Having regard to Article 2.2.3, second paragraph, of the Education and Vocational Education Act ;

Chapter 1. General provisions

Article 1.1. Conceptual provisions

For the purposes of this arrangement:

  • a. investment budget: additional funding as referred to in the Article 2.1 ;

  • b. quality plan: quality plan as set out in Article 1.4 ;

  • c. Minister: the Minister for Education, Culture and Science and, as far as vocational education in the field of agriculture, natural environment and food, the Minister for Economic Affairs;

  • ed. result-dependent budget: additional funding as referred to in the Article 3.2 ;

  • e. Law: The Law on education and vocational education .


Article 1.2. Objective

The Minister shall provide to institutions for the calendar years 2015 to 2018 an annual addition to the funding for activities aimed at increasing the quality of education of the institution.


Article 1.3. Investment Budget

The supplement to the funding provided for in Article 1.2 , consists of the investment budget and the result-dependent budget.


Article 1.4. Quality plan

  • 1 The institutions shall draw up a quality plan for the calendar years 2015 to 2018.

  • 2 The institutions shall state the reasons in the quality plan:

    • a. what their baseline situation is at the time of drafting the quality plan regarding the quality of education, in particular with regard to the in Annex 1 the themes referred to and, where appropriate, with regard to other themes not listed in the Annex to which it would like to pay the replenishment of the funding;

    • b. what are the results they want to achieve in terms of increasing the quality of education;

    • (c) how they intend to achieve those results;

    • d. how it wants to spend the supplement on the funding in order to achieve those results.

  • 3 The institutions shall motivate the institutions to Annex 1 the themes to which she would not want to spend the supplement on the funding for the reason why they do not see a need for this.

  • 4 The institutions shall submit the quality plan to the Minister by 30 April 2015 at the latest.


Article 1.5. Implementation

  • 1 The institutions shall sign an implementation agreement with the Minister. The signed implementation agreement shall be submitted by the institutions to the Minister by 1 March 2015 at the latest.

  • 2 The institutions shall seek advice on the quality plan drawn up by them and their implementation by a body designated by the Minister.

  • 3 A body designated by the Minister advises the Minister on the assessment of the quality plan in relation to the theme fostering excellence.

  • The Minister may provide the authority referred to in the third paragraph.


Article 1.6. Monitor and evaluation

  • 1 The institutions shall submit a written interim report of the progress of implementation of the quality plan to the Minister by 1 March of 2016, 2017 and 2018.

  • 2 Institutions shall submit a written final report on the implementation of the quality plan to the Minister by 1 March at the latest.

  • 3 The effects of the approach to the policy on increasing the quality of secondary vocational education shall be assessed in the mid-term review by 2017 at the latest.

  • 4 The effects of the approach to policy on increasing the quality of secondary vocational education will be evaluated by 2019 at the latest.


Article 1.7. Accountability

The justification for the completion of the aid shall be in accordance with the provisions of the Article 13, second paragraph, point (c) of the OCW Regulation .


Article 1.8. Use

The addition to the funding may also be used for activities of the educational establishment other than those for which this additional fee is granted.


Chapter 2. Investment Budget

Article 2.1. Investment Budget

The investment budget shall be provided to the institutions for the purpose of increasing the quality of education of the institution, in particular for the purpose of the themes:

  • a. professionalisation;

  • b. intensification of language and arithmetic education;

  • c. Reduction of prematurely school leaving;

  • d. promote the quality of professional practice;

  • e. Encouragement of excellence;

  • f. Improve study value.


Article 2.2. Subsidy ceiling

  • 1 The subsidy fund shall be published annually in the Official Journal.

  • 2 For the 2015 calendar year, a maximum of 163.5 million euro is available for the provision of the investment budget, with the exception of the portion intended for the promotion of excellence.

  • 3 For calendar year 2015, for the provision of the investment budget intended for the promotion of excellence, a maximum amount of EUR 24.0 million is available.

Article 2.4. Encouragement of excellence

  • 1 Institutions wishing to qualify for the part of the investment budget intended for the theme of excellence should include this theme in the quality plan. Article 1.4 shall apply mutatis mutandis.

  • 2 The Minister shall assess the theme of promoting excellence, as set out in the quality plan by 15 July 2015. The assessment framework shall be used for the assessment. Annex 2 .

  • 3 The investment budget intended for the promotion of excellence is granted only to institutions whose quality plan has been approved by the Minister.


Article 2.5. Payment

  • 1 The payment of the investment budget takes place according to the cash rhythm of the payment of the driver ' s fee, intended in Article 2.2.4, second paragraph, of the Act . The first payment will take place in the month of May 2015.

  • 2 By way of derogation from paragraph 1, the first payment of the part of the investment budget intended for the promotion of excellence, to the extent that the institutions are eligible, shall take place during the month of September 2015.


Chapter 3. Result Dependent Budget

Article 3.1. Conceptual provisions

For the purposes of this Chapter:

  • a. Base value: the value, for the purpose of Article 3.5 ;

  • b. Diploma: a diploma awarded by a participant who, on 1 October of the school year concerned, has not reached the age of 27 years, obtained by a diploma in accordance with Article 2.2.2, second paragraph, introductory wording and point (b) of the Act by virtue of which the institution has received or will receive any funding from the institution;

  • c. Diploma Value: the value, for the purpose of Annex 3 , which, in accordance with the training level, is awarded to the diplomas of basic vocational training, vocational training and middle or specialist training;

  • ed. unit: a group of vocational training courses of an institution of the same level of training, as set out in Article 7.2.2, first paragraph, points (b) to (e) of the Act , within a training domain;

  • e. Limit: the value, for the purpose of Annex 5 ;

  • f. National budget for conservation: additional funding provided for in Article 3.7 ;

  • g. National budget for improvement: additional funding provided for in Article 3.8 ;

  • h. reference value: the value, for the purpose of Annex 4 ;

  • i. school year: the period from 1 October of the preceding calendar year to 1 October in the relevant calendar year;

  • j. Study value: the value, for the purpose of Article 3.4 ;

  • k. pre-training: the pre-training, for the purpose of Annex 4 .


Article 3.2. Result Dependent Budget

The Minister may provide a result-dependent budget to the institutions to the extent that they have accompanied participants to a diploma from as high a level as possible, given their pre-training.


Article 3.3. Subsidy ceiling

  • 1 The subsidy fund shall be published annually in the Official Journal.

  • 2 For the 2016 calendar year, a maximum of EUR 99 million is available for providing the result-dependent budget.


Article 3.4. Study Value

  • 1 The Minister shall establish the study value by calculating the difference between the value of the diploma and the reference value for each diploma and the reference value associated with the pre-training of the participant who has obtained the diploma.

  • 2 If a participant has obtained a diploma before, but on or after 1 October 2010, the study value shall be reduced by the study value of that previously obtained diploma.

  • 3 If the study value calculated on the basis of the first or second member is less than zero, then the study value of that diploma shall be set at zero.

  • 4 For each unit, the average study value is determined by calculating the average of the study values achieved during a school year in the unit concerned.

  • 5 If, on average, less than 50 degrees per school year are obtained in a unit in the school years 2011 to 2014, the average study value of the unit shall be equivalent to the average study value by way of derogation from the fourth paragraph. of the training domain within the institution to which the unit belongs. If an average of less than 50 degrees per school year are also achieved in this training area, the study value shall be equated to the average study value of the institution in the school years 2011 to 2014.


Article 3.5. Base Value

  • 1 The basic value of a unit shall be determined on the basis of the average unit of study value in the school years 2011 to 2014.

  • 2 If, on average, less than 50 degrees per year are obtained in a unit in the school years 2011 to 2014, the basic value by way of derogation from the first paragraph shall be deemed to be equivalent to the average study value of the training domain within the period 2011 to 2014. the institution to which the unit belongs. If on average less than 50 degrees per year have been obtained in this training domain, the basic value shall be equated to the average study value of the institution in the school years 2011 to 2014.

  • 3 The Minister shall by decision fix the basic values of the units per institution within two months of the publication of the said system.


Article 3.6. Breakdown

Article 3.7. National budget for conservation

Article 3.8. National budget for improvement

  • 1 The part of the national improvement budget for which an institution is eligible is the sum of the amount for which the units within that institution are taken together under the second paragraph together.

  • 2 A unit shall be taken into account for the distribution of the national budget for improvement if the average study value of the unit in the previous school year exceeds the basic value of the unit.

  • 3 The national improvement budget shall be allocated among the units referred to in paragraph 2 on the basis of the key:

The payment of the result-based budget shall take place annually in the month of November of the relevant calendar year.


Article 3.10. Fusion and splitting

  • 1 In the case of the merger of institutions, the Minister shall, for the purposes of this Chapter, enter the data of the institutions which have entered the merged institution and calculate the part of the corresponding budget subject to which the institution is to be may be eligible for the merged entity on the basis of that data.

  • 2 In the case of division of institutions, the Minister shall, for the purposes of this Chapter, draw up the arrangements for allocating the information to each of the institutions made available to them by the competent authority concerned. from a statement made and signed by those responsible authority bodies to the Minister.


Article 3.11. Unforeseen circumstances

If more than one-third of the institutions are not eligible for the result-dependent budget due to circumstances in which the institutions have no influence, the Minister may decide, with due regard for the grant ceiling, to resetting the basic values, the limit values, or the reference values for each of the institutions.


Article 3.12. Determination of imports

  • 1 For calendar year 2016, the level of the result-dependent budget is calculated as follows:

    • a. 50% of the subsidy ceiling for 2016, specified in Article 3.3, second paragraph , is calculated on the basis of the Articles 3.4 to 3.8 ;

    • b. 50% of the subsidy ceiling for 2016 shall be distributed among the institutions on the basis of the key referred to in the third paragraph.

  • 2 For calendar year 2017, the level of the result-dependent budget shall be calculated as follows:

    • a. 65% of the subsidy ceiling for 2017 referred to in Article 3.3, first paragraph , is calculated on the basis of the Articles 3.4 to 3.8 ;

    • b. 35% of the subsidy ceiling for 2017 shall be distributed among the institutions on the basis of the allocation key referred to in the third paragraph.

  • 3 The breakdown of the part of the subsidy ceiling referred to in paragraph 1 (b) and (b) on the institutions, respectively, shall be based on the following allocation key:

Annex 1. For Article 1.4, second paragraph, introductory wording and point (a) , of the Quality Arrangement Regulations (mbo)

The objectives and activities set out in this Annex shall be formulated by theme, as far as possible, SMART: Specific, Measured, Acceptable, Realistic and Time-bound.

Institutions shall prepare the quality plan for the expected results for vsv and study value, for which result-dependent funding will take place from 2016 onwards.

Professionalisation

On the basis of the Skills management and professionalisation of education staff the institutions have previously drawn up a plan of approach to the competence of management, professionalisation of education staff and quality of quality HRM policy. Of this, an update is requested in the quality plan, with the institutions also paying attention to the

Competence of management:

Institutions indicate how they are going to schools their managers and when they are going to do what activities to do so. In doing so, they can make use of the competence profile for management developed by the MBOC Council.

Seven themes of the Teacher Agenda 2013-2020

( Chamber pieces II 2013/14, 27 923, No 171) has been published. These are described in addition to these and the other aspects of the 'professionalisation' theme.

Professionalisation of teaching staff

Institutions give to how and with what result they will allow their education staff to further professionalize themselves. They indicate when they are going to take action to do so.

Quality improvement HRM policy

Institutions shall identify the activities to which they are going to operate in relation to the structural conduct of functioning, assessment and contextual discussions and the maintenance of competence dossiers. The quality plan shall pay attention to quality development within and between teams and institutions, including peer review and knowledge management. Attention is also paid to the guidance of novice teachers.

Institutions indicate how, when and with what outcome they work to achieve the ambitions of the Teachers Agenda 2013-2020, including mentoring and development of start-ups, more master-trained teachers, competence maintenance, better connection and cooperation with industry, better deployment of ICT, improvement of cooperation teams, registering in the Teacher Register and working on a system of quality assurance. The institutions hereby indicate how their activities relate to the ambitions of the Teacher Agenda.

Professionalisation of examination officers

Institutions shall indicate how, with what result and when they enable their examination officers, including at least the members of the examination boards, to further professionalize themselves.

Intensification of education in the Dutch language and in numeracy

Institutions shall indicate how and when they are going to shape language and arithmetic education in their institution with a view to obtaining the necessary language and calculation skills by the participants. They shall identify the activities which they are going to deploy in the field of:

-professionalisation of teachers and other staff in the field of language and arithmetic education;

-additional time of education;

-new or adapted facilities,

-other activities necessary to achieve the necessary language and calculation skills.

Reducing prematurely school leaving (vsv)

Institutions shall identify the activities to which they undertake to prevent premature school leaving in order to further reduce the number of prematurely school leaving on the institution. Institutions also specify the activities they undertake to ensure the prevention of prematurely school leaving structurally in its own educational process and how it provides structural assurance of cooperation with other educational institutions and other institutions. municipalities in the RMC region are going to shape. To promote the availability and quality of professional practice (bpv)

Institutions give to how, with what result, and when they are committed to increasing the availability and quality of the bpv places. In the quality plan, attention is paid to the responsibilities of the institution to the bpv, such as preparation and matching, (the guidance during) the bpv period, assessment and evaluation. Stimulating excellence

Institutions shall indicate the way in which they promote excellence and the development of a sustainable culture of excellence within the institution. See also Annex 2 .

Improving study value

Institutions may engage in separate, results-oriented activities in order to promote a study value. Institutions shall indicate how the activities are carried out on the different themes to improve the value of the study and the intended results. The study value shall be used to measure the increase in the level of education, based on the student's pre-training.

-For students who have successfully completed an excellence programme, the institution adds-within the legal possibilities-relevance information to the diploma or the result list of the diploma of the students concerned. The institution describes in the plan, among other things, how it forms internationalisation. The institution also describes how it is committed to contemporary master projects and cooperation with relevant interbranch organisations. In the case where the institution chooses not to set up internationalisation and/or master coward objects, the plan shall state the reasons for its decision.

Feasibility and feasibility
