The Minister of Education, Culture and Science,
Having regard to Article 2, first paragraph , Jo Article 4, second paragraph, of the other OCenW subsidies Act ;
Decision:
For the purposes of this arrangement:
a. Minister: Minister for Education, Culture and Science;
b. school: From the State's treasury fund as referred to in Article 4 (1) of the Article 1 of the Law on Primary Education , Article 1 of the Law on secondary education , or an institution as referred to in Article 1.1.1, part b, of the Education and Vocational Education Act ;
c. pm: primary education as referred to in Article 1 of the Law on Primary Education ;
ed. vo: secondary education as referred to in Article 1 of the Law on secondary education ;
e. Bve: vocational education and adult education as intended Article 1 of the Education and Vocational Education Act ;
f. Vho: preparatory higher education as referred to in Article 12, first paragraph, of the Law on secondary education ;
h. Higher education: Higher vocational education and scientific education as defined in the WHW ;
i. teacher training: based on the WHW funded bachelor 's or master' s degree to teacher po, teacher vo/bve, or teacher vho;
j. training school: Partnership between one or more schools for pms, schools for vo or bve institutions and one or more teacher training courses which, in joint, lead future teachers in the workplace and is subsidised on the basis of the Grant of training school fees ;
k. partnership: Partnership between one or more teacher training courses and five or more schools for pm, five or more schools for vo or one or more of one or more local institutions, other than a training school,
l. DUO: Service Implementation Education;
m. education sector: Po, vo or bve;
n. High school: high school as intended Article 1.8 of the WHW jo components c and g of the annex to the WHW, with one or more teacher training courses;
o. university: university as referred to in Article 1.8 of the WHW jo parts a and b of the annex to the WHW, with one or more teacher training courses;
P. declining education field: the whole of schools in the region of teacher training in the education sector leading to teacher training;
q. Post-initial training: training aimed at the after or further training of competent teachers, other than a teacher training;
r. year of study: year of study as referred to in Article 1.1, part k, of the WHW .
If in a training school or collaborative training school are involved in different educational sectors, the grant claimant shall, on application to which of these sectors, determine the training school or cooperation scheme for this scheme belongs.
The Minister may provide grants for activities aimed at establishing a sustainable partnership between teacher training and schools.
1 The agreements between the participating parties in the grouping are laid down in a cooperation agreement.
2 The Cooperation Agreement shall contain in any event:
a. a description of the joint vision and the purpose of the cooperation;
b. the areas of cooperation;
c. the use of funds to be committed by both parties;
d. agreements on how knowledge is developed and shared;
e. arrangements regarding the manner in which the continuity of cooperation is ensured;
f. agreements on the regular evaluation of processes and proceeds.
3 The activities referred to in Article 3 , must have been executed by 1 July 2017.
1 Grant shall be granted only to a legal person with full jurisdiction to which the statutory objective is appropriate within the purpose of the grant of grant.
2 A partner shall act as a member of the grouping as a pilot of the grouping.
3 The pener shall be the grant recipient.
Any part of the grant which may not be used for the activities may, provided that the activities have been fully implemented, be devoted to other activities of the grouping in the areas mentioned in the cooperation agreement, referred to in Article 4 .
In the application, the applicant shall submit a summary of the activities for which a grant is requested.
For the purpose of the grant of subsidies, Article 3, first paragraph is available in the period 2013-2016 from:
a. € 2,800,000,-for partnerships in the education sector po;
b. € 800,000,-for partnerships in the educational sector, vo;
c. € 4,000,000,-for partnerships in the education sector bve.
The subsidy referred to in Article 3, first paragraph , per grant recipients € 400,000,-.
1 Subsidy shall be made on application by the person in charge of the person responsible for the aid Article 5, second paragraph , granted.
2 The grant application at the same time makes an application for the subsidy referred to in Article 13 .
3 For the application, the applicant shall use the digital application form on the DUO website.
1 The Minister provides for a simultaneous decision on grant applications. The grant of the subsidy shall be based on a comparison of the appropriateness of the activities for which a subsidy is claimed to contribute to the objective of the grant.
2 The contribution of a possible application of the application to a balanced distribution of the projects in the Netherlands is part of the fitness assessment for the po and vo sectors.
3 Where the grant of the subsidy from the budget for the education sector bve, Article 8 (c) , if more than one applicant for activities of equal suitability would exceed the subsidy ceiling, the Minister shall allocate the available amount successively in the following steps:
a. Per participating college or university, a partnership to be awarded by the relevant college or university is eligible for grant;
b. If still outstanding, applications will be eligible for partnerships participating in the 'Training in the school MBO' project as referred to in Article 4 (1). Annex 1 .
4 If granting the grant to multiple applicants for equal suitability activities, without prejudice to the third member, would result in excess of the subsidy ceiling, the Minister shall divide the available amount on the basis of Order of receipt of the applications except that where the applicant is under Article 4: 5 of the General Administrative Law Act has had the opportunity to supplement the application, the date on which the application has been completed, with regard to the distribution, as the date of receipt.
1 Without prejudice Article 4:35 of the General Administrative Law Law the grant application may be refused to the applicant who has also applied for the subsidy referred to in the Article 13 , and to whom that subsidy has been refused, or after having been granted, is hereby revoked.
2 Cooperation in the sectors in which the participating colleges and universities are already participating in a training school in the same education sector are not eligible for any grant.
3 If a college or university is involved in several applications in the po and vo sectors, no more than one grouping of cooperation to be awarded by the relevant colleges or university shall be eligible for a grant by education sector.
1 The Minister may provide support for activities aimed at strengthening the following:
a. General cooperation between teacher training courses and schools;
b. cooperation in the training of teachers on the themes of yield-oriented work, dealing with differences, guiding teachers, parental involvement and bullying.
2 For subsidy, eligibility:
a. Training schools;
b. associations representing the subsidy, as referred to in Article 3 Have requested.
3 The activities must be performed no later than 1 July 2017.
1 In case of application, the grant applicant shall submit a project plan and a budget. The project plan has been drawn up on the basis of the criteria set out in Annex 2 This scheme provides a summary of the activities for which aid is requested. The budget shall contain an overview of the revenue and expenditure estimated for the year in question in so far as they relate to the activities for which a grant is requested.
2 In the project plan all the Article 13, first paragraph, points (a) and (b) , covered parts treated as described in Annex 2 This scheme.
3 The grant recipient shall describe in the project plan the initial situation with respect to the in Article 13, first paragraph, points (a) and (b) The subject matter and the existing cooperation between teacher training and schools in the field of these themes,
The grant applicant shall be:
a. in the case that the grant is requested by a training school, the pener, intended in Article 3 of the Conditions of Employment Costs Training Schools ;
b. in the case that the grant is requested by a partnership, the pener, intended in Article 5, second paragraph .
The part of the grant which may not be used for the activities may, provided that the activities have been fully implemented, be used by cooperative partnerships to other activities of the grouping in the fields mentioned in the the cooperation agreement referred to in Article 4 , or by training schools are spent on other activities of the training school for which grant has been granted under the Payment of costs for training schools .
For grant aid as referred to in Article 13, first paragraph is available in the period 2013-2016 from:
a. € 53,200,000,-for cooperation in the education sector po;
b. € 15,200,000,-for cooperation in the education sector vo;
c. € 6,000,000,-for cooperation in the education sector bve.
The subsidy shall not exceed, per grant recipient:
a. € 1,600,000-for cooperation in the education sector po;
b. € 520,000,-for cooperation in the education sector vo;
c. 500,000,-for cooperation in the education sector bve.
The grant application shall be made using the application form made available through the DUO website.
The application for the grant shall be submitted no later than 1 October 2013.
1 The Minister provides for a simultaneous decision on grant applications. The grant of the subsidy shall be based on a comparison of the appropriateness of the activities for which a subsidy is claimed to contribute to the objective of the grant.
2 The contribution of the possible application of the application to a balanced distribution of the teachers ' training and the distribution of the Netherlands is part of its suitability.
3 If granting the grant to multiple applicants for activities of an equal suitability would result in excess of the subsidy ceiling, the Minister shall distribute the available amount on the basis of the order of receipt of the aid applications except that when the applicant is under Article 4: 5 of the General Administrative Law Act has had the opportunity to supplement the application, the date on which the application has been completed, with regard to the distribution, as the date of receipt.
The grant shall be granted no later than 20 December 2013.
Without prejudice Article 4:35 of the General Administrative Law Law the granting of the grant may be refused or revised if:
a. The project plan of the grant applicant does not sufficiently meet the criteria specified in the project Annex 2 in this arrangement;
(b) the project plan does not sufficiently demonstrate that the plan has been drawn up in partnership and the activities are carried out jointly by the teacher training courses and schools participating in the training schools or partnerships;
(c) the project plan does not show sufficient evidence of the involvement of the total declining educational field in the activities;
d. if the grant has been applied for by a grouping and no subsidy as referred to in this partnership Article 3 is granted.
1 In addition to the justification of the subsidy in annual reporting, the grant recipient shall draw up an activity report per year of study.
2 The activity report shall contain an overview of the work carried out and the results obtained.
3 The activity report shall be submitted annually by 1 October of the year following the year of study in the case of DUO.
4 The grant recipient uses the digital accountability form on the DUO website for the activity report.
5 By way of derogation from the first paragraph, the grant recipient shall not submit an activity report for the 2016/2017 academic year, but shall submit a final report to DUO for the entire grant period by 1 October 2017.
1 The recipient of the subsidy shall cooperate with, or on behalf of, the Minister, who shall be directed to provide the Minister with information for the development of the policy to be implemented by or on behalf of the Minister.
2 The beneficiary of the subsidy shall notify the Minister of circumstances in writing as soon as possible which may be relevant for a decision to amend, revoke or adopt the grant. The relevant documents shall be submitted.
The subsidy recipient of the grant shall take place as required by: Article 13, second paragraph, of the OCW Regulation .
Research will be carried out by the Minister to the effect that has been achieved or to the result of this grant.
The grant shall be granted for the years 2013 to 2017.
The grant shall be determined in accordance with Article 17 of the OCW Regulation .
Where a grant is to be granted from a budget not yet adopted or approved, Article 4:34, 1st paragraph, of General Law governing law But no adequate funds are made available, the subsidy amounts granted shall be reduced to the amount of the subsidy available after the budget has been adopted or approved, in proportion to the amount of the aid granted. grant applicants to whom grant has been granted and of the amount of subsidy granted.
1 In the grant period, a fourth part of the subsidy amount is paid annually to the grant recipient in the month of December.
2 The payment for the years 2014 to 2015 shall not take place before the activity report of the previous year of study as referred to in Article 24, first paragraph , received by DUO.
This arrangement shall enter into force from the day following the date of issuance of the State Official Gazette in which it is placed and expires with effect from 1 July 2019.
This arrangement is cited as: Arrangement Strengthening Cooperation Teacher Training and Schools 2013-2016.
This arrangement will be set out in the Official Journal.

Participants project 'Training in the school MBO':
1. Hogeschool Arnhem-Nijmegen with ROC A12 (Ede);
2. Hogeschool Arnhem-Nijmegen with ROC Nijmegen;
3. Fontys Hogescholen with ROC Koning Willem I ('s-Hertogenbosch);
4. Hogeschool Windesheim with Deltion (Zwolle);
5. Hogeschool Windesheim with Landstede (Harderwijk).
Grant application shall be accompanied by a cooperation agreement 1 and a project plan. In this plan, the training school or the collaborative effort identifies how it ensures in the grant period (from 2013 to 2016) a strengthening of the cooperation between teacher training and schools (declining field). 2 . It is a question of cooperation in general, and in particular on the themes: dealing with differences 3 , performance-oriented work, counselling novice teachers, parental involvement and bullying 4 . In the administrative agreements concluded between the Ministry of Education, Culture and Science, the PM Council, the Council and the MBO-Council, agreements have been reached on improvements to the issues of differences, performance-oriented work and counselling. starting teachers. School boards and schools were due to start work in 2011-2012. In view of the quality of incoming teachers, it is important that teachers ' training is also in line with what has been agreed in the administrative agreements. In addition, attention to the themes of parental involvement and the prevention, signalling and combating of bullying is included, as this is an important fringe condition for the learning process of pupils.
This document sets out the criteria used by the assessment committee to review the project plans.
The project plan must be submitted to the Education Department (DUO) through a digital application form before 1 October 2013, to be downloaded at www.duo.nl.

• For substantive support, partnerships in po and vo can register at School on Turn (see www.schoolaanzet.nl). School is a national education programme that is assisting schools and school boards in their development of better on the themes under the aforementioned government agreements.
• Mbo's partnerships can be found for content support at CINOP via the email address: adiggelen@cinop.nl. CINOP is a consultancy and support organisation specifically focused on vocational education. CINOP supports management, staff and teachers in the quality improvement of education in MBO.
The project plan contains a clear picture of the initial situation:
• How has the cooperation in general and cooperation in the training of students on the above themes been established?
• Where are improvement points and opportunities?
• What are the ambitions and objectives that the partnership intends to achieve in the grant period? (SMART 5 Formulated)
The project plan shall specify how the grouping:
• annual needs and questions 6 be informed of teacher training and schools with regard to general cooperation and cooperation in the training of students in the thematic areas;
• actively address the mutual needs and questions (including the making of appointments, deployment of joint development groups, further research within a lectorate, the adaptation of curricula);
• evaluate the activities deployed on a regular basis and how they are committed to the outcomes of this evaluation for further improvement (pdca 7 -cycle);
• also the schools which are part of the grouping (outer shell);
• the enhanced cooperation is secured, so that the activities can be continued after the subsidy scheme;
• (lasting) knowledge-sharing both within the grouping and with the rest of the declining education field (outer shell).
Also for this theme, the project plan contains an image of the starting situation. The project plan shall specify how the grouping:
• Provides a 'continuous learning line' between theory and practice at teacher training/schools (initial programme) and the first stage in the teacher profession. The focus should be on the themes of yield-oriented work, dealing with differences, parental involvement and bullying;
• Provides a methodic/approach 8 of the guidance, with sufficient space for customization;
• provide an infrastructure and form along which the guidance takes place (including a permanent coach, level of guidance, commitment to management, interaction, peer review);
• review the activities deployed to improve guidance and how they are committed to the outcomes of this evaluation for further improvement.
The project plan shall specify how the grouping:
• the connection between the initial programme on the pabo and the further professionalisation of the starting teacher in the first phase of the teaching profession will work out on the elements listed below: 9 :
o the profile parts that include the pabo in the curriculum;
o the profile parts that offer the pabo-initial offer;
o the organization of the profile parts and specializations (focusing on training 'on the job').
