The Minister for Housing, Spatial Planning and the Environment,
Acting in accordance with the Minister for Economic Affairs;
Having regard to Article 3, fourth and fifth paragraph, of the Explosives for Civil Use ;
Decision:
For the purposes of this arrangement:
ILT: Inspection Environment and Transport,
Fuses: Non-exploding ignition devices in the form of a cord;
Impact caps: Metal or plastic caps containing a small amount of a primary explosive mixture that is easily ignited by friction and which serve as an igniting element in small arms cartridges or in firing mechanisms for propelling charges;
security fuses: Fuses consisting of a core of fine-ground black powder, envelwed by a flexible fabric with one or more protective outer layers and burning in the case of inflammation at a specified rate without external explosion-effect;
Law: Explosives for civil use .
Article 3, first paragraph, introductory wording and point (d) and third paragraph, of the Act and this arrangement shall not apply to fuses, feces and safety fuses.
If an explosive device must undergo further manufacturing processes, producers may waive the marking of an explosive with a new unique identification unless the original unique identification no longer applies in accordance with Article 3, third paragraph, of the Act , has been confirmed or applied.
If an explosive is produced for export and marked in accordance with the requirements of the importing country with an identification, so that it is traceable, it may be waived Article 3, first paragraph, point (d) of the Act .
ILT shall, on application by the producer, assign a three-digit code to each production site within the Netherlands.
In a product location outside the European Community, where the Netherlands is the Member State of import, ILT shall be the subject of Article 4 Code as referred to.
The unique identification of cartridges and explosives in bags shall be placed in the form of a self-adhesive label on each cartridge or bag or printed directly thereon.
The unique identification of explosives consisting of two components shall be placed in the form of a self-adhesive label or printed directly on each smallest unit of packaging containing the two components.
The unique identification of ordinary detonators shall be placed on the detonator housing, or printed directly, in the form of a self-adhesive label.
The unique identification of electrical, non-electric and electronic detonators shall be placed in the form of a self-adhesive label on the wiring, tube or casing of the detonator, or printed directly on the housing.
The unique identification of primers and boosters shall be placed in the form of a self-adhesive label or printed directly thereon.
The unique identification of battlepower cords shall be:
(a) affixed, in the form of a self-adhesive label to the reel, or printed directly thereon; and
(b) every five metres on the outer envelope of the cord or on the extruded plastic casing just below the outer layer of the cord.
The unique identification of cans and cans containing explosives shall be affixed in the form of a self-adhesive label or printed directly to it.
In the cases mentioned in the Articles 6 and 8 to 12 a passive inert electronic trade mark may also be affixed to the explosives, components or packages of explosives or anti-ignition devices concerned.
On every box containing the in Articles 6 and 8 to 11 Referred to as explosives, components or packing units of explosives or sources of ignition, a corresponding label shall be affixed and, if applicable, a corresponding electronic mark.
Undertakings in the explosives sector may, for the benefit of their customers, make copies of the original label on explosives which are clearly visible to their customers, with a clear indication of the fact that they are only copies.
This arrangement shall enter into force on 5 April 2013.

This arrangement will be set out in the Official Journal.
