Adopted by the Board at Østfold University College 17 December 2015 pursuant to Act 1 April 2005 no. 15 relating to Universities and Colleges (Universities and Colleges Act) § 3-6, § 3-7 and § 4- 9, regulation 31 January 2007 no. 173 for admission to higher education § 1-1 no. 4 and regulations on 1 December 2005 no. 1392 on requirements for masters § 2.

Chapter 1 Scope, definitions and minimum requirements for admission

§ 1. Scope and definitions
1. This regulation applies for admission to study at Østfold University College providing credits and included in the school's grant-funded study portfolio.

2. Regulations as provided in § 1 to § 6 and § 16 to § 23, also apply for admission to studies not grant funded and payment and mission studies with participant funding. The provisions concerning ranking of applicants in § 7 to § 14 does not apply to these studies.
Dean determines the study further admission requirements for studies not grant funded and payment and mission studies with participant funding.

3. With basic education means education based on completed upper secondary schooling, normally Bachelor's Degree, Education or year of study.

4. With supplementary course understood education that builds on passing year program or equivalent.

5. With further understood education that builds on passing supplementary course, Bachelor's Degree or equivalent, and any professional experience.

6. With masters understood graduate program that builds on passing basic education at the level of bachelor's degree and any professional experience.

7. With teacher training means education that provides educational expertise and qualifies applicant for appointment as a teacher in schools in accordance with the applicable provisions of the Education Act.

8. With individual courses understood the subjects included in the curricula of the college advertised courses.

§ 2. Minimum requirements for admission to basic education
1. For admission to basic education, the provisions given in national regulations on January 31, 2007 no. 173 for admission to higher education.

2. It provides the following additional provisions:

A)
For admission to performing arts education, cf. National regulations concerning admission to higher education § 3-6 does not require general admission / non-formal learning for admission. Applicants who meet the minimum requirements for admission through entrance examinations, cf. National regulations concerning admission to higher education § 4-9 and § 7-14, are eligible to compete for admission to the program regardless of documented education and practice background. Further provisions are given in the circular to this regulation.

B)
For admission to the integrated three-term arrangement in engineering, ref. National regulations on admission to higher education § 4-4 requires general admission or real competence. Applications for admission must be sent through the local admission of Østfold University College. Further provisions may be given in the circular to this regulation.

C)
For admission to Y Road in Engineering (specially adapted Engineering), ref. National regulations on admission to higher education § 3-3, required relevant passed craft / journeyman from high school in Reform 94 or knowledge Promotion. Which craft / journeyman who qualify for admission, adopted in the circular to this regulation. Applications for admission must be sent through the local admission of Østfold University College.

D)
For admission to the decentralized and / or part-time education may stipulate specific admission in terms of relevant work experience and professional connection while studying, ref. National regulations on admission to higher education § 4-11. Further provisions may be given in the circular to this regulation.

E)
College Director may adopt its own English language admission rules to educational programs that are specifically advertised for international applicants and which entirely taught in a language other than Norwegian.


§ 3. Minimum requirements for admission to supplementary education, continuing education, graduate studies and teacher training
1. For admission to the supplementary education, continuing education, graduate studies and teacher training, the following provisions on the minimum requirements for admission:

A)
For education that is regulated by the national curriculum, the minimum requirements for admission under this framework plan or regulation to the national curriculum.

B)
For education whose curriculum that are not regulated by the national curriculum, the minimum requirements for admission according to the circular to this regulation.

C)
Approved admission to graduate studies presented in national regulations relating to the Master. College Director sets circulars further admission to the individual masters. There is normally a minimum requirement of average grade of C for graduate study without the requirement of work experience to qualify for admission, cf. § 9. Further provisions may be given in a circular to this regulation.

D)
Applicants with foreign qualifications must also meet requirements for general admission, cf. National regulations concerning admission to higher education § 2-2. Applicants who have completed admission application abroad, and this education is approved by NOKUT, be exempted from a requirement for documentation of secondary schooling. Applicants must in such cases to document the Norwegian and English at the same level as required for general admission. The requirements for knowledge of Norwegian does not apply to applicants who are admitted to foreign language education, cf. National regulations concerning admission to higher education § 2-2 fifth paragraph.

E)
For studies where there are additional requirements for professional practice, normally counts only professional practice time after completing basic education. Particularly relevant professional experience who are from the time before education can be considered including if this profession practice normally require higher education for employment.
Work experience can be credited until September 1st for admission to studies starting in autumn semester and 1 January for studies starting in the spring semester, if the applicant is in a documented permanent or temporary position current semester.

F)
Further provisions for admission to master's degree in scenography can be given in the current circular.

G)
College Director may adopt its own English language admission rules to educational programs that are specifically advertised for international applicants and which entirely taught in a language other than Norwegian.

2. College Director adopts circular to this regulation. The circular provides supplementary provisions, and describes the admission requirements to the individual education to be announced the next academic year.

§ 4. Minimum requirements for admission on the basis of prior learning to basic education
1. The provisions are made pursuant to national regulations on admission to higher education § 3-1. Applicants who are 25 years or older in the year of admission and not have general admission can apply for admission on the basis of qualifications.

2. For admission on the basis of prior learning to basic education, a minimum of 5 years of practice. Of these, at least three years relevant work experience in full-time equivalent. Maximum 2 years covered by another experience. Further provisions may be given in the circular to this regulation.

A)
College Director may issue supplementary provisions on professional knowledge requirements beyond this.

B)
Special admission given in national regulations on admission to higher education, Chapter 4, also applies to applicants with qualifications.

C)
Applicants must normally document knowledge of Norwegian and English upper secondary school. Applicants from countries outside the region must usually demonstrate proficiency in Norwegian and English equivalent requirements for general admission, cf. National regulations concerning admission to higher education § 2-2.

D)
Study Specific criteria may be granted in supplementary guidelines.

3. Decisions approved prior learning is only valid until the recording is made, and is valid only for education has been granted admission.

§ 5. Minimum requirements for admission on the basis of prior learning to supplementary education, continuing education, graduate studies and teacher training
1. Applicants who are 25 years or older in the admission year and which does not cover admission requirements can apply for admission on the basis of qualifications.


2. For admission on the basis of prior learning to supplementary education, continuing education, graduate studies and teacher training required minimum of 5 years of practice in addition to any requirement for professional practice as prepared according to § 3. Of these, at least three years relevant work experience in full-time equivalent, which normally requires higher education for employment. Maximum 2 years covered by another experience. It also required that the applicant documents formal qualifications which are at the same level as the demand for education that prepared according to § 3. Further provisions may be given in the circular to this regulation.

A)
For admission on the basis of prior learning to the supplementary studies required under this section a relevant academic study at least 30 credits.

B)
For admission on the basis of prior learning to continuing education and graduate study, required by this section a relevant academic study at least 80 credits.

C)
For admission on the basis of prior learning to teacher training, required by this section a relevant academic study at least 80 credits in one general education school subjects, or two general studies subjects at least 60 credits each.

D)
For admission on the basis of prior learning to teacher training for vocational step 8-13, required under this section a relevant academic study at least 80 credits, or 2-year approved vocational school.

3. Applicants must normally document knowledge of Norwegian and English upper secondary school. Applicants from countries outside the region must usually demonstrate proficiency in Norwegian and English equivalent requirements for general admission, cf. National regulations concerning admission to higher education § 2-2.

4. Study Specific criteria may be granted in supplementary guidelines

§ 6. Conditional
1. It may be decided conditional admission which seeks missing part of the minimum requirement for admission under § 2 and § 3

2. For admission to basic education is given provisions for admission to certain conditions (Conditional) in national regulations on admission to higher education, Chapter 5.

3. For admission to the supplementary education, continuing education, graduate studies and teacher training, the assessment of conditional admission granted where special circumstances beyond the applicant's control have contributed to the examination included in the requirement for admission is not prepared or been censored. There is an assumption that the applicant can document examination registration.

A)
The special relationship is meant illness, accident or death of a relative. If there are other special circumstances may be eligible for admission to certain conditions. Special circumstances must be documented by a certificate from a doctor, other health care professionals, police or equivalent.

B)
Conditional admission may be granted only applicants who complete qualifying education in the year of admission, and be given under the condition that missing the examination and passed during the first academic semester. Study and study right obtained through conditional admission lapses if the requirement is not fulfilled within the given deadline. The deadline is absolute, and special conditions specified in paragraph a) may not be used to apply for a postponement of the missing exam.

C)
Applicants who are granted conditional admission, could not get booked baseline for the next shot.

Chapter 2. Access Control and rating provisions

§ 7. General ranking of applicants for admission
1. If there are more qualified applicants than the number of available study places, an education be restricted access. Applicants are ranked as mutually by the specific ranking rules in § 8 to § 14

2. Only applicants who meet the minimum requirements for admission, cf. § 2 and § 3, can be ranked for admission under § 8 to § 14 Applicants who qualify under § 4 and § 5, are ranked according to the provisions of § 13.

3. For vacant study places announced by the main intake, processed qualified applicants incurred until shooting ends, ref. § 18, no. 3. Eligible applicants must be admitted without the use of rating rules in § 8 to § 14, unless special circumstances warrant. Further provisions may be given in the circular to this regulation.

§ 8. Ranking of applicants for admission to basic education
1. Upon admission to basic education applicants are ranked according to the provisions laid down in regulations on universities and colleges, Chapter 7, the following supplementary provisions.

2. Upon admission to performing arts education applicants are ranked on the basis of artistic talent and development potential expelled through auditions. Further provisions may be given in the circular to this regulation.


3. Upon admission to the three-semester system in engineering, ordinary ranking rules to basic education, cf. § 8 paragraph 1.

4. When shooting through the Y path to engineering applicants are ranked on the basis of grades from qualifying education. Event of a tie comes to ranking rules laid down in national regulations on admission to higher education, § 7-15.

5. Upon admission to studies conducted by PULSE prioritized internal applicants from Østfold College over external recruitment. Eligible applicants must be admitted without regard to ranking rules specified in § 8.1. If there are more qualified applicants than available places, applicants will be ranked on application date. Application timing calculated from the time all necessary documentation on the basis of admission is received.

§ 9. General ranking of applicants for admission to supplementary education, continuing education, graduate studies and teacher training Admission to supplementary education, continuing education, graduate studies and teacher training applicants are ranked according to further provisions in § 10 to § 13 . Where an applicant has several possible qualifying for admission, the foundation that gives the most favorable result for the applicant used. Exemption from annual ranking, where special circumstances warrant, is given in § 14.

Rank Points:
Rank Points are awarded on the basis of the weighted grade average. This is the average of all eligible characters on the diploma weighted according to the number of credits / credits for each eligible subject. Counting characters of the course / exam, the following part-values:

Education Points:
Education Points are awarded for passing higher education beyond the minimum requirement for admission.
Practice Points:
Practice Points are awarded for relevant work experience beyond the minimum requirement.
Additional Points:
Additional Points are awarded for other special expertise to some studies and education. Detailed rules for the allocation of additional points given in the circular to this regulation.
Competition Points:
Competition Score is the sum of points achieved for grade points, education points, practice points and additional points.
To meet demands for minimum average grade of C, the applicant must have a weighted average of at least 25 grade points.

§ 10. Ranking of applicants for admission to supplementary education and further education 1. Supplementary education and further education without practice requirement for admission

Rank Points:
grade is given points for the qualifying education.

Education Points:
is given 1 education points per 30 credits beyond qualifying education, a maximum of 4 points.

Additional Points:
There can be up to 6 additional points for other expertise to certain courses. Supplementary provisions are given in the circular to this regulation.

Competition Points:
Sum of grade points, educational points and any additional points.

Event of a tie between several candidates, ranked elders seeking first.
2. Further studies with practice requirement for admission

Rank Points:
grade is given points for the qualifying education.

Education Points:
is given 1 education points per 30 credits beyond qualifying education, a maximum of 4 points.

Practice Points:
is given 1 practice points per year with relevant experience beyond the minimum requirement for admission, maximum 10 points.

Additional Points:
There can be up to 6 additional points for other expertise to certain courses. Supplementary provisions are given in the circular to this regulation.

Competition Points:
Sum of grade points, education points, practice points and any additional points.

Event of a tie between several candidates, ranked elders seeking first.

§ 11. Ranking of applicants for admission to graduate studies 1. Masters Degree without the requirement of professional practice for recording

Rank Points:
grade is given points for the qualifying education.

Education Points:
is given 1 education points per 30 credits beyond qualifying education, a maximum of 4 points.

Additional Points:

There can be up to 6 additional points for other expertise to certain courses. Supplementary provisions are given in the circular to this regulation.

Competition Points:
Sum of grade points, educational points and any additional points.

Event of a tie between several candidates, ranked elders seeking first.
2. Masters Degree demanding work experience for admission

Rank Points:
grade is given points for the qualifying education.

Education Points:
is given 1 education points per 30 credits beyond qualifying education, a maximum of 4 points.

Practice Points:
is given 1 practice points per year with relevant experience beyond the minimum requirement for admission, maximum 10 points.

Additional Points:
There can be up to 6 additional points for other expertise to certain courses. Supplementary provisions are given in the circular to this regulation.

Competition Points:
Sum of grade points, education points, practice points and any additional points.

Event of a tie between several candidates, ranked elders seeking first.

§ 12. Ranking of applicants for admission to teacher training
1. Upon admission to teacher training rank applicants by education points.

2. For teacher training (core subjects) provides education points as follows:

A)
Applicants with undergraduate education is provided 10 education points per. passed academic year (60 credits) and 5 educational points for passed half units (30 credits). The maximum number of education points for education within undergraduate degree, is 45.

B)
Applicants with graduate education (graduate, masters or equivalent) administered 50 education points.

3. For teacher training for vocational step 8-13 given education points as follows:

A)
Applicants who have successfully integrated 3-year vocational bachelor's / professional education at the undergraduate level, given 30 education points for this education. It can beyond this given up to 15 points for education taken in addition to professional education. 10 education points per. passed academic year (60 credits) and 5 educational points for passed half units (30 credits). The maximum number of education points for professional education with any additional education, is 45 points.

B)
Applicants passed craft / journeyman or vocational secondary school education and vocational theoretical education, given 50 training points for the education that collected qualify for admission under § 3.

C)
Applicants who have successfully graduate professional education (graduate, masters or equivalent) administered 50 education points.

4. When still a tie, ranking applicants with temporary employment in teaching positions first. Other applicants are ranked by age oldest seeking ahead of younger seeking.

5. If college in academic and / or financial resources can not make an offer to relevant technical or vocational education to the applicant, ruled qualified applicant under § 3 of admission to teacher training. Decisions to reject an application for admission on the basis of lack of offers of technical or vocational education in education, can not be appealed in accordance with § 22. The college has the opportunity to set an upper limit on the number of offers to each vocational education. Further provisions for the portfolio of vocational education can be given in the circular to this regulation.

§ 13. Ranking of applicants with approved prior learning Ranking based on total qualifications made on the basis of all relevant expertise which seeks documents.

1. To basic education, the provisions of national regulations on admission to higher education, § 7-12 on ranking of applicants who can not scored. Applicants are ranked by points calculated searchers using an individual and discretionary assessment, on the basis of the extent of relevant experience beyond the minimum requirement.

2. For Masters, postgraduate or teacher training, rank applicants who are eligible under § 5 in relation to the calculated points searchers using an individual and discretionary assessment, where the extent of relevant work experience the greatest weight. Further provisions may be given in the circular to this regulation.

§ 14. Admission outside rating rules and quotas for admission
1. To basic education, it is provided for recording outside of rating rules of national regulations on admission to higher education § 7-12 and § 7-13.

2. For continuing education, graduate studies and teacher training, up to 20% of applicants are awarded admission outside rating rules in § 9 to § 13 after individual assessment. This may apply to applicants with at least one of the following grounds:

A)
Applicants with foreign education or other education where no conversion tables.

B)

Where applicant documents that illness, disability or other special circumstances give reason to believe that the exam results do not give an accurate picture of the applicant's real qualifications.

In assessing admission outside rating rules, an overall evaluation of the applicant have equal qualifications applicants admitted after regular ranking.

3. There may be adopted quotas for admission. Up to 50% of the seats per course may be reserved quotas. Supplementary provisions on quotas for the admission of applicants with a defined background given in the circular to this regulation.

4. Sum of admission to all studies conducted outside of rating rules and the allowances shall not exceed 50% of the announced study places for each course.

Chapter 3. Common provisions for administrative matters in the recording

§ 15. Application deadlines
1. To basic education advertised through NUCAS adopted deadlines of the Ministry of Education.

2. For studies advertised through local admission, adopted deadlines of college director through circular to this Regulation.

3. Normally participate only qualified applicants who have complied advertised deadline for admission, cf. § 16 no. 1, the main recording and supple- mentary / replenishment recording. Applicants due to weighty reasons have not been able to comply with the deadline can still be considered included.

§ 16. Application and documentation of competence
1. Admission shall normally through online application, possibly in the prescribed application form. All information necessary and relevant to the decision, must be documented at the latest by the specified deadline. The applicant is responsible for submitting all required documentation that will form the basis for the application. Further guidelines for documentation stated information available on the college website.

2. On request seeking obliged to show original documents to the specified time and place. Failure may result in a decision to remove a study set out in the examination regulations and the right to study at Østfold University College § 3 no. 7.

§ 17. Police are required police in connection with the admission to specific programs, specified in the circular to this regulation. Further provisions are given in national regulations on admission to higher education, Chapter 6

§ 18. Implementation of recording
1. Admission is normally carried out in the form of a master recording and any subsequent supple- mentary / replenishment admission to the studies that have vacant student places for the main admission.

2. Where the main recording is carried out before July 1 or January 1, the offer of admission to applicants who are about to complete the Qualifying Education same semester will be given as a temporary provision. Offer subject by sending a valid proof of completing and passing. Failure seeking to submit required for transmission within specified deadlines, will temporarily offer of admission deducted, cf. § 16

3. Vacant student places at trials without waiting lists for the main admission, advertised through the college website, cf. § 7 no. 3

§ 19. Reservation of admission to the next recording
1. A study can be applied reserved the next annual application process. Applicants who are granted conditional admission under § 6 may not apply for reservation of admission to the next recording. The deadline for applying Reservation is three weeks after the offer of admission is granted. Exceptions may be made for circumstances that have arisen after the deadline.

2. Booking of admission may be granted if it after the deadline occurs compelling circumstances beyond the applicant's control that allows the applicant can not avail study space. Approved reasons may be illness, pregnancy terminations after the main admission, unforeseen care responsibilities, notice of compulsory military service, or the like.

3. Granted reservation of study means that the applicant can reserve space on the same course to the next regular admission. To stay enrolled, seek admission within a deadline of the next scheduled recording.

§ 20. Admission to individual courses
1. Admission to individual courses are made only for courses with free space for the main admission.

2. To qualify for admission, the applicant must meet the admission requirements for the program topic is part of, cf. § 2 and § 3. For topics that are part of studies with competition for places, generally require competitive score that is at least equal points limit for admission to the program the previous record.


3. It is normally not possible to take the exam in more than 50% of a course of study, measured by the number of credits, as a single subject student. Want an applicant to take courses that cover more than half of the study, he / she must apply for admission to the whole program through ordinary admission. Further provisions may be given in the circular to this regulation.

4. Application Time for admission to individual courses is published on the college's website, and it is conducted continuously recording of qualified applicants.

5. The dean may decide that applicants who have lost their right to study in a basic education, cf. Examination Regulations and the right to study at Østfold University College § 3 no. 3 to no. 6, may be banned from getting admission to individual courses on this basic education.

§ 21. Transference of Østfold University College, from the 2nd year of basic education
1. Students may apply to transfer from a study at another institution to a similar study at Østfold University College out of the coordinated recording.

2. Students may apply to transfer from the 2nd year of the program.

3. Applicants must be registered as an active student or have valid leave at another institution at the time of application.

4. Applicants must demonstrate satisfactory academic progression and necessary academic qualifications to start at the year-level is sought to be transferred to.

5. There must be sufficient professional compliance in study models by learning instead sought a transfer from the study at Østfold University College which is sought to be transferred to.

6. There must be free space on the program and the class level is sought to be transferred to.

7. The applicant must have a competition score is minimum equal to the points limit for admission to the program by the previous recording. Dean can decide to waive this requirement if the applicant has achieved good results, normally a minimum average grade of C, so far in the study sought transfer from. Dean may also decide to waive the requirement if there are particularly weighty and documented reasons for the application for transfer.

8. Applicants who have been admitted on the basis of prior learning must apply for ordinary admission to the whole program through NUCAS, and seek recognition of completed courses after an offer of admission.

9. Transference internally at Østfold University College between studies with the same admission and adequate professional compliance in study models can be undertaken by local student administration if there is space available in the study it is desired to transfer to.

§ 22. Appeals and grounds
1. Appeal deadline for decision on admission is 3 weeks applicant received a response, cf. The Public Administration Act § 29. Appeals against decisions must be made in writing and addressed to the appeals committee. Complaint recording heard by an appeals committee,. National regulations on admission to higher education, chapter 8. The applicant may request a detailed justification of the decision before the appeal is submitted, cf. Public Administration Act § 24.

2. It can only be appealed against procedural errors in the implementation of auditions for arts education. Admission Jury professional judgment can not be appealed.

§ 23. Entry into force of Regulation This Regulation enters into force on 17 December 2015. Previously applicable regulations December 11, 2014 no. 1929 Circular for admission at Østfold University College repealed from the same date.
