Arrangements for the implementation of Articles 1, Section e, 2, 9, 20, 26 and 38 of the Rail Traffic Decision (Rail Traffic Regulation)

Having regard to Articles 1, part e , 2 , 9 , 20 , 26 and 38 of the railway decision ;
Decision:
For the purposes of this arrangement:
AHOB: automatic half-way overstep trees;
AKI: Automatic flashing light installation;
AOB: automatic over-path trees;
Decision: Railway Decision ;
ETCS: European Train Control System;
ETCS cabin domain: signal, shown on the ETCS driver interface, referred to in paragraph 4.3 of the Annex to Decision No 2006 /679/EC of the Commission of the European Communities of 28 March 2006 concerning the technical specifications for interoperability relating to the 'Control and Signalling' subsystem of the trans-European conventional rail system (PbEU L 284) or on the driver interface, referred to in paragraph 4.3 of the Annex to Decision No 2006 /860/EC of the Commission of the European Communities of 7 November 2006 concerning the technical specifications for interoperability relating to the 'Control and signalling' subsystem of the trans-European high-speed rail system and to Amendment of Annex A to Decision 2006 /679/EC concerning the technical specification for interoperability relating to the 'Control and Signalling' subsystem of the trans-European conventional rail system (PbEU L 342);
'Main signal' shall mean a light signal capable of emitting red light;
power-driven vehicle: rail vehicle with its own propulsion system;
'Light signal' means a signal that the green, yellow, red or white light can emit light;
P-sein: illuminated signs of a lower plate bearing the heading 'P'.
The braking weight of the train: the sum of the brake weights of the rail vehicles;
Carriage: rail vehicle principally intended for the transport of persons, without its own propulsion system;
the total weight: the sum of the personal weight of the rail vehicle and the weight of the passengers or of the load;
the rebalance: the sum of the total weights of the rail vehicles;
Solid signal: non-moveable signal;
Signal: light signal that precedes a head signal and cannot emit red light;
Wagon: Rail vehicle without its own propulsion system, intended for the carriage of goods.
During the use of a main railway, the self-working brake of a composite train shall be used in accordance with the applicable paragraphs and appendices of the Traffic Operation and Management TSI.
If a rail vehicle is equipped with sanding equipment, it shall be used in accordance with the applicable paragraphs and appendices of the Traffic Operation and Management TSI.
1 Trains shall be subjected to a braking test.
2 The railway undertaking shall draw up, for each type or type of train, a plan setting out the content, location and timing of the braking tests.
3 At least the following conditions shall be taken into account in the application of the braking test:
a. The composition of trains;
b. The change of direction of travel;
(c) splitting or linking trains;
d. Positioning Of Rail Vehicles;
(e) the repositioning or rearrangement of an additional locomotive or a trainset; and
f. The standstill of trains for a longer period of time after the final braking test has taken place.
4 The railway undertaking is responsible for the administration of the braking tests carried out.
Without prejudice Article 18 of the Decision is the maximum speed, by which trains may be transported, the lowest speed required by the train of the train, the technical characteristics of a rail vehicle recorded in a train, the composition of the train and the load of the train shall be determined.
1 Trains shall be inhibits at least according to the braking rates specified in the tables in Annex 2 . In these tables the braking rates are a function of the speed and correspond to the maximum speed applicable.
2 The braking rates are such that trains can be brought to a standstill of 5% on a descending gradient within the above mentioned distances:

1 The calculation of the Article 8 The braking rate referred to is according to the following formula:
(brake weight of the train/Train weight) × 100%.
2 The percentage calculated on the basis of the first paragraph shall be rounded down to the whole percentage.
1 For calculating the braking weight of the train, the braking weights specified on the rail vehicles shall be based on the braking weights of rail vehicles, the braking or the exit or the closure of the brakes or the non-connection of the brakes on the train. air pipe, are excluded.
2 Where a track vehicle is not clearly legible as to its brake weight, the braking weight of that rail vehicle shall be:
a. The self-weight of the rail vehicle; or
b. The brake weight known when the rail vehicle is put into service by the railway undertaking.
1 If the brake from a carriage or a wagon is not inoperative only one swivel is by way of derogation from Article 10 as a brake weight of that rail vehicle based on:
a. Half of the brake weight declared on the carriage or the wagon; or
b. The brake weight indicated on the bogie, of which the brake is still in operation.
2 If the high pressure brake of only one bogie is sealed off a carriage and is equipped with a pressure pressure R-P, shall be derogated from Article 10 as a brake weight of that carriage, having regard to the total of:
a. The brake weight indicated behind P at the closed bogie, and
b. The brake weight specified behind R in the other bogie line,
3 If the high pressure brake has been taken from a carriage and is not fitted with a pressure pressure R-P, it shall be derogated from Article 10 as a brake weight of that carriage on the basis of its own weight.
4. If a locomotive, a train body or other fixed assembly rail vehicles, the brakes are partially closed, the railway undertaking shall, by way of derogation from the Article 10 The reduction in the brake weight of that particular rail vehicle or of those on rail vehicles shall be taken into account.
By way of derogation from Article 10 In the case of a coach with a magnetic brake and driving with the pressure pressure in the R + Mg stand, the brake weight of that vehicle shall be based on the brake weight in the R position.
1 If automatic low-bearing inhibition is defective and this carriage is accessible to passengers, by way of derogation from Article 10 as a brake weight of that carriage on the basis of its own weight.
2 A carriage with automatic low-load braking whose automatic lavature inhibition of only one bogie is defective or the air supply to one of the springs is closed, shall be treated as the brake weight determination. First member of coach.
In the case of wagons with automatic bearing inhibition, by derogation from Article 10 'brake weight' means the weight of the wagon which is the weight of the load, provided that the sum of the brake weight does not exceed the maximum brake weight specified on the wagon.
1 If a train, consisting of rail vehicles with the exception of the power vehicle with a maximum of 32 axles, contains one or more carriages on which the brake weight is also shown in red figures, except white or black, it shall be brake weight specified in red figures as brake weight maintained, whether the speed braking gear system is operating.
2 If a train, consisting of track vehicles other than the power vehicle with more than 32 axles, includes two or more carriages not equipped with a speed braking gear or of which the train is not equipped with a train of a kind fast brake gear device not functioning, the brake weight specified in white or black figures for all coaches in that train shall be maintained.
1 For the purpose of calculating the weight of the train, the total weights of passengers for the carriage of passengers shall be based on the total weights specified on the coaches.
2 Where the total weight is not indicated on the vehicle, the total weight of that vehicle shall be calculated by adding to the weight of the vehicle its own weight:
a. 0 tonnes for a restoration vessel;
b. 2 tonnes in the case of a sleep instrument;
c. 2 tonnes for a carriage with restoration department (type RD, AR or BR);
d. 4 tonnes for the first class of a seat;
e. 4 tonnes in the case of a ligrow first class;
f. 6 tonnes for a vehicle of second class with 80 seats or more;
g. 5 tonnes for other carriages; or
h. 1 tonne per car (including any trailer) in the case of double-deck car wagons laden with one or more cars and driving in a car-sleeper train.
3 By way of derogation from the first paragraph, the own weight of a carriage shall be deemed to be the total weight if the vehicle concerned:
a. Empty and sealed is transported; or
b. equipped with an automatic lavature inhibition and empty and sealed.
1 For the purpose of calculating the weight of the train, the weight of the wagons shall be taken into account for the carriage of goods by the weight of the wagons. The following shall be completed as follows:
a. Up to 0,5 tonnes or more; or
b. Down to less than 0,5 tonnes.
2 If the weight of the load cannot be determined, the maximum carrying capacity of the rail vehicle shall be considered to be the weight of the load.
1 Trains intended for the carriage of goods shall be designed for driving in the Hemtunnel, the Velsertunnel or the Willemtunnels so that they have a minimum braking rate of at least 54%, except on the basis of the tables of the Annex 2 A higher braking rate shall apply.
2 On trains intended for work on external tracks for the purpose of driving in the tunnels mentioned in paragraph 1, column 2.4 of the tables of Annex 2 applicable.
1 On trains intended for the carriage of goods, a maximum braking distance of 100 metres shall apply for the driving over main railways as intended Annex 2 to the Main Railway Decision , which are located in a crossing or a confration with a road open as intended for public traffic as intended in the Road Traffic Act 1994 and which are not referred to as a crossing by means of the boards J12 and J13 of Annex 1 to the RVV 1990 .
2 Braking road referred to in paragraph 1 shall also apply to trains which run on main railways at a local speed of not more than 10 kilometres per hour.
1 In the case of trains intended for the carriage of passengers and loose locomotives, the P/G crane will be set up in the 'P' position.
2 In the case of trains intended for the carriage of goods, the P/G crane shall be included in Tables A or B. Annex 3 set.
1 By way of derogation from Article 20 A maximum of five wagons with the P/G crane in the 'G' position in the 'G' position can be included in trains, intended for the transport of goods and the P/G crane in the 'P' position, if the total of the brake weights on these wagons is equipped with the engine. 20% is reduced, with the result being rounded down.
2 The brakes of these wagons shall be closed if the trains, intended for the carriage of goods and the P/G in the 'G' position, are included in wagons for which the P/G crane cannot be placed in the 'G' position.
The load shall be 'emptied empty/laden' if:
a. The total of the weight of the wagon and of the load is less than the adjusting weight; or
b. The total of the weight of the wagon and of the load is unknown.
1 The administrator shall arrange for the placement and operation of solid signals in and near to main railways.
2 Seins shall be placed and operated in such a way as to allow for safe use of the main railway.
3 The manager, after hearing the railway undertakings and the Minister, shall establish internal guidelines for the safety-critical operations of the train service leader in the operation of signals touching on the driver's conduct.
4 The first, second and third paragraphs shall apply mutatis mutandis to the operation of the ETCS cabin domains, except that ETCS cab operators are operated by the operator by the transmission of information.
1 The nature, implementation and meaning of the seines other than ETCS cabinesains are included in Annex 4 .
2 The nature, implementation and meaning of ETCS cabin domains are included in the document listed in Appendix A of the Traffic Operation and Traffic TSI.
3 In addition to Appendix A of the Traffic Operation and Management TSI, the ETCS level 1 ETCS level 1 shall apply mutatis mutandis to ETCS level 1 in paragraphs 5.1.6 and 5.31.2 of the document, as specified in that Appendix. level 2 with seinen.
1 On main railways where the speed permitted on the spot is greater than 40 kilometres per hour, in any case:
a. Switches;
b. Underfloor cross-track crossings;
c. Track connections; and
d. movable bridges
protected by signals that can emit at least red light or by ETCS.
2 On tracks where the seats referred to in paragraph 1 are to be located at a speed of not more than 40 kilometres per hour, the security may also consist of a fixed signal placed before the driver to stop the driver.
3 The Minister may waive the provisions of the first paragraph.
1 Seinen shall be placed right next to or above the track for which they are intended.
2 By way of derogation from paragraph 1, seinen may be placed side-by-side by rail if the situation on the spot makes this necessary and does not adversely affect the safety of rail.
3 Seinen shall be placed in such a way or marked so as to make it clear to the driver which signals are intended for the track which he is prepared to take.
Signals shall be visible to the driver in such a way that he is able, depending on the maximum speed limit, to be able to respond in good time and to respond appropriately to that maximum speed.
1 Between a switch and one subsequent Article 25 The first paragraph, placed signal, is such that if this signal allows passing, the exchange cannot be converted and the correct position of the tongues is assured.
2 Between a movable bridge and a movable bridge Article 25 The first paragraph, placed signal, is such that if this signal passes over, the bridge is fixed in the right position.
3 The Minister may waive the provisions of the first paragraph.
If on the main railway, where the maximum permissible speed is more than 40 kilometres per hour, and on tracks designated by the Minister, a fixed signal or ETCS cab shall be stopped by the driver, the preceding signals shall be provided with: Such speed reduction shall be such that the driver can stop the train before this signal.
2 In the case of a fixed signal to the driver having a limited speed, the preceding signals shall reduce the speed of the speed so that the speed of the signal can be reached.
1 The driver shall enter a speed reduction directed by a signal when the first rail vehicle of the train has reached this signal.
2 The driver may carry out an increase in speed permitted by a signal, after the last rail vehicle of the train has passed this signal or the point of permissible speed increase.
1 A command or permission given by a light signal or an ETCS cab shall be applied from this signal until the train has reached the following signal or is shown to another ETCS cab lane. The driver hereby commands or consents of specific speed signs, as recorded in Annex 4 -In eight.
2 A by light signal number 214 or plate number 317, as recorded in Annex 4 , given permission is up to the next main signal.
3 When a main railway is used, with a rail vehicle of which the authorisation for entry into service or the additional authorisation for entry into service, is intended to be used in Article 36 Respectively 37a of the Act , or the insert certificate, intended to be used in: Article 41, introductory wording and point (b) of the Decision By way of derogation from the second paragraph, the main railway line for that vehicle shall, by way of derogation from the second paragraph, be permitted by a derogation from the second paragraph, until such time as that time for the time of the day of the operation, to the time when an ETCS cab is displayed. Passing from the next main signal is located.
4 Without prejudice to the second paragraph, the driver may, subject to the requirements or consents of specific speed signs referred to in the first paragraph, increase the speed directly, if:
a. He sees during the day and in good sight that the first head signal that he will pass by allows for driving at a speed higher than that of the train;
(b) there are no switches between the train and the head of the train;
c. the train has passed the alternating curves in its entirety; and
d. The point of permissible speed increase has been completely passed.
5 Without prejudice to the second paragraph, a driver may increase the speed, if he passes a specific speed plate, referred to in the first paragraph, which allows a speed higher than the train driving, and the leading light-signal green light. Irradiated.
6 The allowed speed declared by an ETCS cabinesein shall, when using a main railway with a rail vehicle as referred to in the third paragraph, if driven in the ETCS FS mode, replace the declared allowed speeds by the in Annex 4 recorded seinen numbers 201 to 212 a/b, numbers 217 to 219 and numbers 313 to 316.
7 The permitted speed applicable under paragraph 6 shall apply to the time when the signal referred to in paragraph 6.10 of the document referred to in Appendix A of the Traffic Operation and Control TSI has been shown or an incoming message has been presented. is received and one or more of the seines listed in paragraph 6 shall be passed.
8 The third, sixth and seventh members shall not apply to the use of the main railway, which is intended to be used in the Annex 1, point 15, to the Main Railway Decision .
1 If the driver, with the exception of a 'P-sein, extinguished or incorrect lamp', is in a head signal, the driver shall immediately stop, if:
a. He is in possession of an indication of stop-tone signal as intended in Article 36, first paragraph ;
b. The pre-signal lamp number 212 a/b, as recorded in Annex 4 , that yellow light radiated out, was;
(c) the prior light signal was signal-extinguished;
d. The leading signal beacon number 249a, as recorded in Annex 4 , was; or
e. signal lamp number 214 (s), as recorded in Annex 4 , that irradiated yellow light, or sign number 317, as recorded in Annex 4 -It was.
In cases other than those mentioned in points (a) to (e), the driver shall limit the speed to 40 kilometres per hour to be able to stop at any place behind this signal, where there is a barrier to further driving.
2 If the driver is extinguished in a P-sein or is not correct, he shall limit the speed to 40 kilometres per hour to be able to stop at any place behind this signal where there is a barrier to further driving.
3 If the driver is extinguished in a pre-signal or false lamp, then the driver acts as if this signal is given in accordance with the pre-signal number 219 a/b, as recorded in Annex 4 , yellow light radiating.
1 Light lamps emitting red light shall only be driven by passing, if the driver of the train service leader provides an indication of stop-tone as intended Article 36, first paragraph -Got it.
2 By way of derogation from the first paragraph, a P-signal emitting red light shall be passed by the driver if the driver has been allowed to do so. If the driver cannot establish a contact with the train service leader, then this P-sein may be passed over.
3 If the P-sein, as specified in the second paragraph, may pass by passing, the driver may also pass subsequent P-seins emitting red light.
4 Following the passing of a P-signal emitting red light, the driver is required to:
a. To be driven at such a speed that it is able to stop within the distance over which the railway is overseen and is free; and
b. To take into account the failure to function properly of an AKI, AHOB or AOB.
5 The train service leader does not consent to the passing of the P-sein emitting red light as referred to in the second paragraph, if he is aware of danger behind this signal.
Instructions of the administrator, referred to in the Article 4, second paragraph , 6, second paragraph , 7, second paragraph and 26, third paragraph, of the Decision -Go above seinen.
The driver may at least provide the following standardized instructions to the driver:
1 Stop-toner signal (STS)
Prompt to drive through and beyond the indicated signal which radiates red light:
a. With a speed not exceeding 40 kilometres per hour, to enable the driver to stop within the distance over which the railway is to be overseen and is free;
b. To avoid the switches cautiously at a speed not exceeding 10 kilometres per hour and for an exchange to stop, if the change is not in the stated position or damaged at the latest; and
c. to take account of the failure to function properly of an AKI, AHOB or an AOB.
2 Stop-tone signal with normal speed (STS-A)
Prompt to drive through and beyond the indicated signal which radiates red light:
a. Careful to ride the switches at a speed not exceeding 10 kilometres per hour and to stop a switch, if the change is not in the stated position or damaged at the latest;
b. To take into account the failure to function properly of a specified AKI, AHOB or an AOB;
c. Only to ride the indicated bridge, if signalling no 244 a or b is permitted by passing; or
d. In other cases, be allowed to drive at the normal speed.
3 Caution driving (VR)
Indication of being gently driving at a speed not exceeding 40 kilometres per hour or with a lower speed indicated by the train service leader due to a reason given by him. The driver shall bring the train to a standstill, if the safety is progressing.
4 AKI, AHOB or AOB
Prompt at the approach of the indicated overway or overpath:
a. In a timely way, reduce the speed to a maximum of 10 kilometres per hour; and
b. repeatedly to signal and stop a whistle, if the safety of road traffic is progressing this way.
5 Speed limits (SB)
Prompt to limit the speed to the speed indicated by the train service leader due to the state of the railway.
6 Wrong track (US)
Designation to be allowed to ride the main railway in a direction other than the one for which the protection has been set up.
7 Call for departure by telephone (TTV)
Prompt to ask the train service leader for departure for leave to leave.
At the ACI, AHOB or AOB designation, the speed may be retaken if the front of the train has passed the crossing or the overpath.
As rail-weaving events mentioned in Article 30 of the Decision , have been designated the rail-weaving placements, included in Annex 6 .
1 To a track-road placement:
a. All traces, marked with a digit;
b. The track sections of the exchange complex; and
c. All traces referred to in subparagraphs (a) and (b) adjacent to the tracks up to a maximum distance of 200 metres for the purpose of the indication of the intended emplacement.
2 By way of derogation from the first paragraph (c), the maximum distance from the following locations shall be:
a. Alkmaar: 340 metres;
b. Amersfoort: 340 meters;
c. The Hague Central/Binckhorst: 340 meters;
d. Den Haag Holland Spoor: 340 meters;
e. Dordrecht: 340 meters;
f. Enkhuizen: 275 metres;
g. Horn: 275 metres;
h. Leiden: 340 meters;
i. Leidschendam: 340 meters;
j. Rotterdam Central: 340 meters;
k. Rotterdam Stadium: 340 meters;
l. Watergraafsmeer Zuidsilk: 400 metres.
By way of derogation from Article 39 (c) and the second paragraph , is referred to by the administrator, if required for the safe use of the railway, by the sign number 302. Annex 4 indicate that it is not possible to be relegated to this track or to be subject to restrictions as to the ranking.
The profile, intended in Article 10, second paragraph, part a, of the decision , is included in Annex 8 .
This arrangement shall enter into force at the time of its entry into force. Railway Decision enters into force.
This scheme is cited as: 'Rail traffic'.
This arrangement shall be placed in the Official Gazette, with the exception of the annexes, which shall be made available to the Ministry of Transport and Water State.
