For the purposes of this arrangement:


Article 1a. Person identification with severe training impediments [ Expelling by 01-01-2018]

  • 1 The Implementing Institute shall give an opinion on employees ' insurance or a person for which the college is responsible a person with serious training impediments as referred to in Article 1 (2). Article 1 (b) It is understood that the Implementing Institute will only assess the person's social security criteria for the social-medical criteria of the Annex .

  • 2 For the assessment of a person for which the college is responsible, the person shall use a form to be provided for that purpose by the Implementing Institute for Employee Insurance. Article 2. Subsidy Training Institutions [ Expired per 01-01-2018]

  • 1 The Implementing Institute shall provide employee insurance once every three years on an application for a period of five calendar years and seven months, grant for a training institution providing vocational education for persons with severe vocational training barriers as defined by Article 7.2.2 of the Education and Vocational Education Act and that education is directed towards the acquisition of labour market-oriented diplomas or sub-certificates.

  • 2 The decision granting the grant referred to in the first paragraph shall indicate the ratio between the amount of the grant and the activities to be carried out by the grant recipient.

Once every four years for the duration of five calendar years and seven months, the Minister shall fix the subsidy ceiling per cohort and shall make a communication in the Official Journal.


Article 4. Available grant breakdown for applicants [ Expestablished per 01-01-2018]

  • 1 After the expiry of the period of submission, referred to in Article 6, fifth paragraph , for each cohort, applications are classified according to the severity of the disability or the need for training of the trainees to whom the application relates.

  • 2 By cohort, the applications are placed in a ranking. In so doing, applications shall be assessed on the basis of the relationship between the cost of the training and the proportion of persons who, after completing the training provided by the training institution, shall be responsible for the employment of the person concerned, the application being the most favourable ratio is placed first in the ranking.

  • 3 If the subsidy amount that can be granted to the grant applicant whose application is first placed in the rank order is below the subsidy ceiling per cohort, Article 3 , the Implementing Institute shall provide employee insurance with that amount of subsidy. If the applicant for the following application can be granted a subsidy that is lower than the amount remaining after decision on the first application, the Implementing Institute shall also provide that applicant with the same subsidy amount, and so on.

  • 4 If, in the ranking, an application is subject to which a higher amount can be awarded than the amount of the subsidy ceiling per cohort remaining, the grant amount is determined equal to the amount of the subsidy per cohort remaining amount.

  • 5 The Workers ' Insurance Implementing Institute shall reject remaining applications.


Article 5. Grant Claimant [ Expired by 01-01-2018]

  • 1 The grant is requested by a natural person or a legal person authorised to represent the training institution for which the grant is requested.

  • 2 The grant shall be granted to the grant applicant.

  • 1 The application for grant of subsidy is submitted to the Implementing Institute for the insurance of employees.

  • 2 The grant applicant shall make use of the form to be provided for that purpose by the Implementing Institute for Workers ' Insurance upon submission of the application.

  • 3 It shall be submitted to the application:

    • a. a description of the educational form of the training institution;

    • (b) a budget of the costs to be taken into account;

    • (c) an indication of the number of persons with serious training obstacles to whom training with the subsidy is granted, provided that the number of persons concerned does not exceed 10% of the average number of persons with serious qualifications; training restrictions in the last five years referred to in subparagraph (e);

    • d. a document certifying that the grant applicant is authorised to represent in legal proceedings the training institution in respect of which subsidy is claimed;

    • e. data relating to the number of persons with serious training barriers engaged in employment in the last five years following the following training in a training institution;

    • f. data showing the extent to which the training institution cooperates with parties that are connected in the region to partnerships for education or appropriate education, labour market and care.

  • 4 If the grant applicant for the costs, referred to in Article 7 In the event of a subsidy from another administrative body, which has either applied for, or receives, or acquires income in relation to other administrative bodies, he shall give notice in the application.

  • 5 An application for grant shall be sent in such a way that the Implementing Institute shall receive workers ' assurances from 1 November of the year prior to the first calendar year to which the application relates. Grant shall be refused if:

  • a. The costs to be awarded for subsidy are not reasonably proportionate to the expected results or the results obtained earlier;

  • b. the administrative organisation does not meet the requirements, mentioned in Article 11 ;

  • c. to offer the training institution no more than one training as intended Article 7.2.2, first paragraph, of the Education and Vocational Education Act ;

  • d. the integrated supply in the field of care, re-integration and education of the training institution does not take sufficient account of the specific needs of persons with serious training barriers;

  • e. the training institution is not responsible for the transport between the address of persons with serious training obstacles and the training institution or the cost of that transport;

  • f. the training institution cannot identify the activities to promote that the person with serious training obstacles directly following school education can inflate in the labour market;

  • g. the training institution in the two years following the completion of school training by the person with serious training barriers does not provide any aftercare;

  • h. The persons with serious training obstacles to the training institution come from less than three regions as referred to in Article 10, first paragraph, of the Act implementing organisation of work and income ;

  • i. is not met Article 6, third paragraph, part c .

  • 1 If the grant requested is wholly or partially granted, the Implementing Institute shall provide employee insurance to the grant applicant with a decision on the grant of grants, including by the period of cohortation for each cohort of its own motion advance payment of 60% of the grant for that particular cohort may be granted.

  • 1 The grant applicant shall submit an application for the grant of aid at the end of the activities for which a grant has been granted.   • 1 The subsidy is determined as follows:

    • a. the subsidy is set at 20% of it under Article 4 fixed amount;

    • b.   • 1 This arrangement shall enter into force from the second day following the day of the day of the Official Journal in which it is placed on the understanding that grants may not be awarded on the basis of this scheme earlier than 1 January 2006.

  • 2 This arrangement shall expire with effect from 1 January 2018, except that the scheme shall continue to apply to grants already granted before that date.
