In the Introductory chapter. section 1 provisions. Purpose the regulation to promote proper welfare of animals during transport.

§ 2. Scope the regulation applies to transport covered by Regulation (EC) No. 1/2005 on the protection of animals during transport and related activities, cf. Chapter II.
Chapters III and IV does not apply to the transport of aquatic animals.

§ 3. Definitions in this regulation is meant by: a) Grazing transport: Transport to and from pasture and grazing ranges between mentioned in Regulation (EC) No. 1/2005 article 1 number 2 letter a.

b) Own transport: the Transport of their own animals under 50 km as mentioned in Regulation (EC) No. 1/2005 article 1 number 2 letter b.

c) Poultry: Chickens (gallus gallus), turkeys, ducks and geese.

d) horse: Registered horse, donkey and Mule, hinny.

Chapter II. Implementation of the transport regulation § 4. Regulation (EC) No. 1/2005 EEA Agreement annex in part 9.1 No. 10 (Regulation (EC) No 1/2005 of 22 December 2004 on the protection of animals during transport and associated activities and about the change of Directive 64/432/EEC and 93/119/EC and Regulation (EC) No. 1255/97) applies to that regulation with the customizations that follow from an attachment in chapter in Protocol 1 to the agreement and the agreement by the way.

Chapter III. Additional provisions for travel that takes place exclusively domestic section 5. Approval and competence requirements for the carrier and driver requiring approval by the carrier and the competence evidence from training course approved by the Norwegian food safety authority for both driver and any companion as referred to in Regulation (EC) No. 1/2005 article 6, also applies to the shipping carrier and driver transporting animals on journeys between 50 and 65 km. Grazing transport is exempt from the requirement of the first paragraph.
Driver or companion for animals on journeys over 50 km should have the necessary knowledge about the use of assigned equipment that is required under section 8 the second paragraph.

section 6. Approval and control of transport means of Transport used for the transport of horses for travelling under 8 hours, shall be approved in accordance with the second or third paragraph.
The State's roads Region Road Office provides easy approval of the means of transport for horses. To be able to be authenticated must transport asset meet the requirements given in this regulation. Complaints about the decisions that are made by the State's roads Region Road Office according to this provision, to be processed by the Norwegian food safety authority.
Means of transport used for the transport of horses for traveling under 8 hours, typegodkjennes. Such a type of authentication should be made of the State's roads Directorate. Requirements for transport documents in addition to what is required in the Regulation (EC) No. 1/2005 article 4, to transport documents contain a) the carrier's and the driver's name and address, as well as of transportation b) animal species, number and gender c) arrival date and time, d) time for the completed observation of the animals s) comments on variances and corrective actions pertaining to animal welfare.

The first paragraph does not apply to own transport and grazing transport.

section 8. Requirements for the transport Requirements of the dividers, ventilation and temperature monitoring in Regulation (EC) No. 1/2005 Annex I Chapter VI points 1.6, 1.7 and 1.8, and points 3.1, 3.2, 3.3 and 3.4 is also true for traveling with cattle, flocks, swine and horse under 8 hours, but over 50 km. Requirements regarding ventilation and temperature monitoring in points 3.2, 3.3 and 3.4 does not apply on journeys under 8 hours for transport where such ventilation is obviously unnecessary.
There should be access to suitable assigned equipment. This does not apply to transport by transport and under pasture 50 km. It should be its own inspection and need access to expensive room.
Transport asset should have suitable lastelem when it is necessary to ensure proper on-and avlessing of the animals.
The requirements for transport in the Regulation (EC) No. 1/2005 attachment in chapter II 1 and 2 points also applies to grazing over 50 km of transport.

§ 9. Travel time for slaughter animals Longest travel time is 8 hours for animals being transported domestically to the slaughterhouse, jf. Regulation (EC) No. 1/2005 attachment in chapter V point 1.9.
The right to extend the travel time after Regulation (EC) No. 1/2005, annex I Chapter V point 1.3, does not apply to transport of animals to the slaughterhouse.
The first and the second paragraph does not apply to poultry.
The second paragraph does not apply in areas of Nordland, Troms and Finnmark, if the journey from expensive held sway to the nearest slaughterhouse can not be completed within 8 hours. Such travel will be completed within 12 hours. By transport over 8 hours, you should transport be equipped in accordance with the provisions of Regulation (EC) No. 1/2005 Annex I Chapter VI. § 10. Handling and grooming it is forbidden to use the equipment that provides electrical shock on animals by transport and associated activities.
The following requirements also apply to grazing over 50 km of transport: a) the requirements for the handling of animals in Regulation (EC) No. 1/2005 Annex I Chapter III point 1.8 b) demands for separation of animals in Regulation (EC) No. 1/2005 Annex I Chapter III points 1.12 and 1.13 c) demands for irrigation and feeding frequency, transport times and rest periods in Regulation (EC) No. 1/2005 attachment in chapter V point 1.4 d) requirement of care after the journey of Regulation (EC) No. 1/2005 attachment in chapter V point 1.5.

section 11. The use of odd requirement of sprinkle of Regulation (EC) No. 1/2005 Annex I Chapter VI sec. 1.2 above apply to the transport of all other animal, except poultry, dog and cat, at both short and long journeys. By the transport of tamrein does the requirement only if the odd is needed to prevent strong cooling of klauvene. Chapter IV. Additional provisions for certain animal species for travel that takes place exclusively domestic section 12. Horse Transport for horses to have a roof. The horse should have free space of at least 20 cm above the head when it stands upright in natural position. Each horse should have a long enough room to stand with the head and neck in natural position without touching the back wall. The space should be fit wide that the horse can stand steady.
Transport asset to have side walls that the horse can lean on. When several horses transported in the same room, it should be stable dividers between each horse. If the angle between the horse's length direction and transport service direction of travel is less than 30 degrees, to transport asset have suitable bringebom.
During the journey to horses offered water and feed with most 8 hours apart while transportation asset stands still for at least one hour.
In the course of travel that lasts more than 30 hours, the horses have at least 8 hours of continuous rest break of another suitable place than in transportation asset.

section 13. Poultry Chickens of all species can be transported for up to 24 hours without water and feed if the journey ends within 48 hours after hatching.
The requirements for registration of temperature in Regulation (EC) No. 1/2005 Annex I Chapter VI point 3.3 also apply to the transport of poultry over 50 km.

section 14. Tamrein Drivers and companions that transports tamrein in accordance with Regulation (EC) No. 1/2005, in addition to having undergone practical training about the transport of tamrein, have passed an education approved by the Norwegian food safety authority. Written evidence for such education to be brought along in the transport asset by the transport of tamrein.
The first paragraph does not apply to transport under 50 km and grazing transport.
Road transport for tamrein to have a roof. Ceiling height should be at least 1.3 m, but low enough to prevent the animals can easily climb or jump on each other.
Road transport for tamrein to have close wall in the front by the shuttle winter.
Transporter room for tamrein to have a length of at least 1.5 m. In addition, the following area requirements: a)

A full-grown buck or a simle of antlers should have at least 0.6 m ² on travel up to 4 hours and 0.9 m ² on traveling over 4 hours.

b) A simle without antlers should have at least 0.4 m ² on travel up to 4 hours and 0.6 m ² on traveling over 4 hours.

c) a year or year year old calf should have at least 0.3 m ² on travel up to 4 hours and 0.45 m ² on traveling over 4 hours.

Tamrein with large antlers will be transported separately from the other animals.
Travelling with tamrein that should not be slaughtered, to be completed within 12 hours.
Tamrein shall not be transported if the outside temperature is higher than 18 ° c.
By own transport and grazing can be transported by shuttle tamrein interconnected legs for up to 2 hours without interruption. After this should the animal be resolved from the bindings and have the opportunity to move in a period of a minimum of two hours before the animal can once again be bound and transported with interconnected legs for another two hours. At a lower temperature than minus 25 ° C to transport the stages where the animal is bound, not last more than half an hour. section 15. Dog, cat, rabbit, rodent and fur animals For dogs, cats, rabbits, rodents and fur animals to transport asset have sufficient ventilation to ensure that the animals may have normal temperature regulation. The animals shall have suitable surface that ensures a dry and comfortable lying place. The animals will be offered water and feed on demand, fur animal at least every three hours.
Dogs to be aired when it is needed and at least every six hours.
Fur animals will be transported in appropriate cages or crates. Transportation of fur animals shall be completed within 24 hours.

section 16. Ostrich bird Ostrich birds should if possible be transported in groups of two or more even-sized animals. The requirement of separate handling and transport of mature males and female animals of Regulation (EC) No. 1/2005 Annex I Chapter III point 1.12 letter d and point 1.13 also applies to own transport of the ostrich birds.

Chapter v. Final provisions § 17. Supervision and decision the FSA supervises and can make the necessary individual decisions, cf. the animal welfare act, section 30, to implement the provisions laid down in or pursuant to this regulation. Norwegian food safety authority can also make individual decisions according to the animal welfare Act section 32 to section 35.
If there is reason to believe that animals are being exposed to circumstances that gives irresponsible animal welfare during transport along the way, the State's roads Region Road Office keep the transport back up to the FSA has reviewed the case. CF. Article 22 of the Regulation Nr. 2. section 18. Penalty Violation of provisions given in or pursuant of the regulation, are punishable according to the animal welfare act, section 37.

§ 19. Dispensation Norwegian food safety authority can, in special cases, dispense from the provisions of this regulation, provided that it will not run counter to Norway's international obligations, including the EEA Agreement.

section 20. Entry into force this Regulation shall enter into force immediately. At the same time repealed regulations 2. April 2001 No. 384 on transport of live animals and regulations 5. January 2007 Nr. 11 on the protection of animals during transport and related activities (Regulation (EC) No. 1/2005).
The requirement of ventilation in section 8 the first paragraph and the requirement of written evidence in section 14 subsection takes effect 1. January 2013.

COUNCIL REGULATION (EC) No. 1/2005 of 22. December 2004 on the protection of animals during transport and associated activities and about the change of Directive 64/432/EEC and 93/119/EC and Regulation (EC) No. 1255/97 the COUNCIL of the EUROPEAN UNION-having regard to the Treaty establishing the European Community, in particular article 37, having regard to the proposal from the Commission, having regard to the opinion of the European Parliament, 1 having regard to the opinion of the European economic and Social Committee, 2 after having consulted, the Committee of the regions and based on the following considerations: 1) according to the Protocol on animal protection and animal welfare which are attached to the Treaty , to the community and the Member States by the determination and implementation of the community's agricultural and transport policy fully take into account the requirements of animal welfare.

2) by Council Directive 91/628/EEC of 19. November 1991 on the protection of animals under the adopted rules on transport3 Council area the transportation of animals to remove technical barriers to trade in live animals and to lay the foundations for that market arrangements on the site should work satisfying and at the same time ensure adequate protection for the animals concerned.

3) in its report to the European Parliament and the Council on the experience of the Member States have made since the implementation of Council Directive 95/29/EC of 29. June 1995 amending Directive 91/628/EEC on the protection of animals during transport, 4, which was drawn up in accordance with Directive 91/628/EEC, the Commission recommended that the current Community legislation in this area is changed.

4) most Member States have ratified the European Convention on the protection of animals during international transport, and the Council has given the Commission a mandate to negotiate on behalf of the community about a revised European Convention on the protection of animals during international transport.

5) the Transport of animals, also slaughtering animals, over long distances should be reduced as much as possible in the interests of animal welfare.

6) the Council urged the 19. June 20015 the Commission to present proposals with a view to ensuring the effective implementation of and strict control with existing Community legislation, to better animal protection and animal welfare, to prevent that the infectious animal diseases occur and spread, as well as to impose more stringent criteria so that the animals ' welfare and health are secured during and after the shuttle, and so that they avoid pain and suffering.

7) the European Parliament requested 13. November 2001 the Commission to present proposals for the amendment of the existing Community legislation on the transport of live animals, especially to:-consult the competent Scientific Committee about the duration of animal transports,-proposing a harmonised model for a European certificate for transporters and harmonize the schedules for long distance transport,-ensure that any person who handles the animals during transport, has undergone an education that is recognized by the competent authorities, and-ensure that veterinary controls on it by the community's border control stations be made thorough control of the conditions the animals are transported under.

8) Scientific Committee for animal health and welfare, adopted 11. March 2002 a statement on animal welfare during transport. Community legislation should therefore be changed to take into account new scientific information at the same time as the priority to guarantee the proper implementation of the regulations in the near future.

9) it will be set forth suggestions about specific provisions for poultry, cats and dogs when the relevant statements from the European authority for food safety (EFSA) are available.

10) in the light of the experience gained with harmonization of Community legislation on the transport of animals within the scope of Directive 91/628/EEC and the difficulties that have arisen because of different implementation of the said directive at national level, it is more appropriate to fix the Community rules in this area in a decree. Until it is adopted certain provisions on closer species that have universal access, and which make up a very limited part of the community's livestock, it is appropriate to give Member States the possibility to introduce or maintain additional national rules for the transport of such animal species.

11) to ensure a consistent and effective application of this regulation throughout the Community in the light of the fundamental principle that animals should not be transported under such conditions that they can be damaged or suffer undue suffering, should it be determined closer to the provisions on the special needs that arise in connection with different forms of transport. Such further provisions should be interpreted and applied in accordance with the above principle and should is maintained in time, especially when they are in the light of new scientific statements no longer seem to ensure that the above principles are observed for specific animal species or forms of transport.

12) transportation in commercial purposes is not limited to transport, which involves the immediate exchange of money, goods or services. Transport in commercial purposes include transport, which directly or indirectly involve or have to purpose to achieve financial gain.

13) Avlessing and subsequent reloading of animals can also be a source of stress for the animals, and contact on the control stations, previously known as the stopping places, under certain conditions, can lead to the spread of infectious diseases. It should therefore be determined special measures that ensure the animals ' health and welfare during the rest of the control stations. It is therefore necessary to modify the provisions of Council Regulation (EC) No. 1255/97 of 25. June 1997 on the Community criteria for stopping places and about the change of the travel schedule set out in the annex to Directive 91/628/EEC 6 14) Poor welfare is often caused by lack of education. Accordingly, should all who handle the animals during transport, have already received training, which should be given by organizations approved by the competent authority.

The welfare conditions of animals during transport depends primarily on the carrier's daily practice. The competent authorities can be hindered in carrying out their controls because transporters can freely exercise their activities in different Member States. Transporters should, therefore, to a greater extent be held responsible, and it should be created greater transparency when it comes to their status and business. In particular, they should be able to document that they are authorized, report any problems and systematically lead over their exact activities and books results.

16) it's not just carriers, but also other actors as ranchers, businesses, collecting centres and slaughterhouses that are engaged in the transport of animals. Accordingly, should a number of requirements concerning animal welfare, be expanded to include all actors dealing with the transport of animals.

17) Staging an essential role play centres in connection with the transport of certain species of live animals. Catch-all centres should, therefore, make sure that the community's regulations on the protection of animals during transport are known and are observed by all employees and visitors.

18) the risk of negative influence of the animals ' welfare is greater on long than short journeys. Accordingly, it should be determined specific procedures to ensure that the standards are being respected to a greater extent, especially by making it easier to track such transport.

19) By Council Regulation (EEC) Nr. 3820/85 of 20. December 1985 on the harmonization of certain provisions in the social area is determined by the longest run time veitransport7 and the minimum duration of rest times for drivers. Journey time for animals should be regulated accordingly. According to Council Regulation (EEC) Nr. 4641/85 of 20. December 1985 on the use of fartsskriver within veitransport8 should fartsskriver be installed and used in order to ensure an effective control of compliance with the provisions on the social area in the field of road transport. It is necessary that the registered information be made available and checked so that the rules for the longest transit time may be enforced in accordance with the rules on animal welfare.

20) Insufficient exchange of information between competent authorities leads to inadequate enforcement of Community legislation on the protection of animals during transport. It should therefore be determined flexible procedures to improve cooperation between the competent authorities in the different Member States.

21) Registered animals of the horse family, as defined in article 2 letter c) of Directive 90/426/EEC .9 is often transported in non-commercial purposes, and to transport should be carried out in accordance with the General objectives of this regulation. For the sake of the character to transfer, it should have admitted exceptions from certain provisions when registered animals of the horse family is transported to the competitions, to racing, to cultural events or for breeding purposes. Such exceptions should, however, not admitted for animals of the horse family that either directly or after transit is transported via a market or an approved gathering place to a slaughterhouse to slaughtered, and that according to article 2 letter d) and article 8 Nr. 1 other dash point of Directive 90/426/EEC are considered as "slaughtering animals of the horse family".

22) Inadequate monitoring of violations of the regulations for animal welfare will result in that the regulations not be observed, and thus to the entail. It should therefore be established uniform procedures throughout the Community in order to increase the control and to implement sanctions by violating the regulations on animal welfare. Member States should determine the rules on penalties for infringement of the provisions of this regulation and ensure that they are enforced. The sanctions must be effective, stand in a reasonable relationship to the offense and be a deterrent.

23) a significant number of animal transporters with vessels for live animals on very long journeys from and within the community, and sea transport can be controlled at the departure point. It is therefore important to determine special measures and standards for this form of transport.

24) with a view to ensuring a uniform set of rules in the community should Council Directive 64/432/EEC of 26. June 1964 on animal health problems when trading with cattle and pigs within the Fellesskapet10 be changed and adapted to this regulation when it comes to the approval of the staging centers and requirements of carriers.

25) Council Directive 93/119/EC of 22. December 1993 on the protection of animals at the time of slaughter or avliving11 should also be changed and adapted to this regulation when it comes to the use of electrical piggstav.

26) The provisions and arrangements for the transmittal of information provided for by Council Directive 89/608/EEC of 21. November 1989 on mutual assistance between the administrative authorities of the Member States and for cooperation between them and the Commission to ensure the correct application of veterinary and breeding the provisions, 12 should be applied on animal welfare during transport to ensure that this regulation is met.

27) By Commission decision 98/139/EF13 determined that certain modalities for veterinary control at the site made in the Member States of the Commission's expert witnesses, and these policies should help to ensure a uniform implementation of this regulation.

28) this regulation contains provisions relating to ventilation in road vehicles used for the transport of live animals on long journeys. Accordingly, should Council Regulation (EC) No. 411/98 of 16. February 1998 for additional standards for the protection of animals during transport in road vehicles when travel time exceeds eight hours 5 is released.

29) There should be determined a simple procedure that the Council will follow by updating of certain key technical elements of this regulation, especially in the light of an assessment of the impact of the regulation on the transport of live animals within an extended community, and when determining the specifications of the navigation system to be used for all road transport, on the basis of the future technological developments in this area , for example, that Gelileo system applied.

30) it should be admitted exceptions to take into account the long distance from certain regions of the mainland part of the community, especially for the most remote regions referred to in the Treaty's article 299.

31) the measures necessary for the implementation of this regulation, should be adopted in accordance with Council decision 1999/468/EC of 28. June 1999 on the determination of modalities for the conduct of the enforcement authority that is attributed to Kommisjonen15-ADOPTED THIS REGULATION: chapter I SCOPE, definitions and GENERAL CONDITIONS FOR the TRANSPORT of ANIMALS article 1 scope 1. This regulation is applicable for the transport of live vertebrates which takes place within the community, including the particular forms of control that officials are going to make shipments coming into or leaving the Community customs area.

2. Only article 3 and 27 is applicable for: a) the transport of animals carried out by ranchers in agricultural vehicles or own transport when the geographical circumstances warrant seasonal transhumance of certain animal species, b) transport of their own animals carried out by ranchers in their own transport over a distance of less than 50 km from the operating unit.

3. This Regulation shall not preclude stricter national measures to improve animal welfare during transport that fully takes place within a Member State's territory, or in connection with the sea transport that preceded on a Member State's site.

4. This regulation applies without prejudice to Community veterinary rules.

5. This Regulation shall not apply to the transport of animals that do not take place in connection with the financial business, or for the transport of animals directly to or from the veterinary practice or clinic on the advice of a veterinarian.
Transport not covered by the regulation, be regulated in the regulation on non-industry-transport of animals and the transport of circus animals.

Article 2 Definitions in this regulation is meant by: a) "animal": living vertebrates, b) "collection centres": places such as operating devices, collection centres and markets where enhovede pets and domestic animals of the species cattle, sheep, goat and swine coming from the different operating units, gather to form parties of animals, c) «Companion»: a person who directly or indirectly are responsible for animal welfare, and that follows them during transport , d) "border control station": any control station that is designated and approved in accordance with article 6 of Directive 91/496/EØF1 to make veterinary control on animals coming from third States to the community's external border, e) "Community veterinary rules": the rules listed in the chapter in the in Annex A to Directive 90/425/EØF2 and all subsequent enforcement provisions, f) "competent authority": the central authority of a Member State who have the skills to make the control of animal welfare , or any authority it has delegated this competence of g) "container": a box, container or stiff gadgets that is used for the transport of animals, and that is not a means of transport, h) "con" sides of the drives: control stations as referred to in Regulation (EC) No. 1255/97, in) «exit site»: a border control station or other place specified by a Member State, where the animals leave the community's customs area, j) "travel": the entire transport pipeline from the departure point to your destination, including all avlessing, accommodation and loading as occurs at intermediate points during transport, k) "keep": any natural or legal person who is not the shipping carrier, and that permanently or temporarily responsible for or handle animals ,

"vessel for transport of live animals": a vessel that is used or is intended for transportation of enhovede pets or farm animals of the species cattle, sheep, goat and swine, but rorofartøy and vessel carrying animals in moving containers, m) "long journey": travel in excess of eight hours from the time when the first animal in the shipment moved, n) "means of transport": road or rail vehicles , vessels and aircraft used for the transport of animals, o) "navigation systems": satellite-based infrastructures to global, continuous, accurate and guaranteed time-and position fix or technology that provides services that are considered to be equivalent for the purpose of this regulation, p) "public veterinarian": a veterinarian designated by the competent authority in the Member State, q) "Organizer": in) a carrier who has entered into under the agreement for the supplier part of a travel with at least one other carrier or ii) a physical or legal person who has entered into agreement on a journey with more than one carrier, or iii) a person who has signed the paragraph 1 in the log book in accordance with annex II, r) "issue location": the first place where the animal is loaded on a means of transport, provided that the animal has been accommodated on the site for at least 48 hours before the departure time.

CHAPTER II ORGANIZERS, transporters, CATTLEMEN and the STAGING CENTERS article 4 the Transport documents 1. The transport of animals can only be made by people with brings in transportation asset documents that specify: a) the animals ' origin and owner, b) issue location, c) departure date and time, d) planned destination, e) the expected duration of the planned journey.

2. The carrier shall on request provide the documents mentioned in Nr. 1, for the competent authority.
Additional provisions relating to transport documents for travel that exclusively takes place domestically are set out in section 7.

Article 5 requirements for planning of animal transports 1. Agreement or under the vendor agreement for the transportation of animals can be entered into only with carriers that are approved in accordance with article 10 No. 1 or article 11 no. 1.2. Transporters shall designate a natural person to be responsible for the transport, and to ensure that the information about the planning, the implementation and the completion of the part of the journey that they are responsible for, is available at any time.

3. The organizers shall for each travel ensure that: a) the animals ' welfare not be brought in danger as a result of inadequate coordination of the different parts, and that taking into account the weather conditions, and b) a natural person is responsible to ask information about the planning, the implementation and the completion of the journey at the disposal of the competent authority at any time.

4. In connection with the long journeys between Member States and to and from third States for enhovede pets, but registered animals of the horse family, and domestic animals of the species cattle, sheep, goat and swine to carriers and comply with the provisions of the organizers annex II about the log book.

Article 6 Carriers 1. Only people who have an approval issued by the competent authority in accordance with article 10 No. 1, or for long journeys, article 11 no. 1, may act as carrier. A copy of the approval to be lodged for the competent authority during the transport of the animals.

2. Transporters shall notify the competent authority of any changes in the information and documents referred to in article 10 No. 1, or for long journeys, article 11 no. 1, no later than 15 working days after the date the changes took place.

3. Transporters shall transport animals in compliance with the technical provisions of annex I.

4. Transporters shall entrust the handling of the animals to staff who have received training about the relevant provisions of annex I and II.

5. Only people who have a proof according to article 17 Nr. 2, can lead or act as a companion on a road vehicle that transports enhovede pets or farm animals of the species cattle, sheep, goat and swine or poultry. Expertise to be able to show proof of the competent authority during the transport of the animals.

6. Transporters shall ensure that a companion follow shipments of animals, except when: a) the animals are transported in containers which are secured, adequate ventilated and if necessary contain enough feed and water in the machine tub that can not be toppled, to a journey that lasts twice as long as anticipated, b) the driver performs the accompanying tasks.

7. No. 1, 2, 4 and 5 shall not apply to persons transporting animals over a distance of at most 65 km counted from the departure point to your destination.
The additional provision for distance at most 50 km for travel that exclusively takes place domestically, is set out in section 5.

8. Transporters shall be able to present the approval proof set out in article 18 No. 2 and article 19 No. 2, for the competent authority in the State of the animals transported to.

9. Shipping carriers transporting livestock, enhovede except registered animals of the horse family, and domestic animals of the species cattle, sheep, goat and swine over long road stretches, to use a navigation system as mentioned chapter VI section 4 No. 2 in Annex i, from 1. January 2007 for the road transport that is taken in use for the first time, and from 1. January 2009 for all road transport. Article 7 control and approval of transport 1. The transport of animals over long road stretches can only take place when the current transport asset has been checked and approved in accordance with article 18 No. 1.2. Article 8 Cattlemen 1. Røkterne for the animals at the departure point, transhipment or destination shall ensure that the technical provisions relating to animal transport in chapter I and III paragraph 1 in Annex i are observed.


2. Røkterne to check all animals arriving at a crossroads-or destination and determine if the animals are or have been on a long journey between Member States and to and from third States. In the case of long journeys for enhovede pets, but registered animals of the horse family, and domestic animals of the species cattle, sheep, goat and swine, shall comply with the provisions relating to røkterne log book in annex II.

Article 9 the staging centres 1. The systems administrator for the staging centers to ensure that the animals are treated in accordance with the technical provisions in chapter I and II paragraph 1 in Annex i.

2. Those responsible for staging centres that are approved in accordance with Community veterinary rules, should also,: a) entrust the handling of animals solely to staff who have undergone training courses in the relevant technical provisions in Annex i, b) regularly inform people that have gained access to the staging Center, about their duties and obligations under this regulation and of sanctions violation, c) make sure that the people who have access to the staging Center , always have access to information about the competent authority that any violations of the provisions of this Regulation shall be reported to, d) hit the necessary measures to remedy the violations that are ascertained, and prevent new violations if a person who is present at the collection centres, do not comply with this regulation, without affecting any action from the competent Government page, e) adopt, monitor and implement the necessary internal rules to ensure that the letter a)-d) is met.

CHAPTER III CONCERNED the LEGAL DUTIES and OBLIGATIONS article 10 Requirements for approval by the carrier 1. The competent authority will issue the approval to transporters provided that: a) the applicants are established, or in the case of applicants established in a third, is represented in the Member State in which they are applying for approval, b) the applicants have demonstrated that they have sufficient and appropriate staff, equipment and operational methods to be able to comply with this regulation, including, where appropriate, guidelines for good practice, c) the applicants or their representatives have not made themselves guilty of serious infringements of Community legislation and/or national legislation on the protection of animals in the three years prior to the application date. This provision shall not apply when the applicant pays to the competent authority that he or she has met all the necessary measures to avoid further transgressions.

2. The competent authority shall issue the approval as set out in no. 1, in accordance with the model in chapter in in annex III. Such approvals shall be valid in the most five years from the issue date, and shall not apply to long journeys.

Article 11 requirements for the approval of transporters that conduct long trips 1. The competent authority will issue the approval to carriers who are conducting long journeys, provided that: a) they meet the provisions of article 10 No. 1, b) the applicants have submitted the following documents: valid proof of competence for) drivers and companions as set out in article 17 Nr. 2, for all drivers and companions who are conducting long journeys, ii) valid approval as provided for in article 18 No. 2, for all modes of transport used road to long journeys, iii) information about the procedures that make it possible for carriers to track and record the movement of the road vehicles as they are responsible for, and at any time to contact the appropriate drivers on long journeys, iv) contingency plans for use in emergency situations.

2. Within the framework of Nr. 1 letter b) iii) to shipping carriers that conduct long journeys with enhovede pets, but registered animals of the horse family, and domestic animals of the species cattle, sheep, goat and swine, documenting that they use navigation system referred to in article 6 Nr. 9: a) of transportation is road that taken in use for the first time, from 1. 4. The competent authority shall register the approvals set out in accordance with article 11 no. 1, in an electronic database. The carrier's name and approval number should be made publicly available in the godkjenningens period of validity. 2. As exceptions from the No. 1 letter c) it must not require that the log book is stamped in connection with transports where the system set out in article 6 Nr. 9, is applied.

Article 15 controls that the competent authority should make on arbitrary time during long journeys 1. The competent authority shall on the arbitrary point during a long journey make suitable controls either in the form of random tests or targeted controls to verify that the stated travel times are realistic, and that the journey is in accordance with this regulation, and in particular about travel and rest times are in compliance with the limits laid down in chapter V of annex I.

2. The competent authority or body designated by a Member State, shall issue each evidence with a number unique in the Member State and in accordance with the model listed in chapter IV of annex III. The proof will utferdiges on the official language of the Member State which issues it, and in English. The evidence shall be valid in the most five years from the issue date and will be utgyldige as soon as the transport asset changes or get fitted new equipment that affect the animals ' welfare.

3. The competent authority shall register the approval the evidence for transportation used road to long journeys, in an electronic database in such a way that the competent authority in all Member States can quickly identify them, especially by non-compliance with the requirements of this regulation.

4. Member States may admit exceptions to the provisions of this article and the provisions of chapter V para 1 No. 4 letter b) and chapter VI in Annex i for road transport that is used when the travel time not exceeding twelve hours in order to reach the destination.

Article 19 Authentication evidence for vessels to transport of live animals 1. The competent authority or body designated by a Member State, shall on application issue approval for vessels to transport of live animals, provided that the vessel: a) is operated from the Member State in which the application has been filed, b) is the subject of an application to or authorized by another competent authority in the same or another Member State, c) has been inspected by the competent authority or body designated by the Member State , and is found to be in compliance with the requirements of chapter IV, paragraph 1 in Annex i with regard to the construction and equipment of vessels for transportation of live animals.

2. The competent authority or body designated by a Member State, shall issue each evidence with a number unique in the Member State. The proof will utferdiges on at least one of the official languages of the Member State which issues it, and in English. The evidence shall be valid in the most five years from the issue date and will be utgyldige as soon as the transport asset changes or get fitted new equipment that affect the animals ' welfare.

3. The competent authority shall record approved vessels for transportation of live animals in such a way that they can quickly be identified, especially by non-compliance with this regulation.

4. The competent authority shall register the approval the evidence for vessels to transport of live animals in an electronic database in such a way that they can quickly be identified, especially by non-compliance with the requirements of this regulation.

Article 20 Control of vessels to transport of live animals by loading and unloading 1. The competent authority shall check the vessels to transport of live animals before loading the animals, first and foremost, to make sure that: a) the appropriate vessel for transport of live animals is built and equipped for the number and the type of animal to be transported, b) rooms where the animals are to be accommodated, are in good condition, c) the equipment mentioned in chapter IV in Annex i , is in order.

2. The competent authority shall check the following before and during the loading/unloading of vessels to transport of live animals to ensure that: a) the animals are fit to continue the journey, b) loading/unloading is carried out in accordance with Chapter III of annex I, c) feed and irrigation systems are in accordance with chapter IV section 2 in Annex i.

Article 21 control by exit locations and border control stations 1. Without prejudice to the controls laid down in article 2 of Regulation (EC) No. 639/2003, the Member States public veterinarians in check at the exit sites or border control stations that the animals are transported in accordance with this regulation, and in particular: a) that transporters have provided a copy of a valid approval as provided for in article 10 No. 1, or for long journeys, article 11 no. 1, b) that drivers and companions for road vehicles transporting enhovede pets or farm animals of the species cattle, sheep, goat and swine or poultry, have provided a valid competence evidence as set out in article 17 Nr. 2, c) that the animals are fit to continue the journey, d) that transport the remedy that the animals are going to continue the journey with, is in accordance with chapter II and when relevant, chapter VI in Annex i, s) that transporters in connection with export has provided evidence that the journey from the departure point to the first unload the place in the final destination state, is in accordance with the international agreements listed in annex V and that applies in the applicable tredjestatene, f) about enhovede livestock and domestic animals of the species cattle, sheep, goat and swine has been or will be transported far.

2. 2. no shipment of animals to be held back during transport unless it is strictly necessary due to animal welfare or public safety. It must not occur without unnecessary delays from the loading ends off. If a shipment of animals must be held more than two hours in transit, the competent authority shall ensure that the appropriate measures taken for the care of the animals and, if necessary, feeding, watering, avlessing and stabling.

CHAPTER IV ENFORCEMENT and EXCHANGE of INFORMATION article 23 Emergency measures by non-compliance with this regulation from the carrier's page 1. If the competent authority determines that the provisions of this regulation are not being or has not been complied with, it shall either even hit all the necessary measures to ensure the animals ' welfare, or require that the person responsible for the animals, to do it. These measures must not inflict the animals unnecessary or additional disorders and should stand in a reasonable relationship to the risk this implies. 2. According to the circumstances of each case, such action may include: a) the replacement of the driver or attendant, b) temporary remedy of transport asset to protect the animals against the immediate damage, c) reloading of the whole or a part of the shipment to another means of transport, d) back sending the animals to the issue rather than via the shortest route or permission for the animals continue to their destination via the shortest route , according to what is best for the animals ' welfare, e) avlessing and suitable stabling and care of the animals until the issue is resolved.

If there is no other option to ensure the animals ' welfare, they slaughtered in a humane way.

3. If it is going to be hit due to lack of measures to comply with this Regulation as mentioned in Nr. 1, and it is necessary to transport the animals in a manner that is in violation of any of the provisions of this regulation, the competent authority shall issue an approval for the transport of these animals. The affected animals should be identified in the approval, which also should be specified what conditions the animals can be transported under until this regulation be met fully. 4. If the person responsible for the animals, cannot be contacted or does not comply with the instructions, the competent authority shall immediately see to it that the necessary measures are implemented.

5. Decisions taken by the competent authorities and the rationale for such decisions should as quickly as possible be notified to the carrier or his representative and the competent authority which issued the approval, as provided for in article 10 No. 1 or article 11 no. 1. the competent authority shall, if necessary, assist the carrier in order to facilitate the implementation of the necessary emergency measures.

Article 24 mutual assistance and exchange of information 1. Policies and procedures for the exchange of information provided for in Council Directive 89/608/EØF1 is applicable for this regulation.

2. Within three months after the entry into force of this regulation, each Member State shall send the Commission details of the contact point that is created within the framework of the regulation, including, if possible, an electronic address, and all current guidance of these information. The Commission shall send the information about the contact point to the other Member States within the framework of the Permanent Committee for the food chain and animal health.

Article 25 Penalties Member States shall determine the sanctions to be applied by the violation of the provisions of this regulation, and shall take all the necessary measures to ensure that they are implemented. The sanctions shall be effective, stand in a reasonable relationship to the offense and be a deterrent. Member States shall no later than 5. July 2006 the Commission impart these provisions as well as provisions on the implementation of article 26, and shall immediately inform the of any later changes to these provisions.

Article 26 Violations and notices of infringement 1. By violation of this regulation to the competent authority to meet the particular measures that are set out in the No. 2-7.

2. If a competent authority determines that a carrier has not complied with the provisions of this regulation, or that a means of transport is not in compliance with the said provisions, it shall immediately inform the competent authority which issued the approval to the carrier or the approval proof of transportation asset, and if the driver has contributed to the lack of compliance with the requirements of this regulation, the one that issued the expertise the proof to the driver. 5. If a driver or companion who is in possession of a proof as set out in article 17 Nr. 2, making them guilty of violation of this regulation, the competent authority may temporarily revoke or withdraw the expertise the proof, in particular if the infringement shows that the driver or attendant does not have sufficient knowledge or awareness to transport animals in compliance with this regulation.

6. By repeated or serious infringements of this regulation, a Member State may temporarily prohibit the transporter or means of transport to transport animals on its territory, even if the carrier or transportation asset is approved by another Member State, provided that all opportunities for mutual assistance and exchange of information as provided for in article 24, is exhausted.

7. Member States shall ensure that all of the contact points set out in article 24 No. 2, immediately under the corrected about any decisions taken according to the No. 4 letter c), or no. 5 or 6 of this article.

Article 27 the competent regulatory controls and annual reports 1. The competent authority shall verify that the requirements of this regulation are observed by without distinction to make the control of animals, transport and track documents. These checks shall be made at a suitable proportion of the animals transported each year in each Member State, and can be made at the same time with the controls for other purposes. The number of controls should be increased if it is determined that the provisions of this regulation has been left out. The above shares shall be determined by the procedure laid down in article 31 No. 2.2. Member States shall no later than 30. June every year present to the Commission an annual report for the previous year about the controls set out in no. 1. The report should be accompanied by an analysis of the most serious shortcomings that are detected, and a plan of action to remedy these deficiencies.

Article 28 Check on site the Commission's veterinary experts may, to the extent it is necessary to ensure a uniform application of this regulation, make controls at the site in cooperation with the authorities in the affected Member State and after the procedures set out in article 45 of the European Parliament and Council Regulation (EC) No. 882/2004.1 article 29 guidelines for good practice, Member States shall encourage the drafting of guidelines for good practice to include recommendation for compliance with this regulation and in particular article 10 No. 1. These guidelines shall be drawn up at national level in cooperation between a number of Member States, or at community. It should be encouraged to the dissemination and use of both national policies and Community guidelines.

Chapter V ENFORCEMENT POWERS and COMMITTEE PROCEDURE article 30 amendment of the annexes and implementing provisions 1. The annexes to this regulation to be changed by the Council, which hit their decision by a qualified majority at the proposal from the Commission, especially in view of adapting to the technological and scientific development, except Chapter IV and chapter VI paragraph 3 Nr. 1 in annex III, IV, V and VI, which can be changed by the procedure set out in article 31 No. 2.2. Any closer to the rules that are necessary for the implementation of this regulation, may be adopted by the procedure set out in article 31 No. 2.3. Certificates or other documents according to the community's veterinary rules on live animals can be complimented by the procedure set out in article 31 No. 2, in order to take account of the requirements of this regulation.

4. The requirement to have a proof as set out in article 6 Nr. 5, can be extended to drivers or companions for other livestock species following the procedure set out in article 31 No. 2.5. The Commission may admit exceptions to the chapter in the No. 2 letter e) in Annex i in connection with the special market support measures because of the restrictions on transfer according to the control measures against the disease in the veterinary area. The Committee referred to in article 31, if they should be targeted measures under that get together.

6. Exceptions from the requirements for long journeys to take into account the long distance from certain regions of the mainland part of the community, may be adopted by the procedure in article 31 No. 2.7. As exceptions to this regulation Member States may continue to apply the current national provisions on transport within its most remote regions, of animals originating from or come to these areas. They shall inform the Commission about this.

8. Until it is adopted provisions on closer species that are not explicitly mentioned in the annexes, Member States may introduce or maintain additional national rules for the transport of such animal species.

Article 31 Committee procedure 1. The Commission shall be assisted by the Permanent Committee for the food chain and animal health, impaired by European Parliament and Council Regulation (EC) No. 178/2002.1 2. When referring to this number, article 5 and 7 of decision 1999/468/EC apply.
The time period set out in article 5 No. 6 of decision 1999/468/EC shall be three months.

3. The Committee sets out its rules of procedure.

Article 32 Report Within four years after the date referred to in article 37 second paragraph, the Commission shall present a report to the European Parliament and of the Council on the impact of this regulation on the welfare of animals that are transported, and on the trade of live animals within the enlarged Community. The report shall in particular take into account scientific information about the animals ' welfare needs, and the report on the implementation of the navigation system as mentioned in the chapter WE point 4 Nr. 3 in Annex i, as well as the socio-economic effects of this regulation, including regional aspects. This report may be accompanied, if necessary, by appropriate proposals for legislation concerning long journeys, particularly with regard to the travel and rest time as well as space conditions.

CHAPTER VI FINAL PROVISIONS Article 33 Repeal Directive 91/628/EEC and Regulation (EC) No. 411/98 is repealed from 5. January 2007. References to the directive revoked and the revoked Regulation shall be understood as references to this regulation.

Article 34 Amendments of Directive 64/432/EEC in Directive 64/432/EEC be made the following changes: 1) in article 11 the following changes: a) in Nr. 1 to new letter read: "(ee)

comply with the provisions of Directive 98/58/EC and Regulation (EC) No. 1/2005, * that is applicable to them.

b) No. 4 should read: "4. The competent authority may suspend temporarily or revoke an approval by any violation of this article or other appropriate provisions of this directive or in Regulation (EC) No. 1/2005 or of Community veterinary rules listed in the chapter of Appendix A to the directive 90/425/UREØF.* Validation can take effect again when the competent authority has gained knowledge that the staging Center again driver in full compliance with all the relevant provisions of this number.

2) article 12 shall read as follows: «article 12 1.
Member States shall ensure that transporters meet the following additional criteria: a) to the transport of animals shall be applied means of transport that are: in) made so that the animals ' feces, sprinkle or fõr can not drain or fall out of the vehicle, and ii) cleaned and disinfected with a disinfectant approved by the competent authority immediately after each transport of animals or of the products which will be able to affect animal health and, if necessary, before each new loading of animals, b) to either: i) have appropriate cleaning and desinfiseringsanlegg approved by the competent authority, including facilities for the storage of grit and animal manure, or ii) be able to document that these functions are carried out by a third party approved by the competent authority.

2. The carrier shall ensure that for each vehicle used for the transport of animals, be a register to be kept for at least three years, and that at least should contain the following information: a) the place, date and time as well as the name or the company and address of the operating unit or the staging Center where the animals are retrieved, b) the place, date and time of delivery, and the name or business name and address of the recipient/recipients , c) the transboundary animal species and quantity, d) date and place of disinfection, e) information from the accompanying documents (serial number, etc.), f) the individual travel estimated duration.

3. Transporters shall ensure that the consignment or animals do not at any time from those leaving the originating device or the staging of origin Center to the arrival at the destination, come into contact with animals that have lower health status.

4. Member States shall ensure that transporters to comply with the provisions of this article concerning the documents to accompany the animals.

5. This article shall not apply to persons transporting animals over a distance of at most 65 km counted from the departure point to your destination.

6. at the non-compliance of this article the provisions about transgressions and notification of the infringement set out in article 26 of Regulation (EC) No. 1/2005 get the corresponding application when it comes to animal health.

Article 35 Amendments of Directive 93/119/EC part II point 3 of Annex A to Directive 93/119/EC should read as follows.

"3. The animals have to move with caution. The driving times must be arranged so that the risk that the animals get hurt, is at least possible, and made so that their inclination to go in the crowd be exploited. Equipment used to guide the animals, must only be used for this purpose, and only in short period of time. Instruments that give electric shocks, shall as far as possible be avoided. In any case, such instruments must be used only for full-grown cattle and pigs that do not want to move, and only when they have room to move forward. The strokes must most care in one second, it should be appropriate space between them, and they must only be applied behind the party's muscles. It must not be used shock repeatedly if the animal fails to respond.

Article 36 Amendments of Regulation (EC) No. 1255/97 of Regulation (EC) No. 1255/97 made the following changes: 1) the word "stop" will be replaced by the words "control stations" everywhere in the regulation.

2) article 1 No. 1 should read: "1. The control stations are places where the animals get rest for at least 12 hours or more in accordance with clause 1 No. 5 or paragraph 1 No. 7 letter b) in chapter V of annex I to Regulation (EC) 1/2005. * 3) article 3 shall read as follows: «article 3 1. The competent authority shall approve and issue an approval number to each control station. This approval may be limited to a specific animal or to certain animal categories and to the State of health. Member States shall notify the Commission of the list of approved control stations and any current guidance.
Member States shall also notify the Commission on the detailed rules for the application of the provisions of article 4 Nr. 2, especially the time control stations has been in use, and the double purpose of approved premises.
2. the Commission shall act on a list control stations after the procedure set out in article 31 No. 2 of Regulation (EC) No. 1/2005, after suggestions from the competent authority in the Member State concerned.
3. Member States may first suggest control stations when the competent authority has checked that they meet the relevant requirements, and has approved them. With a view to approval to the competent authority as defined in article 2 No. 6 of Directive 90/425/EEC, make sure that the control drives meets all the requirements in Annex i to this regulation, and also to control stations: a) be located in an area which is not subject to prohibition or restrictions in accordance with the relevant Community rules, b) be subject to the control of a Government veterinarian which among other things to ensure that the provisions of this regulation is met, c) drive in accordance with all the relevant Community provisions for animal health , the movement of animals and the protection of animals at slaughter, d) be the subject of regular checking at least twice a year to ensure that the authentication requirements still be met.

4. In severe cases, particularly with regard to animal health or welfare, a Member State shall repeal the use of control sites located on their territory. It should inform the Commission and the other Member States about such a waiver and the rationale for it. Repeal of the use of control sites can first be raised when the Commission and the other Member States has been advised of the reason for this.
5. the Commission may, in the procedure provided for in article 31 No. 2 of Regulation (EC) No. 1/2005, temporarily suspend the use of a control station, or delete it from the list if the Control Commission's expert witnesses have made on the site in accordance with article 28 of the said regulation, shows that the relevant Community rules are not met. "

4) in article 4 to new number read: "4. The competent authority on the issue rather than to educate people about the transfer of the animals that pass control stations, through the system for the exchange of information provided for in article 20 of Directive 90/425/EEC."

5) article 6 shall read as follows: «article 6 1. Before the animals leave the control station, the public vet or a veterinary that the competent authority has designated for this purpose, verify in the log book as mentioned in annex II to Regulation (EC) No. 1/2005, that the animals are fit to continue the journey. Member States may decide that the costs of veterinary control will be borne by the affected businesses.
2. The rules for the exchange of information between authorities in order to meet the requirements of this regulation, shall be determined by the procedure laid down in article 31 No. 2 of Regulation (EC) No. 1/2005. "

6) Article 6a shall read as follows: «Article 6a, this regulation should be amended by the Council, which hit their decision by a qualified majority at the proposal from the Commission, especially in view of adapting to the technological and scientific development, but that any changes of the attachment that may be necessary in the interests of animal health situation, may be adopted by the procedure set out in article 31 No. 2 of Regulation (EC) No. 1/2005.

7) in Article 6b shall first sentence read: "Article 6b Member States shall apply the provisions of article 26 of Council Regulation (EC) No. 1/2005 to punish any violation of the provisions of this regulation and shall take all measures necessary to ensure that the provisions be implemented. "

8) in annex I the following changes: a) the heading to read: "the COMMUNITY CRITERIA FOR the ATTACHMENT CONTROL STATIONS" b) Section A should read as follows: «a. health and HYGIENE MEASURES 1.
Control stations to a lie in an area) and be designed, made and powered so that adequate Biosafety can be guaranteed to prevent the spread of serious infectious diseases to other operating units and between shipments of animals that pass through the same premises after each other, b) be designed, equipped and operated so that the procedures for cleaning and disinfection can be followed. Staff and equipment that comes in contact with the innkvarterte animals, shall exclusively be reserved for the relevant premises unless they have been cleaned and disinfected after they have been in contact with animals or animal feces or urine. In addition to the provisions of chapter II and III in Annex i to Regulation (EC) No. 1/2005, that applies to the means of transport in connection with the loading and unloading of animals, will each control station have suitable equipment and facilities available for loading and unloading animals from the means of transport. The equipment and the facilities should in particular have non-slip floor covering and, if necessary, have sidevern. Bridges, ramps and landings to have a page, railings or other protection to prevent animals falling down. Loading and unloading ramps should have the least possible slope. Walkways should have coverings that provide the least amount of risk that the animals from slipping, and shall be so constructed that the risk that the animals are harmed, is at least possible. It must in particular be provided that there is no opening or steps of importance between the floor of the vehicle and the ramp, or between the ramp and the floor of the unloading area so that the animals are forced to jump, or that they slip or stumble. "

9) annex II is released.

Article 37 entry into force and application date this regulation enters into force on the 20th. the day after it is announced in the official journal of the European Union.
It shall apply from 5. January 2007.
Article 6 Nr. 5, however, the application from the 5. January 2008.
This regulation is binding in all parts and come directly to the application in all Member States.

No animal shall be transported unless they are fit to withstand the intended journey, and all animals will be transported under such conditions that they do not come to harm or be applied unnecessary suffering.

2. Animals that are injured or ill, or have physiological issues or shows pathological changes, shall not be deemed to be fit for transportation, especially: a) animals that cannot move without pain or go without help, b) animals which have serious open wound or prolapse, c) pregnant animals that are at least 90% inside the drektighetsperioden, or animals that have born during the prior week , d) newborn mammals with belly button that is not completely healed, e) swine in under three weeks, lambs of under one week and calves in under ten days, unless they will be transported over a distance of under 100 km, f) dogs and cats in under eight weeks, unless they are accompanied by his mother, g) deer in that time stacks grow out.

3. Sick or injured animals can, however, be considered fit for transport if they are: a) is more easily injured or sick and will not be inflicted further suffering as a result of the transport; in case of doubt it shall be sought advice from the veterinary, b) transported within the framework of Council Directive 86/609/EØF1 if the disease or injury is part of a research program, c) be transported under the supervision of the veterinarian with a view or for veterinary treatment or diagnosis; such transport can, however, only be permitted if the animals in question not be applied unnecessary suffering or subjected to abuse, d) have undergone a veterinary intervention as part of operating methods, such as avhorning or castration, provided that the wounds are completely healed.

4. Animals that become sick or get hurt during transport, should be kept separate from other animals and given first aid as quickly as possible. They should be given appropriate veterinary treatment and if necessary need slight tes or be put to sleep in a way that saves them unnecessary suffering.

5. it should not be used on animals to sedatives, transporters, unless it is strictly necessary to ensure the animals ' welfare, and should only be used under the supervision of the veterinarian.

6. Animals in let-down of the species cattle, sheep and goat that is not along with their offspring, to lactic with most 12 hours apart.

7. The requirements of Nr. 2 letter c) and d) shall not apply for registered animals of the horse family if the purpose of the trip is to improve the health and welfare conditions in connection with følling, and for the newborn foal along with their registered jumps, provided that the animals in both cases all the time followed by a companion who takes care of them on the journey.

CHAPTER II TRANSPORT 1. Provisions for all modes of transport the additional provisions on grazing transport that exclusively takes place domestically are set out in section 8.

1.1. 1.2. There should be sufficient space in the room where the animals are, and at all levels, that it may be ensured adequate ventilation above the animals when they are in natural upright position without their natural movements are prevented.

1.3. For wild animals and for other species than enhovede pets or farm animals of the species cattle, sheep, goat and swine to the following documents accompany the animals: a) a notice that the animals are wild, timid or dangerous, b) written instructions about feeding and watering and any special needs for care.

1.4. Partitions shall be strong enough to withstand the animals ' weight. Equipment should be designed so that it can be operated quickly and easily.

Additional provisions on the horse when the journey solely takes place domestically are set out in section 12.

1.5. Piglets in under 10 kg, lamb in under 20 kg, calves in under six months and foals in less than four months to have appropriate sprinkle or equivalent material that gives them the well-being that are appropriate for their species, the number of animals being transported, travel time and weather conditions. This material will ensure the appropriate absorption of urine and faeces.

1.6. Without prejudice to the Community rules or national rules on the safety of the crew and passengers, the transport by vessels, aircraft or train carriage, which will last for over three hours, is equipment that is suitable for the killing of the relevant species, available for the companion or a person on board who have the necessary skills to perform this task humanely and efficiently.

2. Additional provisions for road-or rail transport Additional provisions on pasture when exclusively transport journey takes place domestically are set out in section 8.

2.1. Vehicles transporting animals, should be clearly marked with the stamp of that they contain live animals, except when the animals are transported in containers marked in accordance with point 5 Nr. 1.2.2.
Road vehicles shall have suitable equipment for loading and unloading.

2.3. By the interconnectivity of the train and all other driving with rail cars, it should be taken all possible precautions to avoid hard hits in the railway wagons containing animals.

3. Additional provisions for rorofartøy 3.1.
Prior to loading on a vessel to the master to check that the vessel when the vehicle is loaded at: a) closed the deck, have suitable ventilation systems and is equipped with an alarm system and an appropriate emergency power supply in case of power failure, b) open deck, provide adequate protection from sea water.

3.2. Road vehicles and rail wagons shall be equipped with a sufficient number of attachment points that are designed and located, and maintained in such a way, that they can be attached securely to the vessel. Road vehicles and rail wagons shall be attached to the vessel before the voyage begins to prevent them from moving when the vessel is moving.

4. Additional provisions for air transport 4.1.
Animals shall be transported in containers, enclosures or stalls that are suitable to the species, and that at least meets the rules established by the International Air Transport Association (IATA) for the transport of live animals, in the version mentioned in annex VI.

4.2. Animals shall be transported only in conditions where air quality, temperature and pressure can be kept at a satisfactory level during the entire journey, custom animal species.

5. Additional provisions for transport in containers 5.1.
Containers used for the transport of animals shall be clearly marked with the stamp of that they contain live animals and a sign indicating the top of the container.

5.2.

Containers should always be kept in an upright position during transport and handling, and hard to limit the shock or the most jarring. Containers should be attached to prevent the moves when the transport asset moves.

5.3. Containers over 50 kg shall be equipped with a sufficient number of attachment points that are designed and located, and maintained in such a way that they can be attached securely to the transport asset to load on. Containers should be attached to the transport asset before the journey begins for to prevent them from moving when the transport asset moves.

CHAPTER III TRANSPORT PRACTICES 1. Loading, unloading and handling 1.1.
It should be taken duly into account the need of certain animal species, such as wild animals, have to get used to the transport asset before the scheduled journey.

1.2. If loading or unloading goods for over four hours, shall, with the exception of poultry: a) appropriate equipment be available to put, feeding and watering the animals outside the transport asset without the animals tjores, b) the work is monitored by an authorized veterinarian, and it should meet special measures to ensure that the animals ' welfare is duly taken care of during this work. 

Facilities and procedures 1.
Equipment for loading and unloading of the animals, including the floor, should be designed and made as well as maintained and used in such a way that: a) the animals are not going to damage or subjected to suffering, that the animals ' arousal and anxiety narrowed the most, and that their security is assured. Especially to the surfaces not be smooth, and it should be mounted side walls so that the animals can't escape.

b) they can be cleaned and disinfected, 1.4.

a) Ramps shall have a larger fall than an angle of 20 degrees, that is 36.4% horizontally for swine, calves and horses, and an angle of 26 degrees 34 minutes, that is, 50% horizontally for sheep and cattle, except for calves. If the fall is steeper than 10 degrees, that is 17.6% horizontally, to the ramps be equipped with a system, such as feet, ensuring that lists the animals climb or go down without risks or difficulties, b) løftelem and floor deck to have security barriers to prevent animals falling or escaping during loading and unloading.

1.5 items that transporters in the same means of transport as animals shall be positioned so that they do not inflict the animals damage, disorder or anxiety.

1.6. It shall be provided appropriate lighting while loading and unloading.

1.7. If containers with animals are placed on top of each other on the transport asset, it should meet the necessary measures to: a) avoid, or in the case of poultry, rabbits and fur animals, limiting the possibility that urine and fecal matter hit the animals below, b) ensure that the containers are encountered, c) make sure that the ventilation is not obstructed. 

Handling 1.8.
It shall be prohibited to: a) beat or kick the animal, b) expose a particular sensitive parts of the animals ' body for pressure in such a way that they applied to unnecessary pain or suffering, c) keep the animals lifted using mechanical means, d) lift or drag the animals by the head, ears, horns, legs, tail or fur or deal with them in such a way that they applied to unnecessary pain or suffering , e) use piggstav or other pointed objects, f) intentionally and knowingly block the way for animals that are being driven or led through an area where animals are being handled.

Additional provisions on grazing transport when the journey solely takes place domestically are set out in section 10.

1.2. The use of equipment that provides electrical shock, should as far as possible be avoided. 1.10. Markets and the staging centers to have equipment to tether the animals if necessary. Animals that are not used to being bound, to be unbound. Animals should have access to water.

1.11. Animals shall not be bound fast by horn, antler, or nesering, and the legs shall not be bound together. Calves shall not have muzzle. Enhovede livestock on over eight months, except the foals that are not addressed, should have Halter during transport.

When animals must be bound, ropes or other party devices be: a) so strong that they don't wear under normal transport conditions, b) so that the animals can lie down, eat and drink, c) so constructed that it does not occur danger of suffocation or injury, and so that the animals can be released quickly. 

Separation 1.12.
Animals should be handled and transported separately when it comes to: a) animals of different species, b) animals of significantly different size or age, c) adults or avlsråner-stallions, d) mature males and female animals, Additional provisions on ostrich birds when the journey solely takes place domestically are set out in section 16.

e) animals with horns or antlers and animals without horns or antlers, Additional provisions on the reindeer when the journey solely takes place domestically are set out in section 14.

f) animals which are hostile towards each other, g) animals that are bound and animals that are not bound.

1.13. Point 1 Nr. 12 letter a), b), c) and e) shall not apply if the animals are all up in the consistent groups, if they are used to each other, if they will suffer by being separated, or if female animals are accompanied by dependent offspring.

Additional provisions on grazing transport when the journey solely takes place domestically are set out in section 10.

2. During transport 2.1.
Space conditions should at least comply with the figures laid down for animals and transport in Chapter VII.

2.2. Enhovede domestic animals, except being transported along with skip their foal, will be transported in separate boxes when the vehicle is loaded on board a rorofartøy. It can admittedly exceptions to this provision in accordance with the national rules provided that Member States inform The Permanent Committee for the food chain and animal health on this.

2.3. Enhovede animals should not be transported in vehicles with more than one load plan in height unless the animals are loaded on the bottom level, and it is not expensive on the higher plane. The room's interior height should be at least 75 cm above the withers at the highest animal.

2.4. Animals of the horse family that is not addressed, shall not be transported in groups of more than four animals.

2.5. Point 1 Nr. 10-13 get the required changes, the corresponding application for transportation asset.

2.6. There shall be provided for adequate ventilation, that fully meet animals ' needs, and which is adapted to the number of animals and the animal being transported, as well as the weather conditions expected during the journey. Containers should be placed so that the ventilation is not obstructed.

2.7. During transport to the animals with appropriate space and especially in accordance with chapter V, offered water, feed and rest suited to their species and age. Unless otherwise stipulated, to mammals and birds are fed at least every 24 hours. at least every hour, and vannes 12. hour. Water and feed shall be of high quality and be given the animals in a way that limits the risk of contamination the most. It should be taken into account the animals ' need for feeding to the vennes and irrigation way.

CHAPTER IV ADDITIONAL PROVISIONS FOR VESSELS to TRANSPORT of LIVE ANIMALS or VESSELS for TRANSPORTATION of CONTAINERS Section 1 requirements for the construction of vessels and equipment in to the transport of live animals 1.
The railing in the enclosures and on load deck shall have sufficient strength in relation to the animals being transported. A classification company approved by the competent authority, to control the strength calculation in connection with construction or rebuilding of the vessel to the transport of live animals.

2. The rooms that the animals will be transported in, should be equipment with ventilation systems with sufficient capacity to replace all air in the following way: a) 40 times an hour if the room is completely closed and have a free height of 2.30 m or below, b) 30 times an hour if the room is completely closed and have a free height of over 2.30 metres , c) 75% of the above relevant capacity if the room is partially closed.

3. The capacity of the storage or the manufacture of fresh water should be appropriate to meet the requirements of water set out in chapter VI, taking into account the highest number and the type of animals to be transported as well as the longest duration of the planned journey.

4. Fresh water system should be able to continuously supply all areas where there are live animals, fresh water, and it shall be a sufficient number of containers available to ensure that all animals have easy access to fresh water at all times. Alternatively, pump equipment should be available to ensure the water supply if the hovedpumpesystemet fails.

5. Drain the system should have sufficient capacity to lead away the fluid from the enclosures and load the cover under all conditions. To drain the fluids through channels and gather up in wells or tanks that can be cleared for waste water using pumps or ejectors. Alternatively, pump equipment should be available to ensure drain if hovedpumpesystemet fails.

6. Areas where there are pets, walkways and ramps that lead to these areas, should have adequate lighting. It should be need lighting available if hovedstrømforsyningen fails. It should be found adequate portable lighting that the companion can make appropriate control and care of the animals.

7.

There should be a fire-fighting system appropriate installed in all areas where it is expensive, and fire-fighting equipment in these areas shall be in accordance with the latest standards in The International Convention on the safety of human life at sea (SOLAS Convention) in terms of fire protection, fire warning and fire fighting.

8. In the wheelhouse shall there be a monitoring, control and alarm system for the following systems for the animals: a) ventilation, b) fresh water supply and drainage, c) lighting, d) manufacture of fresh water, if necessary.

9. Hovedstrømforsyningen should be sufficient to supply the systems mentioned in points 2, 4, 5 and 6, with the power all the time under normal operating conditions on vessels to transport of live animals. Need the power supply should be sufficient to replace the hovedstrømforsyningen continuously for three days.

Section 2 Feed and water supply on the vessels to transport of live animals, or vessels to transport of sea containers Vessels to transport of live animals or vessels to transport of sea containers with enhovede livestock and domestic animals of the species cattle, sheep, goat and swine will be for travel lasting more than 24 hours, from the time of issue have sufficient grit and adequate feed and water to cover at least the need for daily feed and water as listed in table 1 , for the planned journey, plus 25% or three day extra supply of sprinkle, feed and water, according to what is the largest amount.

However, it should be taken duly into account that certain categories animals need to tilvennes to feed changes because of metabolism.

Chapter V IRRIGATION And FEEDING Frequency, Travel And REST TIMES 1. Farm animals of the horse family and domestic animals of the species cattle, sheep, goat and swine 1.1.
The requirements set out in this paragraph applies for the movement of enhovede domestic animals, except registered animals of the horse family, as well as domestic animals of the species cattle, sheep, goat and swine, except by air transport.

1.2. the journey time for animals of the species referred to in paragraph 1 No. 1, shall not exceed eight hours.

1.3. The longest journey time in point 1 Nr. 2 can be expanded if additional requirements in chapter VI are met.

Additional provisions on travel times when journey solely takes place domestically are set out in section 9.

1.4. When used as road vehicles meets the requirements of paragraph 1 No. 3, the following irrigation and feeding frequency, travel and rest times: additional provisions relating to pasture when exclusively transport journey takes place domestically are set out in section 10.

a) calves, lambs, kids and foals which are not on hold, and still get the milk, as well as the piglets that are not on hold, after nine hours of travel be given rest time of at least one hour where the vannes and if necessary fed. After this rest time they can be transported in an additional nine hours.

b) Swine can be transported in most 24 hours. During the journey they must have continuous access to water.

Additional provisions on water access when the journey solely takes place domestically are set out in section 9.

c) Enhovede farm animals can be transported in at most 24 hours. During the journey they must be watered and if necessary fed every eight hours.

d) all other animals of the species referred to in paragraph 1 No. 1, after 14 hours of travel be given a resting time of at least one hour where the vannes and if necessary fed. After this rest time they can be transported in an additional 14 hours.

1.5. After the stipulated time, the animals must be unloaded, fed and watered and rest for at least 24 hours.

Additional provisions on grazing transport when the journey solely takes place domestically are set out in section 10.

1.6. Animals must not be transported by train if the longest travel time exceeding the time set forth in paragraph 1 No. 2. Travel time set out in paragraph 1 No. 4, should, however, apply when the conditions set out in paragraph 1 No. 3 4, with the exception of the rest times, are met.

1.7. a) animals must not be transported by sea if the maximum journey time exceeds the time set forth in paragraph 1 No. 2, unless the conditions set out in paragraph 1 No. 3 and 4, with the exception of travel and rest time is met.

b) at transport at sea with regular and direct link between two geographical locations in the community by means of vehicles loaded on board vessels without that the animals are unloaded, the animals rest for at least 12 hours after avlessing in the destination port or in the immediate vicinity of this, unless the journey time at sea is such that the voyage can be covered by the general scheme in para 1 No. 2-4.

1.8. travel times in the point 1 Nr. 3, 4 and 7 letter b) can for the sake of the animals be extended by two hours, especially if the destination is not far away.

1.9. Without prejudice to the provisions of paragraph 1 No. 3-8, Member States may fix a maximum journey time, which cannot be extended, in eight hours for the transport of animals intended for slaughter, when the transport is made exclusively from a place of departure to a destination both located on the Member State's own territory.

Additional provisions on the longest travel time when the journey takes place exclusively international is set out in section 9.

2. Other species 2.1.
Poultry and other birds and rabbits that are kept as pets, to have access to feed and water in sufficient quantities, except when traveling of shorter duration than: a) twelve hours exclusive load-and lossings time, or b) 24 hours for chicks of all species, provided that the journey is completed within 72 hours after hatching.

Additional provisions for poultry when the journey solely takes place domestically are set out in section 13.

2.2. Dogs and cats to be in transit are fed with most 24 hour space and irrigated with at most eight hours apart. It should be clear, written instructions about feeding and watering.

Additional provisions on dogs and cats when the journey solely takes place domestically are set out in section 15.

2.3. Other species than those mentioned in paragraph 2 No. 1 or 2, shall be transported in accordance with the written instructions about feeding and watering, as the consideration given to any particular need for grooming.

Additional provisions on rabbits, rodents and fur animals when the journey solely takes place domestically are set out in section 15.

CHAPTER VI SUPPLEMENTARY PROVISIONS FOR LONG JOURNEYS FOR ENHOVEDE PETS And DOMESTIC ANIMALS Of The SPECIES Cattle, Sheep, GOAT And SWINE 1. All long journeys Roof 1.1.
Transport asset shall be equipped with a light color and be proper isolated.

Additional provisions on tamrein when the journey solely takes place domestically are set out in section 14. 
Floor and sprinkle 1.2.
The animals should be supplied with appropriate grit or similar material that ensures their well-being taking into consideration the nature and the number of the animals being transported, travel time and weather conditions. This material should ensure adequate absorption of urine and faeces. 

Additional provisions on odd when the journey solely takes place domestically are set out in section 11. 
Feed 1.3.
Transport asset should have with sufficient amount of suitable lining to cover the animals ' needs for food during the journey. The feed will be protected against the weather and against pollutants such as dust, fuel, exhaust and urine and excrement from animals.

1.4. When it is used particularly to feeding equipment of the animals, this equipment is transported in the transport asset.

1.5. When used as mentioned in the feeding equipment para 1 No. 4, it shall be constructed in such a way that it can, if necessary, be attached to the transport means to prevent it from tipping over. When the transport asset is in motion, and when equipment is not in use, it should be kept separate from the animals. 

Dividers 1.6.
Enhovede animals will be transported in their own played, except for hopper being transported along with their foals.

1.7. The Transport asset should have dividers so that it can be made separate rooms at the same time as all the animals have free access to water.

1. Separate the walls shall be constructed so that they can be positioned in different ways, and so the size of the rooms can be adapted to specific requirements, and the animal species, size and number of.

Minimum criteria for certain species 1.9.
For enhovede farm animals as well as domestic animals of the species cattle and swine, except when the animals are accompanied by his mother, the long journeys permitted only on the following conditions: a) enhovede farm animals to be over four months, except registered animals of the horse family, b) calves to be older than fourteen days, c) swine to weigh over 10 kg.

Horses that are not addressed, shall not be transported over long distances.

2. Water supply by road and rail transport or in sea containers 2.1.
Transport and sea containers shall be equipped with a water supply system that makes it possible for the companion to give the animals water immediately when it had to be a need for it along the way, so that each animal has access to water.

2.2. Irrigation equipment should be in good condition and be appropriately designed and placed to the categories animals to vannes on board the vehicle.

2.3. Water the overall capacity for each mode of transport should at least be equal to 1.5% of the vehicle's payload. Water tanks must be designed so that they can be emptied and cleaned after every journey and must be equipped with a system that makes it possible to control the water level. Tanks should be connected to drinking devices in rooms and to be kept in good condition.

2.4. Sea containers, which are used exclusively on the vessels, and that supply these with water from the vessel's own water tanks, can be exempted from the provisions in paragraph 2 No. 3.3. Ventilation of road transport and temperature monitoring


3.1. Ventilation systems in road vehicles should be designed and made, and shall be maintained in such a way that they at all times on the journey, regardless of whether the transport asset standing still or moving, can keep a temperature of between 5 ° C and 30 ° C inside the transport asset for all animals, with a tolerance of +/-5 ° C depending on the outside temperature.

Additional provisions regarding ventilation and temperature when the journey solely takes place domestically are set out in section 8, and especially for tamrein in section 14.

3.2. The ventilation system must be able to ensure an evenly distributed air circulation throughout the room with a nominal capacity of 60 m ³/h/KN payload. It should be able to be in operation for at least four hours, regardless of the vehicle's engine.

Additional provisions on the ventilation system when the journey solely takes place domestically are set out in section 8.

3.3. Road transport shall be equipped with a system for monitoring of temperature as well as a device to record this information. It should be the parts of the sensors in the truck where it, depending on the truck's design, is most likely to the worst climatic conditions may occur. The temperatures are recorded in this way, the dates and on request to the competent authority.

Additional provisions on the monitoring of the temperature when the journey solely takes place domestically are set out in section 8, and especially for poultry in section 13.

3.4. Road transport shall be equipped with a warning system that alerts the driver when the temperature in the rooms where the animals are placed, when the highest or lowest limit.

Additional provisions on the monitoring of the temperature when the transport exclusively takes place domestically are set out in section 8.

3.5. The Commission shall before 31. July 2005 to prepare a report on the basis of an opinion from the European authority for food safety, accompanied by relevant proposals, with a view to determine the highest and lowest temperature for transported animals, which should be adopted by the procedure set out in article 31 No. 2, as it is taken into account that in the community are certain regions with particular climatic conditions.

4. Navigation systems 4.1.
Road transport will be from 1. January 2007 for transport that is taken in use for the first time, and from 1. January 2009 for all means of transport, be equipped with suitable navigation system that makes it possible to register and provide details similar to those mentioned in the log book referred to in paragraph 4 of annex II, and the information about the opening and closing of the loading flap.

4.2. the Commission shall, within 1. January 2008 present for the Council the results of a survey of the navigation systems and the use of this technology within the framework of this regulation.

4.3. The Commission shall at the latest 1. January 2010 present for the Council a report on the implementation of the navigation system mentioned in paragraph 4 No. 2, accompanied by any proposals that the Commission considers to be necessary, and which particularly aims to determine the specifications of the navigation system to be used for all modes of transport. The Council shall take its decision on these proposals by a qualified majority.

CHAPTER VII SPACE CONDITIONS conditions of Space animal shall at least comply with the following numbers: a. ANNEX II LOG BOOK (as mentioned in article 5 No. 4, article 8 paragraph 2, article 14 letter a) and c), and article 21 No. 2) 1.
A person who is planning a long journey, to prepare, stamp and sign all pages in the log book in accordance with the provisions of this appendix.

2. log book shall consist of the following sections: section 1-section 2-Planning the sender location section 3-destination section 4-Declaration from the shipping carrier Section 5-model for report on deviation Pages in the log book shall be attached together.
Models to each section are listed in the appendix to this annex.

3. The one that organizes the journey should: a) give each log book an identification number, b) ensure that the competent authority on the issue rather than no later than two working days prior to the departure time receive in the way the Government has laid down, a signed copy of paragraph 1 in the log book, duly filled in except with respect to the veterinarian certificate number, c)

follow any instructions from the competent authority in accordance with article 14 No. 1 letter a), d) make sure that the log book is stamped as provided for in article 14 No. 1, e) make sure that the log book companion animals throughout the journey to the destination, or by exporting to a third, at least to the exit site.

4. at the departure point Cattlemen, and when the destination is located in the Community territory, the cattlemen at the destination, will fill out and sign the relevant paragraphs in the log book. They should as quickly as possible with the help of the model in section 5 under the right competent authority about any subject when it comes to compliance with the provisions of this regulation.

5. If the destination is on the community's territory, the cattlemen at the destination keep log book, except section 4, for at least three years from the arrival to the destination.

The log book should be presented on request to the competent authority.

6. If the journey ends on the community's territory, should the carrier complete and sign section 4 in the log book.

7. by the export of animals to a third carrier will give the log book of the public vet at the exit site.

By the export of live cattle that forms the basis for the back payments, it is not necessary to fill out section 3 in the log book if it according to agricultural legislation should be sent in a report.

8. The carrier referred to in paragraph 3 in the log book, to keep: a) a copy of the completed logbook, b) the relevant diagramskivene or the printouts as mentioned in Annex i or Annex IB to Regulation (EC) No. 4641/85 if the vehicle is covered by the said regulation.

The documents mentioned in the letter a) and b) to be lodged for the competent authority that issued the carrier's approval, and at the request of the competent authority at the departure point, within a month after it was completed, and should be kept by the carrier for at least three years from the date control.
The documents mentioned in the letter a), should be returned to the competent authority on the issue rather than within one month after the journey is completed, unless the systems referred to in article 6 Nr. 9, is used. It should be worked out a simplified version of the log book and the guidelines for laying out of the information referred to in article 6 Nr. 9, after the procedure set out in article 31 No. 2, when the vehicle is equipped with the systems referred to in article 6 Nr. 9. Drivers and companions in road vehicles referred to in article 6 Nr. 5 and article 17 Nr. 1, should have reviewed and completed the education set out in no. 2, and to have passed the examination approved by the competent authority, which shall ensure that examiners are independent.

2. Educational courses mentioned in Nr. 1, shall include at least the technical and administrative aspects of Community legislation on the protection of animals during transport, and in particular: a) article 3 and 4 and annexes I and II, b) animal physiology and especially the need for feed and water, animal behavior and cause of stress influences, c) practical considerations when handling animals, d) the importance of the driver's behavior for the transported animals ' welfare and for the meat's quality , e) need help to animals, f) safety concerns for the personnel who handle animals.

APPENDIX V INTERNATIONAL AGREEMENTS (as mentioned in article 21 No. 1 letter e) the European Convention on the protection of animals during international transport.
