The Minister of Transport and Water,
Having regard to the Articles 36, third and eighth members , and 50, 1st and Fifth Member, of the Road Traffic Act 1994 and the Articles 1, parts f and i , 21, 1st Member , 27, ninth member , 31, second paragraph , 32, second paragraph , 33, 1st Member , 36, third member , and 37, fifth and sixth member, of the Registration Number ;
Decision:
For the purposes of this arrangement:
which is understood to be Article 1.1 of the Rules of Procedure .
1 For registration certificates and parts thereof, the following shall be added: Annex included in this scheme, models established:
a. A registration card issued for a passenger car, a motorcycle, a moped, a three-wheel motor vehicle, a trailer or a commercial car: model D. 1;
b. Part II: Model D. 2, issued after 31 December 2013;
c. A registration number, comprising the single letter A, E, H, K, L, N, P, S, T, V, W or X and two sets of two-digit numbers (weighting and examination registration): model 1.1;
d. A certificate of registration issued for a vehicle inspected by the Traffic Department pursuant to Article 26 of the Act , pending the acquisition of a two-part registration certificate (preliminary registration certificate): model 2.1;
e. Part I of a three-part registration certificate for a passenger car, a motorcycle, a three-wheel motor vehicle, a trailer or a commercial vehicle or a part I of a registration certificate, containing a trade mark or the letter group BN or CN and two sets of two-digit categories GV and two sets of two-digit categories: model 5.1;
f. Part II of a three-part registration certificate issued before 1 June 2004 for a passenger car, a motorcycle, a three-wheel motor vehicle, or a trailer or for a commercial vehicle: Model 10.1;
g. A business stock issued before 1 June 2004, Part II: Model 11.1;
h. A transfer certificate: model 13.1;
(i) a part I A of a registration certificate issued after 30 May 2004 for a passenger car, a motorcycle, a moped, a three-wheel motor vehicle, a trailer or a commercial vehicle, Part I (A) of a registration certificate issued after 30 May 2004; containing the letter group AA, CD or CDJ or the letter group BN, GN or GV and two groups of two digits or Part I of a registration certificate issued after 30 May 2004 but issued before 1 April 2015, comprising a trade mark: model 14.1;
(j) a part I B of a registration certificate issued after 30 May 2004 for a passenger car, a motorcycle, a moped, a three-wheel motor vehicle, a trailer or a commercial vehicle or Part I B of a registration certificate issued after 30 May 2004; containing the letter group AA, CD or CDJ or the letter group BN, GN or GV and two sets of two digits: model 15.1;
k. A holding stock of Part I B: Model 16.1 or Model 16.2;
(l) Part II of a two-part number-proof licence issued after 30 May 2004: model 17.1;
m. A registration certificate issued after 30 May 2004 but issued before 1 April 2015, containing a registration number as specified in Article 4, fifth paragraph, of the Registration Number (Transit sign proof): Model: 19.1;
n. A registration card containing a trade mark: model 5.2;
o. A registration card containing a registration number as referred to in Article 4, fifth paragraph, of the Registration Number (transit sign): Model 19.2.
2 The following, in the Annex of this Decision, models shall be established:
a. Indemnification certificate issued by the Road Service: Model A. 1;
b. A safeguard proof issued by an approved undertaking: Model B. 1 or Model B. 2;
c. A safeguard proof, issued by the Road Traffic Service after 30 May 2004: Model A. 2;
d. A suspension report to be issued by the Road Administration: model D. 3;
e. an appointment report: to be issued by the Road Traffic Service: model D. 4.
The issue of a registration certificate shall be made electronically in the case of the application for a registration number as set out in the Annex. Article 4, sixth paragraph, of the Registration Number .
As documents, as intended Article 27, eighth paragraph of the Registration Number The following shall be designated:
a. A certificate of identification as referred to in Article 2 of the Conditions of identification of the system of identification and registration plates , and
b. A completed and signed declaration of a model established by the Road Traffic Service.
1 If a vehicle has been permanently removed from the Netherlands and is no longer able to be satisfied Articles 31 to 33 of the registration number , the Road Traffic Service declares that the statement of tenanation is due to expire if a declaration by an authority abroad has been submitted to it, indicating that the vehicle is left behind abroad. In this case, the registration plates in question do not need to be supplied to the Road Administration.
2 As categories of vehicles specified in Article 40b (6) (b) of the Registration Number shall be designated:
a. A motorcycle,
b. Two-wheel moped,
c. A commercial car with a maximum mass of more than 3500 kg,
d. A trailer, or;
e. A vehicle other than the one mentioned in parts a, b, c and d, other than a vehicle as mentioned in Article 1 of the Decision on end-of-life vehicles , to the extent that the vehicle is 15 years of age or older.
3 If the vehicle is permanently intended for non-road use, Article 40b, third paragraph, part c, of the Registration Number , the Road Traffic Service shall declare the application void if the vehicle is intended to be used as a vehicle outside the road for the purpose of:
a. Business use in an area of business which is not part of the open road open to public traffic and is likely to be made available on the basis of:
1º. an extract from the commercial register, referred to in Article 2 of the Commercial Registry Act 1996 and 2 ° an extract from the Cadaaster or a tenancy contract;
b. educational purposes and likely to be made on the basis of a statement indicating that the notification is made by a training institute in the motor vehicle industry or an institute where special driving training is given or by the training institute or fire brigade;
c. automotive or motorsport and this is likely to be made on the basis of a copy of a licence of the KNAC National Autosport Federation, the Royal Netherlands Motorcycle Association or the Motorsport Organisation Netherlands, or
d. use as a museum vehicle.
4 If a vehicle is permanently taken outside the Netherlands by a company other than an approved farm and the registration plates in question are missing, the Road Traffic Service shall declare the statement to be deleted provided that an attestation of such a kind is made to a vehicle The Road Traffic Service shall be submitted to this Service.
1 On the basis of the Road Traffic Act, models of registration certificates and parts thereof, registration certificates, copies of Part III and receipts retain their validity until they are on the basis of the Road Traffic Act 1994 Lose their validity. Models issued on the basis of the Road Traffic Act retain their validity.
2 Receipts issued according to Model D. 2 of the Annex as this Annex was worded prior to the date of entry into force of the Law of 12 May 2005 amending the Road Traffic Act 1994 and certain other laws relating to the introduction of a registration registration system for mopeds, as well as the adoption of transitional provisions in relation thereto (Stb. 281), remain valid until the moment they are based on the Road Traffic Act 1994 Lose their validity.
This arrangement shall enter into force on 1 January 1995.
