  • 1 For the calendar years 2013 to 2016, a maximum of € 40.600,000 is available each year.

In calculating the number of new prematurely school leaving, the minister makes use of the data, intended Article 4, first paragraph , and 10, first paragraph, part b, of the scheme use data source and Article 7.52 of the Law on Higher Education and Scientific Research .

The method for calculating the number of new prematurely schoolers per education institution for each of the years 2012-2013 to 2015-2016 is included in the Annex A This scheme.


Article 8. Subsidy substance [ Expestablished per 01-01-2017]

  • For the calendar years 2013 to 2015, the Minister shall, of its own motion, provide for the payment of an additional charge to the competent authority of an educational establishment which has signed at least one memorandum of understanding for that educational establishment.

  • 2 The additional fee on the funding provided for in Article 11, first paragraph, part a , shall be issued for a period of one year in October preceding the relevant calendar year.

  • 3 The additional payment on the funding provided for in Article 11, first paragraph, part b , shall be issued for a period of one year in November following the calendar year in question.

  • For the calendar year 2016, the Minister shall, of its own motion, provide an additional fee on the funding of the competent authority of an educational institution which has been eligible for an additional period from 2013 to 2015. reimbursement of payments on the basis of the first paragraph.

  • 1 The subsidy ceiling on the basis of this paragraph for the financial year 2013 to 2016 is up to € 40,600 000 per year.

  • 2 The subsidy ceiling, referred to in paragraph 1, is € 4.100,000 per year,-for the purposes of the subsidy amount of the fixed amount, which is to be fixed in the Article 12 .

  • 3 The subsidy ceiling, referred to in paragraph 1, is € 36,500,000 annually,-intended for the purposes of the subsidy of the variable amount. Article 13 .

  • 4 If the part of the subsidy ceiling allocated to the fixed amount or the variable amount referred to in the second and third paragraphs is exceeded, the amount of the additional fee on the funding shall be proportional reduced by educational institution.

The additional fee on the funding may also be used for other activities of the educational establishment than for which this additional fee is provided. Recovery of any unspent funds or surpluses shall not be recovered.

  • 1 The additional fee on the funding for an educational establishment in a calendar year shall consist of:

    • a. A fixed amount which may vary by year of study, calculated on the basis of Article 12 ; and

    • (b) a variable amount which may vary by year of study and by category of vocational training calculated on the basis of Article 13 .

  • 2 In the calculation of the fixed amount referred to in Article 12 , the number of participants up to 22 years is determined annually on the basis of the following peeping moments:

    • a. for calendar year 2013: on 1 October 2011;

    • b. for calendar year 2014: on 1 October 2012;

    • c. for calendar year 2015: on 1 October 2013; and

    • d. for the calendar year 2016: on 1 October 2014.

  • 3 In the calculation of the variable amount referred to in Article 13 , the number of participants up to 22 years is determined annually on the basis of the following peeping moments:

    • a. for calendar year 2013: on 1 October 2012;

    • b. for calendar year 2014: on 1 October 2013;

    • c. for calendar year 2015: on 1 October 2014; and

    • d. for the calendar year 2016: on 1 October 2015.

  • 1 The amount of the fixed amount per educational establishment is determined on the basis of the number of participants up to 22 years of age.

  • 2 The number of participants up to 22 years referred to in paragraph 1 shall be determined annually on the basis of the peeping moments specified in Article 11, second paragraph .

  • 3 The amount of the fixed amount referred to in paragraph 1 shall be fixed on the basis of the following table:

Article 13. Variable Amount Calculation Mode [ Expar per 01-01-2017]

  • 1 The amount of the variable amount for an educational establishment is determined per year on the basis of the number of new prematurely schoolers per year of study per category of vocational training compared with the total number of participants up to 22 years of study. year within that category of vocational training of the educational establishment.

  • 2 The number of participants up to 22 years is determined according to the population A-B according to the formula, intended in Annex A .

  • 3 The number of participants up to 22 years referred to in paragraph 1 shall be determined annually on the basis of the peeping moments referred to in Article 11, third paragraph .

  • 4 The result of the calculation referred to in paragraph 1 shall be expressed as a percentage, rounded to two decimal places, rounded to the nearest decimal place.

  • 5 If the percentage referred to in paragraph 3 is equal to or less than the percentage standard per category of vocational training listed in Table 2, then the educational institution shall be eligible for an additional fee on the payment of the expenditure.

  • 6 The amount of the variable amount is determined on the basis of the number of participants up to 22 years per category of vocational training listed in Table 3.

  • 7 When calculating the percentage referred to in paragraph 1 and the variable amount referred to in the fifth paragraph, the number of new prematurely school-leaving persons and the participants up to 22 years of age for vocational training, mid-frame training, and the specialist training is added together.

  • 8 By way of derogation from the above, an educational institution which does not meet one of the percentage standards referred to in Table 2 may still be eligible for the variable amount, if there is a substantial fall in the amount of the Number of new prematurely school-leaving areas, which are:

    • a. a decrease in the percentage referred to in paragraph 3, by two percentage points or more in relation to the percentage achieved in the preceding calendar year relating to the training of the entrance training;

    • b. a decrease in the percentage referred to in paragraph 3, by one percentage point or more in relation to the percentage achieved in the preceding calendar year, in relation to basic vocational training, vocational training, mid-frame training or the Specialist training;

    • c. for calendar year 2016 a decrease in the percentage referred to in the fourth paragraph, by one percentage point or more in relation to the percentage achieved in the preceding calendar year with regard to basic vocational training and a decrease 0,7 percentage points or more in relation to the percentage achieved in the preceding calendar year relating to vocational training, mid-outline training or specialist training.

  • 1 If for the purposes of the measurement system, Annex A of this scheme, which serves as a starting point for the calculation of the number of new prematurely school drop-out schemes, Article 4, first paragraph, part b , the data sources are not available in time and this will result in a lack of fairness in the calculation of the number of new prematurely school-leaving providers for the institution concerned, the Minister may apply a correction to the percentage standards, as set out in Table 2.

  • 2 Where as a result of establishment, splitting, amalgamation or displacement of an educational establishment, the application of the peeping moments specified in Article 11, second and third paragraphs As a starting point for calculating the number of new prematurely schoolers for the educational establishment concerned, referred to in this paragraph, will lead to a lack of fairness, the Minister may deviate from the this information.

In the calculation, for the purpose of Article 13, seventh paragraph , when comparing the calendar year 2013 with calendar year 2012, the calculation method of the number of new prematurely school drop-off is used, as referred to in Article 8 of the Implementing Regulation on the prevention of early school leaving and regional reporting and coordination function prematurely as it was worded on 31 July 2012.

Calculation-wise number of new prematurely schoolers per mbo setting to reduce the number of early school drop-out periods from years 2012-2013 to 2015 -2016 [ Expandable by 01-01-2017]


Conceptual Provisions [ Expired per 01-01-2017]

For the purposes of this Annex:

  • a. Teldatum: the date on which the number of tenders per educational institution is measured at the beginning of the year of study. This is the date of 1 October,

  • b. Central register enrolments higher education: the Central Register enrolments higher education as intended in Article 7.52 of Law on Higher Education and Scientific Research ;

  • c. Vavo: the continuation of general adult education;

  • ed. Exam results register: the registration by Service Execution Education of examination results in secondary education on the basis of Secondary education law The Exam results register shall include an overview of the results obtained from academic year 1998/1999. As from the 2005/2006 school year, these data shall be part of the basic register;

  • e. start qualifier: Diploma in training as intended Article 7.2.2 first paragraph, points (b) to (e) of the Education and Vocational Education Act or a diploma in higher general secondary education or preparatory scientific education as defined in the Articles 7 and 8 of the Secondary Education Act ;

  • f. basic register: basic register education as intended Article 24b of the Law on Education Supervision ;

  • g. Late start qualifier: Initial qualification obtained without any aid invitation to tender in the months October to December following the counting date (t + 1), after an invitation to tender on the count date (t);

  • h. Non-paid pre-education: Schools on the basis of Article 56 of the Law on Secondary Education designated;

  • i. Non-funded secondary vocational education: an institution as specified in Article 1.4.1 of the Education and Vocational Education Act ;

  • j. Register exemptions LPW: the register in which, among other things, the exemptions as referred to in the Articles 5 and 15 of the Student Law are registered. This register shall be legally and technically established at the time of signature of the convenor.

  • k. Register UWV: the register where people are registered with a job;

  • l. Police and Defense registries: the registries in which the participants in police and defence training are registered;

  • m. Examination register: the register where the number of initial qualifications received is registered;

  • n. school year, year of study or academic year: the year in which the student is registered that runs from 1 August to 31 July thereafter.


Calculation method for secondary vocational education [ Expired by 01-01-2017]

For secondary vocational education, the number of new prematurely school-leaving categories is divided into three categories: mbo-level 1, mbo-level 2 and mbo-levels 3 and 4. The number of new prematurely schoolers (up to 23 years) from the vavo education, not the Rutte pupils, is counted per mbo institution, but this number is not assessed in the context of the performance grants. The number of new-term school-leaving areas from the vavo is included in the national figure presented.

The Minister shall calculate the number of new prematurely school-leaving categories per education institution per year of study in secondary vocational education on the basis of the following formula:

X= A-B-(C1 + C2 + C3 + C4 + C5 + C6 + C7 + C8 + C9 + C10 + C11)-(D1 + D2 + D3 + D4 + D5)

Where:

X = number of new prematurely schoolers per training institution per year of study (t) in secondary vocational education;

A = (also called seed) the number of young people aged up to 22 years enrolled by the educational institution on the teldate of the year of study (t) by category in the secondary vocational education and for funding shall be counted;

B = the number of young people under B is the sum of B1, B2 and B3:

B1: the number of young people under A who have died or emigrated to the rest of the world on teldatas t or before or on teldate t + 1. This information shall be derived from the basic registration persons;

B2: the number of young people living in a person living abroad or having a permanent residence or stay at date t or by teldatum t + 1;

B3: the number of young people under A which is covered by the exemptions in Articles 5 and 15 of the Compulsory Law of 1969 under the exemptions provided for in Articles 5 and 15 and as such has been confirmed by the Compulsory Servant of the Register of Exemptions LPW;

C The number of young people under A who is still training on the teldate of the subsequent year of study (t + 1). It may be the same or another (vocational) training on the same or any other or other institution or for further education. C is the sum of:

  • • C1: The number of young people enrolled on the teldate of subsequent year of study t + 1 as participant in secondary vocational education and for funding is counted. This based on data as registered in the basic register;

  • • C2: the number of young people under A who are enrolled in higher education, as registered in the Central Register, in higher education at the teldate of study year t + 1;

  • • C3: the number of young people under A who are enrolled at the teldate of study year t + 1 as an apprentice in secondary education, as registered in the basic register;

  • • C4: The number of young people under A who is registered as a vavo participant at the teldate of study year t + 1 as registered in the basic register;

  • • C5: The number of young people under A who are enrolled in non-funded pre-paid education as a student at the telage of study year t + 1, as registered in the basic register;

  • • C6: The number of young people under A who are registered as participants in the non-funded secondary vocational education at the teldate of the year of study, as registered in the basic register;

  • • C7: The number of young people under A registered at the telage of study year t + 1 from the Judicial establishments department in the basic register;

  • • C8: The number of young people under A who are enrolled in police and defence training on the basis of registers of police and defence services at the teldate of the year of study t + 1;

  • • C9: The number of young people under A who are enrolled in the (continued) special education or training courses, as registered in the basic register, at the teldateof year of study t + 1;

  • • C11: The number of young people under A who are enrolled at the teldate of study year t + 1 as a participant within a section of a societal performance agreed with the Education Inspectorate;

D = The number of young people under A who have achieved a start qualification. D is the sum of:

  • • D1: the number of young people under A who have completed a year of study (t) a start qualification as registered in the basic register;

  • • D2: the number of young people under A which, in the period from 2004 to year of study (t), has already received a start qualification in secondary vocational education as registered in the basic register. The basic register shall include a list of obtained mbo diplomas from calendar year 2004. Diplomas obtained earlier in the mbo have not been registered in the basic register;

  • • D3: the number of young people under A who, in the period from the period of study period 1998-1999 to the year of study (t), obtained a start qualification as registered in the Exams prior to the registration of secondary vocational education or the vavo Registry or master registry results.

  • • D4: The number of young people under A who, during the first three months after the count date (t + 1), obtained a start qualification as registered in the examination register (socalled late start qualification);

  • • D5: The number of young people under A who, at the teldateyear of study year t + 1, have a diploma of training as referred to in Article 7.2.2, first paragraph, part a, of the Education and Vocational Education Act , has achieved and registered as working in the register of the UWV.

Calculation method for secondary education [ Expestablished per 01-01-2017]

For secondary education, the number of new prematurely school-leaving categories is divided into three categories: underconstruction (including bridge 3), superstructure vmbo (including vm2) and superstructure havo/vwo. The Rutte pupils who have been outsourced to the vavo continue to be registered with the school and count as such to the vo school as a student and possibly as a new prematurely school later.

The number of new prematurely schoolers per grade per category per school year (t) shall be calculated by the Minister on the basis of the following formula:

X= A-B-(C1 + C2 + C3 + C4 + C5 + C6 + C7 + C8 + C9 + C10 + C11)-(D1 + D2 + D3 + D4 + D5)

Where:

X = Number of new prematurely school drop-out per vo school by category per school year (t) in secondary school

A = (also referred to as a starting population) means the number of young people per category in the age up to 22 years of age at the time of the start of the school year (t) by the educational institution:

  • • is registered as an apprentice and is counted for funding in secondary education;

  • • it does not concern students in the field of practical training and secondary education;

  • • it does not include pupils known as first-year newcomers according to the Scheme Learning and Arrangement VO, Newcomers VO and first reception strangers 2009 ; and

  • • it does not concern pupils with either the English Stroom or International Baccelaureate.

B = The number of young people under B is the sum of B1, B2 and B3:

B1: the number of young people under A who have died or emigrated abroad before or on teldate t + 1. This information shall be derived from the basic registration persons;

B2: the number of young people living abroad or residing without a permanent residence or stay at teldatet or by teldatum t + 1;

B3: the number of young people under A which is covered by the exemptions in Articles 5 and 15 of the Compulsory Law of 1969 under the exemptions provided for in Articles 5 and 15 and as such has been confirmed by the Compulsory Servant of the Register of Exemptions LPW;

C = The number of young people under A which is subject to training at the counting date of the subsequent school year (t + 1). Training may be the same or another (vocational training) training on the same or another institution or on further education. C is the sum of:

  • C1 means the number of young people under A who, at the counting date of the subsequent school year (t + 1), is still enrolled as an apprentice in secondary education on the basis of data as registered in the basic register;

  • C2: the number of young people under A who are registered as participants on the teldate of school year t + 1 and counted for funding in secondary vocational education and as such registered in the basic register;

  • C3: the number of young people under A who are registered as a vavo participant on the teldate of school year t + 1 as registered in the basic register;

  • C4: number of young people enrolled in higher education, as registered in the Central Register, on the teldate of school year t + 1, as registered in the Central Register;

  • C5: the number of young people under A who are enrolled at the teldate of school year t + 1 as an apprentice in (continued) special education or practical training as registered in the basic register;

  • C6: the number of young people under A who are enrolled on teldatas in the school year t + 1 as an apprentice in the non-paid pre-compulsory education, as registered in the basic register;

  • C7: the number of young people under A who are registered as participants in the non-funded secondary vocational education at the telage of school year t + 1 as registered in the basic register;

  • C8: the number of young people under A registered at the teldate of school year t + 1 at the Judicial Establishments Department in the basic register;

  • C9: The number of young people who, at the teldate of school year t + 1, are enrolled as apprentices in the police or defence schools, and as such are in the register of police and defence.

  • C11: the number of young people under A who are enrolled on the teldate of school year t + 1 as an apprentice within a section of a social performance agreed with the Education Inspectorate;

D = The number of young people under A which has been issued for school year (t) with a start qualification. D is the sum of:

  • D1: the number of young people under A who, during school year (t), has achieved a start qualification as registered in the basic register;

  • D2: the number of young people under A which, in the period from the beginning of 1998/1999, has already qualified for school year (t) in secondary education, as registered in the register of results or in the basic register.
