The Secretary of State for Education, Culture and Science,
In agreement with the Minister of Agriculture, Nature and Food Quality;
Having regard to the Articles 70 of the Law on Primary Education , 71 of the Law at the centres of excellence , 74 of the Secondary Education Act , 10: 3 of the General Administrative Law Act and 2 and 4 of the other OCW grants Act ;
Decision:
For the purposes of this arrangement:
a. Minister: Minister of Education, Culture and Science and, as far as education in the fields of agriculture and natural environment, the Minister of Agriculture, Nature and Food Quality;
b. setting:
1 °. School as intended Article 1 of the Law on Primary Education , Article 1 of the Law on secondary education and Article 1 of the Law at the centres of expertise ;
2 °. higher education institution as referred to in Article 1.1 of the Law on Higher Education and Scientific Research , to which a teacher training course is provided;
3 °. setting as specified in Art. 1.1.1, part b, 4 of the Education and Vocational Education Act Continuing vocational education in the fields of agriculture and natural environment;
c. internationalisation: the development of an open attitude, knowledge and skills of learners to work and live in an international context;
ed. school year: period from 1 August to 31 July thereafter.
The Director of the European Platform-internationalisation in education is empowered to take decisions on behalf of the Minister from the date of entry into force of this Arrangement until 31 December 2013, and to issue objections to as far as they are designed to implement this subsidy scheme. It shall also be responsible for the implementation of an under-mandal system.
1 The Minister may grant a grant to the competent authority of an institution for the introduction of internationalisation into the curriculum and for international exchanges of pupils and teachers.
2 The activities referred to in paragraph 1 shall cover, inter alia:
a. Cooperation or exchange of pupils and students with a foreign partner institution;
b. continuing training of teachers, school leaders and teacher trainers;
c. internationalisation through ICT in primary education;
d. introduction of bilingual education in a secondary school;
e. Introduction of reinforced language teaching in a secondary school; or
f. introduction of early foreign language teaching in a primary school education.
1 The subsidy ceiling for the school years 2010-2011, 2011-2012, 2012-2013 and 2013-2014 is € 2,900,000 annually.
2 The agricultural and natural environment subsidy fund for the school years 2010-2011, 2011-2012, 2012-2013 and 2013 amounts to € 4,000 each year for teacher training and € 74,000 for secondary vocational education.
1 An application is submitted using the applicable application form as included in the relevant application form. Annex I .
2 In the case of the applicant under Article 4: 5 of the General Administrative Law Act the application must be completed, the date on which the application was completed as the date of receipt.
1 A decision to grant the aid is given within 9 weeks of the submission of the application.
2 Upon applications lodged before 15 April of the year preceding the school year in which the activities will take place, it shall be decided simultaneously.
3 The Minister refuses the grant requested, if:
(a) the activities for which grants are requested are already being subsidised in other ways;
b. the activities for which grant is sought relate to the introduction of internationalisation into the curriculum and for those activities has already been granted under this scheme during the previous three years; or
c. would result in the grant of the subsidy scheme being exceeded, Article 4 .
4 The Minister may also refuse, in whole or in part, the grant requested, if he considers that:
a. the activities, having regard to the budget available, meant by: Article 4 , contribute, in insufficient measure, to the internationalisation of primary and secondary education; or
b. The activities are insufficiently linked to the educational objectives of the institution.
5 If, following the simultaneous decision referred to in the second paragraph, the subsidy fund referred to in Article 4 , if not reached, the remaining budget shall be used for applications submitted after the period referred to in paragraph 2, provided that such applications are also submitted 9 weeks before the activities are to be carried out. Applications shall be assessed in accordance with the third and fourth paragraphs and shall be assessed in accordance with the maximum amounts set out in the Annex. Article 7 .
The amount of the subsidy shall be calculated as follows:
a. for the exchange of pupils in primary education: a minimum of € 80 and up to € 150 per participating pupil, plus up to € 1,000 for preparation and guidance by teachers, plus a storage of up to 100% of the real costs for participation of pupils with disabilities, with a maximum of € 5,000 per institution per school year,
b. for the exchange of pupils in secondary education: a minimum of € 80 and a maximum of € 150 per participating pupil, plus up to € 2,000 storage for preparation and guidance by teachers, plus a storage of up to 100% of the real costs for the participation of pupils with disabilities, with a maximum of € 10,000 per institution per school year,
c. for the exchange of students in teacher training, other than extraneï: up to € 750 per participating student per period of training.
d. for the in-service activities of teachers, school leaders and teacher trainers: up to € 750 per participant and up to € 3,000 per institution per school year,
e. for internationalisation through ICT in primary education: up to € 2,500 per institution per school year,
f. for bilingual education in secondary education: up to € 6,000 per institution per school year,
g. for reinforced language teaching in secondary education: up to € 2,500 per institution per school year,
h. for early foreign language teaching in primary education: up to € 3,000 per institution per school year.
The payment of the subsidy amount will take place within 6 weeks after the grant has been granted.
1 subsidy to be charged to a budget not yet determined under the condition referred to in Article 4 (2) of the Article 4:34, 1st paragraph, of General Law governing law .
2 In the case of failure to fulfil the condition referred to in Article 4:34, 1st paragraph, of General Law governing law , the subsidy amounts granted shall be reduced to the amount of the subsidy available after the budget has been adopted or approved, in proportion to the number of grant applicants who have been granted subsidy and of the grant aid granted. level of subsidy amounts granted.
1 Within 6 weeks of completion of the subsidised activities, the grant recipient shall be accountable by means of a report.
2 For accounting, the grant recipient shall make use of the applicable form as set out in the relevant code Annex II .
3 If the activities for which the grant has been granted have not been committed or not wholly fulfilled or has not been fulfilled by the obligations attached to the grant, the Minister may decide to recover all or part of the aid.
1 The recipient of the subsidy shall cooperate with, or on behalf of, the Minister for investigations aimed at providing the Minister with information.
2 The institution shall inform the Minister without delay in writing if the activities are not or are not fully initiated, have been delayed substantially, partially executed or terminated prematurely.
This arrangement shall enter into force as from the day following the day following the day of the Official Journal in which it is placed.
This scheme is cited as: SubsidierScheme BIOS PO and VO.
This arrangement will be placed in the Official Journal with its annexes and notes.
