As a Directive, drivers of the type Article 151b (a) of the Act , it is appropriate to: Directive No 2003 /59/EC of the European Parliament and of the Council of the European Union of 15 July 2003 relating to the skills and periodic training of drivers of certain road vehicles for the carriage of goods and passengers, until Amendment of Regulation (EEC) No 3820/85 of the Council and Directive No Council Directive 91 /439/EEC and repealing Directive No 91 /439/EEC 76 /914/EEC (PbEU L 226).

  • 1 The theoretical knowledge-examination for the driving licence categories C1, C, D1 and D shall consist of:

    • a. A Theorietoets driving licence and competence 1 to be taken by means of a more-answers-choice of the subject of traffic and technology;

    • b. A Proficiency Check 2 to be taken by means of a more-answers-key on other matters; and

    • c. A Proficiency Check 3 which enables the applicant to respond in the form of case studies.

  • 2 The duration of the theoretical knowledge examination certificate shall be at least 240 minutes.


§ 3. Requirements for theorialtests professional competence

  • 1 In the case of the Theorietoets driving licence and competence 1 for the driving licence categories C1 and D1, the applicant shall be subject to thorough knowledge of:

    • a. The risks involved in driving the motor vehicle;

    • b. the rules of conduct applicable to the use of the public road;

    • c. the rules of conduct applicable with regard to the granting of priority and for letting go;

    • d. the characteristics and meaning of the traffic signs and indications;

    • e. the operation and maintenance of the motor vehicle;

    • f. the entry and use requirements of the motor vehicle;

    • g. The provisions of the traffic legislation relevant to the driving of the motor vehicle.

  • 1 In the case of the theoribc etchability tests 2 and 3 for the driving categories C1 and C, the applicant shall assess whether the applicant has extensive knowledge of:

    • a. The risks involved in driving the motor vehicle;

    • b. The safety aspects of the use of the motor vehicle;

    • c. the environmental aspects resulting from the use of the motor vehicle;

    • d. the relevant provisions in transport legislation relevant to the exercise of professional conduct;

    • e. the relevant provisions of the professional conduct of the profession Working Time Act and the Working Time Decision transport;

    • f. the manner in which cargo must be safely transported;

    • g. the safety aspects in the course of the exercise of the profession;

    • h. the manner in which the professional driver can contribute to the good image of the line of business he has represented;

    • i. the freight market.

  • 2 The requirements of the tests referred to in the first paragraph have been further developed in the Annex 2 'Toetsmatrijs' theoretical test driving licence/qualification for driving licence categories C1 and C (R2/V2-3C) belonging to this arrangement.


Article 8

The applicant who already has a driving licence for driving licence category C1 or C which is either still valid or has lost its validity by the expiry of the period of validity shall acquire the theoretical knowledge examination certificate for Driving licence category C1 and C respectively, by means of which the tea keys are to be established for the category C1 and C driving licence category 2 and 3 respectively.

The applicant who has successfully passed the theoretical knowledge examination D1 and D, respectively, acquires the theoretical knowledge examination for driving licence category C1 and C respectively, with due effect to the theoribation etchability tests 2 and 3 for the driving licence category C1 and C respectively.

    • d. the relevant provisions in transport legislation relevant to the exercise of professional conduct;

    • f. the means by which persons and associated cargo should be transported safely;

    • g. the safety aspects in the course of the exercise of the profession;

    • h. the manner in which the professional driver can contribute to the good image of the line of business he has represented;

    • (i) the market for passenger transport.

The applicant who already has a driving licence for driving licence category D1 and D which is either still valid or has lost its validity by the expiry of the period of validity shall acquire the theoretical knowledge examination certificate for the applicant. Driving licence category D1, by means of which the Theorieturers are required to lay down qualification 2 and 3 for driving licence category D1 and D respectively.

§ 4. Design practical examination competence

  • 1 The practical test competence for driving licence categories C1, E at C1, D1 and E to D1 consists in the passing of:

    • a. A driving test of at least 60 minutes, integrated with the practical test for driving licence C1, D1, E at C1 or E at D1, intended for use in the Articles 72a , 73a , 75a or 76a of the Rules of Procedure ;

    • b. A proficiency check box 1, in the form of a practical test of at least 30 minutes, focusing on, inter alia, professional conduct and safety; and

    • c. A practical test of competence 2, in the form of a practical test of at least 30 minutes on a closed site or simulator focusing on the control of the motor vehicle.

  • 2 The duration of the professional examination certificate shall be at least 120 minutes.

  • 1 The practical test competence for driving licence categories C, E at C, D, and E in D consists in passing:

    • a. A driving test of at least 60 minutes, which shall be integrated with the practical test for driving licence C, E at C, D or E for D, intended in the Articles 73 , 74 , 76 and 77 of the Rules of Procedure covered;

    • b. A proficiency check box 1, in the form of a practical test of at least 30 minutes, focusing on, inter alia, professional conduct and safety; and

    • c. A practical test of competence 2, in the form of a practical test of at least 30 minutes on a closed site or simulator focusing on the control of the motor vehicle.

  • 2 The duration of the professional examination certificate shall be at least 120 minutes.


§ 5. Professional competence test requirements

  • 1 In case of field test competence 1 for driving category C1, C, E at C1 and E at C, the applicant shall be tested for:

    • a. To apply the safety requirements relevant for loading and unloading and securing of cargo;

    • (b) prevent criminality and illegality;

    • to prevent physical hazards during the work and lifting, moving and securing of cargo;

    • d. To take appropriate emergency situations and to complete the European claim form.

  • 2 The requirements of the test referred to in the first paragraph have been further developed in the Annex 4 In this arrangement, a key reference price shall apply to practical key C1, C, E to C1 and E to C.

  • 1 For the field proficiency check box 1 for the driving licence categories D1, D, E in D1 and E in D, the applicant shall assess whether the applicant is capable of:

    • a. To have a proper professional attitude;

    • (b) to apply the safety requirements which are relevant for the loading and unloading of baggage;

    • (c) to prevent criminality and illegality;

    • d. To avoid physical hazards in the course of work and during loading and unloading of baggage;

    • e. to take appropriate emergency situations and to complete the European claim form.

  • 1 In case of the practical test competence 2 for the driving licence categories C1, C, E for C1, E at C, D1, E for D1, D or E at D, the applicant shall be tested to have the vehicle to be checked for different situations.

The applicant who already has a category C1 or E driving licence in C1 which is either still valid or has lost its validity by the expiry of the period of validity shall reject the professional examination certificate of professional competence for Driving category C1 due to good results in Article 13 (b) and (c) , to lay down the codes of practice for the driving licence category C1.

  • 1 The designated examination authority shall designate a row-instructors to conduct a practice test following: Article 156n of the Rules of Procedure by means of the designation of a training centre on which a driving instructor decreases the field of practice.

  • 2 The designation referred to in paragraph 1 shall be valid for a maximum period of five years and may be withdrawn or suspended by the appropriate examination authority if the field of practice or the training centre does not meet the requirements of the designated examination authority. require examination authority.

  • a. the certificate of competence of the kind used in Article 5 of the Road Transport Scheme ,

  • (b) the certificate of professional competence for national occupational transport issued by the Stichting Examination Office Vocational Transport for 1 May 2009;

  • (c) the certificate of competence for cross-frontier professional transport issued by the Stichting Examination Office Vocational Transport for 1 May 2009;

  • d. The diploma B for driving licence category C issued by the Contact Committee Chauffeurs Vakproficiency before 10 September 2009; or

  • e. the diploma or certificate of practice for driving licence category C issued by the Transport and Logistics Foundation for 10 September 2009;

shall be exempted from the theoribation boxes qualification 2 and 3 for category C1 or C driving licence.

An applicant who is in possession of:

  • a. The certificate provided for in Article 27 of the Transport Decision 2000 , or

  • b. The diploma B for driving licence category D issued by the Contact Committee Chauffeurs Vakcompetence on 10 September 2008,

shall be exempted from the theoribation boxes qualification 2 and 3 for category D1 or D driving licence.

§ 2. Training centres for recognition

  • 2. In order to qualify for recognition, the training centres shall meet the following requirements:

    • a. The CVT courses offered have been certified by the appointed examination authority in accordance with Article 26 ;

    • (b) the training centre shall ensure that further training courses are provided in a suitable location;

    • c. The training centre shall transfer the teaching material to be used;

    • (d) the training centre shall ensure the actuality of the data known to the designated examination authority;

    • (e) the training centre verifies the identification of participants in further training courses;

    • f. The Training Centre shall offer the CVT courses in the designated location;

    • g. the training centre carries out a proper administration;

    • h. The training centre shall act in accordance with other obligations arising out of recognition.

  • 3 The application for recognition shall be made on the basis of the procedure laid down by the designated examination authority.


§ 3. Further certification training

  • 1 CVT courses shall be eligible for certification if the following requirements are fulfilled:

    • a. the training programme of the course includes a clear description of the learning substance;

    • b. the curriculum and instructing materials of the course form an elaboration of the subjects listed in the Proficiency Drivers Directive;

    • c. the training programme shall contain an overview of the qualifications of the training teachers and instruction staff to be set up for that course;

    • d. the training programme shall provide sufficient understanding of the teaching methods to be applied;

    • e. the training programme provides sufficient insight into the teaching material to be used, as well as of the vehicles and simulators to be used;

    • f. the CVT teachers and instructors shall meet the requirements as defined by the CVT course in the CVT course specified in Article 156s, second paragraph, of the Rules of Procedure ;

    • g. The vehicle fleet used for practical training meets the requirements set out in Article 27 ;

    • h. The simulators to be used in a further training course meet the requirements specified in Article 156z of the Rules of Procedure ;

    • i. the course is carried out in accordance with the documents attached to the application and the requirements, as defined in the CVT course, specified in Article 156s, second paragraph of the Rules of Procedure .

  • 2 A certification of a periodic training course shall be valid for a maximum period of five years.

  • 3 A certification of a periodic training course may be suspended or withdrawn by the appropriate examination body, if the requirements of paragraph 1 are no longer met.

  • 4 The training centre shall be subject to payment by the designated examination body of the rate fixed by that authority in respect of the costs of the certification of CVT courses.


§ 3a. CVT certificate

  • 1 The designated examination body shall be responsible for taking the examination of practical trainer training.

  • 2 The certificate of practical training in practice is issued for payment, subject to the rate laid down by the notified examination authority, of the periodic training provided by that authority in respect of the costs of the certificate of practical training and where the requirements established by the designated examination authority are satisfied.

Explanatory notes

Loading and unloading and securing of cargo.

• The candidate shall be in a position to designate and operate the safety devices.

• The candidate shall be in a position to apply the safety rules relevant to loading and unloading of the load:

-proper handling of the load within the main categories (iron, wood, rolling containers, pallets and);

-decks of unfunded goods

-the control of the establishment of the establishment;

-correct distribution of the load on the axles,

-correct distribution of the load to ensure the stability of the goods vehicle (taking into account the centre of gravity).

• The candidate shall be able to operate in relation to the load to be transported:

-making the right choice for clamping and fixing techniques (scarf rings, clamping rods, chains, racks, anti-slip mats, shawls);

-to make the right choice for loading and unloading machines (charging valve and pump wagon).

2. Crime and illegality (3.2 Annex I Directive 2003 /59/EC)

2.1

Prevention of crime and illegality.

The candidate is able to name the measures (checklist) that can prevent crime and illegality in the truck of cargo:

-truck lock well;

-choice of parking space (illuminated spot, parking at others, parking spot with supervision);

-leaving the lorry from the parking time, leaving the parking space,

-prevent third parties from being able to reach the load;

-control seal,

-to check the truck around the road: round, under the truck, to check seal, other potential hiding spots and, if possible, the charge.

-take care of personal, cargo and vehicle documents;

-do not talk to third parties about the composition of the charge.

3.1

Avoidance of physical hazards.

The candidate shall be in a position to take measures limiting physical risks during work:
