Having regard to Article 2.2.3, second paragraph, of the Education and Vocational Education Act ;

For the purposes of this arrangement:

  • a. Minister: Minister for Education, Culture and Science and, as far as vocational education is concerned in the fields of agriculture, natural environment and food, Minister for Economic Affairs;

  • b. partnership: a partnership of at least one education institution financed by the public purse and one that gives form to public-private partnerships under a cooperation agreement;

  • c. educational institution: Institution as intended Article 1.1.1 (b) of the Act , in so far as the financing of vocational training is concerned;

  • ed. Law: Law on education and vocational education ;

  • e. Regional government: Province, municipality or watership;

  • f. work organization: each unit, regardless of its legal status, which carries on economic activities;

  • g. public-private cooperation: cooperation between, in any event, an educational establishment financed by the public purse and a work organisation;

  • h. Organised industry: representative organisation of employers or representative organisation of workers;

  • i. R&D fund: Training and Development Fund set up by a collective agreement notified to the Minister for Social Affairs and Employment;

  • j. Assessment Committee: Commission referred to in Article 19 , which is responsible for assessing grant applications.


Article 2. Purpose of the scheme [ Expestablished by the 01/01/2022]

  • 1 The purpose of this scheme is to make available funds to partnerships made up of public and private parties with a view to improving the connection of vocational education to the needs of the labour market.

  • 2 If, in order to improve the connection of vocational education to the needs of the labour market, a more effective organisation of training offer within the region is desired, additional subsidy may be applied to the subsidy, Referred to in the first paragraph.

Parties referred to in Article 2 , first member, who wish to express their interest in participation, may register, at the team Maatwerk Execution Educational Policy of the Department of Education's Education, Culture and Science Department of Education. Interest in participation is expressed by means of the website of the Education Department.


Article 4. Subsidy Cap [ Expired by 01-01-2022]

  • 1 For subsidies on the basis of this scheme, including the costs of implementing the scheme, a total of € 100,000,000 is available.

  • 2 For calendar year 2014, an amount is available from € 24,000,000,-.

  • 3 For the calendar years 2015, 2016 and 2017, the amount of the subsidy ceiling is published annually in the State Official Journal.

  • 4 Upon publication of the subsidy ceiling for the calendar years 2016 and 2017, the Minister shall publish the allocation of the subsidy amount on the application periods per calendar year. If the amount of the subsidy for the first period within the relevant calendar year is not exhausted by subsidy allocations, this amount shall be added to the subsidy amount of the second application period of the calendar year.

  • 1 The Minister may grant to the competent authority of an educational institution grant aid for a permanent public-private partnership with a view to improving the connection of vocational education to the needs of the labour market.

  • 2 No subsidy shall be granted under this scheme for:

    • a. Costs of depreciation of new construction and construction, which do not meet the condition, referred to in Article 14 (4) , the cost of building vacant buildings, or staff costs, and the costs of payroll costs;

    • (b) activities financed from the State's contribution to the institution concerned, Article 2.2.1 of the Act ;

    • c. activities that have taken place before the time of the submission of the application;

    • d. activities relating to public-private partnership in vocational education already subsidized by the Minister or the Minister of Economic Affairs for the development of a Centre for Innovative Craftsmanship with Intervention of the Platform Beta Engineering;

    • e. activities for which a grant has been granted under the Scheme co-financing sector plans from the Minister for Social Affairs and Employment;

    • f. activities for which grant has been granted on the basis of the Practical use of aid Respectively Subsidy scheme in post-placement care II from the Minister for Health, Welfare and Sport; and

    • g. activities subsidized under a different ministerial arrangement other than those referred to in (e) and (f) which aims to improve the connection between education and the labour market.

  • 3 By way of derogation from the second paragraph, under D, grant may be granted for a cooperative if it is demonstrably started or if activities are initiated so as to ensure that cooperation is broadened by: A substantially larger target group is reached.

  • 4 The grant is at least € 200,000,-and up to € 2,000,000,-per grant application.

  • 5 An application for grant of an amount of less than € 200,000,-is rejected.

  • 1 Educational Institutions and labour organizations cooperate in partnerships to provide and implement sustainable public-private partnerships in vocational education.

  • 2 At least one educational institution and at least one work organisation shall cooperate in a cooperative.

  • 3 The grouping may further consist of:

    • a. One or more educational institutions other than the educational establishment referred to in the second paragraph;

    • b. One or more work organisations other than the work organisation referred to in the second paragraph;

    • c. organised business;

    • d. One or more R & D funds

    • e. one or more regional authorities;

    • f. One or more preparatory secondary vocational schools, as referred to in Article 21, of the Law on Secondary Education ;

    • g. One or more higher education institutions, as referred to in Article 1.2, part a, of the Law on Higher Education and Scientific Research ; or

    • h. other parties contributing to the improvement of the reconciliation between vocational education and the labour market.

  • 5 Labour organisations which do not yet participate in a grouping may express their wish to do so in the educational establishment in the cooperative partnership. In such a case, the educational institution shall ensure that the work organisation is given the opportunity to participate in the grouping, subject to the rules of the scheme.


Article 10. Co-financing [ Expated by 01-01-2022]

  • 1 For subsidy purposes on the basis of Article 8, first paragraph , if there is a condition of co-financing by the parties to the grouping.

  • 2 The grant to public-private partnerships, intended in Article 8 (4) , up to one third of the multiannual budget shall be up to one third.

  • 3 The co-financing by the work organisation, the business organisation and R & D funds shall be at least one third and a maximum of two-thirds of the multiannual budget and shall be valued in cash or in cash.

  • 4 The co-financing by the parties to the grouping referred to in Article 9, third paragraph, points (a), (e) to (h) and (4th) As well as the educational establishment, it is up to one third of the multiannual budget and is in cash or is a contribution that is value-able. Co-financing by an educational institution is exclusively in cash.

  • 5 Non-co-financing shall not be understood:

    • a. regular costs of the labor organization for the guidance of the participant during the professional practice; and

    • (b) the remuneration of the participant in occupational training in the vocational training course or the Accompanying Curriculum.

  • 1 The subsidy is requested by the educational institution for the activities of the grouping, requested from the Minister.

  • 2 The application for subsidy shall, in any event, include:

    • a. A regional fisheries document as referred to in Article 12 ;

    • b. a plan of approach as intended in Article 13 ;

    • c. a multiannual budget as referred to in Article 14 and

    • d. a cooperation agreement as referred to in Article 15 .

  • 3 The grant is granted for a period of four years.


Article 12. Regional Fisheries Document [ Expired by 01-01-2022]

  • 1 The regional fisheries document shall include the views of the parties to the labour market grouping together with the supply of vocational training courses in the region concerned.

  • 2 The regional fisheries document shall contain the following:

    • a. a demarcation of the region for which the public-private partnership is active;

    • b. an analysis of the qualitative and quantitative demand from the labour market to those who have qualified where the activities of public-private partnerships are focused;

    • c. an overview of the relevant parties in the region and in the relevant sector;

    • d. an overview of the Parties, referred to in Section C, with whom cooperation is made within the public-private partnership and a description of the roles of these Parties; and

    • e. a description of how to build on the existing regional and sectoral agendas in relation to the reconciliation of labour market education relevant to public-private cooperation.

  • 3 The regional fisheries document describes the outcome of the reconciliation with other relevant stakeholders in the region and in the relevant sector referred to in the first paragraph, section c, such as educational institutions, labor organizations and regional authorities.

  • 4 The regional fisheries document underpins the application for the starting point of an effective range of vocational training courses between educational institutions.


Article 13. Approach Plan [ Expired by 01-01-2022]

  • 1 The plan of approach describes the way in which public-private cooperation is formed on the basis of analyses laid down in the regional fisheries document referred to in Article 2 (2) of the EC Treaty. Article 12 .

  • 2 The plan of approach shall in any event contain:

    • a. the objectives of public-private cooperation;

    • b. a description of the way in which public-private cooperation is designed;

    • c. a summary of the activities for which grants are requested;

    • d. a description of the milestones to be achieved after two years, three years and four years to achieve the goals of public-private collaboration, as well as a description of the activities to be undertaken to achieve the milestones achieve;

    • e. an overview of the qualification or qualifications and vocational training or vocational training to which the public-private cooperation relates;

    • f. a description showing the division of tasks between the parties to the grouping and showing that the parties are in a position to implement the proposal within the specified period;

    • g. a description of the proceeds for the individual parties of participation in the grouping;

    • h. an analysis of the risks of public-private cooperation and a description of how these potential risks are addressed;

    • i. a description of how the progress of public-private partnership is evaluated by the grouping and revised if necessary;

    • j. agreements on how schools for preparatory secondary vocational education and higher education institutions in the region are able to make use of the public-private cooperation facilities and any quid pro quo that may be used to be carried out; and

    • k. an elaboration of the way in which public-private cooperation is continued after the end of the grant period.


Article 14. Multiannual Budget [ Expired by 01-01-2022]

  • 1 The multiannual budget shall include a summary of the estimated revenue and expenditure for the relevant calendar years in which the breakdown is made in terms of volume and price, as far as those relating to the activities for which the subsidy is granted requested.

  • 2 The multiannual budget shall also include:

    • a. the level of the subsidy amount requested;

    • (b) a substantiation showing that the amount of the subsidy amounts to a maximum of one third of the total budget;

    • c. an overview of financing in cash, and financing of money by parties to the grouping;

    • d. the extent of co-financing by the labour organizations, the business organization and the R&D fund;

    • e. the extent of the co-financing of the educational institution and the other cooperation partners;

    • f. the magnitude of the costs related to overhead and overhead related operating costs;

    • g. an estimate of income and expenditure for a period of not less than four years after the end of the grant period, showing that public-private cooperation is continued on a sustainable basis; and

    • h. if Article 8 (6) , applies, a description of the development costs of the Associate-95 Programme.

  • 3 For the calculation of personnel costs, an integral rate of € 73 per hour will be used.

  • 4 Where the cost of building or building public/private partnership is involved, these costs shall be amortised in accordance with the provisions of the public/private cooperation, in so far as they relate to public/private cooperation. Education and annual reporting system .

  • 1 Cooperation within the grouping shall be laid down in a cooperation agreement. The cooperation agreement shall be signed by the parties to the grouping.

  • 2 In each case, the cooperation agreement provides:

    • a. public-private partnership which will be provided in a sustainable way with the grant and co-financing;

    • b. the form of the cooperation, including at least the manner in which the parties are involved in the organisational and administrative establishment and implementation of public-private cooperation;

    • c. a description of the facilities available to the parties for the establishment and implementation of public-private cooperation;

    • d. the financial and other contributions of the parties to the grouping; and

    • e. the qualification or qualifications and vocational training or vocational training to which the public-private cooperation is concerned.

Article 16. Subsidy for more efficient organisation of the training offer [ Expired by 01-01-2022]

  • 1 The grant application referred to in Article 11, first paragraph It may also include an application for a subsidy for the more efficient organisation of the training offer.

  • 2 In any case, the organisation of the training offer shall be carried out in a more efficient way:

    • (a) the establishment of a vocational training by one of the educational institutions, as set out in the Article 17, first paragraph ;

    • (b) the transfer of vocational training between educational institutions; or

    • (c) the joint provision of vocational training by educational institutions.

  • 3 If the grant application includes an application for subsidy for the more efficient organisation of the training offer, the regional fisheries document, as referred to in Article 3 (2) of the EC Treaty, shall be Article 12 , in so doing, it also demonstrates how the division of tasks has been shaped among the educational institutions on the supply and accessibility of vocational training within the region. This document also shows the relevance for the labour market following the outcome of the alignment with relevant actors in the region, such as educational institutions, labour organisations and regional authorities.

  • In each case, the application for a more efficient organisation of the training offer referred to in paragraph 1 shall be accompanied by:

    • a. a plan of approach showing that the application is related to public-private cooperation and which is described by an activity planning and a division of tasks in order to organise the training offer more effectively;

    • (b) a multiannual budget showing how the subsidy requested and the co-financing provided for in the Article 17, fourth paragraph , is spent; and

    • c. a cooperation agreement designed by the educational institutions, as referred to in Article 17, first paragraph , is signed, in which at least the financial arrangements between educational institutions are arranged.

  • 5 Without prejudice to the first paragraph, an educational establishment whose grant application is as referred to in the Article 11 has been honoured in a previous application period, in a subsequent application period, to apply for a grant for the more efficient organisation of the training offer. The third paragraph shall apply to the application in question.


Article 17. Grant conditions [ Expated by 01-01-2022]

  • 1 In case of application, by derogation from Article 11, second paragraph , involving at least two educational institutions, at least one educational institution being a party to the grouping.

  • 2 The grant application shall in any event cover the same qualification or the same qualifications and vocational training or vocational training as referred to in Article 2 (1) of the Treaty. Article 15, second paragraph, part e .

  • 4 For subsidy purposes on the basis of Article 16 is required to have co-financing by the educational institutions referred to in the first paragraph. The co-financing shall be at least two-thirds of the multiannual budget for the more effective organisation of the training offer referred to in Article 16 (4) (b), in cash or in cash, of the grant application. The organization of work, referred to in Article 9, second paragraph , or any of the other parties referred to in Article 9, third paragraph, may make a contribution to the co-financing.

  • 5 The subsidy amount to a maximum of € 500,000 per grant application.

  • 6 The grant is not intended for:

    • a. Costs of dismissal or for the benefits of staff members of the educational institutions concerned, as a result of this proposal; or

    • b. Costs of new construction, construction or vacancy of buildings.

  • 1 In calendar year 2014, the grant application shall be submitted during the period 12 May to 8 June 2014.

  • 2 In the calendar years 2015 to 2017, grant applications shall be submitted during the period from 1 January of the respective calendar year to 1 February of that calendar year.

  • 3 By way of derogation from the second paragraph, in the calendar years 2016 and 2017, grant applications shall be submitted during the period from 1 January to 1 February and 1 June to 1 July of the relevant calendar years.

  • 4 The application for subsidy is submitted electronically, using the application form 'Regional Investment Fund mbo', made available on the website of the Education Service.

  • 6 When the application is received, the time at which the application has reached the Minister for Data Processing shall apply.

  • 7 The Minister may, on the application form, fix a maximum number of pages for the documents referred to in Article 12 and 13 .


Article 19. Assessment Committee [ Expaed by 01-01-2022]

The Minister shall set up an independent assessment committee responsible for assessing applications based on the assessment criteria referred to in Article 2. Article 20 . The assessment committee advises the minister on the grant applications submitted.


Article 20. Assessment of the grant application for public-private partnerships [ Expired by 01-01-2022]

  • 1 The assessment committee assesses applications for public-private partnerships that meet the conditions specified in the Chapter 2, Section 1 .

  • (2) If the applicant so provides, the assessment committee shall give the grouping the opportunity to explain the application orally.

  • 3 A grant application shall be assessed by the assessment committee in accordance with the following criteria:

    • a. Improvement of vocational training in the labour market;

    • b. Cooperation and carrying capacity;

    • c. enforceability and feasibility;

    • d. durability; and

    • e. Financing.

  • 4 The criteria referred to in the third paragraph are further developed in an assessment framework, which shall be Annex 1 is annexed to this Arrangement.

  • 5 If an application for the assessment of the assessment of the criteria referred to in the third paragraph is almost sufficient, the assessment committee may, provided that the subsidy ceiling for the application period concerned has not yet been reached, may be taken into account; advise the applicant to provide the applicant with an opportunity to supplement the application with respect to this criterion. The period during which the applicant is given the opportunity to supplement the application shall not exceed 10 working days. The assessment committee shall assess whether the application, including that supplement, will lead to a satisfactory assessment of the criterion in question. The fourth paragraph shall apply.

  • 6 Applications should be assessed, where necessary after application of paragraph 5, for each of the criteria referred to in the third paragraph, at least sufficient to be eligible for award.


Article 21. Conduct evaluation of grant application for more efficient organisation [ Expoperation by 01-01-2022]

  • 1 If the grant application includes a grant application for the purpose of the more efficient organisation of the training offer, Article 16, first paragraph In the case of an application as referred to in Article 16 (5), the assessment committee shall assess this part of the application or the application referred to in Article 16 (5), on the basis of the following: criteria:

    • a. Improvement of the connection of vocational training in the labour market;

    • b. Cooperation and carrying capacity;

    • c. enforceability and feasibility; and

    • d. Financing.

  • 2 The criteria referred to in the first paragraph are specified in a framework of assessment, which shall be Annex 2 is annexed to this Arrangement.

  • 3 Applications must be assessed, at minimum, for each of the criteria referred to in the second paragraph, in order to be eligible for award.

  • 4 An application for the more efficient organisation of the training offer as referred to in Article 4 (2) of the EC Treaty. Article 16, first paragraph , can only be honoured if the request for public-private partnership has been honoured.

  • 1 The assessment committee shall rank the applications referred to in Article 11 , for the public-private partnership per application period, intended in Article 18, third paragraph , which for each of the criteria, mentioned in Article 20, third paragraph , adequately assessed, such that he is ordering an application higher as it is in the Article 2, first paragraph , better realises the said objective. To that end, the criteria referred to in Article 20 (3) shall be used.

  • 2 If application is made after application of Article 20, fifth paragraph The application for each of the criteria referred to in Article 20, third paragraph, shall be considered to be the lowest ranking member of the ranking referred to in paragraph 1. Where Article 20, fifth paragraph is applied in respect of several applications, these applications shall be the lowest ranking in the ranking, with the application having a higher number of points for the criteria referred to in Article 20 (3). member, placed higher.


Article 23. Decision by the Minister [ ExpOffice by 01-01-2022]

  • 1 The Minister takes a decision on the grant of aid on the basis of the opinion of the assessment committee.

  • 2 If the total of the applications referred to in Article 11 , increased by applications for aid for the purpose of organising the training offer, which is to be carried out in accordance with Article 16, first paragraph , that fulfils the conditions of this scheme, the subsidy ceiling for an application period of the relevant calendar year, as referred to in Article 4 (2). Article 4 , exceeds, allocates the minister according to the ranking, intended in Article 22 , one or more requests. If, after application of the first paragraph, applications are ranked in an equal position and only one of the applications can be accepted, the Minister shall decide by lot on the basis of drawing lots.

  • 3 The Minister shall decide no later than 16 weeks after the closing date of the application period, Article 18 . If application is given to Article 20, fifth paragraph , the period of validity of the first sentence shall be extended by a maximum of four weeks.

  • 4 If the Minister does not make a decision in good time, he shall inform the applicant of the time limit within which the decision may be taken.

  • 5 If the Minister rejects an application, because it does not comply with Article 20 (6) , the applicant may submit the application again in a later period. The first sentence shall not apply to applications lodged during the last period.

  • 6 If an application as referred to in Article 16, fifth paragraph , for each of the criteria of Article 21, first paragraph , adequately assessed, this application will be honoured. The subsidy ceiling for the relevant application period of a calendar year shall be reduced by the total amount of the grant claims based on the first sentence, before application to the second paragraph.


Article 24. Grounds For Refusal [ Expired by 01-01-2022]

Without prejudice Article 4:35 of the General Administrative Law Law the granting of the grant may be refused if, in the opinion of the Minister:

  • (a) the application for subsidy does not comply with the requirements laid down by and pursuant to this Arrangement;

  • b. the cost of the activities is not reasonably proportionate to the intended objectives and the expected results; and

  • c. Insufficient trust exists on the financial feasibility of public-private partnerships.


Article 25. Obligations [ Expired by 01-01-2022]

  • 1 For the educational establishment, for the purpose of Article 8, first paragraph , the following obligations shall apply:

    • a. Public-private cooperation shall start as soon as possible, but no later than two months after the adoption of the grant application;

    • b. the educational institution shall send to the Minister an annual progress report and at the end of the grant period the final reporting shall be sent to the Minister; Article 26, second paragraph .

  • 2 In the progress reporting, a description of progress towards meeting milestones, intended to be achieved, is provided. Article 13, second paragraph, point (d) . If the progress report gives rise to this, the partnership shall cooperate in an analysis of the state of public/private cooperation. The Minister may adopt a form for the purposes of progress reporting.


Article 26. Accountability [ Expired by 01-01-2022]

  • 1 The financial accounts shall be recorded in the annual reporting referred to in the Education and annual reporting system , with model G, as set out in the Directive RJ660, paragraph 212 as adopted by the Annual Reporting Board (Model G2), with the exception that the funds not used are also mentioned. The processing of unspent funds shall be carried out in the annual accounts of the last year of use. The statement of the auditor in the annual accounts shall also include a judgment on the lawful use of the grant.

  • 2 In addition to the financial responsibility referred to in paragraph 1, the grant recipient shall demonstrate, on the basis of the final report, that the activities for which the grant was granted have been carried out and that the subsidy is satisfied Obligations.

  • 3 The final report contains a summary of the work on which the grant has been granted and the results obtained. The report shall include, where applicable, an analysis of differences between the activities envisaged and the results envisaged, mentioned in the activity plan, and actual realisation.

  • 4 The final report shall be sent to the Minister together with the annual reporting referred to in paragraph 1.

  • 5 The Minister shall fix the grant within 52 weeks of receipt of the annual report on the last year of use.

For this part, a higher score is given to the extent that the quality of the regional vision and the analysis carried out is higher, as evidenced by, among other things:

1. a clear and logical underpinning of the demarcation of the region;

2. the sharpness and accuracy of the analysis of the current situation in the chosen region, both for education and the labour market. The use of quantitative and qualitative data shall be used;

3. a logical attachment of the regional vision to current regional and sectoral agendas.

The aims of public-private partnerships are based on an analysis of the connection of education to the regional (future) labour market.

1. On the basis of the analysis and the regional vision, choices are made on which parts the reconciliation of the education labour market is improved.

2. On the basis of choices made, a focus is placed on the training offer covered by the pps (efficiency).

3. The intended objectives of the pps are formulated SMART and contain qualitative and quantitative aspects to improve the connection of education in the (regional) labour market.

For this part, a higher score is awarded to the extent that the objectives of the pps are more likely to contribute to the improvement of the integration of the labour market into the chosen region, as evidenced by, among other things:

1.a clear description of the choices in which the integration of the education-labour market is improved;

2. the choices are underpinned and are logically resulting from the analysis;

3. a clear description of the efficient focus in the training offer and how this focus improves the reconciliation of the education labour market;

4. a clear description

of the objectives set out by the pps. These goals are Specific, Measurable, Acceptable, Realistic and Time-bound (SMART) formulated;

5. a clear description of the intended results and effects on the connection of education to the (regional) labour market, both in quantitative terms and in qualitative terms, clearly making that the plan of approach is a provide a solution to the problems identified;

6. a clear description of the target group (s) of the plan and how the pps provides for the need of this target group (s).

There is support for the plan for the stakeholders in the region.

The plan sets out a common interest for the region.

The support base for regional stakeholders shall be taken into account. Stakeholders, for example, are other MBO institutions, vmbo institutions, higher education institutions, regional governments and other labor organizations.

For this part, a higher score is given to the extent that the support base and the agreement of the stakeholders with the regional vision is greater, as evidenced by, among other things:

-a description of the urgency of the pps for stakeholders in the region;

-a description of the benefit that (the objectives of) the pps provides to parties in the region;

The plan is macro-effective in relation to education in the region

The regional fisheries document shall provide that the application is consistent with the starting point of an effective range of vocational training courses between educational institutions.

For this part, a higher score is given to the extent that the proposal of the pps is more likely to demonstrate that the proposal contributes to an effective range of vocational training courses between educational institutions.

2. Cooperation and carrying

There is a cooperative relationship between the partners in the partnership.

1. It is made clear what interests the partners have in this plan and how the individual interests are translated into the joint objectives of the pps.

2. The cooperation relationship shows that there is 'comakership': both the educational institutions and the labour organizations and the other partners have an active role and a real input into the project. One is investing in the project together and together it shows itself the owner of the project.

For this part, a higher score is awarded to the extent that cooperation gives greater confidence in a successful and sustainable implementation of the plan of approach, as evidenced by, among other things:

1. a description of the interests and needs of the partners and how the pps provides for these needs, in such a way as to benefit all parties;

2. all partners of the pps invest substantially in the project in terms of resources and human resources;

3. the roles and substantive contributions of the partners are clearly defined;

4. the participation of the different partners is equivalent;

5. the partner organisations shall create (im) material framework conditions (time, facilities, equipment, etc) for the implementation of the project;

6. a description of already existing cooperation between (a part of) the partners;

7. the cooperation agreement includes the joint objectives and arrangements with regard to the deployment of resources and human resources.

3. Output ability and feasibility

The organisation shall be set up in such a way as to enable successful implementation of the plan of approach.

The plan demonstrates that an expert (project) organisation is being set up to manage an efficient deployment of resources, cooperation, planning, evaluation and communication.

For this part aspect, a higher score is awarded to the extent that the proposed organization is higher, as evidenced by, among other things:

1. a clear description of the project organisation comprising tasks, responsibilities and responsibilities within the grouping;

2. a clear description of the substantive input and expertise of the partners and of any external parties;

3. a clear description of the tractor cq profile. project leader.

The objectives and activities planning are practicable and feasible over time.

The objectives set out in the plan of approach are feasible and feasible over time: this is insightful in a detailed work schedule for the first year and a more global activity planning for subsequent years. It also shows a division of tasks between the collaboration partners.

For this sub-aspect, a higher score is given to the extent that the feasibility and feasibility of the work plan is greater, as evidenced by, among other things:

1. a planning of the activities, including the total duration, the phasing out, milestones, the intended result and the division of tasks (who performs or carry out the activities);

2. the plan of activities is such that implementation is to be implemented within the prescribed duration;

The risks and the management measures have been identified.

The plan of approach shows that adequate attention has been paid to the potential risks, management measures and the evaluation of the progress of the plan.

For this part aspect, a higher score is assigned according to the degree to which the risks are described and minimized in the plan of approach, as defined in:

1. a clear description of the risks, showing that good thought has been given to possible risk factors and threats;

2. a description of possible measures if these risk factors actually occur;

3. a clear description of how current and usable (progress) data

shall be collected for (intermediate) adjustment.

4. Sustainability

Cooperation has been put down (organisational and content) in such a way as to enable it to continue after the end of the grant period.

The application shall make it clear how cooperation is continued after the grant period and what activities are being undertaken for this purpose.

For this part, a higher score is given to the extent to which the commitment and willingness of the partners to make the cooperation more durable is greater, as is apparent from among others:

1. a clear description of how the pps organises organisational and content after the end of the grant period. The agreements on continuation are also included in the cooperation agreement;

2. the extent to which the proposed future scenario is perceived as a disadvantaged;

3. a clear description of the activities undertaken by the partners during the grant period in order to ensure the continuation of the period after the grant period.

There is a realistic financial estimate for the period after the end of the grant period.

The application shows that a realistic financial model has been drawn up to allow the pps to exist after the grant has been completed.

For this part, a higher score is awarded to the extent that the quality of the financial estimate is higher, as evidenced by, among other things:

1.an insightful presentation of annual revenue and expenditure for the next four years after the grant period;

2.an underpinning of the (expected) positive or negative negative result.

5. Financing

There is a realistic budget of the costs and benefits of the plan of approach for the different partners.

There is an insightful and balanced multi-annual budget, which complies with the requirements of the scheme.

For this part, a higher rating shall be granted according to a more realistic multiannual budget, as evidenced by, among other things:

(1) The multiannual budget shall clearly indicate the costs incurred and by whom;

2. the costs shall be proportionate to the activities envisaged;

3. the costs and benefits described in the multiannual budget are realistic for the different partners.

(4) Where the educational establishment is cofinanced, it shall be shown that, in the case of costs in the form of hours of staff being performed by the educational institution in the multiannual budget, there is additional, non-regular activities of the educational establishment.

The objectives are achieved in the most efficient way possible.

The application shows that the resources (money, time and manpower) are deployed as economically as possible to achieve maximum results.

For this part aspect, a higher score is awarded according to the extent to which the objectives of the pps are achieved as economically as possible, as evidenced by, among other things:

1.The use of manpower, money and equipment/machinery contributes effectively to the realization of the intended purpose;

2. the costs are in proportion to the returns and results set out in the plan of approach.

3. the cost of overhead is kept as low as possible.

(4) Where the educational establishment is cofinanced, it shall be shown that, in the case of costs in the form of hours of staff being performed by the educational institution in the multiannual budget, there is additional, non-regular activities of the educational establishment.

The required co-financing has been demonstrated.

The co-financing system has been set up and set out in accordance with the framework of the scheme.

For this part, a higher score is granted to the extent that co-financing is better secured for the entire grant period, as evidenced by, among other things:

1. it is clear how co-financing has been built up and how it is distributed among the partners;

2. the co-financing is sufficient to cover the cost of the project (together with the state aid subsidy).

3. the co-financing is realistic for the different partners. This is shown, inter alia, from the annual report (s) of the relevant work organisation (s), decision on the granting of the grant of subsidies for the province/municipality etc.

(4) Where the educational establishment is cofinanced, it shall be shown that, in the case of costs in the form of hours of staff being performed by the educational institution in the multiannual budget, there is additional, non-regular activities of the educational establishment.
