Purpose and scope of the regulation is intended to improve security in road infrastructure through setting requirements for security management of the road network, including trafikksikkerhetsmessige consequence analysis, traffic security audits, security ranking of the road network and security inspections.
These regulations apply to the roads in the trans-European road network in Norway (TEN-T-vegnettet), regardless of whether they are in the planning phase, the design phase, under construction or in use.
For national highways outside of this the road network determines the public roads of the regulation shall apply.
The regulation does not apply to road tunnels covered by the regulation 15. May 2007 No. about the minimum security requirements 517 to certain road tunnels (tunnel security regulations).

§ 2. Definitions in the regulations be understood with: a) road project: a road infrastructure project that includes construction of the new road section or a material change of the existing road network, and that affect traffic flow, b) ranking of the road stretches with high accident concentration: a method to map, analyze and rate the lines in the road network which has been in use for more than three years, and where it takes place a large number of fatal accidents in relation to the amount of traffic , c) guidelines: procedures and methods be adopted and which sets out the steps to be followed and the factors to be taken into account for the purposes of the security precautions that are set out in the regulations, including analyses, audits and inspections, d) security inspection: an ordinary periodic check and review of conditions and missing that for security reasons, requires that it be performed the maintenance action or similar actions , e) security ranking of the road network: a method to map, analyze and classify parts of the existing the road network from the opportunities to improve safety and reduce accident costs, f) TEN-T-the road network: the road network defined in decision 91/2010/EU of 7. July 2010 about the Union's guidelines for the development of the Trans-European transport network and illustrated with a map or described in the appendix to the decision, g) trafikksikkerhetsmessig impact: a strategic comparative analysis of the effects a new road or a substantial modification of the existing road network will get the Web's security level for road, h) traffic security audit: an independent, detailed, systematic and technical safety check of a road project's properties utformingsmessige , which includes all phases from design work to the initial use.

§ 3. Trafikksikkerhetsmessig impact of road projects Region Road Office shall ensure that it carried a trafikksikkerhetsmessig impact assessment in connection with all road projects.

§ 4. Traffic security audits of road projects Region Road Office shall ensure that it carried traffic security audits in connection with the implementation of all road projects.

The auditor should set the items in the design that is essential for security in an audit report for each stage of road project. If we uncover dangerous conditions during the audit, but the design is not rectified, the reasons for this shall be specified in an annex to the audit report.
On the basis of the audit report referred to in the fifth paragraph, it shall be given appropriate recommendations from a security point of view.

§ 5. Security ranking and management of existing security that the road network Region Road Office shall make sure it is on the basis of examination of the operation of the road network should develop a ranking of the road stretches with high accident concentration and a security ranking of the road network. These rankings will be carried out at least every three years. section 8. Training and authentication of Auditors Directorate ensures that it be worked out educational plans for traffic security auditors.
Traffic security auditors who carry out tasks in accordance with these regulations shall have a basic training that is confirmed by the award of a proof, and that the auditors regularly participate in further training.
Traffic security auditors who carry out tasks in accordance with this regulation, shall have relevant experience or training in road design, technical traffic security solutions and accident analysis. Directorate approves the Auditors.
The Auditors shall not on the auditing time be involved in the design or the operation of the infrastructure project they are set to revise.

§ 9. The legal authority for the policy Directorate provides guidelines for the implementation of this regulation.

§ 10. Entry into force these regulations shall enter into force immediately.
