The Secretary of State for Education, Culture and Science,
Having regard to the Articles 2 and 4 of the other OCW grants Act ;
Decision:
For the purposes of this arrangement:
a. Minister: Minister for Education, Culture and Science;
b. school: a school financed by the State as referred to in Article 1 of the Law on Primary Education , Article 1 of the Law at the centres of expertise or Article 1 of the Law on secondary education , or an institution as referred to in Article 1.1.1, part B of the Education and Vocational Education Act ;
c. pm: primary education, intended in the Law on primary education and the Law at the centres of excellence ;
ed. vo: the secondary education provided for in the Law on secondary education ;
e. Bve: vocational education and adult education, as defined in the Law on education and vocational education ;
f. teacher training: teacher training linked to a higher education institution as defined in Article 1.8, first paragraph, of the Law on Higher Education and Scientific Research ;
g. training school: Partnership between one or more schools for po, vo or bve institutions and one or more teacher training courses that, in joint, lead future teachers for a large part of their time in the workplace and is subsidised on the basis of the Grant of training school fees ;
h. Academic training school: training school linking teacher training to the teacher's training of practical research and school development and is subsidized on the basis of the training courses. 2011-2011 Floor Training Academic Training School .
1 The Minister may provide grants to a limited number of academic training schools and training schools in the run-up to structural funding of the academic training school in the period from 1 January 2012 to 31 December 2016 with a view to anchoring the concept of 'academic training school' in training school.
2 The grant is granted as a concession in the expenditure associated with the activities undertaken by the academic training schools or training schools to establish the concept of academic training in education and training in the Community. training school. The subsidy may also be used for other activities of the schools for which payment is granted.
3 The concept of 'academic training school' means a well-functioning academic training school with a sustainable research infrastructure where training, practical research and school development are optimally connected.
Article 4 of the OCW Regulation does not apply to the subsidy on the basis of this scheme.
Grant shall be granted only to a legal person with full jurisdiction whose statutory objective in each case relates to the activities to be financed, as referred to in Article 4 (2) of the EC Treaty. Article 2 .
For the purposes of the grant of aid under this scheme, a total of € 17,500,000 is available for the years 2012 to 2016.
The subsidy per grant recipient is € 350,000, without prejudice Article 14, second paragraph .
1 Subsidy is requested by the person in charge of the academic training school or school. The pilot shall be the legal person appointed by the Parties of the partnership, acting on behalf of the Parties of the School of Academic Training School or School of Training.
2 The application shall be accompanied by an attestation drawn up by all the parties of the academic training school or training school certifying that the legal person referred to in paragraph 1 is authorised to attend an academic training school, or to represent training school in and out of law.
1 An application shall be submitted to the Agency of the NL in The Hague by using the form provided for in Annex 1 .
2 Without prejudice Article 7, second paragraph , an application shall be accompanied by the documents provided for in Annex 1 .
1 The application shall be submitted by 31 December 2011.
2 An application submitted prior to the date of entry into force of this Arrangement shall be deemed to be an application submitted at the time of entry into force of this Arrangement.
The subsidy may be refused if the subsidy applicant does not sufficiently meet the criteria specified in the Annex 2 .
1 The Minister provides for a simultaneous decision on the applications based on a comparison of their suitability to contribute to the objectives of the grant.
2 When the subsidy ceiling is exceeded and in the event of equal eligibility, the Minister shall distribute the available amount on the basis of a balanced distribution of the academic training schools or training schools on the po, vo and bve and a balanced distribution across the Netherlands.
The Agency NL shall advise the Minister on the grant application referred to in Article 8 On the basis of the criteria referred to in Annex 2 .
1 Article 16 and 17 of the Arrangement OCW grants are not applicable.
2 The Minister shall decide on an application by 31 March 2012.
3 By way of derogation from the second paragraph, the Minister shall decide on an application as referred to in Article 9, second paragraph , no later than 31 December 2011.
4 The grant shall be determined without the grant of a prior grant.
1 Subsidy shall be granted from 1 January 2012 and shall end no later than 31 December 2016.
2 By way of derogation from the first paragraph, the grant shall end on 31 December of the year in which the accreditation period, as referred to in Article 1 (1), Article 5a.9 of the Law on Higher Education and Scientific Research , from a teacher training course that is part of an academic training school or training school, expires.
1 The recipient of the subsidy shall cooperate with investigations initiated by the Minister to provide the Minister with information for the development of the Minister's policy.
2 The academic training schools operate the questions in the period 2012 to 2014, intended Annex 3 -I'm out. They shall produce a written report on the results.
1 Article 8 , 19 , 21 and 22 of the scheme OCW grants are not applicable.
2 The accounting shall be the responsibility of the subsidy as provided for in the annual reporting of the year's education.
The audit statement in the annual accounts referred to in the Annual Reporting Regulation shall also include an opinion on the lawful use of the grant.
The subsidy amount shall be paid to the grant recipient in equal instalments of € 70,000 per year, without prejudice to: Article 14, second paragraph . The first instalment shall be paid within six weeks of the grant of the subsidy. The following sections shall be paid annually in February.
1 This arrangement shall enter into force from the day following the date of issuance of the State Official Gazette in which it was issued.
2 This arrangement shall expire with effect from 1 January 2018.
This arrangement is cited as: Arrangement anchoring academic training school 2012-2016.
This arrangement will be set out in the Official Journal of the European Union and in the annexes and explanatory notes.

The cooperation agreement of the (academic) training school, containing, or as an addendum, as a minimum:
• a common vision of the academic training school and the goals to be achieved;
• arrangements regarding how knowledge is shared;
• appointments on a regular review of processes and returns.
The research programme containing at least:
• a shared vision of research and the ambition of the partnership;
• the themes of research on the main lines;
• a clear breakdown of the tasks, responsibilities and powers of the partners.
Other relevant documents provide summary information about the academic training school of interest for the assessment of the application. These documents are not mandatory.

The criteria below are set out in order to assess the grant application for the Scheme anchoring academic training school 2012-2016. The criteria are based on the 'Opinion anchoring Academic Training Schools' (Agency NL, May 2011) and are complementary to the conditions of the existing NVAO review framework for the Grant of training school fees .
1. The academic training school 1 Links the training of teachers with the conduct of practical research and school development
It is demonstrated that the investigation is:
• contribute to the training and development of the student;
• contributes to its own school development;
• to focus on subjects that go beyond the interests of the (own) organization and those of its partners.
2. The academic training school has a common view of the concept of 'academic training school' carried out by all partners.
The vision must show where the academic training school is currently in development, what is the ambition and how it is worked towards a clearly formulated end point. This view is shared by all concerned.
3. The academic training school boasts adequate and high-quality guidance from students and provide good support to teachers in their research and guidance tasks
The high-quality guidance of students and good support for teachers is embedded in the personnel policy and is part of the daily work at participating schools. Among other things, this means that:
• lays down how students are accompanied when carrying out their research, both in time and in quality;
• the mentoring of students in their research by trained teachers is a substantial part of the staff planning of schools;
• the accompanying lecturer is trained and is supported in the substantive, educational and organisational realisation of the research programme;
• the partners themselves strongly (financial) invest in the academic training school, among other things with the aim of making it a permanent part of school processes.
4. The academic training school has a professional research programme
The research programme is a document that has been drawn up by the partners of the academic training school together. It is defined as a minimum:
• a common vision of research, in which the ambition of the partnership has been articled;
• the themes of research on the main lines;
• a clear division of tasks, responsibilities and powers of the partners.
5. The academic training school has a well-functioning system of quality assurance
The quality of research in the school should be ensured and is a subject of regular review. The methods and techniques used for research shall be scientifically justified. There is a cyclical process of evaluation of processes and yields on the basis of defined criteria, to which:
• the training of students must comply;
• the guidance of students and teachers must meet (quantitative and qualitative);
• to carry out the investigation and the results.
6. The academic training school provides knowledge sharing between the partners and with the other academic training schools
Regular knowledge sharing is taking place between the partners and with the other academic training schools (e.g. consultation, meetings, consultations). These include not only the dissemination of research results, but also the sharing of knowledge and experience with the development of the concept of 'academic training school'.
-How are training teachers, doing research and school development interrelated so that the research contributes both to student development and to school development?
-How is it ensured that students and teachers receive adequate and high-quality guidance in the course of doing and supervising research?
What does a professional research program look like? What are the conditions for this?
