Purpose the purpose of the regulation is to increase the availability of the building and construction resources in emergencies by providing the basis for necessary, fast and efficient prioritization and reallocation of resources through cooperation between public authorities and entrepreneurs.
The planning and measures should be dimensioned from the current national threat assessments, emergency response planning assumptions and the current situation.

§ 2. Geographical scope the regulation applies to Norwegian territory.

§ 3. The Council for the construction emergency Council for construction contingency is the advisory body for industry and Fisheries Ministry in matters of construction readiness. The Council are included in the food and Fisheries Ministry's emergency response organization by crises.

§ 4. Composition and appointment of the Council Business and Fisheries Ministry appoints members to the Council. The Council is made up of permanent members with individual deputies from the nationwide companies within the building and construction industries and from industry organizations at the suggestion of the companies and the organizations themselves. Those who are appointed to participate. the duties of the Participation in the Council must be at a level which is appropriate in relation to the tasks to be resolved both in consulting and crisis management.
When needed it can also be appointed members and deputies from environments with special expertise or with special resources to the time or task limited participation in the Council.
Council konstituerer itself. Leader-and the Deputy Chair of the Council on the last place among the members after closer to criteria established by the Council itself.

§ 5. The Council's tasks the Council shall assist the food and Fisheries Ministry with a) advice on demand b) to assess critical situations c) to find the resources it needs.

The nationwide companies which are represented in the Council to also assist industry and Fisheries Ministry with d) to set the resources at our disposal.

If it in advance is that it can be mapped the need for specific resources in crisis situations, to industry and Fisheries Ministry notify the Council when these required provided. The Council's members share such claims to their respective companies.

section 6. Secretariat to the Council the food and Fisheries Ministry holds the Secretariat for the Council of construction readiness.

section 7. Security clearance members, alternates and observers of the Council of construction readiness should be for at least the SECRET security clearance level for security law. The same applies any participating in specific assessment tasks, scheduling tasks or similar within the Council's tasks.

section 8. Remuneration Council's members and deputy members will be made after the ordinary rules for publicly appointed Committee.

§ 9. Building and construction næringenes duties both the entrepreneur, under contractors and subcontractors may be ordered to set the machines, equipment and expertise at the disposal of the Government and to perform services in situations covered by the food emergency law. They can also be ordered to set personnel at the disposal of tasks that require the use of equipment that is not used to the common.
The companies shall as far as possible meet the duties after regulation at the normal organization and contact with civil and military authorities in need of building and construction resources.

§ 10. Resource lists building and construction companies and their organizations shall provide all the information necessary for the planning and conduct of crisis management. This also applies to the information that the food and Fisheries Ministry need to establish and maintain a list of construction companies and their organization. When the Ministry requires it, to the companies inform about own and affiliated corporate resources by criteria set by the industry and Fisheries Ministry. Criteria can include categories of machinery and equipment, geographical location and regional and local organizational units.

section 11. Exercises to ensure that the competence in the field of building and maintaining anleggsberedskapen the companies and their representatives can be ordered to participate in exercises and training. The orders may include training in the use of special equipment that is not using to normal. The members of the Council of construction readiness must be exercise and training annually.

§ 12. Compensation-substitution when the decisions are made about particular measures or decisions regarding the preparation of the special measures, should the companies be compensated time and material. When working time and material to the companies that have paid for the necessary costs of performing the work and the mark-up to coverage of documented indirect costs including the use of subcontractors and suppliers. If it performed ordinary building or construction works to profit is calculated from the ordinary principles of calculation.
The authority that has to replace the byggherre responsibility the company's proven direct losses and additional costs as a result of the interruption of ongoing missions and proven direct losses as a result of such delay. Each of the parties can alone require discretionary calculation from the provisions of the law 1. June 1917 Nr. 1 about discretion and ekspropriasjons cases.

section 13. Entry into force these regulations shall enter into force 1. July 2013.
From the same time repealed regulation 6. June 1997 No. 572 for the work of building and construction readiness.
