Purpose the grant to help promote a sustainable reindeer husbandry, the quality and productivity as well as raising the income and work in the industry between equalizing devices.

§ 2. Period for the grant calculation period for the grant calculation by this regulation is reindeer herding year, which runs from the 1. April to 31. March, unless otherwise follows from the individual provisions.

section 2a. Because the criteria for grants the head of the siidaandel or tam reindeer team must in the last calendar year, have had a taxable sales income from the sale of meat from the reindeer in the own brand at a minimum of us $ 50, 000 excluding VAT. Income from reindeer is slaughtered or traded outside of Norway is not considered taxable sales income after the first sentence, unless the deer are covered by the scheme with the overseas processing.
The number of reindeer in the North only has to be in accordance with the reindeer number set out in the approved usage rules. If the number of reindeer in the Siida exceeds the set number of reindeer, siidaandelen can still get grants if: a. the Siida has prepared a mitigation plan for the reindeer husbandry Act 60, third paragraph, and siidaandelens reindeer numbers are in accordance with this, or b. the reindeer husbandry authorities have laid down proportionate reduction after the reindeer husbandry Act 60, third paragraph, and siidaandelens reindeer numbers are according to this, or c. Siidaandelen not covered by the reduction processes as mentioned in the letter a or b , and do not have helped to increase the total number in the Lapp village last reindeer herding wounds.

The head of the siidaandelen and his spouse or common-law partner and family in a straight up-or-down ascending line, as well as siblings to the head of siidaandel must own a minimum of 85% of the reindeer number in siidaandelen.
The head of the siidaandelen must not receive old age pension after the national insurance scheme rules. In the common siidaandel or siidaandel that receives the spouse or cohabitant addition after section 8, yet the oldest spouse or common-law partner receive old age pension.

Section 2b. Sentence of supplements If siidaandelen exceeds his reindeer numbers in violation of § 2a letter a, b or c with up to 5 percent, siidaandelen still get grants for the following calculation: By overruns between 0 to 2.5 percent, reduced the grant by 1/3. By overruns from 2.5 to 5 percent subsidy is reduced by 2/3.
If the siidaandelen is operated in contravention of section 2a, third paragraph, the grant will be reduced by 5 percent.

§ 3. Application requirements application for grants are sent the County Governor of the reindeer pasture area siidaandelen belongs to. The application deadline is 10. April.
The following documentation must be attached to the application: a. Director of siidaandelen must include business task and the additional form of business task. When renting the slaughter to slaughter and the shipping costs are documented.

b. members of the siidaandelen must include the additional form of business task, slaughter or other documentation on voucher sales income.

c. when applying for kalveslakte grants must slaughter the voucher from the slaughterhouse (field slaughterhouses, slaughtering bus etc.) be attached.

d. when applying for a spouse or roommate addition under section 8 must last equation be attached.

e. By sales of up to 10 according to the reindeer regulations 22. December 2008 No. 1624 (animaliehygieneforskriften) Chapter VIIc, revenue must be documented according to the animaliehygieneforskriften section 21i.

f. the departure of reindeer in the siidaandelen that has taken place after the last mandatory counting in previous reindeer herding wounds.

The head of the siidaandelen is responsible for ensuring that all the necessary documentation for siidaandelen is added by the application.

§ 4. Operating grants in the siidaandelene where the head of the siidaandelen are under 30 years per 1. January in year of operation, make up the operating subsidy is $ 25,000.

§ 5. Settling-in grants Person under 35 years that gets to them, conferred siidaandel granted a settling-in grants of $ 80 000 in the first year after the transfer, and us $ 65 000 per year for the next two years after the transfer.
Settling-in grant is exempt from revenue requirement in section 2a the first paragraph.
Peer recruitment shares are not covered by the scheme.

section 6. Production Premium Siidaandelens production premium is calculated with 37% of taxable sales income of meat and other taxable sales income from reindeer belonging to all the reindeer owners in siidaandelen. Free sales revenue, sales of livdyr, and shipping and slaughter costs is not included as the basis for the calculation of the production prize.
Cashing out is not the production premium for taxable sales income exceeding us $ 600 000 per siidaandel and us $ 1 0000 0000 per tame reindeer team.
For tam reindeer teams will year financial statements form the basis for the calculation of the production prize.
The Agriculture Directorate can dispense from the income limit in the second paragraph by the liquidation of a siidaandel where the whole herd slaughtered.

section 7. Kalveslakte grants Kalveslakte subsidy amounts to $ 475 per calf slaughtered and reported according to the applicable regulations. The slaughter must be carried out at the slaughterhouse that have adopted the new classification system.
The grant is provided for the calves slaughtered in the period 15. August-31. March.
There is also kalveslakte for calves that lost as a result of radio activity measures. 1 § 7a. (Repealed) section 8. Spouse-/samboertillegg Where both spouses/cohabitants athlete active reindeer herding in the same siidaandel, 1 it should be granted an additional operating grants at a rate of us $ 30, 000. It is not a condition that both spouses/samboerne has own brand.
Grants may not be granted if a spouse/partner at the recent tax settlement had a person income outside the reindeer economy of more than us $ 200, 000. Remuneration for the tasks in the reindeer herding is considered in this context as income from reindeer husbandry.

§ 9. Disclosure and control the recipients of grants for this regulation is obliged to provide all information that the reindeer husbandry authority deems necessary in order to manage grants schemes, or to be able to fulfill the reindeer husbandry agreement.
The reindeer husbandry authority oversees that the payments of grants are correct, and have access to all the bookkeeping, correspondence and records which is the grant. For businesses that are required the audit duty may be required audited financial statements of the expenses.
The reindeer husbandry authorities can make on-site control of the grant recipient.

§ 10. Correction of wrong payments the reindeer husbandry authorities can correct errors in grants paid out, either by following the payment or claim for refund of grants from the grant recipient.

section 11. Curtailment etc. If the grant recipient negligent or intentional have given incorrect or inadequate information in the application that have or will of a wrongful payment of subsidy, all or part of the grant are truncated.
If the grant recipient according to the reindeer husbandry authorities ' decision driver or have driven their business in violation of laws or regulations for reindeer herding, and it is expelled negligence or intent, all or part of the grant is held back until the relationship is directed. Is it by the infringement of such regulations expelled gross negligence or intent, all or part of the grant are truncated.

§ 12. The collection of back payment or the difference between the truncation amount amount paid and eligible grants as a result of the decision on repayment under section 10 or truncating after section 11, may be required from the recipient or a refund of the grant in the nets later grant payments.
The claims of the public authorities that * contractual * of the schemes of the reindeer husbandry agreement can be offset against the grant payments to the grant recipient.
If the entity/grants the recipient were not in good faith due care about payout, interest is required from the time the refund claim is arrived at the enterprise/receiver. By gross negligence or intent can interest rates is required from the time of payment of that impropriety subsidy. The interest rate should be set equal to the interest rate at any given time is set by the Ministry of finance pursuant to section 3 of the Act 17. December 1976 No. 100 about interest rates by late payments, and more.

section 13. Administration, complain and dispensation decision on grants made by the County. County man's decision may be appealed to the Ministry of Agriculture Directorate after the law 10. February 1967 on administrative matters (administrative law).
Decisions made by the Agriculture Directorate in accordance with this Regulation section 6 can be appealed to the Ministry of agriculture and food by law 10. February 1967 on administrative matters (administrative law).
The Agriculture Directorate in particular cases can dispense from the forskriftens provisions.

section 14. Entry into force these regulations shall enter into force 1. July 2012. At the same time repealed regulations 21. June 2011 No. 618 for grants to the siidaandeler and tam reindeer team.
