Scope this regulation deals with the requirements for people to be active as a driving test examiner by practical driving tests, emergency samples and adapted theoretical leads try. In addition, the requirements for people to conduct the drive reviews and construct the routes for the practical test.

§ 2. Definitions in this regulation be understood with: a) driving test examiner: person who organizes and conducts theoretical and/or practical trial where there are included to evaluate theoretical and practical achievements that are being displayed.

b) Practical driving test: try in which the candidate displays the trafikal competence by running a vehicle, mainly in interaction with others in real traffic.

c) Facilitated theoretical driving test: theoretical test for the candidates that do not contains written Norwegian to a sufficient degree to be able to answer the questions, have reading and writing or equivalent. If necessary, the test is conducted with an interpreter.

d) Run rating: assessment of driving skills for persons with functional impairment and persons who have or may have health revival. Also includes the leads trying after orders from the police, cf.. law 18. June 1965 Nr. 4 about the road traffic section 34.

e) heavy vehicles: vehicles that require førerett in class C1, C1E, D1, D1E, C, CE, D or the after regulations 19. January 2004 No. 1. 298 on a driver's license, etc.

f) Observation: approved person is present and register, assess and provide feedback on the work performed.

Unless otherwise stated in this regulation, the definitions and provisions in regulations 1. October 2004 No. 1339 about traffic training and driving test, and more.

§ 3. General requirements before a driving test examiner can conduct leads they must try be approved.
To have approval as driving test examiner must that person a) be employed in the State's roads, b) have førerett in class B and have had such førerett continuous for the past 5 years, c) have filled 25 years, d) have completed education at the high school level, minimum e) meet their basic education in section 4, additional education for the person class in section 6 to section 9 and continuing education in section 14 , f) is not at the same time be fully or partially active in, or have a leave of absence from, position that involves work in relation to the driver's training course, be corrected or have ownership to the traffic school, g) meet the health requirements laid down in order to get the class D førerett, jf. Regulation 19. January 2004 No. 1. 298 on a driver's license, etc. attachment 1.

§ 4. Requirements for basic education Through basic education must lead try the sensor have acquired the skills necessary to carry out the leads trying in line with current guidelines, including personally run skill, knowledge of traffic, customer care, physics, vehicle engineering, economical and environmentally friendly driving and expertise in the assessment of practical skills.
Basic education ends with the trial.
Directorate sets out more on the content, scope and implementation in basic education.
People who will engage in basic education, to be approved by the Directorate.

§ 5. The expansion of literacy is a person who is approved driving test examiner can be approved in one or several additional classes after having completed additional education and passed the test for the specific class, jf. Special requirements to driving test examiners in section 6 to section 9. The same applies for approval under section 10 to section 13.
Directorate sets out more on the content, scope and implementation of additional education and skill tests.
People who will conduct additional education or skill tests, should be approved by the Directorate.

section 6. Special requirements to driving test examiners in classes A1, A2 and A to be approved driving test examiner in class A1, A2 and A, they must, in addition to the requirements of § 3 and § 4, have completed additional education for the driving test examiners in class a. he or she must have been driving test examiner in class B for at least 3 years, had førerett in class A for at least 3 years and carried out at least 250 ordinary practical leads trying in other classes.
The requirement of 3 year approval as a sensor can be waived if the person documents the currently 5 years of førerett class A or made up a skill test.

section 7. Special requirements to driving test examiners in the class ASK to become approved driving test examiner in the class ASK the person concerned must, in addition to the requirements of § 3 and § 4, have completed additional education for the driving test examiners in the class ASK.
The person in question must have been driving test examiner in class B for at least 3 years, had førerett in the class ASK for at least 3 years and carried out at least 250 ordinary practical leads trying in other classes.
The requirement of 3 year approval as a sensor can be waived if the person documents the currently 5 years førerett class ASK or pass an skill try.

section 8. Special requirements to driving test examiners in class T to be approved driving test examiner in class T they must, in addition to the requirements of § 3 and § 4, have completed additional education for the driving test examiners in class T. The person in question must have been driving test examiner in class B for at least 3 years, had førerett in class T for at least 3 years and carried out at least 250 ordinary practical leads trying in other classes.
The requirement of 3 year approval as a sensor can be waived if the person documents the currently 5 years førerett class T or made up a skill test.

§ 9. Special requirements to driving test examiners in heavy classes to become approved driving test examiner in heavy classes they must, in addition to the requirements of § 3 and § 4, have completed additional education for the driving test examiners in heavy classes.
The person in question must have been driving test examiner in class B for at least 3 years, had førerett in class CE for at least 3 years and carried out at least 250 ordinary practical leads trying in other classes.
The requirement of 3 year approval as a sensor can be waived if the person documents the currently 5 years førerett in class CE or made up a skill test.

§ 10. Particular requirements for emergency sensors (code 160) to be approved sensor for emergency driving code 160 they must, in addition to the requirements of § 3 and § 4, have completed additional education for emergency sensors.
The person in question must have been driving test examiner in class B for at least 3 years and completed at least 500 ordinary practical leads trying in other classes. In addition, they must have had førerett for at least 3 years in a minimum of one of the following classes: A, C, or D.

section 11. Special requirements to the people who will carry out the run assessment to be approved to carry out reviews, they must run in addition to the requirements of § 3 and § 4, have completed additional education for sensors to carry out run review.
The person in question must have been driving test examiner in class B for at least 3 years, had førerett in the current class for at least 3 years and completed at least 500 ordinary practical leads try.

§ 12. Special requirements to the people who are going to carry out any theoretical tests to be approved to carry out personalised theoretical trying they must, in addition to the requirements of § 3 and § 4, have been driving test examiner in class B for at least 1 year and have completed additional education for adapted theoretical tests.
That person shall have or have had approval as a driving test examiner in the class test be taken in. For theoretical test in class AM and S førerett is required in the class, respectively, AM and S, or that he or she has or has had approval as a driving test examiner in class A.

section 13. Particular requirements for people to construct the driving test routes to be approved to construct the driving test routes they must, in addition to the requirements of § 3 and § 4, have been driving test sensor in that class for at least 3 years and have completed additional education for the construction of the driving test routes.

Continuing education for class B to have a scope of at least 8 days.
Driving test examiners who have approval in class A and heavy classes must implement the 2 days of continuing education for each class or group of classes.
Driving test examiners who have approval in the class ASK and T must implement the 1 day of continuing education for each class.
Driving test examiner who has conducted continuing education for heavy classes are exempt from the requirement for continuing education in the class ASK and t. driving test examiner who has conducted continuing education for class T is exempt from the requirement for continuing education for class ASK.
Emergency sensor must, in addition, carry out 2 days of continuing education for code 160.
Sensor for the run must also carry out the assessment 2 days of continuing education in this theme.
Directorate sets out the content of continuing education.
People to engage in continuing education, should be approved by the Directorate.


section 15. Quality assurance quality assurance arrangements include the control of driving test the sensors in connection with the execution of their work, continuing education, renewed approval, ongoing professional development and regular checking of driving test results.
It should at least once a year carried out verification that the quality assurance arrangements in the first paragraph are true for driving test operations on the driving test.
Each driving test examiner should at least every other year be observed while he or she is conducting leads try. The observation should extend over at least a day and include at least two leads try.
People who will observe the leads trying, to be approved by the Directorate.
If it is discovered through the quality assurance that a driving test examiner has serious deficiencies in assessment of lead samples, this should immediately be reported to public roads. Public roads considering what customized training they have to undergo in order to maintain validation and whether they can still consider the leads trying prior to such training is conducted.

section 16. Authentication after completing basic education and passed the trial be given approval as driving test sensor class b. Validation comes from the approval time and two years from the start of the subsequent calendar year.
The corresponding duration applies by extension under section 6 to section 11, but validation expires at the same time approval class b. Validation is done by the Region in the way the Office he or she shall have their region primary work affiliation, and registered in the Norwegian public roads administration register of driving test examiners.

§ 17. Maintenance of approval to maintain the authentication must satisfy driving test sensor requirements for continuing education and quality assurance provided by section 14 and section 15 and have completed at least 150 leads trying during the course of the last two calendar years before approval is given. Of this must a minimum of 20 tries in each of the offered additional classes one is approved for, cf. section 6 to section 9. The same applies to maintain approval for emergency sensors (code 160), cf. § 10.
To maintain the authentication must lead in addition to try sensor requirements in the first part, satisfy the requirements of section 3.
When the terms of the first and the second paragraph is met given the renewed approval with two years from the start of the subsequent calendar year.

§ 18. Lack of fulfillment of authentication requirements driving test sensors for various reasons no longer has approval, can get new authentication, to undergo continuing education. Requirements for the number of samples pursuant to section 17 must still be met.
Driving test examiners who no longer have the approval because they do not meet the requirements about the number of samples in the past two years, can be given time-limited approval to meet the requirement.
Driving test examiners who have not conducted a class driver for try in the course of a two-year period, can be given time-limited approval for this class to fulfill requirements on the number of tries after carried out after education. The same applies for emergency sensors (code 160).
Public roads provide such time-limited approval.

§ 19. The quarantine time driving test examiners who have previously been employed in a position which involves work in relation to the driver's license straightened training, which organizers or had ownership of traffic school, jf. section 3, can not carry out the leads trying with students from the institution where he or she has been employed until six months after employment is over.

section 20. Exception public roads can make exceptions to this regulation.
Application for an exemption from the health requirements in section 3 is determined by the health authorities under the provisions of regulation 19. January 2004 No. 1. 298 on a driver's license, etc.

§ 21. A tax provision people who can document having completed education corresponding to all or part of the base education, cf. section 4, or additional education, cf. section 6 to section 9 and section 11, is exempt for the parts that have previously been carried out.
Directorate approves such deductions.

§ 22. Earned rights people who are in the profession as a driving test examiner by this forskriftens entry into force can be approved without the requirements of basic education in section 4 are met. It is assumed that the examiner has conducted Road's central course and refresher course.
The approval also applies to classes A, ASK if he or she has and the practiced as the driving test examiner in the classes after 1. January 2011.
Sensor that has practiced as a driving test examiner in classes C, CE or D after 1. January 2011 and up to the forskriftens entry into force be approved as sensor for heavy classes.
Sensor that has practiced as emergency sensor, carried out run assessment and personalised theory try after 1. January 2011 get similar approval.
General requirements, cf. section 3, the requirements for continuing education, jf. section 14, and the requirements for quality assurance, jf. section 15 the third and fifth paragraph, must be met.

§ 23. Entry into force these regulations shall enter into force 19. January 2013.
