Chapter I. Purpose, scope and definitions

§ 1. Purpose and Scope The purpose of these regulations is to prevent the spread of infectious animal diseases by establishing animal health requirements for presentation of live poultry and hatching eggs from poultry businesses.

§ 2. Definitions In these regulations:
poultry; chickens, turkeys, geese, ducks, partridges, quails, pheasants, guinea fowl, pigeons and ratites (ratites) which reared or kept in captivity for the purpose of breeding, production of meat or Consumption eggs, or delivery of the game launching,
hatching eggs : eggs laid by poultry and intended utruging,
holding: a facility comprising one or more units used for breeding or keeping of poultry,
business: a holding or part of a holding, located in the same place, with one of the following areas of activity:

Breeding establishment: the production of hatching eggs intended for the production of avlsfjørfe

-
Proliferation activities: production of hatching eggs intended for the production of use poultry

-
Farming activities: farming of poultry until oppverping to avlsfjørfe or consumer egg production

-
Rugeri: utruging and hatching of hatching eggs and supply of day-old chicks,

Herd: all poultry of the same health status kept in the same room or in the same enclosure and equipment all zootechnical unit. For stabled poultry: all poultry sharing the same airspace,
officially approved laboratory: a laboratory approved by the Ministry of Agriculture to carry out the diagnostic tests that are specified in these regulations.

Chapter II. certification

§ 3. The certification granted for businesses to Framby live poultry and hatching eggs where the activities are certified by the FSA. The business can be certified for one of the following categories of poultry: chickens, turkeys, water fowl, ratites and other poultry.
To be certified, the owner must prove that the business meets the conditions laid down in these Regulations Appendix A, Part II, III and IV.
FSA may withdraw the certificate temporarily or permanently if the business does not meet the requirements laid down in this Regulation, or if there is suspicion of contagious poultry disease in business.
Breed Poultry Herds shall not be certified under these regulations. If in doubt, determine the FSA about a crew shall be certified under the provisions of these regulations, or be subject to the provisions applicable to breed poultry flocks.

Chapter III. Final provisions

§ 4. Expenses Expenses related to certification, including supervision and sampling by the provisions of Appendix A are the responsibility, unless otherwise decided by the FSA.

§ 5. Exemption FSA may in special cases grant exemptions from the provisions of this regulation, provided that it does not conflict with Norway's international obligations, including the EEA agreement.

§ 6. Penalties Deliberate or negligent violation of these regulations or provisions and decisions issued pursuant thereto is punishable under the Food Act § 28

§ 7. Entry into force These regulations enter into force immediately.

From the same date, the Regulations of 27 September 1946 No.. 1 for sales, sales etc. of hatching eggs and live animals from Rugeri or BREEDING COLONY poultry.
Activities which are certified by the entry into force of this regulation may retain previously issued certificate until the expiry of its validity, but no longer than 1 July 1995, provided that the establishment meets the requirements in Appendix A.
Undertakings intending to export animals or hatching eggs to countries within the EEA must be certified in accordance with these regulations.

Appendix A. Conditions for certification of enterprises for poultry

I. Procedures for processing the application for certification

The application for certification submitted FSA.
Before the application is submitted must:

1.
FSA inspecting crew

2.
Exist analysis results on blood samples, and

3.
Exist analysis results of samples taken in respect of salmonella infection.

The owner is responsible for:

1.
Make an appointment for inspection by the FSA,

2.
The application is properly completed, and

3.
That necessary analysis results are enclosed with the application.

FSA shall upon inspection in connection with an application for certification and by the annual audit, ref. Part III, fill prescribed inspection form.

II. Requirements for installation and operation

To be certified and maintain certification agency shall meet the following requirements to install and operate.

A. Businesses for breeding, propagation and breeding

1. Construction
a)
The plant's location and decor should be adapted to the production that takes place so innslep of diseases prevented and so that diseases can be combated in case outbreaks. If a business has several species of poultry, should the species be kept clearly separate.

B)
The plant must have good hygienic conditions and make it possible to make health checks.

C)
equipment to suit the type of production that takes place, and it should be possible to make cleaning and disinfection of equipment and vehicles in a simple and efficient manner.

2. Operating
a)
operation technique should as far as possible be based on the principle of 'isolated farming "and the principle" all in - all out. " Cleaning and disinfection shall be carried out between each batch.

B)
It shall in establishments for breeding, propagation and breeding only poultry

-
Come from business itself and / or

-
Come from other businesses for the breeding, rearing or multiplication within the EEA which are also approved by the national competent authority.

C)
organization's management shall adopt further hygiene routines. Staff should wear work clothes and visitors to have overdrafts noise.

D)
buildings, fixtures and equipment must be kept in good condition.

E)
Eggs must be collected frequently, as soon as possible after laying and at least once a day. They should be disinfected as quickly as possible, unless disinfection takes place at a different Rugeri in Norway. They should be placed in new or disinfected packaging.

F)
It engaged in the business shall provide the local FSA information on any change in the productive outcome or any other signs that might give suspected contagious poultry disease. On suspicion of disease should the local FSA take the samples necessary to set or confirm the diagnosis.

G)
For each herd to keep a journal to be kept for at least two years after the pack is removed. The record shall include information on:

Fjørfeets arrival and withdrawals

-
Production results

-
Sick and mortality and causes of this

-
Laboratory tests and results

-
Fjørfeets origin

-
The eggs or fjørfeets destination.

H)
If it occurs contagious disease, the results of laboratory tests immediately notified the local FSA.

B. Incubators Rier

1. Construction
a)
A Rugeri must be physically and operationally separate from a avlsanlegg and shall be arranged so that the departments listed below are kept separate:

-
Storage and classification of eggs

-
Disinfecting eggs

-
Ruging

-
Hatching

-
Preparation and packing of day-old chicks.

B)
The buildings shall be protected against bird outside and pesticide. Floors and walls must be made of sturdy material that is waterproof and washable. Natural or artificial lighting and regulation of ventilation and temperature must be adapted to the circumstances. Waste (eggs and chicks) to be disposed of in a hygienic manner.

C)
decor should have smooth and waterproof walls.

2. Operating
a)
operations shall as far as possible be based on the principle of "one way traffic" for eggs, portable equipment and personnel.

B)

Ruge eggs must come from breeding or breeding establishments within the EU approved by the national competent authority.

C)
organization's management shall adopt further hygiene routines. Staff must be wearing work clothes and visitors to have overdrafts noise.

D)
buildings and equipment must be kept in good condition.

E)
The following must be disinfected:

-
Eggs between arrival and brooding, or sending for trade, either within the EEA and third countries. This does not apply if eggs are disinfected in the original breeding business.

-
Hatching machines, regularly

-
Hatching machines and equipment, as well as room for packing day-old chicks, after each hatching.

F)
It must be used a program to check the microbiological quality, so that the health status of the hatchery may be considered.

G)
It engaged in the business shall provide the local FSA information on any change in the productive outcome or any other signs that might give suspected contagious poultry disease. On suspicion of disease should the local FSA take the samples necessary to set or confirm the diagnosis.

H)
For hatchery to maintain a journal, if possible for each flock. The records shall be kept for at least two years and include information on:

The eggs origin and date of arrival

-
Hatching results

-
Observed irregularities

-
Laboratory tests and results

-
Any vaccination programs

-
Number of eggs that are hatched, but not hatched, and what they will be used

-
What day-old chicks to be conducted.

I)
If it occurs contagious disease, the results of laboratory tests immediately notified the local FSA.

III. General rules on health

To be certified and maintain certification agency shall:

A)
subject to the supervision of the veterinary authorities within the framework of an organized health. Health checks must include:

-
Least an annual health check undertaken by the local FSA. Health checks must include control of the company's hygiene measures and the operation carried out in accordance with Part II Construction and operation

-
Review of all information recorded in the organization's journal and other information necessary for the local FSA to undertake ongoing monitoring of health status,

B)
contain only poultry as defined in § 2 and only species that fall within the category of poultry operations are certified for.

IV. Requirements for disease control

To be certified and maintain certification, the following program for disease control - points A through D - carried:
A. Salmonella
business shall satisfy the requirements of regulations on monitoring and control of the occurrence of salmonella in live animals, and not be imposed restrictions because of salmonella.
B. Mycoplasma
In business for chickens and turkeys except farming operations for chickens for consumption egg production investigations shall be made with respect to antibodies against Mycoplasma gallisepticum (chickens and turkeys) and Mycoplasma meleagridis (turkey) by an officially authorized laboratory.
In breeding and propagation operations and in farming activities for avlsfjørfe of chickens and turkeys must be taken 30 blood samples from each flock at least two weeks before transfer to the farming department or initiation of egg production. Sample Responses must be obtained before transfer. During egg production should be taken 30 blood samples from each flock every three months.
For issuance and maintaining the certificate required that studies have given negative results.
C. Newcastle disease
In breeding and propagation operations for poultry, except ratites, will it at least once yearly blood tests. It should then be taken 60 blood samples from each flock who are in business. Samples will be assayed for antibodies against Newcastle disease at an officially approved laboratory.
For issuance and maintaining the certificate required that studies have given negative results. Businesses that have herds seropositive for paramyxovirus 1, can still maintain a certificate provided that they meet the requirements in section. D.
Blood samples taken with respect to antibodies against Newcastle disease may also be used for examination with respect to antibodies against mycoplasma.
D. Specific requirements for businesses that have herds seropositive for paramyxovirus 1
For businesses that flock (s) that are seropositive for paramyxovirus-1 and where suspected Newcastle disease is disproved ref. Regulation 30 June 1994. 705 on combating Newcastle disease and fowl plague §§ 10 and 11, the following is valid:

1.

New animals can only be received in the holding if the District Veterinary Officer is satisfied that the physical isolation and work practices can prevent paramyxovirus infection from other poultry in the holding.

2.
Livestock Businesses can only deliver to konsumeggprodusenter within county veterinary and just to producers with an "all in - all out" system.

3.
Hatching eggs may only be delivered to Rugeri within the same holding or Consumption eggs.

4.
Chickens from Rugeri can not be delivered to farming operations with seropositive herds of paramyxovirus-1 unless farming operations have an "all in - all out" system.

5.
New parent can only reared on holdings where all herds are seronegative for paramyxovirus 1.

6.
Parent shall not be transferred to house near seropositive herds of paramyxovirus-1.

7.
Cross Infection with paramyxovirus-1 between herds and houses to be avoided through operating procedures that are approved by the district veterinarian.

Animals or hatching eggs originating from such establishments are not permitted exported to countries within the EEA.
