First part. General rules for the granting of educational

Chapter 1. Forms of support

§ 1-1. Forms of support and calculating main forms of support from the Loan Fund's scholarships and loans. It also provides other grants.
It appears from the second and third part how the aid amount is calculated. Definition of who comes under the subsidy, stated in § 1.15 and § 1.24.

§ 1-2. Term rates and conditions established for the academic year 2016-2017, covers the period from 16 August 2016 to 15. August 2017.

Chapter 2. Citizenship and connection to Norway

§ 2-1. General rule The applicant must generally be a Norwegian citizen.

§ 2-2. Foreign citizen foreign citizen who is lawfully resident in Norway and who is studying in Norway are given educational support on the same terms as Norwegian citizen if he

A)
have protection (asylum) or residence on strong humanitarian considerations or a particular connection with the realm, or settlement permit or a permanent residence permit on the basis of such authorization

B)
married, cohabiting with common children or partner with a Norwegian citizen, and both live in Norway

C)
has right as a family member of an EEA national under the Immigration Act § 113 or § 114, ref. § 110. EEA national must have other grounds for residence in Norway than studies, see the Immigration Act § 112 subsection d | ||
D)
have a residence permit on the basis of family reunification. The sponsor must be a Norwegian or foreign citizen who has other grounds for residence in Norway than studies, or settlement permit or a permanent residence permit on the basis of such authorization

E)
has been living in and has worked full time in Norway for at least 24 months just before the commencement of education, and paid tribute to Norway during this period. The applicant must have held a residence permit as an employee during the period

F)
has taken education in Norway for at least three years just before the academic year and have passed education comprising a total of at least three years' continuous full-time education /// 180 credits. Exceptions may be made from the requirement that education should be carried out continuously and just before the academic year for applicants who have enjoyed a stay in education up to one year because of documented illness or childbirth. It is a prerequisite that the person in this period have not received support for education through the Loan Fund, public education funding in other countries, Norad, Erasmus Mundus, The Norwegian Programme for Development, Research and Education (NUFU), The Norwegian Programme for Capacity Development in Higher Education and Research for Development (NORHED) or similar arrangements.

Young people seeking asylum or other residence permit in Norway, and who are entitled to upper secondary education according to Education Act § 3-1, last paragraph, you can get equipment grant according to § 16-1. No other support.


§ 2-3. The right to educational support for workers from the EEA or EFTA countries and their family members Citizen of EEA or EFTA countries with status as an employee in Norway are entitled to educational support on the same conditions as Norwegian nationals. An EEA or EFTA citizen who stops working and goes into education, maintaining its status as a worker if the training person takes has a professional connection with work. The requirement for academic context lapses if he has become involuntarily unemployed due to general changes in the labor market.
The following members of the EEA or EFTA worker's family are entitled to educational support on the same conditions as Norwegian nationals:

A)
spouse

B)
relative in the descending line of the EEA or EFTA employee and / or the EEA or EFTA employee's spouse. The relative must be either under age 21, or be supported by EEA or EFTA employee and / or his spouse

C)
relative in ascending line of EEA or EFTA employee and // or his spouse who are dependent on them

D)
children of EEA or EFTA employee and / or the EEA or EFTA employee's spouse. The child must live in Norway, and must live or have lived with the EEA or EFTA employee at a time when he or she was an employee in Norway.

If EEA or EFTA employee no longer has the status of EEA or EFTA employee in Norway, does not have the family member longer entitled to educational support after the second paragraph letters a, b and c.

§ 2-4. EEA nationals and family members of EEA nationals with permanent right EEA citizen or family member of an EEA national who has permanent residence in Norway under the Immigration Act § 115 or § 116, are entitled to educational support on the same conditions as Norwegian nationals.

§ 2-5. Special support program for citizen from developing countries, countries of the Western Balkans countries in Eastern Europe and Central Asia (quota) Citizen 18 years from developing countries, countries of the Western Balkans countries in Eastern Europe and Central Asia that are taken up at college or university in Norway under the conditions Ministry has established for the quota scheme, can get support. See the sixth part.

§ 2-6. Foreign citizen and education abroad Special rules apply for citizenship and ties with Norway for support for education abroad, see chapters 6 and 32.

§ 2-7. Supporting Online Applicants eligible under § 2-1, § 2-2, § 2-3 or § 2-4 can get support for education which is organized as a network study under § 7-5.

Chapter 3. General requirements and definitions

§ 3-1. Status as a pupil or student to be entitled to support the applicant must be admitted as a pupil or student and have the right to take the exam. Apprentices must have approved the contract of apprenticeship and training candidates and practice candidates must have an approved training contract.
Seeking who is studying abroad must stay on campus and attend classes. See also § 2.3. The condition of residence on campus does not apply to applicants who receive funding for higher education is structured as an online course of study at an educational institution in an EEA country under § 7-5.

§ 3-2. Absence and leave Seeking included mandatory education and who have ulegitimert absence of more than 20 school days per semester may lose the right to support. An applicant who has complete study leave for more than six weeks, do not get support during the leave period.
Separate rules apply for leave or absence for applicants who have children, see chapter 40, and for leave or absence during illness, see Chapter 41.

§ 3-3. Age Restrictions Applicants who have reached age 65 before 1 January 2017 will not support.
If the applicant is over 45 years in education is complete, he or she should get reduced loan, so that the debt can be paid back before the applicant turns 65 years.

§ 3-4. Cohabitants with joint children cohabitants with joint children equated with spouses.

§ 3-5. Registered partners Registered partners equated with spouses, cf. Marriage Act.

§ 3-6. Parents Persons with parental responsibility and others who have taken over parental responsibility under the Children Act § 63, is regarded as parents.

§ 3-7. Parents Persons with dependents for Children Act § 66, is regarded as breadwinners.

§ 3-8. Cohabiting couple who live in a marriage-like relationship in a common household and have lived like this for at least 12 of the last 18 months, are considered cohabitants.

Chapter 4. What kind of education that aided

§ 4-1. Educations it provides support for the aided

A)
secondary education by the Education Act by public education

B)

VET in business after the Education Act when the apprentice has approved apprenticeship contract and when trainee or practice letter candidate has approved the training contract

C)
primary education for adults according to Education Act § 4A-1 subsection

D)
course with repetition of subjects from primary school, as preparation for admission in secondary education according to Education Act § 3-1

E)
education at folk high schools

F)
education by private educational institutions that follow officially approved curricula for secondary education. The training must be completed with the exam for candidates

G)
education by private educational institutions approved by the Independent Schools Act

H)
education by private educational institutions approved by the Adult Education Act § 17

I)
education at public and private educational institutions approved by college law

J)
higher education at institutions under the Universities and University Colleges Act

K)
education at online schools in Norway that follow officially approved curricula for secondary education, or equivalent higher education at public education, or approved by college law. Education included officially approved curricula for secondary education, it must end with examinations for private candidates. Higher education must end with graduation. Online school that offers education, must be approved by the Adult Education Act § 13

L)
education by education associations that follow officially approved curricula for secondary education, or equivalent higher education at public education, or approved by college law. Education included officially approved curricula for secondary education, it must end with examinations for private candidates. Higher education must end with graduation. Study associations that offer education, must be approved by the Adult Education Act § 5

Education scheme must also comply with Chapter 7.

§ 4-2. Norwegian study centers and institutes in York, Caen, Kiel, Athens, Rome and St. Petersburg provides support for courses at the Norwegian study centers and institutes in York, Caen, Kiel, Athens, Rome and St. Petersburg. It is a prerequisite that the course is approved as part of a higher education that the applicant has begun in Norway. Support for courses that last less than four weeks, given after the third part. Support for courses lasting at least four weeks, is given after the fourth part.

§ 4-3. Norwegian higher education or vocational training offered abroad When Norwegian research institution that has received higher education or vocational training approved for funding under § 4.1, add all or part of education abroad, participants receive support according to the rules and rates applicable for study Norway. This also applies when Norwegian institution is responsible for training abroad, organized by others.

§ 4-4. The practice placement or study abroad Applicants who receive funding under the third part, to education in Norway that has the status of higher education or vocational training, cf. § 4-1 letter i and j, receives support for internships or study abroad. The stay must be included as an approved part of education in Norway.
The internship can last for up to one year, but can not exceed half of the total duration of the education.
Support is provided by the rules and rates applicable for education in Norway. No extra travel support. Applicants who receive support at home dweller to training in Norway, getting support at home Boer also during internship.

§ 4-5. American College of Norway provides support for education at the level of the second year (sophomore) of a US bachelor's degree at the American College of Norway in Moss.

§ 4-6. Educations will not be granted to No support is given to

A)
training at military schools

B)
agency training or house training

C)
various training courses are initiated by, or in consultation with, NAV

D)

Pilot training abroad. Nevertheless, it is support for airline pilot education at public colleges or universities in Nordic

E)
tuition when training is not happening in combination with other approved education or

F)
PhD program in Norway. Nevertheless, it is supporting the PhD program for applicants who receive aid under the sixth part (quota system). Support is given to education abroad equivalent to a Norwegian degree at PhD level.

Chapter 5. study abroad

§ 5-1. Studies abroad are given support to study abroad when their last at least four weeks and is an approved part of a higher education that the applicant has begun in Norway or abroad. For support for education outside the region, the application is processed under the provisions of part four. By study at an educational institution, the education must fulfill requirements set in § 34-1.
For support for education in the Nordic countries is the application processed under the provisions of Chapter 6

Chapter 6. Education in another Nordic country

§ 6-1. Education support is provided for education in another Nordic country must normally have official recognition and come under the aid scheme in the country of study. Applicants must reside on campus and attend classes, see § 3-1.
It is granted for the remaining aid under the same rules that apply to education in Norway.

§ 6-2. Terms of connection to Norway Applicants should take education in another Nordic country, must satisfy the conditions for affiliation to Norway as stated in § 32-5.

§ 6-3. Requirement for full-time education is not provided support for part-time education. It may nevertheless be granted loans for tuition fees under § 31-1 for education at the level of higher education in Norway, which is organized as a pure online study and who meets the requirements to study load in § 2.7. See § 7.5.

§ 6-4. Limitation of online study and distance learning is not given support for education offered by educational institutions in other Nordic countries when all or part of the study is organized as online courses or other forms of distance learning / collection based study. It may nevertheless be granted loans for tuition fees under § 31-1 for education at the level of higher education in Norway, which is organized as a pure online study. See § 3-1, § 4-1 letter s and § 7-5.

§ 6-5. Calculation of the amount of aid Allowances are calculated pursuant to the second or third part, depending on education, applicants.

§ 6-6. A foreign national who is studying in another Nordic country foreign national can obtain support under § 2-2, can get support for education in another Nordic country for up to one year when education is included as an approved part of an education that the applicant has begun in Norway. Support is not given to taking a full education in another Nordic country.
A foreign national who is entitled to support under § 2-3 or § 2-4, you get support for education in another Nordic country on the same conditions as Norwegian citizen.

§ 6-7. Language training in Finland and Iceland Support is given to language teaching in Finland and Iceland pursuant to the provisions of Chapter 35.

Chapter 7. Requirements for specific education

§ 7-1. Full Time Education and teaching qualification must normally be organized as fulltime education.
Upper supplied officially approved curricula must have a teaching on at least six lessons per week.
Education which is not accredited as higher education or approval as vocational training and does not follow the officially approved curriculum must have a curriculum of at least 20 teaching hours per week to give the right support. When education offered compressed, the requirement is at least six hours of instruction per week.
Support is given to programs organized by the monitoring service in the county when the teaching program is more than a third of the number of hours for a course cf. Regulation of the Education Act § 6-4.

§ 7-2. Part time Education and teaching programs provides support for part-time education comprising at least 50 percent of the teaching program in full-time education.
Upper supplied officially approved curricula must have a teaching on at least six lessons per week.
Education which is not accredited as higher education or approval as vocational training and does not follow the officially approved curriculum must have a curriculum of at least 10 lessons per week. When education offered compressed, the requirement is at least six hours of instruction per week.

§ 7-3. Study load and calculation of support Support is given to the applicant's study load.
In part-time education will support the amount counted by half, two-thirds or three-quarters of the amount of aid to full-time education.

When combining education given no support to more than full time study load.
Pupils who are entitled to upper secondary education according to Education Act § 3-1, and conducting new elections which extends the right to secondary education, receive full-time support.

§ 7-4. Requirements duration Education approved under § 4-1, must last for at least one semester.
Support is given to an applicant who is studying with a shorter duration than one semester, when education is related to the applicant's occupation or previous education.

§ 7-5. Online Support is given to education that is accessible via the Internet at Norwegian educational institution or institution in another EEA country. The applicant must satisfy the conditions in § 32-5. Education is being offered through the Norwegian net school or at a Norwegian research institution, must be approved according to § 4-1. The education must be organized with support from the institution each semester. Education is being offered through the online school or an educational institution in the Nordic countries, must satisfy the conditions in § 6.1. Education at the level of higher education in Norway, which is organized as a pure online study at an educational institution in another EEA country, must satisfy the conditions in § 34-1, and the applicant must satisfy the conditions in § 33-1.
For education at the level of higher education in Norway, which is organized as a pure online study at an educational institution in another EEA country than Norway will be granted loans for tuition fees under § 31-1. It will not be given additional support.
The training center in Norway is responsible for documenting the scope of education. The applicant is responsible for documenting the extent of training when the educational institution is located in another EEA country.

§ 7-6. Primary Education Support is given to primary education for which the applicant is entitled under the Education Act § 4A-1 when the instruction is organized by organized teaching at an educational institution.

Chapter 8. How long it aided

§ 8-1. The standard time is given support in a period corresponding to the prescribed time for education.
It accepted time spent beyond the stipulated time if the applicant, after the individual first received educational grants under the third part, has completed more education than prescribed or taken education without support from the Loan Fund. Period is limited up to a year.

§ 8-2. Timeframe of support for the second part provides support for regular secondary education or equivalent training abroad so long as the applicant has the right to education according to Education Act § 3-1.
Support is given for up to one year to seek that receive support under § 15-1 first paragraph letter c.

§ 8-3. Timeframe for support under the third part provides support for up to eight years in total to higher education, and other education not taken immediately after the Education Act § 3-1.
Primary school education or secondary education as an adult seeking bring immediately after the Education Act § 4A-1 or § 4A-3, included in the calculation of the eight years. Support is given to primary education according to Education Act § 4A-1 for as long as the applicant has the right, but still not out over four years.
Support is given for up to two years of education at folk.
No support is given for more than eight years even if the applicant is delayed. It gets done except for applicants who are delayed because of illness, because the applicant has had children in education period or due to disability. See § 9-3 second paragraph.

§ 8-4. Timeframe for PhD studies abroad limit of eight years be extended by up to two years for applicants who take the PhD studies abroad.
No support is given in more than ten years even if the applicant is delayed. It gets done except for applicants who are delayed because of illness, because the applicant has had children in education period or due to disability. See § 9-3 second paragraph.

§ 8-5. Academic year The academic year normally lasts from mid-August to mid-June.
Educational become normal given for ten months per academic year.
For education with flexible or varying start and end dates, the educational normally given from the date classes start and the date teaching (including examination) ends.
For education of shorter duration than one academic, the educational support given from the date classes start and the date teaching ends.
The amount of aid is normally calculated on a monthly basis. Support is given for up to one academic year at a time.

§ 8-6. Extended support period After application support may be given for more than ten months per academic year, cf. § 8-5, when

A)
applicant takes fieldwork of natural causes must take place during the summer (June 16 to August 15), or

B)

Applicant has teaching stipulated in education or study program and there is a particular reason why the teaching must take place during the summer (June 16 to August 15), or

C)
there is evidence that the applicant saves into the normal study. In such cases, it will normally be awarded under § 7-2 and § 7-3 in the remaining part of the education.

Teaching program in summer must last at least two weeks.
Applicants who take extra credits or the equivalent in the summer, which is not included in the regular education that they have started, are not entitled to extended support during the summer. Exceptions can be made if their education during the summer covered by § 4-1 letter n, o or p, or of § 31-1 letter c.

§ 8-7. Extended support period for applicants with disabilities or disability Applicants documenting that because of disabilities or disability may not have paid work next to the interstate, you get support for twelve months per academic year. This applies to applicants with support for third parts. See also Chapter 44.

§ 8-8. Earlier period of support earlier period of support will be counted in the number of years it may be supported, even if the debt is paid back or support is reversed.

§ 8-9. Public support schemes in other countries The deadlines laid down for granting aid, applies only if the applicant has not previously received support for education from public support in another country. If the applicant has received such aid must timeframes stipulated under § 8.3 and § 4.8, be reduced accordingly.

Chapter 9. Delay and disruption

§ 9-1. Academic results and documentation Once the applicant has received educational support for one academic year, have academic results for this year could be documented.

§ 9-2. Support for delay If the studies last one year or more, and the applicant will be delayed, given the support as long as the applicant is not delayed beyond 60 credits or the equivalent in the nominal length. For education where academic performance is not achieved through credits or equivalent, provides support for up to one year beyond the prescribed time.
If the applicant is delayed beyond the limit in the first paragraph, the applicant must retaliate delay without support from the Loan Fund. New support is provided from the semester after the delay that exceed the limit are included.

§ 9-3. Support for delay beyond the limit in § 9.2 In case of delay beyond 60 credits or the equivalent, or more than one year, Lånekassen in special cases provide support. This includes applicants who are delayed because of illness, because he or she has children in education period or due to disability.
With disability means that the applicant has a disability, and disability in the study situation because the learning environment or academic situation at the educational institution is not adapted to the applicant's disability. The relationship should be documented. See also § 44-2.

§ 9-4. Interrupted education An education that is provided for, is considered canceled if education is not complete. When new education considered the interrupted education that delay in education.

§ 9-5. Support by interrupted education in academic year Applicants who interrupts an education before the aid is paid, you get support until timeout if the education has lasted at least three months. Applicants who interrupt their education upon the aid is paid, may retain the support given for the time until the interruption. See § 12-3 and § 13-1.

Chapter 10. Support from others, new support for former remission

§ 10-1. Public Social Security Applicants who receive funding from public social security schemes, gets reduced educational support from the Loan Fund, see § 4.17, § 20.1, § 21.3 and § 29.2.

§ 10-2. Applicants who live in an institution or is doing military service Seeking living in institutions and who are covered by the public, do not get educational support from the Loan Fund. This includes seeking doing compulsory national service. Seeking the right to further education according to Education Act § 3-1 living in institutions, may still have an equipment grant under § 16-1 when this is not covered by the county or other government schemes.


§ 10-3. An applicant who is a dependent child welfare applicants who are cared for by child protection and that takes education covered by the regulations second part, has the right to an equipment grant under § 16-1, loans to cover tuition fees under § 23-3 if this is not covered by municipality, and grants to partially cover tuition for Chapter 43. Applicants who live outside a foster or residential care, has the right to basic grant, a housing grant and a travel grant if the municipality benefits to cover this is lower than the Loan Fund rates. The terms of distance and travel time to get a housing grant under § 17.02 does not apply here.
Applicant who is a dependent child welfare, and that takes education covered by the Regulation The third part, entitled to support by the same rules as for applicants who live with their parents, see § 26.2. It is a condition that the applicant lives in a foster home or residential care. Applicants who live outside a foster or residential care, are entitled to aid under the same rules as for applicants who do not live with their parents, if the municipality benefits to cover this is lower than the Loan Fund rate, see § 26.1. If the municipality benefits to cover this is higher than the Loan Fund wagering, the applicant has no right to support.

§ 10-4. Meanwhile, support from Norwegian and foreign government aid applicant who receive educational support from public support in another country, do not get educational support from the Loan Fund. An exception is made if

A)
foreign aid scheme only covers tuition

B)
applicant higher education in Russia or China, and receives grants from Russian or Chinese government aid. Support is awarded as a loan by the same rules as for applicants who live with their parents, see chapter 26. It is given travel grants under the provisions of Chapter 39.

A foreign national who receives support for an education in Norway or abroad through NORAD, The Norwegian Programme for Capacity Development in Higher Education and Research for Development (NORHED) or other similar schemes, do not get educational support from the Loan Fund.

§ 10-5. New support for appeasement Borrowers who have been forgiven loans because of disability under the Regulations concerning interest is added and repayment of educational loans and loss of rights, Chapter 15, and applying for new aid, must submit documentation that the health situation has improved so that the applicant can go back to work when the program is completed.
If the decision for remission is made for less than ten years ago, it rescinded when the applicant gets new support.

Chapter 11. Distribution, payment and eventual cancellation of allocated funding amounts

§ 11-1. Agreement on support Beneficiaries get a deal on aid.
Agreement for support shall be signed by the beneficiary. If the beneficiary is a minor and not allocated loans, the agreement for support only signed by the beneficiary's guardian. If the beneficiary is a minor and is assigned loans, the agreement for financial support signed by the beneficiary and the beneficiary's guardian. By signing confirms guardian that guardians jointly acknowledge any debt on behalf of the minor.
By the signature acknowledged a debt which includes the assignment as loans for the period in question, plus any previous loans. In addition, it also recognizes liabilities arising from increased loan amount due to currency adjustment of school funding under § 38-2 third paragraph.
Agreement on support can not be signed by proxy.

§ 11-2. Terms of account in a Norwegian bank applicant must have its own account with a Norwegian bank (account number in 11 digits).

§ 11-3. Payment of support Upon monthly payment becomes amounts for the current period normally transferred on the 15th of each month to the applicant's account. Transfer of the amount of aid to the applicant's account presupposes that the agreement for support is signed and received in the Loan Fund, see § 11.1.
For applicants who are studying in Norway, the amount of aid is normally distributed with monthly payments over the support period.
For applicants who receive funding for the second part, includes the first payout in each half to ten percent of the amount of aid for the remainder of the season. Borrowings under § 1.23 will be paid the same amount every month. Equipment grant is paid together with the first support term of the academic year.
For applicants who receive funding under the third part includes the first payment 25 percent of the amount of aid for the remainder of the season.
If being given loans for tuition fees, are paid together with the first support sabbatical every six months.
If at least ordinary monthly amount payable is less than £ 500, the aid disbursed collected every six months.

By education abroad will support the amount paid every six months. Borrowings under § 1.23 will be paid the same amount every month.
If given school funding for education abroad, this paid every six months unless there is evidence that the institution requires the full amount paid at start of the academic year.
Not granted loans of under £ 50 or only stipend of under £ 20 per month.

§ 11-4. Change in the applicant's situation If the applicant's situation changes in the support period and the applicant no longer fulfills the conditions for a grant, Lånekassen stop payments for the rest of the period and void residual award. This includes when the beneficiary

A)

§ 11-5. Deadline for submission of the signed agreement to support and valid account number If the contract for support is not signed and received in Lånekassen when the academic year or course is completed, the award annulled, and your application will not be considered again.
The same applies if the applicant is asked to submit a valid account number and this is not received in the Loan Fund within the same deadline.

Chapter 12. Information requirement

§ 12-1. Applicant disclosure applicant is obliged to provide accurate and complete information to Lånekassen.
The applicant is obliged to notify in writing about changes in relation to what was stated in the application, and the disruption of education.

§ 12-2. Control of information Lånekassen can verify that the information provided by the applicant are correct. § 12-3. New information and changing the amounts of aid if new information shows that the allocated amount of aid must be reduced, Lånekassen redo grants to loans and require repayment. Amounts not repaid, can be deducted from future awards of aid so that future payments could be reduced or completely away. See also Section 13

Chapter 13. Unjustified awarded support and defaults

§ 13-1. Violated disclosure If a claimant willfully or negligently breached the duty under § 12-1, and thereby received or attempted to be paid or credited the support which he is not entitled, Lånekassen refuse more support, do unjustified received grants into loans, require support amount repaid and may interest on the loan for education time. § 13-2. Defaulted payables If an applicant has defaulted on payment obligations its under the Regulations concerning interest is added and repayment of educational loans and loss of rights, Lånekassen may reject an application for new education.

Chapter 14. Application deadlines

§ 14-1. The deadline for applying for support Applications for support for fall 2016 is 15 November 2016. For courses in the fall semester starting on 1 November 2016 or later, the deadline is March 15, 2017.
Applications for support for spring 2017 is 15 March 2017. The deadline is not applicable for courses starting 1 March 2017 or later.
Applications for funding must be received by the Loan Fund within the aforementioned deadlines.
Application deadlines 15th November 2016 and 15th March 2017 does not apply to apprentices, trainees and practice candidates.
Applications arriving after the academic year or course is completed, will not be considered. This also applies to apprentices, trainees and practice candidates.

§ 14-2. The deadline for submitting information Indication of changes coming in Lånekassen after 15 November 2016 will not lead to new treatment for the semester. The same applies to the deadline on March 15, 2017. Information about children born on March 1 or later must be entered before the academic year or course is completed in order to lead to new treatment for the spring semester.
Information that the applicant is asked to submit, must be received by Lånekassen before the academic year or course is completed or as soon as they are available, for an application to be be treated.


§ 14-3. Parents Scholarships If the application comes to parental scholarship after Chapter 40, the application must be received no later than twelve months after the birth or adoption.

§ 14-4. Sick Scholarships If the application relates sick scholarship after Chapter 41, the application must be received no later than six months after the academic year or course has ended.

§ 14-5. Exceptions to deadlines by special circumstances Loan Fund may grant exemptions from the deadlines if special circumstances make that deadlines can not be met.

Second part. Support for the applicant who is entitled to secondary education

Chapter 15. Who is covered by the second part

Chapter 16. Equipment grant

§ 16-1. Equipment grant is given a scholarship per academic year to individual equipment necessary for training. The scholarship is given after three movements depending on education.

The grant is paid together with the first support period. Applicants who change education program during one academic year, will retain the grant already paid. If the new education has higher rate, paid the difference between the two rates.
The scholarship is not given to apprentices, trainees and practice candidates.

Chapter 17. housing grant

§ 17-1. Housing grant is given housing grant as grants for housing costs to $ 4,261 per month if the applicant meets the conditions of § 17-2.
Housing grant is not means-tested against a dependent economy after chapter 19.
housing grant is means-tested against the apprentice wages under § 20-2.

§ 17-2. Conditions for housing grant applicant who does not live with their parents, receive a housing grant when the distance between the parental home and school is 40 km or more, or the journey time is three hours or more total per day.
Housing grant can also be granted when the applicant must live outside the parental home because of other special circumstances of personal or social nature.

§ 17-3. Exceptions for applicants who are married or supporting children Applicants who are married or have children to care for and live with the child, receive a housing grant even if he or she lives with her parents.

§ 17-4. Exceptions for applicants who receive public subsidy housing grant will not be given to applicants who receive transitional, disability, work assessment allowance or other benefits that are intended to cover living expenses.

Chapter 18. Basic Scholarships

§ 18-1. Means-tested basic grant is given a means-tested basic grant of up to £ 3096 per month. Basic grant is means tested in accordance with Chapter 19 and 20.

Chapter 19. Means testing the economy to a dependent

§ 19-1. Means testing of scholarship Basic grant is reduced by the means test for the total income of a dependent. When allowance shall be calculated, using Lånekassen personal income and net positive capital income at tax assessment for 2014. Revenue abroad or on Svalbard, which are not included in the equation, should also be included. See § 19.6.

Chapter 20. Means testing against their own economy

§ 20-1. Apprentice Salaries and social security and pension benefits Basic Grants and dependents grant under Chapter 18 and 22 is reduced on the basis of the apprentice's wage and social security and pension benefits during the application period.

Chapter 21. Travel grants

§ 21-1. Travel grants in Norway and the Nordic countries will be given a travel grant to three return trips for an entire school year (ten months) between the parental home in Norway and school site. The grant is given as grants according to the rates in the Loan Fund. It will be made a deduction of $ 1,118 per school year for which the applicant must cover themselves. Travel grant is calculated monthly.
Applicants who live in the parental home, can not grant.
Applicant who receives support for education through online schools in accordance with § 7-5, will travel grant when there is a compulsory classroom instruction as part of the approach.

§ 21-2. Travel grants outside the Nordic countries There are special conditions for grants for travel to countries outside the region, see Chapter 39.

§ 21-3. Applicants who receive support from social security or other schemes are not given a travel grant to an applicant who receives support for traveling through national insurance or other schemes.

Chapter 22. The dependency Scholarships

§ 22-1. Terms and rates for dependents grant applicant will provide for scholarships for their own or spouse's child born in 2001 and later, as the applicant is living. It is given parent scholarships only for children who live with the applicant at least 40 percent of the time.

It is given breadwinner scholarship with up to £ 1620 per month for each of the two first children, and up to £ 1055 per month for each child more than two.
Sustainer grant to married applicant is reduced by 60 percent of your spouse's gross income above $ 31,431 per month.
Sustainer grant is means tested in accordance with Chapter 20, but is not means-tested under Chapter 19.

Chapter 23. Loans

§ 23-1. Loans are given a loan of up to US $ 3075 per month for applicants who are 18 years or older and who are not living with their parents, see § 26-2 second paragraph.
The loan can be taken up from the month after the student has completed 18 years.

§ 23-2. Exceptions for applicants who are married or supporting children Applicants who are 18 years or older and who are married or have children to care for and live with the child, get loans under § 23-1 even if he or she lives with her parents.

§ 23-3. Loans for tuition fees is granted loans for tuition fees, limited to £ 25,728 per year. It is only given support to tuition fees that the applicant actually pay. It will not be granted loans for tuition fees if these are covered by others.

Third part. Support to seek higher education and vocational training searches, folk and other education not covered by the Education Act § 3-1

Chapter 24. Who is covered by the third portion

§ 24-1. Who Part Three applies to Part III applies to applicants who are in higher education, vocational training, folk and other educations approved according to § 4-1, and who are not covered by the regulations second part, see § 15.1.

Chapter 25. Basic Support

§ 25-1. Basic Support is granted up to NOK 10 395 per month in the base support.
Basic Support is provided as loans. A portion of the loan can be converted into an educational grant under the terms of Chapter 26 and 27, and the grant will be means-tested under the terms of Chapter 29.

Chapter 26 scholarships

§ 26-1. Commutation of loans to means-tested scholarships Applicants who do not live with their parents, getting up to 40 percent of base support made into scholarships on the basis of completed education.

§ 26-2. Applicants who live with parents seeking to live with their parents, do not get loans converted into scholarships.
Seeking are considered to live with her parents when:

A)
applicant lives in the same house as their parents. An exception is made if the applicant and his parents live in each dwelling unit in a house with more than four independent and clearly separate units

B)
seeking live in the unit, which belongs to the house where his parents live.

Applicants who are married or have children to care for and live with the child, get loans converted into scholarships even if they live with their parents.

Chapter 27. Commutation of loans to scholarships

§ 27-1. Terms of completed education By education where academic performance is achieved through credits, technical school credits or equivalent, are loans converted into scholarships for each credit, technical school credits or equivalent as the applicant obtains. Loans may be made to a grant for up to 60 credits, technical school credits or equivalent per academic year.
In other education are loans converted into scholarships when training or course is passed.
For searches examination free education are loans converted into scholarships when the whole program is completed.
It is a condition for conversion of loans to scholarships that the academic results achieved after the applicant has received funding under the third part for the first time and in a course that will be eligible for support under Chapter 4.

§ 27-2. Extended right to conversion of loans into scholarships Although the condition of completed education are not met, the applicant who does not live with parents loans converted into scholarships for semesters in which the applicant

A)
received parental grant, see Chapter 40

B)
have gotten sick scholarship, see Chapter 41

C)
has been delayed because of disability, see § 9-3 second paragraph

D)
has held elected full time for at least three months in nationwide student or student organization, or in connection with the educational establishment or student, or

E)
has been exempted for a certain number of credits in legal education because of completed practice in volunteer student-run legal aid. Commutation can be given for the same number of credits as the exemption.

§ 27-3. Calculation method and timing of reversal Loans that can be converted into scholarships, granted only to applicants who do not live with their parents. Applicants who live with their parents, receive loans that can not be converted into scholarships. See § 26.1 and § 26.2.
When the applicant has passed the education, the loans converted into scholarships for the credits or equivalent examination is paying for.

The conversion is carried out at the same time as needs test under chapter 29.

§ 27-4. Commutation of loans to scholarships for earlier and later periods If the applicant completes more education than prescribed, or studying without support, are loans for previous periods transformed into a grant if the applicant has not received full scholarships for those periods. See also § 27-6.
If the applicant completes more education than prescribed, or studying without support, and previously received full scholarships, granted scholarships for subsequent periods of support where the academic qualifications required for making the loans to scholarships are not met. See also § 27-7.
Applicants who live with their parents during the period they consist education will have converted loans to scholarships for earlier or later periods where they have not been fully scholarships, provided other conditions for conversion are met, see § 1.26, § 26- 2, § 1.27 and § 5.27.
Completed education at a time when the applicant has received an educational grant pursuant to § 27-2, provides no basis for conversion of loans to scholarships for earlier or later periods. An exception is made for completed education beyond the requirements for academic progress, cf. First and second paragraphs.

§ 27-5. Commutation of loans to grants and / or payment of scholarships is a prerequisite to overturn loans to scholarships that the applicant has loans in the Loan Fund at commutation time.
Applicants for commutation time has repaid loans that could be converted into scholarships, you get the equivalent amount paid. This applies only to applicants who have received support in the period means test for Chapter 29 undertaken.

§ 27-6. Time limit for conversion of loans into scholarships for prior periods Loans can be made into an educational grant under Chapter 26 and 27 for up to four years back in time, counting from the calendar year in which the Loan Fund receives the final exam results from the applicant. See § 27-4 first paragraph.

§ 27-7. Time limit ahead of time for the conversion of loans into scholarships Loans can be made into an educational grant under Chapter 26 and 27 of up to four years into the future, calculated from the calendar year exam is taken. See § 27-4 second paragraph.

Chapter 28. The dependency Scholarships

§ 28-1. Chapter 29. Means testing of educational scholarships, provider grants and scholarships to applicants with disabilities or disability

§ 29-1. Annual income scholarships, provider grants and scholarships to applicants with disabilities or disability can be reduced on the basis of the income of the applicant. If the applicant annual income above $ 168,059 in the tax assessment for 2016 and / or above $ 172,597 income tax assessment for 2017, the grants were reduced by five percent per month of income across the border. § 29-2. § 29-4. If the applicant owns a more expensive car than the NAV has decided that it needs as a result of their disability, must be means-tested against the excess portion of the vehicle's assessed value.
The applicant must document fortune relationship and NAV assessment of need.

§ 29-9. Time for means testing deductions calculated in arrears when equation exists.

§ 29-10. The order grants reduced deduction being made in this order: scholarships to applicants with disabilities or disability under § 44-1, dependents grant under § 28-1 and scholarships under Chapter 27. For much awardees will be converted into loans.

Chapter 30. Travel grants

§ 30-1. Travel grants in Norway and Scandinavia Applicants who do not live with their parents, and who were born in 1991 or later, get grants to two return trips for a whole school year (ten months) between registered domicile (the Population Register after registration law) in Norway and school instead.
The grant is given as scholarship by the rates Lånekassen. It will be made a deduction of $ 3,314 per academic year for which the applicant must cover themselves. Travel grants are calculated per month. Maximum travel grant is £ 8033 per academic year.
Applicant who receives support for online schools in accordance with § 7-5, will travel grant when there is a compulsory classroom instruction as part of the approach.

§ 30-2. Travel grants abroad Special rules apply for travel support to countries outside the region, see Chapter 39.
It is given a travel grant to applicants who are studying abroad and who do not have registered domicile in Norway if the applicant has had to enroll moving from Norway because the country of study requires it.

Chapter 31 Aid only given as loans

§ 31-1. Aid only given as loan support to these expenses are only given as loans:

tuition, up to NOK 61,652 per academic year. Support is provided only to the tuition fees that the applicant actually pay. It will not be granted loans for tuition fees if these are covered by others. School funding already for education at the level of higher education in Norway, which is organized as a pure online study at an educational institution in another EEA country other than Norway, granted under this section, see § 7.5. This loan is not value adjusted under § 38-2. For tuition to other higher education outside the Nordic countries there are separate rules, see Chapter 38

Fourth part. Supporting education in countries outside the Nordic

Chapter 32. Citizenship and connection to Norway

§ 32-1. General rule The applicant must normally be Norwegian citizen for support to education in countries outside the region.

§ 32-2. The right to educational support for workers from the EEA or EFTA countries and their family members Citizen of EEA or EFTA countries with status as an employee in Norway are entitled to educational support on the same conditions as Norwegian nationals. An EEA or EFTA citizen who stops working and goes into education, maintaining its status as a worker if the training person takes has a professional connection with work. The requirement for academic context lapses if he has become involuntarily unemployed due to general changes in the labor market.
The following members of the EEA or EFTA worker's family are entitled to educational support on the same conditions as Norwegian nationals:

A)
spouse

B)
relative in the descending line of the EEA or EFTA employee and / or the EEA or EFTA employee's spouse. The relative must be either under age 21, or be supported by EEA or EFTA employee and / or his spouse

C)
relative in ascending line of EEA or EFTA employee and / or his spouse who are dependent on them

D)
children of EEA or EFTA employee and / or the EEA or EFTA employee's spouse. The child must live in Norway, and must live or have lived with the EEA or EFTA employee at a time when he or she was an employee in Norway.

If EEA or EFTA employee no longer has the status of EEA or EFTA employee in Norway, does not have the family member longer entitled to educational support after the second paragraph letters a, b and c.

§ 32-3. EEA nationals and family members of EEA nationals with permanent right EEA citizen or family member of an EEA national who has permanent residence in Norway under the Immigration Act § 115 or § 116, are entitled to educational support to education in countries outside the Nordic Alike as Norwegian citizens.

§ 32-4. Exemptions for other foreign citizen Foreign citizen who is entitled to support for education in Norway pursuant to Chapter 2, can support up to one year to education in countries outside the region if the stay abroad is approved as part of a higher education that the applicant has begun in Norway see § 5-1. The same applies to participation in schemes under § 34-9 to § 34-12.

§ 32-5. Terms of connection to Norway applicant must meet one of the following conditions to be eligible for support to education abroad:

A)
The applicant has lived in Norway for a continuous period of at least two of the last five years, or

B)
applicant has gone to school or taken education in Norway for at least three years or

C)
applicant has children, spouse or parent living in Norway while the applicant is in education. If the applicant's grounds for entitlement to educational grants are to § 2-3, this must be the family member be different from the EEA or EFTA employee providing the basis for your educational under § 2-3. Applicants must either live with the family member in Norway when the education starts, or have lived together with the family member for at least two years in Norway or abroad. Applicants must have documented skills in Norwegian on level B1 by the Common European Framework for Languages, or

D)
applicant EEA or EFTA limit worker and has worked in Norway for at least five years and have proven knowledge of Norwegian at B1 level according to Common European Framework for Languages, or

E)
The applicant is a family member of an EEA or EFTA limit worker who has worked in Norway for at least five years, and the applicant has lived in another Nordic country during this period and has documented knowledge of Norwegian at B1 level according to common European framework for languages.

Applicant is also entitled to a grant if he or she, after an overall judgment can be said to have a similar connection to Norway that the first paragraph letters a to e. Norwegian Knowledge given particular emphasis in the assessment.

§ 32-6. Exceptions terms of connection to Norway by part-time studies and certain educational requirement for connection to Norway under § 32-5 does not apply to applicants who receive funding under § 5-1 and § 34-9 to § 34-12.

Chapter 33. General admission and other requirements for admission


§ 33-1. General admission is given support to higher education if the applicant has general admission in Norway, cf. Universities and Colleges Act § 3-6, with accompanying regulations. Applicants should study abroad, and who have passed foreign secondary education or International Baccalaureate (IB), must satisfy the conditions for general admission in Norway, apart from the conditions of knowledge in Norwegian. However, see the terms of § 32-5.
Exceptions can be made if the applicant lacks general study in Norway, and

A)
are 25 years or older and have been admitted on the basis of prior learning

B)
can document that on the basis of their long-term illness, disability or own similar has not been possible to satisfy some of the requirements that must normally be set to be awarded to GSK. This only applies to applicants under 25 years

C)
have admission to education in executive or creative music, ballet, drama or visual arts at a distinguished institution. It is essential that the institution has strict requirements for admission.

§ 33-2. Admission Specific admission requirements for equivalent in Norway, must be met before aid can be granted.

Chapter 34. What education is aided

§ 34-1. Educational support is provided to For higher education in countries outside the region, support is given when the education

A)
equivalent Bachelor's education in Norway

B)
equivalent education at Masters level in Norway

C)
equivalent to a Norwegian degree at PhD level.

Education must either provide general recognition by NOKUT as equivalent to an accredited Norwegian education at bachelor or master level, or could be preapproved in Norway by institution accredited university, a specialized university or college, as part of an education at bachelor or master level offered by the institution.
PhD training must be able to give general recognition by NOKUT as equivalent to an accredited Norwegian PhD degree.

§ 34-2. First year of Bachelor's degree program provides support for the first year of bachelor degree, also in this year of education is not equivalent to a Bachelor's education in Norway, cf. § 34-1. Support can also be provided if the second year is not equivalent to a Bachelor's education in Norway.
There is an assumption that the remaining part of education meets the conditions of § 34-1.

§ 34-3. Exceptions to the conditions of § 34-1 provides support for ballet training at the Royal Ballet School (RBS) in London, UK. Applicants must generally be taken up by the Upper School at RBS. Applicants who have completed Norwegian primary and recorded last year at the Lower School at RBS, are also entitled to support.
Support is also provided to ballet training at corresponding prominent educational institutions in countries outside the region. There is an assumption that a relevant Norwegian professional body recommends education and confirms that the institution has strict requirements for admission.
Support is given to education at Masters level at the College of Europe.

§ 34-4. Required documentation When education is part of a higher education has begun in Norway, cf. § 5-1, the applicant must supply documentation that the program can be approved in Norway by institution accredited university, a specialized university or college as equivalent education provided by the institution.

§ 34-5. Limitation of health education provides support for health education which is in a subject area authorization in Norway, ref. The Health § 48. Support is not given to medical education outside Europe, USA, Canada and Australia.

§ 34-6. Of preparation at the Université Toulouse 1 Support is given to applicants who have been admitted through France program at the Center for International Education (SIU), Rehearsal year adapted bachelor's degree in economics and management at the Université Toulouse 1

§ 34-7. School education and vocational training are not given support to education outside the region that are at the level of secondary education or vocational training in Norway. Support is still

A)
to regular secondary education, when

1)
applicant resides abroad due to personal illness or

2)
a parent or spouse of the applicant is

Service as Norwegian representative of an international organization or a public institution

It is a condition that the applicant has the right to secondary education by the Education Act § 3-1.

B)
vocational training when education in the corresponding field does not exist in Norway. Education must be public or equivalent approval in the country of study

C)
to students who have been admitted to the United World College through the Center for International Cooperation in Education (SIU)

D)
to students who have been admitted through the cultural affairs at the French Embassy or Centre for International Education (SIU) to education at selected educational institutions in France, equivalent academic specialization in high school

E)
to students who have been admitted through the cultural affairs at the French Embassy to vocational education at selected schools.

§ 34-8. Support for the shorter period of study abroad at the level of secondary education or vocational training in Norway Support is not given to shorter study period in countries outside the region when education is at the level of secondary education or vocational training in Norway.
Support can be given to a shorter period of study in secondary education within the exception provisions of § 34-9 to § 34-12.

§ 34-9. Cooperation Program between the Norwegian high school and foreign school may be awarded to students who take advanced training in countries outside the region if the student is admitted to an approved cooperation program between the Norwegian secondary schools and foreign schools. The conditions for approval of the cooperation program set out in regulations on approval for educational exchange organizations and cooperation programs between Norwegian secondary schools and foreign schools.

§ 34-10. Student exchanges through the exchange organization may be awarded to students who take one year of secondary education in countries outside the Nordic region through an approved exchange organization. The conditions for approval of exchange organizations stated in the regulations concerning approval for educational exchange organizations and cooperation programs between Norwegian secondary schools and foreign schools.
It is a prerequisite for entitlement to support the pupil documents through advance commitment by the regulations to the Education Act § 1-16 or regulation to the Independent Schools Act § 5a-3, that education under the exchange could replace secondary step 2 in Norwegian secondary schools. Support is not given to the exchange period corresponding to upper secondary level 1 or high step 3.

§ 34-11. Study Stays through national agreements Support can be given to studying through Erasmus + or other national agreements that lasts at least three months. Are stay by such agreements less than three months, the applicant may retain the support person is entitled under the second or third part.

§ 34-12. Apprenticeships Abroad provides support for apprentices who take part of their apprenticeship in a company abroad. It is a prerequisite that the apprentice has signed an apprenticeship contract and that the county has approved the scheme.

Chapter 35. Support for language learning

§ 35-1. Language facilitation provides support for training in language and social applicant when

A)
planning higher education entitling them to support in a country outside the region that are not in English, or

B)
planning higher education entitling them to support in Finland or Iceland.

The course must lead to an official language exam, and be in the country where education should be taken. Exceptions can be made if such courses are not offered in the country. The course must be taken in a country where the language is an official language.
The course must generally be taken at a university. Support can be given to courses at freestanding language schools if the school has publicly accreditation. Examination by freestanding language schools must count as a basis for admission to higher education.
Training must be full time, with a minimum of 15 teaching hours per week and last for at least three months. For longer courses can be granted support for up to two semesters.
It is given school funding under § 38-1 and § 38-2 second paragraph a.

§ 35-2. Commutation of loans to scholarships for language facilitation If the applicant begins on an education in the country where the language course was taken within one year after completion of language training, the loan converted into scholarships under § 26-1. It applies the same exceptions as in § 35-1 second paragraph and in § 27-2.

§ 35-3. Language Scholarships are given language scholarship of $ 20,516 for language courses when the applicant

A)
recorded in an education which entitles them to support

B)
recorded in an education that has a different teaching language than English and

C)
recorded in an education in a country outside Scandinavia, Finland or Iceland.


Language course must normally be taken in the country where the main program to be taken.
Language course must last at least four weeks with a minimum of 15 hours of instruction per week. Scholarships from the second to language courses being deducted. No support is given to tuition for courses which are entitled to language scholarship.

§ 35-4. Limitation of language scholarship normally given not support more than once for language courses in the same language. It is not granted language fellowships and support for language facilitation simultaneously.

§ 35-5. Conversion into loans of language scholarship Language grant is converted into loans if the applicant does not start on an education or a study period in a country of that language as an official language within one year after completing language courses. It applies the same exceptions as in § 27-2.

Chapter 36. Requirements for education program

§ 36-1. Requirement for full-time education and length of education, education must be organized as full-time education in the country of study and care for at least one semester at the institution the student will study, however, see § 5.1.
No support is given to part-time education.

§ 36-2. The requirement of length of education may be subject to exemptions from the requirement that teaching must last for at least one semester, when education is directly related to the profession of the applicant or the previous program.

§ 36-3. Limitation of online study and distance learning is not given support by Regulation fourth part of education offered by educational institutions abroad when all or part of the study is organized as online courses or other forms of distance learning / collection based study. See § 7.5.

Chapter 37. Calculation of the amount of aid

§ 37-1. Calculation of the amount of aid Allowances are calculated pursuant to the second or third part, depending on education, applicants. Separate rules apply for cover tuition and travel, see chapter 38 and 39. Separate rules apply for grants to partially cover tuition for students who receive support for advanced training abroad under § 34-7 and § 34-9 to § 34-11, see chapter 43.

Chapter 38. Reimbursement of tuition fees in higher education

§ 38-1. Main Policy higher education at university or other higher education institution that has been approved for support under § 34-1, § 34-2, § 34-3 and § 34-6, provides support to cover tuition fees fully or partially.
Support for tuition given under § 38-2 when tuition exceeds $ 1,000 per semester.
Support for tuition given in the period Loan Fund has set the standard for education (normal study). Support can be given to tuition beyond normal study to applicant with disability, cf. § 9-3 second paragraph, seeking to have children in the education time, and searches that are delayed due to illness. For other applicants who are delayed in their education, cf. § 9-2, provides assistance for tuition in the form of loans within the rates in § 38-2.

§ 38-2. School funding already provides support for tuition fees by up to £ 126,160 for a full academic year.
The rates vary for different levels of education:

A)
To Bachelor's education given school financial support by 50 percent grants and 50 percent loans of actual tuition fees up to £ 64 519. Support beyond this given as loans.

B)
For education at master's level and doctoral level and sub-studies given school financial support, with 70 percent grants and 30 percent loans of actual tuition fees up to £ 64 519. Support beyond this given as loans.

If the exchange rate on the payment date has appreciated by more than one percentage point compared with the initial price on 1 April 2016, given financial support school with a higher amount.
If the exchange rate on the payment date has depreciated by more than one percentage point compared with the initial price on 1 April 2016, given school financial support with a lower amount.
School award is granted is not increased even if the academic year is longer than ten months, nor by the compressed program. When the academic year is shorter than six months, given that half of school funding.
For applicants who receive benefits from other tuition, reduced school financial support if the total support for tuition fees exceed actual tuition. The reduction will occur first in the loan part of school financial support.

§ 38-3. Additional Scholarships cover tuition For education of particularly high quality at certain educational institutions outside the region given the supplementary grants to cover tuition over rates in § 38-2. Additional scholarship granted by § 38-4.

Ministry or the Ministry designee determines which educational institutions that are covered by the scheme. The results of the Academic Ranking of World Universities in 2015 and The Times Higher Education World University Rankings 2015-2016 form the basis for deciding which educational institutions included in the scheme in 2016-2017. Education at Bachelor, Master and PhD level, as well as sub-studies are included in the scheme.
Additional Scholarships granted in the period Loan Fund has set the standard for education (normal study). Support can be given to tuition beyond normal study to applicant with disability, cf. § 9-3 second paragraph, seeking to have children in the education time, and searches that are delayed due to illness. For other applicants who are delayed in their education, cf. § 9-2, provides assistance for tuition in the form of loans within the rates in § 38-4.

§ 38-4. Charges for supplementary grants may be awarded additional grant of up to £ 68,216 for an entire academic year. Additional grant is paid if the tuition is higher than NOK 126 160.
If the academic year is shorter than six months, may be granted up to half a supplementary grant. Additional grant is paid if the tuition is higher than NOK 63 080.
Additional Scholarships are paid for the amount the applicant is actually going to pay for tuition.
For applicants who receive benefits from other tuition, allocations for tuition reduction if the total support for tuition fees exceed actual tuition. The reduction comes first in school financial support, see § 38-2.
If the exchange rate on the payment date has appreciated by more than one percentage point compared with the initial price on 1 April 2016, additional scholarship with a higher amount.
If the exchange rate on the payment date has depreciated by more than one percentage point compared with the initial price on 1 April 2016, additional scholarship with a lower amount.

§ 38-5. Right to school funding is given school funding to cover tuition to complete an education that was given to school funding to when the applicant started training.

Chapter 39. Grants for traveling

§ 39-1. Grants for travel Grants to two return trips a year after Loan Fund rates between registered residence in Norway and regional institution located in. Loan Fund establishes regional division. The grant is given by 100 percent scholarship in Norway and divided with 70 percent grants and 30 percent loans for travel outside Norway. Grants for travel in Norway is given to applicants born in 1991 and later, and it will be made a deduction of $ 3,314 per academic year for which the applicant must cover themselves.
Maximum travel grant in Norway is NOK 8033 per academic year.
Applicants who receive estimated support for the second part, getting grants to two return trips in Norway with a deduction of £ 745 per academic year for which the applicant must cover themselves under § 21-1.

Part five. Special arrangements

Chapter 40. Parents Scholarship

§ 40-1. Terms of parents Scholarship Applicants who have children in the education period and are entitled to support receive in a period full support parents scholarship when the following conditions are met:

A)
applicant must have had the right to support the last four months before the birth or adoption (the vesting period). An exception is made at birth before due date, when the applicant would otherwise have been entitled to parental grant at birth at term date.

B)
applicant must live with the child, and

C)
applicant's spouse or partner can not simultaneously receive parental benefit from social security. By scaled parental money is still given full parental grant if the spouse or cohabitant takes out less than 50 percent parental benefits. If the spouse or cohabitant under this scheme takes out 50 percent parental or more, will be given half parental scholarship.

When an applicant takes leave from the study because of birth, given the parents grant a leave of absence.
Parents can not get parents grant simultaneously.

§ 40-2. How long is given parents scholarship Parents scholarship is given for up to 49 weeks. Three weeks before birth and six weeks after the birth are reserved for the mother of the child. Upon adoption granted scholarships to mom or dad for 46 weeks after the adoption.
For multi childbirth, the total weekly figures 49 increased by five weeks for each child more than one. For multi-child adoption are weekly figures of 46 increased by five weeks for each child more than one.
Parents scholarship granted that goes beyond the normal support period under § 8-5.

§ 40-3. Calculation of parent scholarship grant is calculated from the maximum sum which the applicant is entitled, cf. First, second, third and fourth part. It is student workload during the vesting period as a basis. See § 40-1.


§ 40-4. Deadline Applications for parental scholarship and documentation on the birth or adoption must be filed no later than twelve months after the birth or adoption.

Chapter 41. Sick Scholarships

§ 41-1. Terms of sick scholarship applicant who falls ill and for that reason is completely study incapacitated in a part of the support period, you can get a grant for this period turned into sick scholarship. Sickness period must be documented.
Awarded support for the first 14 days of a sickness period (waiting period) is not made into sick scholarship.

§ 41-2. Graduated sick Scholarship Applicants who are sick, and for that reason is at least 50 percent disabled study in support period, you can get a grant for this period turned into sick scholarship corresponding proportion study disability. Sickness period must be documented.
Awarded support for the first 14 days of a sickness period (waiting period) is not made into sick scholarship.
The other terms of Chapter 41 must be met.

§ 41-3. Sick Scholarships by disease in their children Applicants who are totally unable to attend classes in a part of the application period due to documented illness of their children under 12 years old, also get sick scholarship. As children under 12 are also children who turn 12 during 2016.

§ 41-4. Maximum period of sick scholarship Sick Scholarships maximum given for four months and 15 days within one academic year.

§ 41-5. Limitation entitled to medical scholarships Grants awarded converted into a grant only for periods of sickness occurring after the application for support is received by Lånekassen. An exception is made when the applicant was eligible education in the semester before the period of illness.

§ 41-6. Limitations of simultaneous social security benefits Applicants who are entitled to sickness benefit from social security, you get the difference between a grant and sickness benefit amount converted into sick scholarship.
Seeking entitled to work assessment allowance from the National Insurance for the period of illness, can not converted awarded support to sick scholarship for the time he or she has to work assessment allowance.

§ 41-7. Deadline Applications for sick scholarships must be received by Lånekassen later than six months after the academic year or course has ended.

Chapter 42. Refugee Scholarship

§ 42-1. Terms of refugee scholarship Refugee Scholarship granted for up to three years to aliens who have been granted protection (asylum) in Norway, and taking regular secondary education in this country, or who take primary education which he is entitled under the Education Act § 4A-1.

§ 42-2. Timed right to refugee scholarship Refugee Scholarships can be given within a period of six years after the application for protection (asylum) was granted. If the studies commenced within three years, given the scholarship for up to three years. If the studies commenced within four years, given the scholarship for up to two years. If the studies commenced within five years, given the scholarship for up to one year. The time is counted from the date of protection (asylum) was granted.
The period between the date protection (asylum) was granted and the commencement of education be extended by two years so that the scholarship can be given within a period of eight years, if the applicant

A)
have children, or have children during that time refugee scholarship normally be granted. Education must take before the baby is ten years old.

B)
entitled to primary education according to Education Act § 4A-1 before regular secondary education.

Within these limits granted refugee scholarship as long as the applicant is entitled to support under the first part, but a maximum of up to three years.

§ 42-3. Interrupted education If education is interrupted, the aid may be claimed back, see Chapter 9. Refugee Scholarships will not be converted to loans under Chapter 12 and 13, but can be deducted from the subsequent application for support.

§ 42-4. Calculating the amount of support at the secondary education within the second part of applicants who take advanced training which the person is entitled under the Education Act § 3-1, calculated the amount of aid out pursuant to the provisions in the second part.
The amount of aid granted refugee scholarship, except for loans to cover tuition.

§ 42-5. Calculating the amount of support at primary education or secondary education after the third part of applicants who take the training which the person is entitled under the Education Act § 4A-1 or § 4A-3, considered the amount of aid out pursuant to the provisions of Part Three.
Applicants who take regular secondary education without the right according to Education Act § 3-1, calculated the amount of aid out pursuant to the provisions of Part Three.
The amount of aid granted refugee scholarship, except for loans to cover tuition.

§ 42-6. Applicants who receive introduction benefit Seeking receiving introduction benefit pursuant to the Introduction Act, are not entitled to refugee scholarship under this chapter.


Chapter 43. Partial payment of tuition fees for students in secondary education by foreign or international schools

§ 43-1. Scholarships to partially cover tuition for secondary education at foreign or international schools For secondary education at foreign or international schools in Norway or abroad given the scholarship to partially cover tuition when the applicant has the right to secondary education by the Education Act § 3-1. The grant is given by 85 percent of actual tuition when tuition not covered by others. The maximum grant for 2016-2017 is US $ 89,436 per academic year.
It granted scholarships only to tuition fees that the applicant actually pay.

§ 43-2. Limitation on state subsidies Applicants in education where schools receive public funding from Norway, could not get scholarships to cover tuition. Scholarships may be given when the state grant has a purpose or scope that have little or no effect on the size of tuition.

Chapter 44. Special rules for applicants with disabilities / disability

§ 44-1. Scholarships for applicants with disabilities or disability applicants who, because of disability or disabilities not to be employed in addition to education covered by the regulations of Part Three, granted a scholarship of $ 3,549 per month in addition to the basic support. See also § 8.7.
Grant is means tested in accordance with Chapter 29.

§ 44-2. Scholarships for delay beyond the limit in § 9-2 Applicants who are entitled to aid under the Regulation of Part Three of the delay beyond the limit in § 9-2 because of documented disability in the study situation under § 9-3 receive basic support such as scholarships. It is a requirement that the applicant does not receive support through national insurance is meant to cover subsistence. The grant is means-tested not by chapter 29.

Part six. Support and remission of nationals of developing countries, countries of the Western Balkans countries in Eastern Europe and Central Asia (quota)

Chapter 45. Who is covered by the quota system in the sixth part

§ 45-1. Who is covered by the quota system in the sixth part Sixth part applies to citizens over 18 years of developing countries, countries of the Western Balkans countries in Eastern Europe and Central Asia which are made by college or university in Norway, after the conditions The Ministry has established for the quota scheme.
It is not recorded new students through quota scheme from the autumn semester 2016. Quota students who have commenced an education spring semester 2016 or earlier, are entitled to complete this with the support by the conditions set out in the sixth part.

Chapter 46. Requirements for the applicant

§ 46-1. Basic conditions It is a condition that the applicant has received a study place in higher education for the conditions mentioned in § 45-1, has a residence permit as education searches, and to use education in their home country when the study is completed.

§ 46-2. Conditions for residence in their home country before applying for admission It is a condition that the applicant has applied for admission to education under the quota scheme homeland and documents stay in their home country for at least one year prior to admission of the education.

§ 46-3. Exceptions § 46-2 Exemption from the requirement to apply from their home country can be made for applicants who have previously received support from the Loan Fund, or who have funded higher education in Norway through NORAD and the Norwegian Research Council, etc. It is a condition that the total study not exceeding five years.

Chapter 47. What education is aided

§ 47-1. What kind of education it provides support for education must be approved for funding by the regulations first part. Support is given to PhD programs to students who receive support under the quota scheme.

§ 47-2. Introductory courses in Norwegian or Sami Applicants who are admitted to an education program with Norwegian or Sami language of instruction, will support up to one year for an introductory course in Norwegian or Sami before education.

Chapter 48. How long is given support

§ 48-1. General rule is given support in the stipulated time for education, within a limit of four years. Any introductory course in Norwegian or Sami are in addition to the four years.

§ 48-2. Combined master's degree and PhD program If the applicant plans PhD program, given that only support for one year at the master's level. Applicants who have received funding for more than one year masters education, and then get caught up in PhD program under the quota scheme, you get support for the PhD program in so long that remains within the framework of § 48- 1, § 48-3 and § 48-4.


§ 48-3. Extended Support period of fieldwork in the home country If the fieldwork in the home country included in education, extended support period corresponding length of fieldwork, so as to provide support for up to five years. Support for fieldwork given by the same rules that apply to Norwegian applicants, see § 1.5 and § 6.8.

§ 48-4. Delay in interstate case of delay in education support may be given up to one year more than the stipulated time, see § 2.9. In case of delay in the final semester of education support may be given for up to two months in the summer to complete their education.
It is a requirement that the applicant still enrolled as a student under the quota scheme. Support is not given to repetition of introductory courses.

Chapter 49. Calculation of the amount of aid

§ 49-1. Calculation of the amount of aid When calculating the amount of aid, the provisions of Part Three and Chapter 40 and 41. Rules for the calculation and payment of aid for the first semester are given in § 49-2. Policy support for travel is given in § 49-4 and § 49-5.
Support is given for 12 months per academic year for PhD students.

§ 49-2. Calculation and payment of aid in the first semester Support for the first two months of the semester is given as grant equivalent basis support for two months, ref. § 25-1. Support will be paid by the institution at start of the program.
Support for the remaining months calculated under the rules of Part Three and payable under the provisions of Chapter 11.

§ 49-3. Sustainer Scholarships Seeking gets breadwinner scholarship for children born in 2001 or later who have a residence permit who live together with the applicant in Norway.

§ 49-4. Grants for entry and repatriation Grants to entry at the start of training and to repatriation when education is completed.

§ 49-5. Grants for annual repatriation Grants to an annual repatriation according to the rates in the Loan Fund, when the program has lasted for a year or more and the applicant has not had field work in the semester before, or to have fieldwork in the semester after. When students start their studies in the spring semester may be eligible for travel subsidies when the program has lasted one semester or more.
It is a prerequisite for support for such a journey that the applicant actually carrying out the journey.

§ 49-6. Calculation of grants for travel grant for travel in Norway under § 49-4 and § 49-5 is given by the rules in § 30-1. Age limit, maximum fee and deductible in § 30-1 does not apply for quota students.
The grant for travel abroad are given with 70 percent grants and 30 percent loans.

Chapter 50. Remission of educational

§ 50-1. Remission of educational for permanent resettlement in their homeland Borrowers get remitted educational loans granted by the sixth part when they travel back to their home country to settle permanently there.

§ 50-2. Settling in Norway or other country Borrowers who live in Norway or in another country than their home country after graduation, do not get the loan forgiven. For these provisions of the Regulation on interest is added and repayment of educational loans and loss of rights.

§ 50-3. Exceptions on humanitarian grounds If there are humanitarian reasons that the borrower can settle in their homeland after graduation, such as war, serious unrest or persecution, the loan may be remitted if the borrower settles in another country covered by the quota system.

§ 50-4. Return to Norway If the borrower later returns to Norway, the decision on remission be abolished. If the decision was older than ten years, the decision still has not changed.

Part seven. Commencement

Chapter 51. Commencement

§ 51-1. Implementation These regulations come into force on April 15, 2016.
