§ 2. Work area etc. The regulation applies to rail travel and rail services on the national railway network.
The regulation does not preclude that the railway undertakings to offer passengers the contractual conditions that are more favourable than those laid down in this regulation.
§ 3. Exceptions the regulations do not apply to railway undertakings that do not have license for Directive 95/18/EC.
§ 4. Bevegelseshemmedes mfl. Norwegian National Rail Administration, the organizational interaction should take the initiative to nedsettes a group in accordance with article 19 of the regulation, section 1.
§ 5. Enforcement Norwegian Railway Inspectorate enforces this regulation according to the regulation article 30 paragraph 1.

§ 12. Entry into force these regulations shall enter into force immediately.
