The application for grant aid for a programme shall, in any event, include:

  • a. a description of the trigger, target and target audience or target groups of the program in relation to the purpose of the scheme, and in relation to one or more of the themes, intended to be used in Article 3, first paragraph ;

  • b. a description of the objectives of the programme for a period of four years, detailed for the next one or two years, and on the broad outlines of the long-term and how the results of the programme are to be carried out in the context of the programme. educational supply;

  • c. A description of the activities to be grouped or undertaken within the programme requested in detail for the next one or two years and on the main lines of the long-term duration of that programme and the relationship of those activities with activities to target audiences and within agricultural education and agricultural research;

  • d. a coherent activity plan, in detail for the coming year and elaborated on the main lines for the remaining years, including the positioning and summaries of implementation plans of current and intended programme components;

  • f. a closing and underdeveloped budget both for programme management and for the activities; for programme management, specified by the different cooperating institutions and specified according to the different programming management eligible costs, for the purpose of Article 5 of the Arrangement ;

  • g. a description of how the results of the programme are made available during and after the end of the duration of the programme, and the way in which those results are disseminated;

  • h. a description of how much relevance and success of the programme are measured;

  • i. the duration of the programme, including the start and end dates;

  • j. a description of the manner in which the quality of the activities within the programme is secured; and

  • k. where appropriate, a description of the grouping, which is demonstrably reflected in the activities and financing of the programme and is defined in a cooperation agreement signed by all the partners, in which the Human and financial contributions from the partners are listed.

  • 1 The application for grant aid for a programme part shall, in any event, include:

    • a. a description of the purpose and of the target groups of the project in relation to the objective of the scheme;

    • (b) a description of the intended results of the programme, showing, in any event, how the programme part contributes to the objectives of the programme and the strategy of the institutions concerned in relation to the development of rural activities in the fields of agricultural education and agronomic research and the flow of education into the teaching offer;

    • c. a description of the nature of the programme part and the positioning of that part of the programme in relation to activities of target groups and within education, which shall be carried out at the time of the application;

    • d. a description of the reasons for the implementation of the programme, taking into account, in any event, the problems associated with the programme and its relation to the theme or themes, within which the intended programme part falls;

    • e. a description of the boundaries of the scope of the programme section and a description of the framework conditions of the programme part;

    • f. a elaborated activity plan describing, in any case, the products to which the programme part leads;

    • g. the duration of the program part, including the start and end dates;

    • h. a description of the project organisation, specifying at least the institutions that are part of a grouping, the project leader and the contact person;

    • i. a balanced and balanced budget, specified, where appropriate, to the different cooperating institutions and specified according to the various eligible costs, as referred to in Article 4 (2). Article 5 of the Arrangement ;

    • j. a description of the grouping, which is demonstrably reflected in the activities and financing of the programme, and is defined in a cooperation agreement signed by all the partners, in which the personnel and the financial contribution of the partners is indicated;

    • k. a description of the intended mode of making available and disseminating the results of the Programme component during and after the completion of that component; and

    • l. a description of how the relevance and success of the programme part are measured.

  • 2 Without prejudice to the provisions of paragraph 1, an application for the grant of grants for a programme part shall be considered only if:

    • a. the relationship with the program as referred to in Article 1 (c) , within which the intended programme part is covered, clearly described;

    • b. the programme shows that the programme part contributes to the achievement of the objectives of the programme;

    • c. The grouping which submits the application includes at least one Agricultural Training Centre (AOC) and an Agricultural High School.

  • 2 The subsidy available for programmes and programme components shall be allocated as follows:

    • -€ 6,500,000-for the Knowledge Circulation category of the main theme Agrofood, Tuinbouw and source materials, mentioned in the Annex in this arrangement;

    • -€ 1,500,000-for the category of Knowledge Circulation of the main theme Natural Living Environment, mentioned in the Annex in this arrangement;

    This € 8,000,000 is used as follows for the category of education and system development, named in the Annex to this scheme

    • -€ 2,500,000,-for the main theme of Knowledge and Innovation;

    • -€ 2,000,000,-for the main Lifelong Learning theme;

    • -€ 1,500,000-for the main theme Green Education;

    • -€ 1,000,000,-for the main theme Regional Transition;

    • -€ 1,000,000,-for the main theme of Internationalisation;

  • 3 In the case of underutilisation of the budget for programmes, the Minister may decide to make available the remaining budget for the programme components.

  • When the budget is under-depleting the budget available for programme components within a main theme, the Minister may decide to make the remaining budget available for one of the other main themes.

  • 1 The amount of the subsidy referred to in the Article 4, third paragraph, of the scheme , is:

    • a. for the total of programs up to € 2,000,000,-;

    • b. for program parts at least € 100,000,-and up to € 500,000,-.

  • 1 The amount of the subsidy for reimbursement of the eligible costs for programmes is up to a maximum of 100% for costs, referred to in Article 4 (1). Article 5 of the Arrangement .

  • 2 The amount of subsidy in respect of reimbursement of the eligible costs for programme components is up to a maximum of 50% for costs, referred to in Article 5 (a) of the Arrangement , with the exception of the costs for the management of a programme part, for which the first paragraph provides for a maximum grant of 100%.

  • 4 The reimbursement of the expenses for the charge referred to in Article 5, part a, of the scheme for programme components, a maximum of 25% of the total costs incurred, as referred to in Article 5 (a) of the Arrangement.

  • 5 The reimbursement of the costs referred to in Article 5 (b) of the Arrangement for programme components or programmes, up to 20% of the total costs incurred, as referred to in Article 5 (a) of the Arrangement.

  • 6 The reimbursement of costs, referred to in Article 5 (d) of the Arrangement for programme parts or programmes, a maximum of 5% of the total costs incurred, as referred to in Article 5 (a) of the Arrangement.

The duration of the grant of the grant, Article 3, sixth paragraph, of the Arrangement , is up to three years for program parts.

  • (a) in the case of grants for a programme up to 60% of the amount of the subsidy granted, divided by the intended duration of that programme in years; and

  • (b) a maximum amount of 60% of the subsidy granted for a programme of aid for a programme part.

The priority for applications for investments in practical clothes provision, as referred to in Article 4 (2). Article 17, third paragraph, of the Arrangement investment for the year 2012 in provisions contributing to the strengthening of education in the service of the top Agrofood and Horticulture and source materials sectors, as far as possible further determined by the Human Capital agendas of those top sectors.

The cost of employing staff specified in: Article 28, third paragraph, part a, of the scheme shall be determined for the year 2012 on the basis of hourly rates associated with the scales in the Remuneration decision of civil civil servants 1984 , as follows:

  • a. For employees whose level of salary falls within one of the scales 1 to 9: up to a maximum of € 58,

  • b. For employees whose level of salary falls within one of the scales 10 to 12: up to a maximum of € 73,

  • c. For employees whose level of salary falls within one of the scales 13 to 18: not more than € 96.

  • 1 The Minister provides funding for the plan to improve the quality of the VBO's examinations in the Agriculture and Natural Environment Section, attached to the Agrarian Training Centres and to schools and training communities for secondary education. The aim of this plan is to improve the quality of a number of components, including in any case those identified in connection with the shortcomings identified by the Inspectorate of Education.

  • 2 The subsidy ceiling for the period 1 July 2010 to 1 October 2013 is € 3,519,000. This grant shall be granted to the AOC Board as a pilot for the agrarian training centres and the departments.

  • 3 Advances shall be paid under the condition of approval by the Minister for an annual project plan of the AOC Board, to be submitted before 1 January 2011 for the school year 2011-2012, and thereafter before 1 April 2012 for the school year 2012-2013; the project plan for the school year 2011-2012 is accompanied by a budget for the period 1 July 2011 to 1 October 2013 and a review of the liquidity needs for the school year 2011-2012; the project plan for the school year 2012-2013 accompanied by a brief progress report and a financial report on the last year and an overview of liquidity needs.

  • 4 Following approval of the project plans, the following advances shall be granted: for the year 2011, € 1,279,000,-, to be spent in the school year 2011-2012 and for the year 2012 € 1,361,000,-, to be spent in the school year 2012-2013;

  • 5 The AOC Board shall, within 13 weeks of the completion of the activities, but no later than 31 December 2013, submit its request to determine the grant, accompanied by a financial report and a report on the implementation of the activities and of the results obtained in relation to the targets in the project plan.

  • 1 The Minister may grant a grant for activities under the AOC 2011-2014 sector plan. These activities aim at increasing the quality of education and training linked to the agricultural training centres and strengthening their functioning with regard to the subcontracting of graduates and the dissemination of knowledge to the branches of industry. within the industry for which the Minister is responsible. For the year 2012, priority shall be given to activities relating to the strengthening of training for the top Agrofood and Horticulture and source materials in connection with the Human Capital agendas of those training programmes.   • 4 The applications may be submitted under the following conditions:

    • a. Before 1 April of the years 2012, 2013 and 2014, the AOC Board shall submit to the Minister an activity plan with an application for grant for the activities in those plans. The activities are in line with the approved Sectoral Plan (AOC) 2011-2014 Sectorplan The activities plans for the years 2013 and 2014 will be accompanied by a brief progress report and a financial report on the previous year.

    • b. the activity plan identifies the activities to be carried out in whole or in part by an institution or institutions, which institution or institutions will implement them, and which part of the grant requested by this institution whether institutions will be spent.

  • 5 In the activity report and the financial report of the application for the determination of the grant, the AOC Board specifies the activities carried out by the institutions, the result of these activities of the individual institutions and the use of the subsidy by the individual institutions.

  • 1 The Minister provides funding for the project Green tests. The aim of this project is the development of a joint offer of examination scripts serving the school exams in the VBO ' s vocational subjects in the Agriculture and Natural Environment section, attached to the Agrarian training centres. and to educational communities for secondary education. The grant shall be granted to the AOC Board as a pilot for the agrarian training centres and the departments.

  • 2 The subsidy ceiling is € 1,550,000,-.

  • 3 The grant shall be granted subject to the following conditions:

    • a. the implementation of this project is based on the Minister-approved Multiannual Plan for 2010-2013, approved by the Minister, which has offered the AOC to its application of 17 March 2010;

    • b. The provision of the advance for 2012 shall be subject to the approval of the Minister for an annual project plan of the AOC Board, to be submitted before 1 April 2012; the project plan shall be accompanied by a brief progress report on the previous year and an overview of liquidity needs;

    • c. after approval of the project plans, for the year 2012 will be € 440,000,-advanced;

    • The AOC Board shall submit its request to determine the grant, accompanied by a financial report and a report of the implementation of the activities, within 13 weeks of the completion of the operations, but no later than 1 September 2013. of the results obtained in relation to the targets set out in the Multi-Year Plan.

  • 1 The Minister may provide subsidy for the implementation of the rural activities under the Plan Choose Color in Green. The aim of these activities is to promote diversity in green education. The grant may be requested by the AOC Board, as a pilot for the institutions involved in the plan.

  • 2 The subsidy ceiling for each of the years 2012 and 2013 is € 900,000,-.

  • 3 The applications may be made under the following conditions:

    • a. the objective and possible deployment of resources are determined by the Executive Plan approved by the Minister Choose Color in Green: Cultural diversity in an international green context 2010-2013; change of objective and possible deployment needs to be authorised by the Minister on the basis of the application for each year;

    • b. The application is accompanied by an annual project plan, a budget, and an overview of the liquidity needs for that year and a brief progress report on the previous year.

  • 1 The Minister may provide grant for the implementation of the activities under the Implementation Plan Choose Color in Green: Cultural Diversity in an International Green Context 2010-2013 by the departments, the branches of the Agricultural training centres and colleges, Wageningen University and Knowledge Centre Vocational Education-Business Aequor. The aim of these activities is to promote diversity in green education within the locations where such education is provided. Applications can be made annually by the association Extraordinary green, as a manager for the departments, the institutions by branch, Wageningen University and KBB Aequor.

  • 2 The subsidy ceiling for each of the years 2012 and 2013 is € 1,500,000,-.

  • 3 The applications may be made under the following conditions:

    • a. the means shall be used for anchoring the objectives of the Implementation Plan, as defined in: Article 19, third paragraph, part a , in the strategic plan of the institutions and for the actual execution of activities with a view to these objectives by the departments, offices, Wageningen University and KBB Aequor and for the sustainable assurance of the results of such activities;

    • b. The grant is for the departments, for each establishment, for Wageningen University and for KBB Aequor for 2012, for use in the school year 2012-2013, up to 30% of the eligible costs up to a maximum of € 15,000,-, and for 2013, for implementation in the 2013-2014 school year, up to 20% of the eligible costs up to a maximum of € 10,000,-and no subsidy shall be provided for activities whose eligible costs are less than € 20,000,-

    • (c) the application is accompanied by a project plan for the next school year, a budget showing the proportion of the costs incurred by the institution and a short progress report on the previous year;

    • d. the institutions justify the use and use of resources in the annual accounts and the annual report; before 1 December 2014, grant recipients, as referred to in subparagraph (b), shall send a final report to the Minister from which the results of the results of the financial statements The activities have been shown.

  • 1 The Minister may provide support for activities aimed at improving the connection between the education and training provided by the Minister for the benefit of the business community.   • 1 The Minister may grant aid for activities under the Minister for Sectors approved by the Minister for Higher Education. The aim of this plan is to promote the quality of teaching attached to the colleges and Wageningen University. Applications can be made by the colleges and by Wageningen University.

  • 2 The subsidy ceiling for the year 2012 is € 2,000,000,-, for the year 2013 € 3,000,000,-and for the year 2014 € 3,000,000,-.

  • 3 Each year before 1 July, the Platform for Green Higher Education will submit an activity plan for approval to the Minister. This activity plan contains a proposal for the activities for which grant applications may be made in the following year. For 2012, the Sectoral Plan approved by the Minister, the administrative arrangements Sectoral Plan Higher Agricultural Education 2011 and further administrative arrangements shall be made by February 2012 at the latest, as an activity plan.

  • 4 The applications relate to one or more activities from the activity plan, accompanied by the statement that the application is aligned within the Platform green higher education and indicate the results of this reconciliation.

  • 5 Priority for the 2012 Activity Plan is the reconciliation of the objectives of the Sector Plan to the reinforcement of the deployment of green higher education for the top agro-food and horticultural sectors and source materials, in so far as specified by: the Human Capital agendas belonging to those top sectors.

  • 1 The Minister may grant aid for research into the careers of graduates of the green secondary and higher vocational education and training and of Wageningen University and for the further development of the system of closure and the provision of labour market data. The aim of this research is to promote the connection between green education and the labour market, including the provision of information for the purpose of study and vocational training.

  • 2 Applications shall be accompanied by a research proposal showing at least the commitment of a scientific establishment and may be made:

    • a. through the Knowledge Centre Vocational Education Labour Market in Nijmegen for the career survey;

    • b. by the colleges and Wageningen University for a research proposal which shows at least the commitment of a scientific institution;

    • c. by the Knowledge Centre Vocational Education-Business Aequor for further development of the labour market information system to higher education.

  • 2 The subsidy ceiling is € 550,000,-.

  • 3 The applications referred to in paragraph 2 (a) and (b) may be made provided that the results of the examination are made available for the development of the labour market information system referred to in the first paragraph, part c.
