Preamble

Denmark, Finland, Islands, Norway and Sweden's governments :

wishing to promote further the close communities that advise between the Nordic people with respect to culture and when it comes to judicial and civic opinion, and further develop the cooperation between the Nordic countries ;

who wish to conduct enshrintable regulations in the Nordic countries in as many enshrinates as possible ;

which in all areas where there are prerequisites for it, will seek to achieve an appropriate work-sharing between the countries ;

which will continue it for the countries significant cooperation within the Nordic Council and other cooperation organs ;

has been agreed on the following regulations :

Initial provision

The Art 1.Agreement parties shall seek to preserve and further develop the cooperation between the countries on the judicial, cultural, social and economic area, and when it comes to intermission and environmental protection.

The agreement parties should consult with each other in questions of public interest that are treated in European and other international organizations and conferences.

Fair cooperation

Art 2.At the design of laws and other legal rules in the Nordic countries shall be citizens of the rest Nordic countries are treated equally with the country's own citizens. This applies within the cooperation agreement's scope.

Of the members, Denmark's population selects 16, Finland's Day 18, Islands Everything 7 and Norway's stoking and Sweden's national team-day, Greenland's lagging and Åland lagging every 2. Further, each Assembly selects a corresponding number of supplemants.

Selection of members and supplemants are made annually and applies to the time until the next election. By the elections, different political opinion directions should be given representation in the council.

Art 48.Denmark's rich delegation consists of the members elected by the Parliament and the delegates designated by the government as well as by the Faroe Islands and Greenland delegations as mentioned in the second paragraph. The Finland's delegation consists of members selected by the Prime Day and the delegates designated by the government as well as by the Aland delegation mentioned in the second paragraph. The delegation for each of the rest countries consists of the members selected by the elected Assembly and the representative designated by the government.

The Faroese delegation consists of the members selected by the lagoon and the delegates designated by the National Board of Directions. Greenland's delegation consists of the members elected by the country's parliament and the delegates designated by the National Board of Directions. Nordic Ministerial Council

Art 60.I Nordisk ministerial Council cooperation the Nordic countries ' governments.

The Faroe Islands and Greenland's country boards as well as the Aland's landscape management is participating in the Ministerial Council's work.

The Ministerial Council is hitting decisions in the extent that is indicated in this and other agreements between the Nordic countries. Also in other cooperation questions the ministerial Council collaborated between the Nordic countries and between the governments and Nordisk Council.

Art 61.Members of government, country rule or landscape management can in the exception be represented at the meetings of the deputies, however, at least three of the countries must be represented by government members.

The Prime Minister of State is in charge of the parent's co-operation of the Nordic cooperation issues. The bigs of a designated government member of each country (cooperation minister) and a secretary of state or official (member of the Nordic Collaborative Committee).

The chairmanship rotates between the Nordic countries ' governments according to a closer deal. The Art 62.Ministerial Council is quorum when all the countries are represented in the ministerial council. In questions that exclusively concern certain countries, however, only these countries need to be represented.

Each country has one voice in the ministerial council.

Ministerial Council decisions should be unanimous. In procedural questions, however, the decision is made with a single majority of those who embody voice, and by voice resemblance makes the man's voice outsource the stroke.

Voting avoidance is not an obstacle to the decision being made.

The Art 63.Ministerial Council decisions are binding on the individual countries. Decision regarding questions that after one of the country's constitution require approval of the elected Assembly, however, is not binding on this country until the elected Assembly has approved the decision. If such approval is required, the Ministerial Council shall be subcorrected about this before the Ministerial Council hits the decision. Before the elected assembly approval of the government, is also no other country bound by the decision.

Decision struck in accordance with this agreement is binding on the Faroe Islands, Greenland and Aland in the extent they join the decision in accordance with the self-steering decisions.

The Art 64.Ministerial Council shall annually provide the Nordic Council on a statement regarding the Nordic cooperation and a statement of the plans for the continued cooperation.

The government's prime minister accounted for the Nordic Council on the main features of the cooperation and about the government's cooperation when it comes to European and other international questions.

Nordic Ministerial Council is to put its proposal on the budget for the Nordic Council to the statement.

Nordic Council may suggest changing priorities within the financial frame that the Ministerial Council has indicated.

If the recommand or other inquiry is directed to one or more governments, such message may instead be provided by it or the governments that the recommand or inquiry is directed to.

Art 68.Within the counterparts of the change in this agreement, the Nordic Council shall be given the opportunity to comment.

End regulations

Art 69.This deal shall be ratified, and the ratification documents shall promptly be deposited in the Finnish Foreign Ministry of Foreign Affairs. The deal takes effect the first day of the month that begins closest to the day when all parters ratification documents are deposited.
