§ 2. June 2008 on the implementation of Council Directive 90/426/EEC and 90/426/EEC with regard to the methods for the identification of animals of the horse family [the COMMISSION of the EUROPEAN COMMUNITIES referring to HAR1-the Treaty establishing the European Community, having regard to Council Directive 90/426/EEC of 26 June 1990 on animal health requirements by the movement of animals of the horse family and the importation of such animals from third States 2 especially article 4 Nr. 4, having regard to Council Directive 90/427/EEC of 26. June 1990 about criteria with regard to breeding and lineage by trading with animals of the horse family within the community, in particular article 4 Nr. 2 letter c) and d), article 6 Nr. 2 other bar point and article 8 Nr. 1 the first paragraph, having regard to Council Directive 94/28/EC of 23. June 1994 on the determination of principles of breeding-and avstamnings conditions on import from third States of animals as well as their semen, eggs and embryos, and amending Directive 77/504/EEC on renrasede breeding animals of the bovine, 4, especially article 3 No. 4 and based on the following considerations: 1) by Commission decision 93/623/EEC of 20. October 1993 on the determination of the identification document (passport) to accompany the registered animals of the horse family, 5, it was in the interests of animal health control introduced a method to identify the registered animals of the horse family when they transferred.

6) When customs procedures laid down in Council Regulation (EEC) Nr. 2913/92 of 12. October 1992 on the introduction of community tollkodeks9 be carried out, it is necessary also to refer to Council Regulation (EEC) Nr. 706/73 of 12. Article 2 Definitions 1. In this regulation are given definitions in article 2 letter a), c)-f), h) and in) in Directive 90/426/EØF1 and article 2 letter c) of Directive 90/427/EØF2 application.

2. in this directive will mean further with: a) "dyreholder" any natural or legal person who owns or is in possession of the animals of the horse family, or who have the responsibility to look after animals of the horse family from consideration or free of charge, also temporarily, including during transport, at markets or in connection with contests, sweepstakes, or cultural events, b) "the signalman" a passive device for radio frequency identification that can only be read , and that: i) is in compliance with ISO standard 11784 and using HDX-or FDX-B technology, and ii) can be read with a browser device that is compatible with ISO standard 11785 by a distance of at least 12 cm, c) "animals of the horse family" living or tame enhovede mammals of all species in the genus Equus belonging to the family Equidae and hybrids of these, d) "unique individual number" a unique 15-digit alphanumeric code with information on the individual animal of the horse family, as well as database and country where this information the first time was registered in accordance with the code system Universal Equine Life Number (UELN), and that includes the following: in) a 6-digit UELN-compatible identification code for the database referred to in article 21 No. 1, followed by ii) a 9-digit individual identification number that is assigned to the animal of the horse family, s) "smart card," a plastic device with a built-in computer chip for storage and electronic transmission of the information to compatible data systems.

Chapter II article 3 Identification document General principles and duty to identify animals of the horse family 1. Animals of the horse family as referred to in article 1 No. 1, shall not be held unless they are identified in accordance with this regulation.

In accordance with this regulation to the system for the identification of animals of the horse family consist of the following parts: a) a single identification document that is valid in the whole of the animal's lifetime, b) a method to ensure a unique connection between the identification document and the animal of the horse family, c) a database of identification information, introduced under a unique identification number, if the animal as it is issued an identification document for , to a person who is registered in the same database.

Article 4 Bodies that issue identification documents for animals of the horse family 1. Contracting Parties shall ensure that the identification document referred to in article 5 No. 1 for registered animals of the horse family, are issued by the following bodies ("issuing bodies"): a) the organization or the team that is officially approved or recognized by the EEA State or of the public office in the affected EEA State, both dealt with in article 2 letter c) first line point of Directive 90/427/EØF32, leading stem for the current book animal breed, as mentioned in article 2 letter c) of Directive 90/426/EEC , 1 or b) a branch of an international association or organization with its head office in an EEA State that manages the competition or race horses, as stated in article 2 letter c) of Directive 90/426/EEC. 2 2. The identification documents issued by the authorities of a third that issues certificates according to the avstamnings article 1 third stroke point in decision 96/510/EC 3 shall be deemed to be valid in accordance with this regulation for registered animals of the horse family referred to in article 1 No. 1 letter b).

3. The body that issues the identification document referred to in article 5 No. 1 for breeding and production animals of the horse family, shall be appointed by the competent authority.

4. The issuing bodies mentioned in Nr. 1, 2 and 3, to act in accordance with this regulation, in particular the provisions of article 5, 8-12, 14, 16, 17, 21 and 23.

5. Contracting Parties shall prepare and maintain list of issuing bodies and inform the other Contracting Parties and the public about this on a website.
Information about the issuing bodies shall at least include the contact information that is necessary for the requirements of the article 19 can be met.
To make it easier for Contracting Parties to make the ajourførte lists available, the Commission shall create a website where all the Contracting Parties to put a link to their respective national sites.

6. the list of issuing agencies in third States mentioned in Nr. 2, to be drawn up and is maintained in accordance with the following conditions: a) the competent authority in the tredjestaten as the issuing body is located in, to guarantee that: in) the issuing body meets the terms of Nr. 2, ii) if the issuing body approved in accordance with Directive 93/28/EEC 4, it must fulfill the disclosure requirement referred to in article 21 No. 3 of this regulation, iii) lists of issuing bodies shall be drawn up, is maintained and communicated the Commission, b) the Commission shall: i) regularly during the correct Contracting Parties about new or ajourførte lists that it has received from the competent authorities in the affected third States in accordance with the letter a) iii), ii) make sure that the ajourførte editions of these lists are available to the public, iii), if necessary, provide for the fastest possible to put questions about the list of issuing agencies in third States on the agenda of the Permanent Committee on breeding questions in view of a decision by the procedure set out in article 11 no. 2 of Council Directive 88/661/EEC. 5 article 5 identification of animals of the horse family that is born in the EEA 1. Animals of the horse family that is born in the EEA, shall be identified with only one identification document in accordance with the model for the identification document for the animals of the horse family that is set out in Annex i ("identification document" or "pass"). The document to be issued for the entire life of the animal of the horse family.
Identification document to be issued in a printed, indivisible and should contain-panel format for the insertion of the information that is required in the following section: a) paragraph in-X for registered animals of the horse family, b) at least paragraph I, III, IV and VI-IX for breeding and production animals of the horse family.

2. The issuing body shall ensure that it is issued an identification document for an animal of the horse family unless at least a paragraph in the in the document is duly filled out.

3. Without prejudice to article 1 No. 1 in decision 96/78/EF1 and without regard to the provisions of no. 1 letter a) and no. 2 of this article, shall be registered animals of the horse family to be identified in the identification document in accordance with the policies established by the issuing bodies, as referred to in article 4 Nr. 1 or 2 of this regulation.

4. For registered animals of the horse family to be the issuing body as referred to in article 4 Nr. 1 letter a) and no. 2 in this regulation, fill in section II of the identification document with details of the proof of origin referred to in article 4 Nr. 2 letter d) in Directive 90/427/EEC.
In accordance with the principles of the approved or recognized breeding organization that leads stem book for the original breed as the current registered animal of the horse family belongs to the proof of origin shall contain full details of the lineage, the section of stem book that is referred to in article 2 or 3 in decision 96/78/EF2, and, if it is specified, the class in the base the book's paragraphs as the beast of the horse family is logged in.

6. Without prejudice to article 13 Nr. 1 to animals of the horse family that is born in the EEA, be identified in accordance with this regulation by 31. December of that year the animal of the horse family was born, or within six months from the date of birth, depending on the date that occurs last.
As exceptions from the first paragraph of the EEA States can decide to restrict the longest allowable time period for the identification of animals of the horse family for six months.
The EFTA States which make use of the exception in the second paragraph, to notify the ESA and the other Contracting Parties about this.

7. Avsnittenes order and numbering shall remain unchanged in the identification document, but paragraphs in that can be placed on the Center spread in the identification document.

8. The identification document shall not be issued in duplicates or replaced, with the exception of the cases provided for in article 16 and 17.

Article 6 exceptions to the requirement to fill out section 1 of the identification document when a signalman is implanted in accordance with article 11, or if an individual, alternatively mark as not visible can be removed, is applied in accordance with article 12, it is that the exception from article 5 No. 2, allowed to fill out the paragraphs in part A point 3b-h in the identification document, and paragraph 1 section B point 12-18 in oversiktsdiagrammet in the identification document, or to use a photograph or a print which is sufficiently detailed to identify the animal of the horse family, instead of filling out the oversiktsdiagrammet.
The exception in the first paragraph shall not affect the rules for identification of animals of the horse family that is determined by the issuing bodies referred to in article 4 Nr. 1, 2 and 3.

Article 7 exceptions by the identification of certain animals of the horse family that is living or living in part 1. As exceptions from article 5 No. 1, 3 and 5, the competent authority may decide that the animals of the horse family that make up specific living or partially living populations in certain areas, including nature reserves, as determined by the competent authority, only to be identified in accordance with article 5 when they moved from these areas or be taken in use as pets.

2. The EFTA States which will make use of the exception in the No. 1, will inform the ESA of the population and which areas it is all about: a) within six months from the date of this forordnings entry into force, or b) before the use of this exception.

Article 8 identification of imported animals of the horse family 1. Expensive, or the owner if the legislation in the EEA State of the animal is imported to, express it, to search, about an identification document or about the registration of the existing identification document in the database to the affected the issuing body in accordance with article 21, within 30 days after the customs procedure as defined in article 4 Nr. 16 letter a) of Regulation (EEC) Nr. 2913/92 has ended, when: a) animal from the horse family are imported into the EEA, or b) temporary importation as defined in article 2 letter i) of Directive 90/426/EØF1 is converted to final importation in accordance with article 19 iii) in the same directive.

2. If an animal of the horse family that mentioned in Nr. 1 of this article, accompanied by papers that are not in accordance with article 5 No. 1, or a lack of certain information as required under this regulation, should the issuing agency at the request of the animal, or the owner if the law of the EEA State of the animal is imported to, expressly prescribes that: a) fill out these papers so that they meet the requirements of article 5, and b)

register the identification details of the animal of the horse family and additional information in the database, in accordance with article 21.

3. If the papers that follow the animals of the horse family, as mentioned in Nr. 1 of this article, cannot be changed so that they meet the requirements of article 5 No. 1 and 2, they shall not be regarded as valid for identification in accordance with this regulation.
When those papers that are mentioned in the first paragraph, you tell them to or feel the body of issuing invalid, this shall be recorded in the database referred to in article 21, and the animals of the horse family to be identified in accordance with article 5.

Chapter III controls that are required before the issuance of identification documents and signals article 9 Control of the individual identification documents are issued for animals of the horse family Before the issuance of an identification document to the issuing body or the person acting on the issuing organets behalf, take all appropriate measures to: a) check that such an identification document is not already issued for the appropriate animal of the horse family , b) prevent the issuance of more illegal identification documents for one and the same animals of the horse family.

These measures shall at least include the review of available relevant papers and electronic records, examination of the animal for signs or marks that suggest that the animal has been identified previously, as well as the implementation of the measures in article 10.

Article 10 measures to prove previous active selection of animals of the horse family 1. The measures referred to in article 9, shall at least include the measures to prove: a) previously implanted signals by the use of a browser device that is in accordance with ISO standard 11785 and capable of reading HDX and FDX-B-signalgivere, at least when the browser is in direct contact with the body's surface at the point where a signalman would normally be implanted, b) clinical sign that a previously implanted the signalman has been removed by a surgical procedure , c) other alternative brands suffered the animal in accordance with article 12 Nr. 3 letter b).

2. when the measures set out in the No. 1 shows that a signalman has been implanted earlier, or any other consequential marks in accordance with article 12 Nr. 3 letter b), to the issuing body hit the following measures: a) if in the case of animals of the horse family that is born in an EEA State, it shall issue a duplicate or a replacement of the identification document in accordance with article 16 or 17, b) if in the case of imported animals of the horse family, it shall act in accordance with article 8 Nr. 2.3. When the measures set out in the No. 1 letter b) shows that a signalman has been implanted earlier, or if the measures set out in the No. 1 letter c) shows that a different note occurs, the issuing body shall at the duly in this information show the lead in identifying the document in part A and part B, in the paragraph in the in oversiktsdiagrammet.

4. Article 11 Electronic methods of identity verification 1. The issuing body shall ensure that when an animal of the horse family identified the first time, it should actively be marked by implantation of a signalman.
The EEA States to determine what the minimum qualifications required in order to make the procedure mentioned in the first paragraph, or designate the person or the occupational group that has the right to perform such surgeries.

2. The Signal shall be implanted parenteralt under aseptic conditions between the neck and Mane in the middle of the neck by neck Ribbon.
The competent authority can still allow that signal the dealer be implanted somewhere else in the neck of the animal of the horse family, provided that such an option is not damage to the implant for the animal's welfare and does not increase the risk that signal the dealer migrating, compared with the method mentioned in the first paragraph.

4. As exceptions from the No. 3 letter a) of this article, the name of the manufacturer or the readout system is specified in the paragraphs in part A item 5 in the identification document, if the measures referred to in article 26 Nr. 2, carried out for an animal of the horse family that is tagged with a previously implanted the signalman that is not in accordance with the standards defined in the article 2 No. 2 letter b).

5. If an EEA State lays down rules for in accordance with the standards referred to in article 2 No. 2 letter b), to make sure that the numbers displayed by the signal the dealer that is implanted by the issuing bodies referred to in article 4 Nr. 1 letter a), and that are approved in accordance with decision 92/353/EØF1 of the relevant EEA State's competent authority, are unique, these policies apply without being to the detriment of the identification system established by the issuing body in another EEA State or a third, who performed the identification in accordance with this regulation at the request of the animal, or the owner if the law of the EEA State of the animal is born in , expressly prescribes it.

Article 12 Alternative methods of identity verification 1. As exceptions from article 11 no. 1, the EEA States allow animals of the horse family are identified for suitable alternative methods, including with brands, which individually or collectively provide equivalent scientific guarantees that the identity of the animal of the horse family can be controlled, and that effectively prevents double the issuance of identification documents ("alternative method").
The issuing body shall ensure that it is not issued identification document for an animal of the horse family unless the alternative method mentioned in the first paragraph, is specified in the paragraphs in part A point 6 or 7 in the identification document and is entered in the database in accordance with article 21 No. 1 letter f).

2. When an alternative method is used, the expensive holder to provide the funds needed to get access to these identification information or, when relevant, assume the costs to control the animal's identity.

3. Contracting Parties shall ensure that: a) the alternative methods not be used in the majority of cases as the only way to verify the identity of the animals of the horse family on in accordance with this regulation, b) visible marks on the breeding and production animals of the horse family can not be confused with the brands that are reserved for registered animals of the horse family on their territory.

4. The EFTA States which will make use of the exception in the No. 1, shall notify the other of the ESA, the EEA States and the public about this on a website.
To make it easier for Contracting Parties to make this information available, the Commission shall create a website where all the Contracting Parties to put a link to their respective national sites.

Chapter IV transfer and transport of animals of the horse family article 13 transfer and transport of registered animals of the horse family, as well as breeding and production animals of the horse family 1. The identification document shall at all times follow the registered animals of the horse family and breeding and production animals of the horse family.

2. As exceptions from the No. 1, it is not necessary that the identification document follows the animals of the horse family as mentioned in this number, when these: a) is oppstallet or on pasture, and animal holder can present the identification document immediately, b) being transferred temporarily to the foot, either: in) near the operating unit in a EEA Member State so that the identification document can be lodged within three hours, or ii) to get to or from the summer pastures and the identification document can be added on the output operating unit , c) is not on hold and follow are planktonic or frame hop pretty, d) participate in training or a trial as part of a horse competition or an event, and in that regard is going to have to leave the area where the contest or the event takes place, e) transferred or transported in an emergency situation which applies to the animals of the horse family, or, without prejudice to article 14 No. 1 the second paragraph of Directive 2003/85/EC, the operating unit where the animals are kept.

Article 14 exceptions to certain movements and transport without or with simplified identification document 1. As exceptions from article 13 Nr. 1 the competent authority may allow the transfer or transportation within the EEA State of animals of the horse family mentioned in this number, which is not accompanied by their identification documents, under the condition that they are accompanied by a smart card that is issued by the body that issued their identification documents and contains the information that is set out in annex II.

2. The EEA States which make use of the exception in the No. 1 of this article, can give each other exceptions by movements or transport of animals of the horse family referred to in article 13 Nr. 1 on its own territory.
The EFTA States shall notify ESA that they intend to give such exceptions.


3. The issuing body shall issue a temporary document that at least contains the unique individual number and the signalman code if this is available, which provides the ability to move or transport the animal of the horse family within the same EEA State in a period of time at most 45 days, within what period of time the identification document to body to the issuing body or the competent authority with a view to updating the identification information.

4. When an animal of the horse family during the time period mentioned in Nr. 3, transported to another EEA State or through another EEA Member State to a third, regardless of the animal's registration status and in addition to this temporary document, be accompanied by a health certificate in accordance with Annex C to Directive 90/426/EEC. Article 15 Movements and transport of slaughter animals of the horse family 1. The identification document issued in accordance with article 5 No. 1 or article 8, to follow the slaughter animals of the horse family during their transfer or transport to the slaughterhouse.

2. As exceptions from the No. 1 the competent authority may allow a slaughtering animals of the horse family who has not been identified in accordance with article 5, be transported directly from the operating unit where the animal is born, to slaughterhouse within the same EEA Member State, provided that: a) the beast of horse family is younger than twelve months and have visible stars on the front milk teeth, b) beast of horse family can be traced continuously from the operating unit where it is born , to the slaughterhouse, c) beast of horse family during transport to the slaughterhouse can be identified individually in accordance with article 11 or 12, d) the submission in accordance with paragraph III of annex II to Regulation (EC) No. 853/2004,1 is accompanied by the information about the food chain that should include the individual identification information as is mentioned in letter c) in this number.

3. Article 19 No. 1 letter b)-d) shall not apply at the transfer or transport of slaughter animals of the horse family in accordance with no. 2 of this article.

Chapter V Duplicate issuance, replacement and temporary waiver of the identification documents Article 16 duplicate identification documents 1. When the original identification document is lost, but it is possible to determine the identity of the animal of the horse family, first and foremost, by using the code provided by the dealer after the signal or alternative method, and there is a statement from the owner, to the issuing body as referred to in article 4 Nr. 1, issue a duplicate of the identification document that contains the unique individual number and clearly state that it is a duplicate ("duplicate of the identification document").
In such cases, the animal of the horse family are classified in section IX part II in the duplicate of the identification document that is not intended for slaughter to consumption.
Further details about the issued duplicate of the identification document and the classification of the animal of the horse family in section IX of the document, to be registered with the designation of the unique individual number in the database referred to in article 21.

2. As exceptions from the No. 1 the second paragraph, the competent authority may decide to temporarily suspend the status of the animal of the horse family intended for slaughter for human consumption, in six months, if the animal keep clean in a satisfactory manner within 30 days after it reported the loss of the identification document, can prove that the status of the animal of the horse family intended for slaughter for human consumption, are not brought into danger by medical treatment.
For this purpose the competent authority shall enter in the first column of paragraph IX part III in the duplicate of the identification document the date of when the six-month period for temporary waiver begins, and fill in the information in the third column.

3. If the lost original identification document was issued by an issuing body as referred to in article 4 Nr. 2, in a third, the duplicate of the identification document issued by the original issuing agency and sent to the expensive holder or if the law of the EEA State of the animal is located, expressly prescribes it, to the owner via the issuing body or the competent authority in the relevant Contracting State.
In such cases, the animal of the horse family are classified in section IX part II in the duplicate of the identification document that is not intended for slaughter for human consumption, and the information in the database as referred to in article 21 No. 1 letter l), should be adapted.
The duplicate of the identification document can still be issued by an issuing body referred to in article 4 Nr. 1 letter a), which records the animals of the horse family of the breed in question, or of an issuing body referred to in article 4 Nr. 1 letter b), which records the animals of the horse family for this purpose in the EEA State in which the animal of the horse family is located, if the original issuing agency have agreed in this.

4. If the lost original identification document was issued by an issuing body that no longer exists, the duplicate of the identification document issued by an issuing authority in the EEA State in which the animal of the horse family is located, in accordance with no. 1. Article 17 replacement of identification document when the original identification document is lost, and it is not possible to determine the identity of the animal of the horse family, to the issuing body as referred to in article 4 Nr. 3, in the EEA State in which the animal of the horse family is located, issue a replacement of identification document ("replacement of identification document") with clearly stating that it is about a replacement and that meets the requirements of article 5 No. 1 letter b).
In such cases, the animal of the horse family are classified in section IX part II in the replacement of the identification document that is not intended for slaughter to consumption.
Further details about the issued the replacement of identification document as well as the registration status of and the classification of the animal of the horse family in section IX of the document, to be customized in the database referred to in article 21, with specification of the unique individual number.

Article 18 Temporary waiver of the identification documents for transfer to the public temporarily repeal the vet identification document's validity for the transfer with the information about this in section VIII of the document, when an animal of the horse family to be held on or comes from an operational unit that: a) are subject to a ban, as mentioned in article 4 Nr. 5 of Directive 90/426/EEC, 1 or b) is located in an EEA Member State or part of a EEA Member State that are not free from African horse plague.

Chapter VI deaths among animals of the horse family and slaughtering animals of the horse family intended for consumption as well as registration of medical treatment article 19 deaths among animals of the horse family 1. When an animal of the horse family dies or is slaughtered, the following measures shall be taken: a) signal the dealer should be protected against subsequent deceitful use, primarily by the waste recycling, destructing or waste disposal on site, b) identification document should be made invalid by at least to stamp it "invalid" on the first page, c) to send a statement to the issuing body, either directly or through the contact point referred to in article 23 no. 4, with specification of the unique individual number of the the animal of the horse family and enlightenment about the animal of the horse family is slaughtered, killed or even dead, including the date of the animal's death, and d) the invalid identification document to be destructed.

2. The measures determined in the No. 1, to be taken by or under the supervision of: a) public veterinarian: in) by slaughter or killing as part of measures for combating the disease in accordance with article 4 Nr. 4 letter of) of Directive 90/426/EEC, or ii) after slaughter, in accordance with article 7 No. 3 of Directive 90/426/EEC, or b) the competent authority as defined in article 2 No. 1 letter i) in Regulation (EC) No. 1774/2002,1 by the disposal or treatment of skrotten in accordance with article 4 and 5 of the aforementioned regulation.

3. when the signal the dealer according to the No. 1 letter a), cannot be removed from a slaughtered animals of the horse family intended for human consumption, to the public vet declaring it the meat or the portion of the meat that contains the signal the dealer, unfit for human consumption in accordance with chapter V section II point 1 letter n) in Annex i to Regulation (EC) No. 854/2004.2 4. As exceptions from the No. 1 letter d) and without touching the rules that the issuing agency has printed in the identification document, Contracting Parties can carry out procedures for the return of the invalid document to the issuing body.

5. If the animals of the horse family dies or is lost in some other way than what is mentioned in this article, going to expensive holder deliver identification document back to the issuing body referred to in article 4 Nr. 1, 2 or 3, within 30 days after the animal died or were lost.

Article 20 Slaughter animals of the horse family intended for consumption and registration of medical treatment 1. An animal of the horse family to be considered to be intended for slaughter to consumption unless it in section IX part II in the identification document, irrevocable declared not to be calculated for this purpose, by signature by: a) animal husbandry or owner of your choice, or b) dyreholder and the responsible veterinarian who acts in accordance with article 10 No. 2 of Directive 2001/82/EC 1


2. Before any treatment in accordance with article 10 No. 2 of Directive 2001/82/EC, or any treatment with a drug that is approved in accordance with article 6 Nr. 3 of the same directive, should the responsible vet determine the status of the animal of the horse family that are either intended for slaughter for human consumption, which is normal, or that is not intended for slaughter for human consumption as provided for in paragraph IX part II in the identification document.

3. when the treatment mentioned in Nr. 2 of this article, are not allowed for animals of the horse family intended for slaughter for human consumption, to the responsible vet make sure that beast of horse family in accordance with the exception set out in article 10 No. 2 of Directive 2001/82/EC, irrevocable declared for not intended for slaughter for consumption, by: a) fill out and sign the section IX part II in the identification document, and b) do paragraph IX part III in the identification document invalid.

4. When an animal of the family to be treated under the horse the terms referred to in article 10 No. 3 of Directive 2001/82/EC 2 should the responsible vet set in paragraph IX part III in the identification document the necessary information about the medicinal product containing substances that are indispensable for the treatment of animals of the horse family, as listed in Regulation (EC) No. 1950/20063 the responsible veterinarian shall specify the date of the last push of the said drug, as prescribed, and in accordance with article 11 no. 4 of Directive 2001/82/EC, under the correct animal holder about the date when tilbakeholdingstiden determined in accordance with article 10 No. 3 of the same directive, expires.

Chapter VII Registration of information and penalties Article 21 Database 1. When the identification document issued or previously issued identification documents are recorded, the issuing body shall register at least the following information about the animal of the horse family in its database: a) the unique individual number b) art c) gender d) color e) date of birth (day, month, and year) f) when it is relevant, at least the last 15 digits of the code that is provided by signal the dealer, or the code that is provided by a device for radio frequency identification that is not in accordance with the standard defined in article 2 No. 2 letter b), as well as information about the prescribed readout system or the alternative method, g) birth State) date of issue h and any change of the identification document in) name and address of the person that the identification document issued to j) status as a registered animals of the horse family or breeding and production animals of the horse family k) the animal's name (birth name and, when relevant, trade names) l) the animal's status , when it is known, which is not intended for slaughter for human consumption m) information about any duplicates and replacements of identification document in accordance with article 16 and 17 n) the reported date of the animal's death.

2. The issuing body shall keep the information referred to in no. 1 of this article, in its database for at least 35 years or at least two years after the date of when the animal of the horse family died, as notified in accordance with article 19 No. 1 letter c).

3. Immediately after the registration of the information mentioned in Nr. 1 of this article, to the issuing body send the information mentioned in the letter a)-f) and n) in the same number, to the central database in the EEA State in which the animal of the horse family was born, if such central database are made available in accordance with article 23.

Article 23 Central databases, collaboration between these and contact points 1. A Contracting State may decide that the issuing body shall enter the information referred to in article 21, about animals of the horse family who is born or identified on the EEA State's territory, in a central database, or that the issuing organets database nettverkstilkoples with this central database ("the central database").

2. Contracting Parties shall, in accordance with Directive 89/608/EEC collaborate on the management of its key databases.

Contact point can be a contact organ as referred to in article 35 of Regulation (EC) No. 882/2004.1 details on this contact point, which can be entered into the central database, to be made available to the other Contracting Parties and to the public on a website.

Article 24 Sanctions the EEA States to fix the rules for sanctions against infringements of this regulation and take all the measures necessary to ensure that they are implemented. The stipulated sanctions should be effective, stand in relation to the infringement and daunting.
The EFTA States shall inform ESA of these provisions no later than 30. June 2009.1 any subsequent changes that affect these, shall be notified to the ESA promptly.

Chapter VIII Transitional and final provisions article 25 Repeal Decision 93/623/EEC and decision 2000/68/EC is repealed from 1. in July 2009.
References to the repealed decisions shall be understood as references to this regulation.

Article 26 transitional provisions 1. Animals of the horse family who are born no later than 30. June 2009, and as per this date is identified in accordance with decisions 93/623/EEC or 2000/68/EC, shall be deemed to be identified in accordance with this regulation.
