card for each student in each class. The competent teacher should after each run time and each part of the mandatory training certify which parts of the teaching that is conducted. The training card will be applied to the training institution's name, as well as the student's name, address, birth date, student number under section 5-5 and show the number of hours of instruction the student has had.
Training should be brought under the card with the tutorial. Training card to appear forward when the region Office. the road Directorate can establish models for training cards.
Training cards should be kept for five years.

section 5-7. Course organizer shall ensure that students use required protective equipment during the practical exercises.

section 5-10. Requirements for equipment-safety course on the Court for the classes C, D and CE Course organizer should at least outline the following vehicles:-truck with slepvogn-truck with 2-axle or 3 axle outboard wagon-truck with trailer coupling for semitrailer, 2 axle and 3-axle semitrailer-2 or 3-axle semi-trailer axle-3 with self-tracking axle with and without locking-buses with and without rear motor-car-1 truck without cargo.

Organizers should outline the one vehicle or wagon train per 2 students.
All vehicles should have the ABS brakes. The vehicles shall be loaded so that the objectives of the various exercises on the course can be reached. At least one carriage train set should be fully loaded.


section 5-11. Control and supervision of traffic schools and course organizers Region Road Office oversees traffic schools and course organizers to make sure that these acts in accordance with this regulation, including criteria set under the legal authority of the regulations.
Region Road Office, through decisions issue orders, give warning and recall the approval to traffic school, course organizer, traffic and academic teacher leader, jf. section 5-12, section 6-3 and § 6-16.
Region Road Office can at any time attend the teaching. Region Road Office can meet decision to cancel or to underestimate the mandatory training if it is clear that the tutorial is in violation of this regulation.
The owner of traffic school, academic leader, responsible of course organizer, teaching personnel and other personnel have a duty to give the information about the business that will be necessary regarding traffic tutorial as well as present and disclose to control the documents pertaining to traffic tutorial and business at large. The information is stored electronically, the region Road Office require dated signed by the Print Manager.

section 5-12. Reactions to traffic schools and course organizers Region Road Office shall revoke the approval of a traffic school or course organizer when this no longer meets the requirements that are provided for validation. New authentication can not be given before the requirements again is met.
Region Road Office can issue an order or give warning when traffic school or course the Organizer does not meet forskriftens other requirements.
Region Road Office can revoke the validation when the competent traffic school or course organizer a) have made significant violations of the regulations on traffic training, or b) in spite of written warning or injunction violates the regulations.

By the assessment of the decision after the second and third paragraph, it should be taken into account to what extent the traffic school or course organizer can be blamed for the infringement. If traffic school or course organizer unndrar up supervision or do not provide the information about the training or operations that region requested, the road the Office considered this as a significant violation of these regulations, unless the training institution in very small degree can be loaded to the relationship.
The first time the approval of a traffic school or course organizer is revoked, the revocation shall normally apply from three to six months. The second time approval is revoked, the revocation shall normally apply from six to twelve months. The third time the approval is revoked, the revocation shall normally apply for at least twelve months. In special cases, the approval be revoked forever.
Region Road Office can fix a time limit for liquidation of a traffic school who do not have academic leader and can prohibit school take in new students.

section 5-13. Traffic education in the public school of art public school that offers traffic education must before training begins give written notification to the region road with information about the Office registration number, the school's address, educational administrator (principal) and what kind of traffic training school offers. The school must also state whether the teaching personnel used in the training run and the mandatory tutorial and what capabilities these have.
Underretningen are recorded in the Traffic School-, sensor-and organizers registry (TSK-registry).
By changes in, or termination of, training opportunities, educational administrator, educational personnel, or other conditions that affect the traffic tutorial, written notice shall be sent immediately to the region Road Office.

Chapter 6. Teaching personnel and professional manager section 6-1. General requirements for teaching staff Teaching personnel must have førerett for the class to which it is to be given instruction in Teaching must follow. personnel in the professional development and may be ordered to participate in the public approved the course. Still approval can be made conditional upon that the teacher made up any samples in connection with such courses.
Teaching personnel must have sufficient Norwegian knowledge to be able to carry out their profession in a satisfactory and acceptable way.

The teaching of first aid can only be given by persons with instructor approval from the Norwegian first-aid advice. The requirements of educational personnel in the first, second and fourth paragraphs do not have to be met to be able to teach in the first aid.

§ 6-2. The approval of the traffic that should have the teachers The approval as a traffic teacher must in addition to satisfy the requirements of the road traffic law § 27 first paragraph: a) for at least three years continuously have had førerett in the class to which it is to be given lessons in, b) fill the health requirements that are determined to be able to get your class D førerett, jf. Regulation 19. If the authentication traffic teacher is recalled after this paragraph, he or she can also not teaching at the ground school.
The police can shut down the temporary ban on traffic training business if the police find that traffic the teacher with reasonable grounds is suspected of a criminal offence, there are conditions or other conditions that could lead to revocation of the approval, or if the consideration of traffic safety or public interest otherwise requires. Special requirements for teaching personnel-class AM 146 Teaching staff of two-wheel moped shall be either approved traffic teacher in class AM 146, or have educational education that corresponds to the requirements of the teachers in the public school of art. Educational personnel that do not have traffic teacher education should also have special education approved by the Directorate.
In addition, førerett is required for at least 2 years after passing the driving test in the class A1, A2 or A.

section 6-7. Special requirements for teaching personnel-class S Teaching personnel in the class S shall be approved traffic teacher or have educational education that corresponds to the requirements of the public school. In addition, they must have special education from the University of Tromsø-Norway's Arctic University, or equivalent education which is approved by the Directorate. Teachers who before 1. July 2006 has taught in class S for at least two years, need not pass the special the exam.

By training under the auspices of the organizers can also other teaching personnel than mentioned in the first paragraph teach. Course the Organizer must provide evidence that teaching staff have training, education and experience equivalent to the requirements of the teaching staff in the way class S, in addition to special education as mentioned in 1. joints. section 6-9. Requirements for teaching personnel-courses in accident preparedness Educational personnel on courses in accident preparedness should be approved teacher on heavy vehicles and special education in fire preparedness, injury location management and first aid from the Nord-Trøndelag University College, Department of traffic teacher education, or equivalent. At least 1 day of special education should be teaching methodology.

section 6-10. Requirements for teaching personnel-courses in assurance and marking of cargo for the classes B code 96, BE, D1E, they and the Teaching personnel on courses in assurance and marking of cargo for the classes B code 96, BE, D1E, and should be the T traffic teacher and course securing the cargo for classes C1 and C.

section 6-11. Requirements for teaching personnel-courses in the securing of cargo for classes C1 and C Teaching personnel on the course in securing the cargo should be approved teacher on heavy vehicles and special education in the topic from the Nord-Trøndelag University College, Department of traffic teacher education, or equivalent. At least one day of special education should be teaching methodology.
People who have a special education in the teaching of cargo safety before 1. January 2005, can teach on the course in securing the cargo, provided that they have completed a day training in teaching methodology by Nord-Trøndelag University College, Department of traffic teacher education, or equivalent.
In addition, a person who has førerett in class C and crane operator either evidence or truck driver's evidence, assisting by demonstrations and by the practical exercises.

section 6-12. Requirements for teaching personnel-safety course on the Court for the classes C, D and CE Teaching personnel by safety course on the Court to be approved teacher on heavy vehicles.
On each course should be at least one teacher who have undergone special education as an instructor for heavy vehicles by smooth execution paths, or who has taught at least 15 required courses at the Court earlier.
A teacher can teach up to 9 hours on the track per day.

section 6-13. Requirements for teaching personnel-safety course class T 141 and class T 148 Teaching personnel on safety course class T code 141 and class T code 148 will be in addition to the basic education for traffic special education teachers approved by the Directorate.

section 6-14. Recognition of professional managers, Manager of a traffic school to have approval as a traffic teacher, have at least three years of teaching practice as primary occupation by a traffic school after basic education for teachers, and traffic have undergone professional management course at the College in Nord-Trøndelag, Department of traffic teacher education, or have other similar leadership education.
Approval as a Manager is provided by the regional office in the region where the way that person to start his training business. Region Road Office can also approve academic leader on the basis of professional qualifications acquired in another EEA Member State, cf. regulations on the recognition of professional qualifications from other EEA Member State on road traffic the area. Professional manager's duties of the academic leader is responsible for ensuring that traffic school is operated in accordance with current regulations and obligations, among other things: a) to coordinate the business of the school b) provide for the preparation, implementation and maintenance of the educational program c) Guide and control all teachers as professional manager is responsible for, in every step and course that the individual teacher provides instruction in d) make sure that the teaching staff reviews the necessary professional development e) make evaluation of the teaching f) ensure that only eligible teaching personnel provide teaching g) participate in the practical and theoretical traffic training h) be traffic school's contact person in relation to the regional road Office in) give the region the relevant information about the road traffic Office of the school's operation j make sure that school) traffic is not doing teaching in other classes than the the academic Manager or professional medansvarlige after the fourth paragraph has formal competence to teach k) provide for enrollment of mandatory training in line with § 7-6 and section 29-2 l) academic leader must by needs present a medical certificate showing that the stipulated health requirements is true for the person himself and for traffic the teachers.

Academic leader to draw up an annual plan which the scope and content of the Guide and control required by the first paragraph, LITRA c, decided and are described. Completed guidance and control shall be documented in writing.
Traffic school can provide lessons in class S even if the academic leader does not have special education in class S. Traffic school can provide the teaching of classes even if not heavy academic leader has teaching skills to teach on courses as mentioned in section 6-9 to § 6-12.
Traffic school can provide the teaching of classes A1, A2 and A, even if the Manager does not have the educational skills of that class, provided that another traffic teacher at traffic school is jointly responsible for the training of professional in that class. The professional medansvarlige must have educational right and at least 3 years of teaching practice in that class. Academic leader still has the main responsibility.

section 6-16. Reactions towards the professional head office shall revoke the Region Road the Authentication Manager when the academic leader no longer meet the criteria to be approved as Manager. New authentication can not be given before the terms again is met.
Region Road Office can issue an order or give warning when the Manager does not meet forskriftens other requirements.
Region Road Office can revoke the Authentication Manager when he or she a) have made significant violations of the regulations on traffic training or b) in spite of written warning or injunction violates the regulations.

By the assessment of the decision after the second and third paragraph, it should be taken into account to what extent the academic Manager can be blamed for the infringement. If the academic leader unndrar himself supervised, or do not provide relevant information about the training or traffic school's operation as the Regional Office requested, the road is considered this as significant violations of these regulations, unless the professional leader in a very small degree can be loaded to the relationship.
When the approval of a professional leader be revoked after the third paragraph, to recall the first time normally apply from three to six months. The second time the approval be revoked should the validation normally apply from six to twelve months. The third time the approval be revoked should the recall normally apply for at least twelve months. In special cases, the approval be revoked forever.

Chapter 7. In General about the traffic section 7-course content 1. Incremental training progression Tutorial implemented in steps, where the goal achievement on a step is a prerequisite for being able to have good dividends of the training on the next step.
Step 1 deals with the traffic system and basic risk understanding.
Step 2 deals with the knowledge of the vehicle and technical driving skill.
Step 3 deals with driving in varied knowledge of traffic and road traffic legislation.
Step 4 deals with the elaboration of the topics risk understanding and traffic system.
For the time being there is no requirement about the step by step training beyond step 1 for class AM 147.

section 7-2. Goals, teaching and curricula the teaching should be added to that the students can reach the goals for the tutorial, as they are set out in this regulation.
Directorate sets out the learning plans. Learning plans are not considered regulations for administrative law.

section 7-3. Rejection of the students in the event of doubts about a student have adequate driving skills to complete the practical training required in a meaningful way, the training institution rejecting the student. The regional office shall be notified about the way the rejection.
If the student does not accept the rejection, questions about the rejection be submitted to the regional office who understand the road decision. Region road the Office's decision may be appealed to the public roads.
By rejection to the training institution to inform the student about these routines.

section 7-4. Mandatory training Required training can only be provided by the training institutions that are mentioned in section 4-1.
The student must have participated in all the required hours to get the mandatory tutorial approved. If a student has the maturity to parts of a required course, the lost hours of instruction be taken again on corresponding courses later.

§ 7-5. Instructional hours and guided conversations with starting point in the student's achievements, to the student and the teacher together decide the extent to which the objectives of the step is reached. The teacher should give the student a tilrådning i question whether the student has the skills necessary to get a good learning benefits of the training in the next step.

Instructional hour should be of 45-minute duration, and contain both practical driving and a guided conversation. For the classes and implemented a AM S guided conversation as part of the mandatory training.

section 7-6. Enrollment of implemented mandatory training Required training in a step, and instructional time in steps 2 and 3, shall be notified immediately to the region Road office prior to mandatory training in the new stage begins. When mandatory training in the class S is given over a short span of time, the training joins together. The training must be enrolled no later than 2 weeks after it is completed and all mandatory training must be enrolled no later than 3 working days before the practical test can be taken. Signing up should take place electronically to the Traffic School-, sensor-and organizers registry (TSK-registry).
By training within the public school works there is no requirement that the tutorials in steps 2 and 3 shall be reported in.

Chapter 8. Trafikalt course section 8-1. Generally about trafikalt course people to acquire the førerett, will be in the training step 1 implement course trafikalt, jf. chapters 9 to 15.
The person must have filled 15 years before because the course can begin.
The course is on 17 hours of instruction, and can be completed with up to 16 students. It is permitted to bring up to 2 students as well as on parts of the course, if these have had decay by parts of the previous courses. Alternatively, 2 students who fall under the exceptions in section 8-2 the first paragraph b), c), or d) are included in addition to the 16 students during training in first aid.
It should be 4 hours of first aid, of which 1 hour is used for practical training in connection with an arranged accident.
It should be a minimum of 3 hours of driving in the dark. At least 1 of the hours to be demonstration on an outdoor area with little or no traffic, where both the gåendes and run the visitor's perspective can erfares. This section can be completed with up to 6 students per teacher. At least 1 of the 3 hours to be demonstration in car on the road in real traffic situations with students as passengers. This section can be completed with up to 2 students in the car. Remaining time to outline the expectations, goals, summary and reflection with students and teachers in the classroom.
Incidentally, teaching, jf. section 8-3 the second paragraph Nr. 1 through Nr. 4, should be 10 hours and spread over at least 3 days.

section 8-2. People who are exempt from the requirement of trafikalt course exempt from the requirement of trafikalt course are: a) people who have previously completed the trafikalt course, b) holders of the Norwegian driver's license or proof of expertise who have or have had in the førerett class A1, A2, A, B, AM, AM 146 147, S or T, c) people who have filled 25 years, d) people who have or have had førerett that be recognized for driving in Norway after regulations 19. January 2004 No. 1. 298 on driver's license and more Chapter 8, 9 and 10.

People who are exempt under subsection letter b) because of the førerett in the class AM 146, S or T and people who are exempt under subsection letters c) and d) should still have training in driving in the dark and first aid.

section 8-3. Course goals for trafikalt course the student going through experiences, activities and summaries be conscious of what is meant by that everyone should travel thoughtfully, and be vigilant and cautious as there is no danger can occur or voldes injury, and so that other traffic not undue will be prevented or disturbed, jf. road traffic law § 3.
The student will be 1.
know the formal reasons that we have traffic training, criteria to get a driver's license and that there are curricula for traffic training 2.
have a basic understanding of traffic by becoming conscious of how rules about location, speed, give way, signs and road markings contribute to safer and more efficient traffic winding up 3.
have basic knowledge of the human being in traffic by a) describe the essential elements in the running process and be conscious of the importance of motivation and emotion b) understand the importance of communication and interaction c) be conscious of the impact responsibility understanding, self-knowledge and the will have for how we act in traffic 4.
have knowledge of practice driving and driving experience by a) know the rules for practice driving b) know that there is connection between the drive experience and accident risk c) understand the importance of automation of basic actions and action patterns 5.
master the basic skills in first aid in connection with traffic accidents, a) have knowledge of duties at the traffic accident b) know the procedures for securing and appearance at the injury location c) be able to assess the damage the scope and practice of practical first aid 6.
participate in the rescue by a arranged accident and through this a) experience to come first to the damage site, understand the importance of knowing the damage before the accident to be notified and how notification is done b) acquire skills in basic routines on the damage rather than c) further develop the practical skill in basic life-saving first aid at traffic accidents 7.
through demonstration outside and in the car to understand how traffic accidents in the dark can be avoided by a) experience and go through the causal relationships at typical accidents that occur in the dark and have a basis to assess risk when driving in the dark b) be conscious of what is right lysbruk and behavior otherwise when driving, parking and emergency stop in the dark.

The student should consider its own expertise to start further training and have as good understanding of traffic and traffic training that the student can begin to practice fragile.

section 8-4. Certificate Training institution shall notify the traffic station on which students who have completed the trafikalt course. Traffic station issue the evidence which gives the right to practice driving.

section 8-5. Trafikalt course in public school work because Trafikalt course in the public school system can be implemented after the criteria in section 8-1 to § 8-4. The course can also be carried out by students in the tenth grade level even if the student does not have filled 15 years.
Trafikalt course can also be implemented as an integral part of the elective traffic provided that: a) the student goes in the ninth or higher grade, b) the student has been present for at least 80 percent of the options the subject's 57 hours including all first-aid training, c) teaching not be implemented with more than 18 students.

Driving in the dark is not included as part of the elective traffic and must be carried out as described in section 8-1.

Chapter 9. Classes A1, A2 and A, section 9-1. The main goal for the classes A1, A2 and A after to have carried traffic training in class A, A2 or A1, should the student have the skills that are needed to run the motorcycle in the appropriate class in a responsible manner.
The student should have the knowledge and skills, the insight and understanding, which is needed to drive your motorcycle in a way that:-is safe-provide good interaction-leads to good traffic winding up-take into account health, safety and the needs of others-is in accordance with the applicable regulations.

section 9-2. Step 1: Trafikalt course After having completed step 1 should the student have the foundation that is needed to have good dividend of further training.
The student should have as good understanding of traffic and traffic training that the student can begin to practice fragile.
The student will perform trafikalt course, cf. Chapter 8.

section 9-3. Step 2: basic vehicle-and run competence-classes A1, A2 and A after having completed step 2 should the student have the foundation that is needed to have good dividends of the tutorial in step 3. The student shall be by introduction of step 2 have 3 hours of mandatory training.
The student should have as good technical driving skills and work habits that attention can be moved from your own vehicle to the traffic image and interaction with other road users. In addition to the student consider their own skill in using the motorcycle and discover defects in the motorcycle.
The student will be 1.
through 3 hours of mandatory training together with the teacher and with students: a. put themselves into the characteristics of the motorcycle environment and motorcycle culture b. analyze the possible conflicts between motorcyclists and other road user groups c. discuss the term leads pullings, bike's power resources and the link between these and the demands of traffic environment sets to motorcycle drivers d. discuss and take a position to risk by bike, the causes of the most common and most serious motorcycle accidents and effective measures to counter these e. put words on their own opinions about the challenges of running motorcycle 2.

The student should have sufficient practice in driving with the teacher as a passenger, if it can happen legally, or with the download that takes advantage of a minimum of 80 percent of the allowed payload. The student to: 1. describe the forces that affect a motorcycle while driving and do account for the relationship between the physics, the properties, and used drive technique 2.

Select secure drive ways into, within and between road intersection, on the multiple-field road and streets in a regulated in all vegs types of traffic environment in that the student a) running according to the road markings and signs, or other order which regulates the traffic b) identifies, taking into account and select secure drive ways in situations of particular risk for motorcyclists by driving in heavy traffic 5.
choose safe and effective running ways by "driving on and exit from major road by the student a) identifies and describes the road's nature and design, and applying and contains precise run technique when driving in curves b) recognizes and takes into account the particular risk conditions for bikers by driving in land vegs environment 6.
run independently, use a systematic observation technique that provides overview, select the run ways that safeguards the security of the driver, passenger, other road users and get through traffic in an effective way.

The student shall at the conclusion of the step 3 complete instructional hours in accordance with § 7-5.

The student will perform safety course on road in accordance with § 13-8, and have sufficient rehearsal. The course is of 4 hours of instruction. At least 3 hours of the course is practical rehearsal. The remaining part of the course used for the goals, expectations, reflection and summary. If the course is not completed at the latest 6 months after the driving test in class AM 147 's passing, the mandatory training in step 3 is conducted again.

The student should be able to:-carry out control and supervision of the vehicle which is a driver's responsibility-have consideration for the passengers-secure the load securely-right decisions about running make in difficult driving conditions-be a resource person in crisis situations on the road.

§ 23-2. Step 1: basic course for heavy vehicle after carrying out step 1 should the student know how driving and interacting with heavy vehicle differs from driving with passenger cars, and the student to know that heavy car driver have to put themselves into a comprehensive set of rules.

The course can be completed with up to 16 students.

Motorcycle with electric motor should have a relationship between effect and the specific gravity of at least 0.15 kW/kg.
The practical test to class A be taken on motorcycle without sidecar. The motorcycle will have a displacement of at least 595 cm ³, a curb weight of more than 180 kg, an effect of at least 50 kW and a constructive speed of at least 100 km/h. Motorcycle with electric motor should have a relationship between effect and the specific gravity of at least 0.25 kW/kg.
Vehicle to the driving test for class A1, A2 and A, shall have the following additional equipment: a) double set the control device for coupling and brake, b) mirror on the right side of the Board where the sensor can observe the candidate, c) mirror on the left side for the sensors backwards d) term, the support handle for the sensor, e) communication equipment for the sensor and the candidate.

The candidate will be at runtime in addition to mandated helmet use controlled transparent visor or goggles, gloves, footwear that covers the ankle and appropriate clothing suitable for bike that covers the remaining body parts. Gloves, footwear and clothing should be of material that are not melting, burning or demolished by force, and that has a protective effect by kind and shock.
To the practical test should be set by the 65 minutes where 20 minutes applied to the skill test with security control and 45 minutes applied to trafikal try with control before running.
Skill test with security check carried out on restricted area and shall be passed before trafikal try with control before running.

section 30-2. Class B driving test driving test for class B consists of a theoretical and a practical test.
The practical test made with the passenger car with total weight permitted on not over 3500 kg, width of at least 1.5 metres and at least four seats. The vehicle should have constructive speed of at least 100 km/h. to be readable speed sensor from the sensors place.

section 30-3. Driving test class to ASK the Candidate retake the driving test for class ASK must have passed the driving test for class b. the driving test for class ASK consists of a practical test.
The practical test be taken by car as defined in class B, and fans. The vehicle will have a total weight permitted on not over 3500 kg, width at least 1.5 metres and at least four seats. The vehicle should have a constructive speed of at least 100 km/h. to be readable speed sensor from the sensors place. It should be exterior mirrors that give the sensor sufficiently Vista backward on both sides and extra mirrors that give the sensor the opportunity to observe the candidate. Wagon train must have a combined total weight permitted on over 3500 kg and could achieve a speed of at least 100 km/h Trailer should be closed ... and have a allowed total weight of at least 1500 lbs. It should be at least as high and wide as the car. The trailer to be loaded with several parcels which together weigh at least 300 kg and is secured with ordinary protection equipment. Current total weight should be at least 1200 kg.
Trailer vehicle may not be used.

section 30-4. Driving test class C1 candidates who will take the driving test for Class C1 must have passed the driving test for class b. the driving test for Class C1 consists of a theoretical and a practical test.
The practical test to be taken by truck with constructive speed of at least 80 km/h that has allowed total weight between 6000 and 7500 kg and length of at least 5 metres. The vehicle shall have the ABS brakes, closed cargo space that is at least as high and wide as the cab and fartsskriver as set out in regulation 2. July 2007 No. 877 about driving and rest time in the EEA section 1.
Vehicle to the driving test for Class C1 should have the following additional equipment: a) double set the control gadget for fotbrems, b) extra mirrors that give the sensor sufficiently Vista backward on both sides and c) extra mirrors that give the sensor the opportunity to observe the candidate.

The vehicle should have the current total weight of at least 6000 kg.
To the practical test to the set by 65 minutes.
Control before driving, safety control, driving in traffic and backing up, should always be included in the sample.

section 30-5. Driving test Candidates to be class take the C1E driving test for class C1E must have passed the driving test class C1. The driving test for class C1E consists of a practical test.
The practical test should be taken with the wagon train that consists of truck that meets the requirements for the driving test for Class C1 and fans that has allowed total weight at least 2000 kg. The trailer should be closed and whether at least as high and wide as the cab, or less than the cab provided that it is not possible to get Vista back from the driver's seat without having to use the side mirrors. Wagon train must be able to achieve a speed of at least 80 km/h. Wagon train should have a length of at least 8 meters and a total allowed total weight not exceeding 12000 kg. The trailer should have current total weight of at least 1800 kg.
Trailer vehicle may not be used.

section 30-6. Class C driving test Candidates to retake the driving test for class C must have passed the driving test for class b. the driving test for class C consists of a theoretical and a practical test. Passing theoretical try class C also apply to Class C1.
The practical test to be taken by truck with constructive speed of at least 80 km/h that has allowed total weight of at least 19 000 kg, length of at least 8 metres, width of at least 2.4 m and a wheelbase of at least 4 metres. The vehicle shall have the ABS brakes, transmission that provides the opportunity to choose give manually, have new addition that is at least as high and wide as the cab or less provided that it is not possible to get Vista back from the driver's seat without having to use the side mirrors, and fartsskriver as set out in regulation 2. July 2007 No. 877 about driving and rest time in the EEA section 1.
Vehicle to the driving test for class C should have the following additional equipment: a) double set the control gadget for fotbrems, b) extra mirrors that give the sensor sufficiently Vista backward on both sides and c) extra mirrors that give the sensor the opportunity to observe the candidate.

The candidate should have with the equipment that is necessary to carry out safety checks. The vehicle should have the current total weight of at least 18500 kg.
To the practical test to the set by 65 minutes.

section 30-7. Driving test Candidates to be class CE retake the driving test for class CE must have passed the driving test for the class C. Nevertheless, the theoretical test in class CE made when the candidate has successfully passed the theoretical test in class c. the driving test for class CE consists of a theoretical and a practical test.
The practical test should be taken with the truck that meets the requirements to driving test class C with trailer. Wagon train will have a total length of at least 18 metres and the trailer is going to be a slepvogn with allowed total weight 20000 kg or more. Alternatively, the test can be taken with the wagon train with total length of at least 15.5 metres where semitraileren has allowed total weight 25000 kg or more. Both the wagon train with slepvogn and semitrailer shall have a width of at least 2.4 meters and could achieve a speed of at least 80 km/h. should be at least Trailer 7.5 metres long and be at least as high and wide as the truck, or less provided that it is not possible to get Vista back from the driver's seat without having to use the side mirrors.
The candidate should have with the equipment that is necessary to carry out safety checks.

Wagon train should have the overall current total weight of at least 38500 kg. The trailer in question total weight should be at least 15000 kg.
Trailer vehicle may not be used.

section 30-8. Driving test class D1 candidates who will take the driving test class D1 must have passed the driving test for class b. the driving test for class D1 consists of a theoretical and a practical test.
The practical test class D1 should be taken with the minibus with a constructive speed of at least 80 km/h. Mini bus must have allowed total weight of at least 4000 kg, be at least 5.2 metres long and have the ABS brakes. The vehicle should not have more than 16 passenger seats. The vehicle should have fartsskriver as set out in regulation 2. July 2007 No. 877 about driving and rest time in the EEA section 1.
Vehicle to the driving test for class D1 should have the following additional equipment: a) double set the control gadget for fotbrems, b) mirror that gives the sensor sufficiently Vista backward on both sides and c) extra mirrors that give the sensor the opportunity to observe the candidate.

To the practical test to the set by 65 minutes.
Control before driving, safety control, driving in traffic and backing up, should always be included in the sample.

section 30-9. Driving test class to retake the D1E Candidates driving test for class D1E must have passed the driving test for class D1. The driving test for class D1E consists of a practical test.
The practical test should be taken with the minibus that meets the requirements for the driving test for class D1 and supporter. The trailer should have allowed total weight of at least 1500 lbs. Wagon train must be able to achieve a speed of at least 80 km/h. should be at least Trailer 2 meters high and 2 meters wide and be closed. The trailer should have current total weight of at least 1000 kg.
Trailer vehicle may not be used.
To the practical test to the set by 75 minutes.

section 30-10. Driving test class D Candidates to retake the driving test for class D must have passed the driving test for class b. the driving test for class D consists of a theoretical and a practical test. Passing theoretical try class D also applies to class D1.
The practical test will be taken by bus. The vehicle should have constructive speed of at least 80 km/h, the total length of at least 10 metres, width of at least 2.4 m and wheelbase at least 5.5 meters. The vehicle shall have the ABS brakes and fartsskriver as set out in regulation 2. July 2007 No. 877 about driving and rest time in the EEA section 1.
Vehicle to the driving test for class D should have the following additional equipment: a) double set the control gadget for fotbrems, b) mirror that gives the sensor sufficiently Vista backward on both sides and c) extra mirrors that give the sensor the opportunity to observe the candidate.

The candidate should have with the equipment that is necessary to carry out safety checks.
To the practical test to the set by 65 minutes.
Control before driving, safety control, driving in traffic and backing up, should always be included in the sample.

section 30-11. Driving test class the Candidates to retake the driving test for the class they must have passed the driving test for class d. the driving test for the class they consist of a practical test.
The practical test be taken by bus that meets the requirements to driving test class D and trailer with allowed total weight of at least 2000 kg. Wagon train must be able to achieve a speed of at least 80 km/h. should be at least Trailer 2 meters high and 2 meters wide and be closed. The trailer should have a current total weight of at least 1800 kg.
The candidate should have with the equipment that is necessary to carry out safety checks.
Trailer vehicle may not be used.

section 30-12. Driving test class AM driving test for class AM 146 consists of a theoretical test.
The driving test for class AM 147 consists of a theoretical test.

section 30-13. Driving test class S the driving test for the class S consists of a theoretical test.

section 30-14. Driving test driving test class for class T T consists of a theoretical and a practical test.
The practical test made on tractor with trailer connected. Tractor to the driving test should have 4 wheels, be registered for two people, have constructive speed of between 38 and 50 km/h, have wiring pedal and have allowed total weight of at least 7000 kg. The trailer should have allowed total weight of over 4000 kg, and so high that there is no clamps are possible to get Vista back from the driver's seat without having to use the side mirrors. Wagon train must have a length of at least 8 metres, and have a combined total weight permitted on at least 12 000 kg. The trailer to be loaded with several pieces of baggage that is secured with ordinary protection equipment. The weight of the load must constitute at least 50% of the allowed payload until the current total weight is 7000 kg, yet still be at least 2000 kg. Current total weight should be at least 4000 kg.
Vehicle for the driving test class T should have the following additional equipment: a) double set pedals for fotbrems, b) exterior mirrors that give the sensor sufficiently Vista backward on both sides, c) one additional interior mirror that provides adequate control sensor with the candidate, d) seat belts for the candidate and the sensor and e) switch pedal, lever or the like free wiring that provides the opportunity to cancel the sensor to the progress.

Chapter 31. Transitional provisions, exceptions and entry into force of section 31-1. Previously approved teaching personnel for traffic training people with public approval to drive traffic training according to previous regulations, can continue to work in the profession, unless otherwise provided by this regulation.

section 31-2. Transition rules for mandatory training students who have completed the trafikalt course before 1. November 2008 without having completed the dark run demonstration, retains its right to practice driving.
Trafikalt course completed in the period 16. March to 31. October 2009 without having carried out driving at night, gives the right to be issued with proof of course trafikalt with validity up to the 1. February 2011, cf. § 2-1 the second paragraph other periods.
Complete mandatory training in class A before 19. January 2013 are considered as complete mandatory training in class A2. Part of the mandatory training in class A were completed before 19. January 2013, gives the right to deduction in the parts of the mandatory training by class A2.

section 31-3. Other transitional Fans that do not satisfy the technical specifications that are required in the class ASK, but that was in use at the driving test or as lærevogn in the class ASK 1. January 2013, can be used up to 1. January 2016. It to be loaded with several parcels which together weigh at least 300 kg and is secured with ordinary protection equipment. Current total weight should be at least 1200 kg. Fans who have allowed total weight of 1200 kg or less, must have current total weight of at least 800 kg.
The requirement in section 4 to 7 second paragraph e) and section 30-14 third paragraph e) does not apply to vehicles approved before 1. July 2006.
The requirement in section 6-14 the second paragraph that the Manager should prepare an annual plan, the requirement in section 7-6 that signing up to take place electronically, the requirement in section 7-6 that education must be enrolled no later than 3 working days before the practical test can be taken and the requirement in section 29-1 approval of the interpreter will take effect 1. January 2010.
Passing the theoretical test in class A before 19. January 2013 is considered passing the theoretical test in class A and A2 after 19. January 2013.
The practical test to class A be taken on motorcycle without sidecar. The motorcycle will have a displacement of at least 595 cm ³, an effect of at least 40 kW and a constructive speed of at least 100 km/h. This transitional rule applies until 31. December 2018.

section 31-4. Supplementary provisions and exceptions public roads can make exceptions from this regulation and determine alternative ways for the implementation and evaluation of the driving test.
Region Road Office may, by individual decisions, make exceptions from the provisions of this regulation, when it is especially weighty reasons.
If a training institution for traffic teachers have a approved traffic school Directorate can give permission to take the students at the training institution that teaching personnel. Region Road Office can make exceptions from the requirement to be approved traffic training for named students under the education that heavy car teacher or special education in class A when they are in practice period at traffic school.
Application for an exemption from the health requirements in section 6-2 is determined by the health authorities under the provisions of regulation 19. January 2004 No. 1. 298 on a driver's license, etc.

section 31-5. Special rules for the armed forces and civil defence requirements of the attendant in road traffic law § 26 second paragraph does not apply to personnel in the armed forces and civil defence which supervises practice driving to be able to lead the armed forces or civil defence vehicles in service. Such military personnel should have undergone training by program approved by the armed forces.


section 31-6. The processing rules For decisions taken pursuant to this regulation, the law 10. February 1967 on administrative matters (administrative law). There is access to complaint about the driving test with the exception of discretionary assessment of the sensors practical driving test, jf. Regulation 15. December 2006 Nr. 1456 to the administrative law section 32. Decision in connection with the driving test be justified in accordance with § 29-7.
For application for the approval of the traffic school under section 5-2 and organizers under section 5-4 to the processing time limit mentioned in the service law section 11 the first paragraph first sentence, be a month. The processing time from the time the State's roads have received all the necessary documentation.
Service law § 11 the second paragraph that the permission will be deemed given when the processing time limit has expired, does not apply to the approval of the traffic school under section 5-2 or course organizer under section 5-4.

section 31-7. Entry into force and more Regulation will take effect 1. January 2005, yet so that the requirements for special education for teachers in class A1 and A in section 6-5 to take effect 1. January 2006.
Management decisions given or prescribed pursuant to the regulations mentioned in the third paragraph, still applies until they are changed or revoked pursuant to this regulation.
on January 1, 2005 be repealed the following regulations: a) Regulation 19. January 2004 No. 1. 299 about traffic training and driving test, and more.

b) Regulations 23. July 1986, Nr. 1605 of mandatory training for leads of two-wheel moped c) Regulations 9. December 2003 No. 1461 of mandatory trafikalt course before practice driving for driving licence classes B or T (curriculum etc..).
