Chapter 1 General provisions. definitions

§ 1. Scope
(1)
regulation applies to admissions, programs, examinations and degrees at VID university college. Special provisions relating to the degree of PhD referred to in regulations concerning the philosophiae doctor degree (PhD) at VID university college.

(2)
When conflict between the general laws, national regulations and curricula prevail over provisions of this regulation.

§ 2. Definitions Extraordinary examination: an examination held at the college in special circumstances deem it necessary.
Subject: A credit-carrying unit with a prescribed subject content.
Course description: Overview of academic content, expected learning outcomes, organization and working methods, assessment, curriculum, possible presence duty and Prerequisites for a topic. All courses should have a course description.
Curricula: plans drawn up by the college which provides detailed description of the studies that follow the national curriculum. Curricula describes the objectives, content and organization of subjects / courses / study programs that are regulated by the national curriculum.
Requirements: a study activity that must be completed and approved to take the exam in a course or to pass a course, but where the assessment is not included in the calculation basis for the character. Course requirements stated in the course description or subjects / curriculum.
Privatistskole: a person who takes examinations for university and college Act § 3-10 without being enrolled as a student at VID university college.
Curriculum: a plan for a study where the ministry has established a national framework for the content of the program.
Student: a person who is admitted to a course or program of study at VID university college in accordance with the higher education Act § 3-6 and § 3-7.
Curricula: plans drawn up by the college describing the objectives, content and organization of studies that are not regulated by the national curriculum.
Study: study plan with a defined content according to curriculum or program that leads to a final examination or degree.
Study rights: the right to conduct a study or a single topic for current curriculum or program.
The examination assessment arranged for students who have submitted a medical certificate or have otherwise documented legitimate absence from the ordinary examination. Also for students who have completed but did not pass the regular examination.

Chapter 2. Recognition and exemption

§ 3. Recognition of other education
(1)

Head of academic unit / department head determines applications for recognition of degrees and other qualifications from other institutions under the higher education law, cf. Regulation 10 April 2006 no. 412 on recognition of higher education. Such education is credited with the same number of credits by VID scientific college to the extent they meet the academic requirements. It can not be credited twice for the same academic content.

(2)
Head of academic unit / department head decides on the same basis also applications for recognition of qualifications from foreign higher education institutions or Norwegian institution not covered by the higher education law.

(3)
Overlap in academic contents shall rule give corresponding reduction of credits in that subject in which the student has graduated last.

§ 4. Exemptions Exemption from examinations, tests or practice may be granted if the equivalent is completed at another institution or other study by VID university college. Documentation is required. It may also be granted an exemption on the basis of other relevant examinations, tests or practice of an equivalent level. Documentation of prior learning can also provide a basis for exemption, cf. Universities and Colleges Act § 3-5.

Chapter 3. Admission Regulations

§ 5. Admission to basic education
(1)
For Ranking and Admission to basic education applies the rules laid down in regulations by the Ministry on 31 January 2007 no. 173 for admission to higher education.

(2)
Academy stipulates supplementary provisions for assessment of prior learning.

§ 6. Admission to further education
(1)
For admission to further educations Curriculum regulated, the minimum requirements for admission as set out in the curriculum or in regulations as part of the curriculum.

(2)
For admission to postgraduate education that has study, apply the minimum requirements for admission as stipulated in the program.

(3)
Practice Requirements, grade requirements or other additional requirements for admission shall be stated in curriculum / syllabus for each course.

(4)
Academy stipulates supplementary provisions for assessment of prior learning.

§ 7. Admission to master programs
(1)
General admission for master's studies stated in § 3 and § 5 of the Regulations on 1 December 2005 no. 1392 from the Ministry of Education regarding requirements for master's degree.

(2)
Practice Requirements, grade requirements or other additional requirements for admission shall be stated in curriculum / syllabus for each course.

(3)
Academy stipulates supplementary provisions for assessment of prior learning.

§ 8. Admission to postgraduate theological seminary
(1)
For admission to integrated semester in practical theology required complete academic year, Christianity / RLE or equivalent.

(2)
For admission to the final semester of practical theology requires completed master's degree in theology or an equivalent degree. Candidates must also have completed integrated semester in practical theology, including established practice periods.

(3)
People who are approved by the Norwegian churches evaluation committee may also be granted admission to postgraduate theological education.

§ 9. Admission to professional studies in theology For admission to the professional program in theology (graduated in theology.) Apply rules of admission to basic education, cf. This Regulations § 5 first paragraph. The recording gives admission to bachelor's degree in theology, integrated semester in practical theology, master's degree in theology and a final semester in practical theology.

§ 10. Special assessment Exceptions may be made for ranking provisions if reasons for special consideration exists. Basis for recording special assessment may be that the applicant has a mother tongue other than Norwegian, illness, disability or the existence of other special circumstances that give reason to believe that the applicant's score does not give an accurate picture of the applicant's qualifications.

§ 11. Applicants with foreign qualifications
(1)
Applicants with foreign qualifications from outside the Nordic countries must demonstrate that they meet requirements for Norwegian and English skills in accordance with the Regulations on 31 January 2007 no. 173 on admission to higher education.

(2)
Requirements for Norwegian knowledge does not apply if the mandatory parts of the program and the current specialization entirely taught in English.

§ 12. Appeal of recording
(1)
Appeal decisions in recording issues falling under admission to basic education through NOM recording, addressed to the case-handling institution. If the decision is not reversed, the applicant has the opportunity to maintain the complaint. When the appeal will be decided in the national appeals committee for admission applications.

(2)

Appeal of admission to postgraduate education, master's degrees and on the basis of competence addressed to college, and must be college no later than three weeks after the applicant has received a reply to an application for admission or receiving grounds. If the decision is not reversed, the applicant has the opportunity to maintain the complaint. When the appeal will be decided by HUC Appeals.

§ 13. Control of documentation A random selection of applicants must each year exhibit original documents of the basis for admission. If original documents are not submitted by the stipulated deadline the applicant may get revoked their right to study.

Chapter 4. Admission rights, education and leave

§ 14. Admission rights
(1)
A student who has accepted an offer of admission has been admitted according to the norm of the study / the set of study for the current full or part time study the student is enrolled.

(2)
The admission can be kept up to 50% above the norm of the study or organized study progress. In the stipulated 50% are not postponed study, exclusion from college or leave after these Regulations § 16.

(3)
student may seek to conclude an agreement with the college on modified academic progress, but the agreement may not imply that the student spends more than 50% above the nominal study, cf. Section 2

(4)
student loses the right to study in the following cases:

A)
student fails to pay study or semester by the deadline.

B)
student has exceeded the prescribed limit of up to 50% above the norm of the study or organized study progress.

C)
student has used their attempts to examinations or practical training, cf. This Regulations § 18 and § 21

D)
The student has not produced credits at the relevant study program during the last two years of study and have not been granted leave or been banned.

E)
student upon request not produce the original documents of the basis for admission by the stipulated deadline, cf.. These Regulations § 13.

F)
By transgressions according to the higher education Act § 4- 9 and § 4-10.

(5)
Academic Affairs makes decisions about the loss of the right to study in accordance with § 14 (4) letter a. The head of the academic unit / department head takes decisions on the loss of the right to study § 14 (4) letter b-e.

(6)
Students who lose their right to study can reapply for admission to the degree program or equivalent program of study at VID university college, unless overriding provisions giving access to this. Students who have lost the right to study for these regulations § 14 (4) letter c can not reapply for admission to the degree program or equivalent program of study at VID scientific college earlier than two years after the last examination attempt or practice period.

(7)
right to study expires when

A)
student withdraws from the program of study.

B)
study is completed and diploma or transcript is issued.

§ 15. Individual education and semester registration
(1)
Students who are admitted to courses of at least 60 credits must have an individual education plan. This also applies to part-time students with a progression of at least 50%.

(2)
Completed semester registration is regarded as final teaching and examinations and is a precondition for granted status as a student

(3)
education plan must include provisions on the college's responsibilities and obligations to the student and the student's obligations towards HUC and fellow students.

§ 16. Leave
(1)
A student may apply for maternity leave / adoption, military service, illness or other special reasons.

(2)
The student must normally have completed at least one semester or more to apply for leave. Condition of completion of 1st semester does not apply when the birth / adoption is reason to leave, ref. Universities and Colleges Act § 4-5.

(3)
As a rule given leave for up to one year.

(4)
As a rule, the maximum leave period not exceeding two years of study agreed in the student's original study.

(5)
The student has the right to resume their studies at the same level as before the leave, but the education plan must be adapted to the current curriculum / syllabus.

(6)
If a student wishes to follow part of their studies in their maternity leave must be paid tuition for the current semester.

(7)
Academic Affairs determines applications for leave.

Chapter 5. Examination

§ 17. General examination
(1)
Examinations are related to each topic and to ensure that students maintain a satisfactory academic level and are tested in relation to expected læringsutbytter applicable to the subject.

(2)

Shall stipulate curriculum / syllabus or course description which assessment a topic has.

(3)
timing of the individual examinations are determined by the academic director / department head. Any changes in timing will be announced within the registration deadline. Changes at a later date can only make out of special reasons.

§ 18. Practice study programs where the practice is subject to expert assessment, the following applies:

(1)
For Fail practice should be given to practical training period once, unless otherwise specified in the national curriculum. This will take place at another practice location with another tutor than during the initial training period.

(2)
If a student gets the same practice period assessed as failed twice, the student loses the right to study, cf. This Regulations § 14 (4) letter c.

(3)
It is not possible to withdraw from mandatory practice without a valid reason. With valid reason means documented sick leave or other documented compelling absence. The absence must be reported to the college immediately. Absence from compulsory practice periods without a valid reason, counts as an attempt.

§ 19. Requirements for the examination To take the exam the student must have paid for study and semester fees, completed semester registration and passed the mandatory activities as required under the curriculum / syllabus or course description, including Prerequisites in that subject.

§ 20. Registration for examinations
(1)
Students with education plans register for regular examinations by completing semester registration for the current semester within the specified deadlines.

(2)
Students without an education must sign up for regular examinations.

(3)
Students taking deferred examinations or improve examination must register themselves within the stipulated deadlines and ensure that the exam registration is properly registered.

(4)
A student is responsible for keeping abreast of the time and place for the exam.

§ 21. Number of examination attempts Students are not entitled to sit the examination in the same subject or topic more than three times. A student is deemed to have obtained for the exam if the student withdraws after the deadline, fail to meet the exam, do not supply answers or withdraw during the examination.

§ 22. Regular examinations Regular examinations with the form and during the semester specified in curriculum / syllabus or course description.

§ 23. Deferred examinations and extraordinary examinations
(1)
Deferred examinations are arranged within a reasonable time following the exam.

(2)
A student who has not passed the regular examination are entitled to a postponed exam.

(3)
A student who has had legitimate absence from the ordinary examination have the right to attend a re-examination. Valid absences include illness or other documented compelling reasons for absence.

(4)
Students due to exchange abroad have not been able to go for regular examinations, are entitled to a postponed exam.

(5)
A student who does not complete or pass the postponed examination can not go any further examination before the next scheduled exam. This also applies to students who have legitimate absence from the scheduled examination.

(6)
If arranged postponed exams for students who are mentioned above in the second to fourth paragraphs, may also students who have been absent from the ordinary examination without a valid reason or withdrawn by the deadline elligible for this.

(7)
By substantial change fagplan- / study, a student has the right to attend a re-examination under the old scheme until two years after the last regular examination.

(8)
If a program laid down, the students who are delayed in study during search college to sit the exam in a course of up to two years after the course has ended.

(9)
The college may in special cases hold extraordinary examinations. For private parties, extraordinary examinations and the adaptation of the examination system for exchange students, determines academic director / head of department which conditions must be fulfilled in order to take the exam and to grade, and what curriculum that will form the basis for examination.

§ 24. Improvement exam grade
(1)
A student who wants to improve a grade, you just sign up at the next scheduled exam following year. A student who has completed the course can apply to improve the grade in last year until one year after completing the program.

(2)
Assuming that it held a postponed exam, a graduate student who wants to improve a grade register for postponed examinations.

(3)
student demanded an examination fee determined by the college to improve the grade.


§ 25. candidates
(1)
People who meet the requirements for admission, but not enrolled in study programs at the college, may apply to sit the exam in a course that candidate.

(2)
It is not possible for candidates to take exams in subjects where there are requirements for conducted and approved compulsory activities.

(3)
private candidate rights are limited to access to public lectures and to take the exam. Responsible academic unit / department can determine whether candidates should be given access to other education.

(4)
candidates must register for the exam within the stipulated deadlines. Documentation of general and possibly special education must be attached.

(5)
candidates shall pay a candidate fee set by the college.

(6)
candidates shall have the same assessment that students admitted to the program of study.

(7)
These regulations, guidelines and supplementary provisions also apply to private.

§ 26. Arrangements for examinations and alternative forms
(1)
An applicant for medical or other reasons need special examination or alternative forms must apply for this. This adaptation should aim to offset the disadvantages student, while the greatest extent possible will ensure that students are tested equally. It shall be the same academic requirements as for regular assessment.

(2)
Applications must be submitted within a specified period. Exceptions from this rule can be made by acute illness or exacerbation of chronic disease. If the need for adaptation is permanent in nature, can be applied for facilitating the study period.

(3)
The need for adaptation must be documented by a medical certificate or a certificate from another expert. The certificate must include a specification of the need for adaptation or alternative forms of examination. Documentation must be recent, usually not older than two years.

(4)
Students with dyslexia or other reading / writing difficulties may if they wish, their examination answers an anonymised certificate verifying that.

(5)
Students with another mother tongue than Norwegian, who has qualified for admission by satisfying one of the Norwegian requirements for foreign language applicants, are not given extra examination or other special examination due to language difficulties alone. It can be applied for using bilingual dictionary and / or spelling dictionary on the exam with supervision.

(6)
Application for facilitation sent to study section.

(7)
Rector may establish additional provisions for special examination arrangements and alternative forms.

§ 27. Examinations in other languages ​​than Norwegian Exams designed as a general rule in Norwegian, or English according to the study / curriculum or course description. Assignments can be written in Norwegian, Swedish or Danish unless otherwise provided in the curriculum / syllabus.

§ 28. Use of Aids at the examination supervised
(1)
The college determines which aids may be used for examination. Overview of permissible aids shall state curriculum / syllabus or course description and examination papers. It should be clear which aids dispensed from the college and the student's responsibility to bring.

(2)
Candidates are required to check all aids available for inspection before and during the exam.

§ 29. Absence from graduation, withdrawal from the examination
(1)
A student has the opportunity to withdraw from the exam within the stipulated deadline. Students can not sit the exam until the next scheduled exam. Exceptions to this are mentioned in these regulations § 23 sixth paragraph.

(2)
If a student withdraws within the set deadline, fails to appear for examination in due time or deliver examination answer in due time, it is considered as an examination attempt.

(3)
A student who withdraws during the examination with supervision after the examination has started to do this in writing by signing the attendance list and invigilator should check 'play'. The case and all material handed to be returned. Borrowings under exam is regarded as an examination attempt.

(4)
If a student delivers a blank answer or answers that are clearly not an attempt professional answer, is this considered moves and is regarded as an examination attempt.

(5)
If illness or other strong welfare grounds prevents the student from sitting an exam or causes the student must cancel the examination must medical certificate or other documentation supplied the college no later than four working days.

(6)
A student who has handed in a paper can not evade censorship.

§ 30. Cheating, attempted cheating, annulment of the examination. Exclusion
(1)

Attempt at cheating or consequences of cheating are regulated by the higher education law, and processed by the college's appeals committee,. University and College Act § 4-7 and § 4-8.

(2)
Written exam with supervision considered commenced when the exam is handed out. Rules for attempted cheating also applies bokkontroll before the exam begins.

(3)
If during examination supervised situations arise where a student is suspected of cheating, the student should be made aware that the incident will be reported to the Academic Affairs for further consideration. The student will then be able to choose whether he / she will cancel or continue examination. The same applies to students who have contributed to cheating others.

If suspicion of cheating or attempted cheating during grading, the ratio reported for Academic Affairs. This also applies to students who may be providing assistance.

(5)
college's Appeals Committee determines reaction form of cheating or attempting to cheat in accordance with the Universities and Colleges Act § 4-7 and § 4-8.

(6)
Annulment of examinations or tests counts as one examination.

(7)
Exclusion from the college and other institutions regulated by the prevailing regulations in the higher education Act § 4-7 and § 4-8.

(8)
Rector may establish guidelines for dealing with cheating or attempting to cheat. These guidelines include delineation of what is regarded as cheating.

§ 31. Grading
(1)
grade specified either by using a graded scale from A-F or by using the passing fail.

(2)
rules for calculating the final grade in a course consisting of several separate examinations shall state curriculum / syllabus or course description.

Chapter 6. Assessment, appeals and diplomas

§ 32. Censorship
(1)
student's knowledge and skills will be tested and evaluated in an impartial and academically sound ref. University and College Act § 3-9. The college shall ensure external evaluation of the institution's assessment arrangements.

(2)
Head of academic unit / department head appoints examiners for examinations, tests, evaluation of papers or other assessments included on a diploma or included in the grade for the course. External examiners may be appointed for a period of up to 4 years. An external examiner shall normally not censor same topic coherent at the college for more than 6 years.

(3)
It should be at least two examiners, of whom at least one external, for the assessment of student's independent work in higher degree and following an appeal, ref. Universities and Colleges Act § 3-9 second and fifth paragraphs.

(4)
If internal and external examiners can not agree on the assessment of an answer, determines external examiner.

(5)
If an exam is composed of both a written and an oral assessment and oral assessment is based on the written, a student can not sit an oral assessment if the written part is considered to fail .

(6)
Student participating in group examination / project teams that are considered examination and who have evaded work and commitment, can be considered to lower grade than the rest of the group or be considered to fail. It is assumed that evading documented or clearly substantiated.

(7)
Examination results are published in the manner college decides.

§ 33. Right to grounds - an appeal
(1)
student is entitled to justification of determination, cf. Universities and Colleges Act § 5-3.

(2)
The student has the right to appeal the grading cf. University and College Act § 5-3 fourth paragraph.

(3)
Spoken achievements and evaluation of clinical trials by their nature can not be controlled may still not be appealed, see. University and College Act § 5-3.

(4)
Grading on group examination may be appealed. The appeal signed by the group who want to complain. Any change in character after an appeal only applies to the candidate or candidates who have complained about the grades.

(5)
Time limit and form of appeal provided by the Public Administration Act and the Higher Colleges Act § 5-3.

(6)
By complaint shall be made entirely new assessment with at least two new examiners, of whom at least one external, ref. Universities and Colleges Act § 3-9. The new sensors will not have information about the character, grounds for character or the student's grounds for appeal.

(7)
Grading as a reassessment on appeal is final and can not be appealed, see. University and College Act § 5-3.


§ 34. Appeal against procedural errors student may complain of procedural errors ref. University and College Act § 5-2 and § 5-1.

§ 35. Diplomas and transcripts
(1)
Students who achieve a bachelor's degree, a master's degree or PhD degree should receive a diploma and a diploma supplement (Diploma Supplement).

(2)
Students who have completed further education, one-year program or passed examinations in subjects or courses that do not provide a basis for issuing diplomas, receive a transcript of records.

(3)
Separate examinations or preliminary examinations that are part of an evaluation of a topic should generally not be specified in a diploma or transcript.

(4)

Chapter 7. Degrees

§ 36. Degrees and programs
(1)
VID university college awards the degrees:

A)
Bachelor, prescribed study 3 years.

B)
Master, nominal study 1½-2 years.

C)
Candi / candidatus Theologiae (graduated in theology.), Standardized study 6 years.

D)
Philosophiae Doctor (PhD), nominal study 3 years.

(2)
VID scientific education gives further education based on completed bachelor's degree or equivalent qualifications. The college also offers studies of shorter duration based on general admission or equivalent.

§ 37. Requirements for content and composition of bachelor
(1)
The bachelor's degree is obtained on the basis of examination courses, course combinations or study require a minimum of 180 credits.

(2)
The basis of the degree shall include one of the following:

A)
Completed 3-year program (180 credits) which, according to the national curriculum provides bachelor's degree.

B)
Completed 3-year program of study (180 credits) which, according to the study provides bachelor's degree.

C)
Custom Bachelor's degree (180 credits) with a major unit of minimum 80 credits and a unit width of at least 30 credits.

(3)
basis of the Bachelor degree must include an independent work of at least 12 credits. The work can be done individually or in groups.

(4)
It is a condition that a minimum of 60 credits in a bachelor's degree is completed at VID university college.

§ 38. Requirements for content and composition of masters
(1)
The general requirements for the Master's degree is stipulated in the regulations on 1 December 2005 No. 1392. Requirements degree.

(2)
It is a condition that a minimum of 60 credits in a master's degree, including thesis, have been prepared by VID university college.

§ 39. Requirements for content and composition of the degree graduated in theology.
(1)
degree graduated in theology. (Professional studies in theology) is obtained based on topics laid down in the curriculum for the degree with a scope of at least 360 credits.

(2)
It is a condition that a minimum of 120 credits in a cand.theol. degree is taken at VID university college, or other Norwegian institutions awarding cand.theol. degree.

§ 40. Requirements for content and composition of the PhD degree Requirements for content and composition are set out in regulations concerning the philosophiae doctor degree (PhD) at VID university college.

§ 41. Overlap in academic contents If a student is evaluated in subjects whose contents completely or partially overlap, the total of credits for these courses should be reduced. Academic unit / department extent of the reduction in each case.

§ 42. Policies and Guidelines Rector may establish guidelines and supplementary provisions within the scope of this regulation.

§ 43. Entry into force This regulation enters into force on 1 January 2016.

§ 44. Transitional provisions If chapter four and five of this regulation restricts the student's rights under the above repealed regulations, the provisions of the repealed regulations apply for the period 1 January to 30 June 2016. For students who are admitted semester 2016 applies this Regulations.
