Rules governing the approval and authorisation of the conduct of a general periodic inspection (Approval and approval authority APK)

Having regard to the Articles 21 , 22 , 83, fourth member , 84, first and second members , 85a, fourth and fifth members , 86, sixth and seventh member , 86a , 87a , 88, second paragraph , and 111, fourth paragraph, of the Road Traffic Act 1994 and Article 60, second paragraph, section c, of the RVV 1990 ;

Chapter 1. General

For the purposes of this arrangement:

  • Advisory point: Foreseeable lack of health inspection;

  • Disapproval point: in the context of a check found to be lacking;

  • Anonymous verification: Assessment as intended Article 86a of the Act ;

  • privilege spas: pass as intended Article 85a of the Act ;

  • 'APK Rule Environment' book: edition of the book 'Regulatory General Perioal Assessment' or the 'Statutory Periodic Inspection Regulations' published by the Office of the Road Service, adopted by the Road Administration and valid at the time of the publication of the Regulation. verification;

  • Approval APK: a recognition to issue certificate reports for motor vehicles and their trailers, as intended Article 83 of the Act ;

  • Recognition holder: Holder of a recognition as intended Article 83 of the Act ;

  • Examination authority: agency designated by the Minister as intended Article 85a, third paragraph, of the Road Traffic Act 1994 ;

  • establishment: a holding or holdings in which a mobile inspection unit is authorised to carry out inspections;

  • Calibrate: carrying out operations necessary for determining the values of the deviation of a measuring instrument in relation to an agreed standard, as well as justout if the derogation is greater than is permitted;

  • verification: periodic inspection as referred to in Article 75 of the Act ;

  • labelling requirements: Permanent requirements applicable to the relevant vehicle category in the Vehicle control ;

  • inspection body: inspection body as specified in Article 8.1.1 of the Rules of Procedure ;

  • Test site: a plot or some cadastral parcels on which a recognition holder as referred to in Article 83 of the Act the inspection area may consist of one or more confined spaces situated in one building or in several places of loading or near-loading, intended to be part of a place of examination;

  • elector: the person authorised to submit vehicles to an inspection as referred to in Article 3 (2) of the EC Treaty. Article 85a of the Act ;

  • Mobile inspection unit: a test unit authorised to carry out periodic inspections not always in the same establishment but alternatal in at least three different establishments;

  • the investigating beneficiary: recognised undertaking or institution as referred to in Article 8.1.1 of the Rules of Procedure ;

  • repair point: Lack of repair in the context of an inspection;

  • Repair advice point: lack of verification detected in the context of an inspection Annex 1 ;

  • result of the verification: approval or disapproval, as well as any advice points, repair advice points, repair points, disapproval points and comments on the implementation of the verification.

  • Sample: the random re-examination as referred to in the Article 86 of the Act ;

  • 1 If the applicant for an APK recognition is an operator of a certification or maintenance service for the own fleet of vehicles, approval may be limited to that own vehicle fleet at the request of the applicant.

  • 2 Where approval is granted for the own fleet of vehicles and any other legal person or legal person in such a connection to the recognition holder that there is a single economic unit, all vehicles of the relevant economic unit is considered to be vehicles of its own vehicle fleet.

  • 3 If recognition is granted for the own fleet of vehicles and any other legal person or legal person in such a connection to the recognition holder or if there is a single economic unit, the operator shall declare: of the name and address of such legal person or legal person, immediately after the granting of the approval notice thereof to the Road Administration. § 1. Building and Equipment

  • 1 The compartment of inspection is covered, properly closed, well lit and equipped with heating.

  • 2 The compartment of inspection shall be of such dimensions and shall be so arranged that the vehicles belonging to the group for which approval is sought for the type of examination in question may be drawn up in such space so as to be such that they are Each side is easily accessible.

  • 5 A device shall be present in the inspection area suitable for the use of data communications for the purpose of consulting the registration number register, the reporting of vehicles, and the retention of sample control reports. This feature consists of a computer or terminal with a modem, capable of the access structure of networks accepted by the Road Service.   • 1 In the inspection room, an effective inspection board or adhesion device shall be present suitable for the group of vehicles for which approval is sought for the type of examination in question and which shall provide for effective lighting. Where it is not clear what the carrying capacity of a lifting device is, a statement shall be produced by the manufacturer or an independent institute. The carrying capacity shall be visible on the hoof direction.

  • 2 The inspection and hoof direction shall be carried out in such a way that the judge is able to inspect the underside of a vehicle more and more over the length of the whole length, which means that when the approval is requested for:

    • (a) vehicles whose maximum permissible mass exceeds 3500 kg, has a lift height of not less than 1,35 m;

    • (b) vehicles whose maximum permissible mass exceeds 3500 kg, has a depth of not less than 1,35 m;

    • c. Vehicles whose maximum permissible mass does not exceed 3500 kg, has a lift height of not less than 1,65 m;

    • (d) vehicles whose maximum permissible mass does not exceed 3500 kg, has a depth of not less than 1,55 m.

  • 3 The adhesion direction may support at least four wheels of the vehicle. A support leg combined with a support leg does not meet this requirement.

  • 4 In the case of an application for approval for the approval of motor vehicles, for the purpose of checking the alignment of the headlamps, a device consisting of:

    • a. A flat floor of sufficient size or a lifting device, at the same time as both the vehicle to be approved and the headlamp test device can be placed; or

  • 1 In the case of the mobile inspection units, inspections may be carried out in separate devices if they meet the relevant requirements of the Articles 8 and 9 provided that they are specified in the approval decision of the relevant mobile inspection unit.

  • 2 Where space is intended to be used in Article 8 (4) , if it is not present, the administration of the inspections may be carried out in the mobile inspection unit. A lockable cabinet or desk drawer or equivalent device shall also be present in the mobile inspection unit, containing the documents referred to in the Annex to this Regulation. Article 18 and the documentation may be stowed.

  • 3 In the mobile inspection unit, the exhaust emission control device is intended to be used. Article 8, third paragraph , present if it is not available in the examination or establishment referred to in paragraph 1.


§ 2. Test space equipment

The following equipment shall be present in the inspection room:

  • a. An efficient jack which has sufficient ability to carry out the wheels of the front axle simultaneously and the wheels of the rear axle separately from the vehicles of the group for which approval is requested for the approved test site. Capable of being removed in such a way as to enable them to rotate freely;

  • b. A double insulated safety looping lamp or a flashlight, whether or not fitted with a rechargeable battery, which, on the one hand, has a light intensity so that it is also difficult to clear a vehicle's accessible parts illuminated to enable accurate inspection of a vehicle and which, on the other hand, has been shielded so that the person carrying out the inspection is not blinded by the light emitted;

  • c. A measuring band with a minimum accuracy class III of not less than 12,00 m, if the approval is requested for vehicles whose maximum permissible mass does not exceed 3500 kg. In the case of vehicles with a maximum permissible mass exceeding 3500 kg, the measuring tyre shall not be less than 20,00 m. In the case of approvals with a vehicle length limitation, the measuring tyre shall have at least the same length as the vehicle length permitted;

  • d. An efficient shear size fitted with a depth measurement metering;

  • e. Basic tools for the control of fastenings of nails and bolts and other compounds, including a set of stitch and rings-keys, screwdrivers and a hammer, as well as a ball-headed hammer for corrosion control;

  • f. An efficient tire pressure gauge and an efficient tyre pump;

  • g. Tools to make slack in vehicle parts visible, such as a tyre iron, wheel motion apparatus or a crowbar;

  • h. A roller brake test bench or plate brake test bench, which complies with the Article 13 requirements. Where approval is requested for vehicles with a maximum permissible mass greater than 3500 kg, a rolling brake test bench shall in each case be present. The carrying capacity of a roller brake test bench or a record brake test bench shall be sufficient for the group of vehicles for which approval is sought for the type of examination concerned;

  • i. An efficient tyre profile depth gauge, with a spring measuring marker and a measurement accuracy of 0,1 mm.

Next to the Article 11 The equipment mentioned above, depending on the group of vehicles for which approval is requested for the approved examination site, is also the following equipment which complies with the requirements of the Article 13 Requirements:

  • (a) in the case of an application for approval of motor vehicles:

    • 1 ° a headlamp test device;

    • 2 ° a pedal force; it is not mandatory in the case of approval for the fleet of its own fleet issued before 1 March 2000 and in the case of an approval which applies only to the approval of vehicles equipped with a motor vehicle Pressure air-brake system;

    • 3 ° a universal speed counter;

  • c. in the case of an application for approval for motor vehicles with compression ignition internal combustion engine: a ray-meter and oil-temperature meter;

  • d. in the case of an application for approval for motor vehicles equipped with an internal combustion engine with positive ignition: an exhaust gas-star with lambda-determination;

  • e. in the case of an application for approval for motor vehicles with a maximum permissible mass not exceeding 3500 kg: a reading device for reading the emission-related diagnostic on-board system.


Article 13

  • 2 The certificate of initial inspection and the certificate of approval have been issued by an inspection body or a investigating person.

  • 3 As regards the instruments referred to in paragraph 1, the applicant shall have an approval for a manual in the Dutch language, as referred to in Article 3 (2). Article 8.3.6 of the Rules of Procedure .

  • 4 A headlamp test device complies with the requirements of the 8.4.110 of the Rules of Procedure and is provided with a manual in the Dutch language, stating at least one procedure for the use of the headlamp testing device.

  • 7 An oil temperature meter complies with Articles 8.4.20 , 8.4.21 and 8.4.22 of the Conditions of Employment of Vehicles and it is provided with:

    • a. CE marking having an additional metrology marking, as far as an electronic oil temperature meter is concerned; and

    • b. A manual in the Dutch language, at least mentioning is a procedure for the use of the oil temperature meter.

  • 8 A readout device for reading the emission-related diagnostic on board system shall be:

    • a. dispose of an ISO-15031-3 connector (16-pole);

    • b. Can communicate with the emission-related diagnostic on-board system in the vehicle and support at a minimum of the mode 03;

    • c. Support the following protocols:

      • -ISO 9141-2,

      • -ISO/DIS 11519-4 PWM or SAE J1850 PWM,

      • -ISO/DIS 11519-4 VPW or SAE J1850 VPW,

      • -ISO/DIS 14230-4, and

      • -ISO/DIS 15765-4;

    • d. be able to display the status of the warning device (MIL) present in the vehicle;

    • e. the status of the readiness test can be displayed;

    • f. the errors present in the coding provided for ISO 15031-6 can be displayed;

    • g. are equipped with "CE" marking;

    • h. provide a manual in the Dutch language which also describes the communication protocols supported. If the communication protocols are not described in the manual, they may be described in a manufacturer's declaration attached to the reader.

  • 1 From the outside of any approved examination site, the recognition shall be published in a manner determined by the Road Administration and published in the Official Gazette. This requirement shall not apply to health sites specified in the recognition decision that the approval applies only to vehicles belonging to the vehicle fleet of own vehicles.

  • 2 In each place where the approval is granted, the certificate issued by the Road Administration shall show that approval has been granted for the purpose of approval and of the group of vehicles which are approved for the purpose of approval.

  • 3 In the case of each mobile inspection unit in respect of which approval is granted, the proof shall be provided by the Road Administration showing that the unit has been granted approval for which group of vehicles are approved for the unit and in accordance with the requirements of the Which devices may be carried out.

  • 4 At the request of the applicant for a test report, the evidence referred to in the second and third paragraphs shall be given for inspection.

  • 1 For rosetmeters, speed counters, oil temperature meters, manometers, pedal force meters, roller brake test benches, record brake test benches, exhaust gas samples with lambda determination and reading devices for reading the emission-related diagnostic on board system are always present the documents and markings as intended in Article 13 of this scheme.

  • 1 If changes occur in the composition of the economic unit as referred to in Article 6 they shall be notified in writing by the approval holder to the Road Service.

  • (2) If the natural or legal person or legal person change occurs, both the natural or legal person to whom the recognition was originally granted, and the person pursuing the course of business, shall be obliged to inform the Road Administration thereof in writing as soon as possible.

  • 6 Extension of a recognition is not possible if recognition has been granted to one or more mobile health units registered in the Netherlands in the name of the recognition holder.

Chapter 4a. The examination authority

  • (a) the examination authority shall be independent and impartial and shall comply with the examination rules in the performance of the operations;

  • 1 The examination body shall be responsible for:

    • a. The taking away of the examination for the diploma of the master tests periodic testing of heavy (industrial) vehicles;

    • (d) the reduction of the test for the renewal of the power to approve light vehicles;

    • e. the taking of the examination for renewal of the privilege in the cases mentioned in the Articles 44 to 46 ;

    • f. the fixing of the rates for the activities referred to in points (a) to (e).

  • 2 The examination authority shall continue to organise and conduct the examinations referred to in paragraph 1 with responsibility for:

    • a. giving information and publicity to the examination;

    • To determine the date of examination, the time and place;

    • (c) the invitation to take part in the examination;

    • d. invoicing rates referred to in paragraph (c) (c) to a participant; and

    • (e) the recording of individual and general results of the examinations referred to in paragraphs a to e.

§ 1. Verification privileges and applications

Article 20

  • 1 The power of vehicles with a maximum permissible mass exceeding 3,500 kg or vehicles with a maximum permissible mass not exceeding 3,500 kg may be granted to a natural person in possession of a maximum mass of not less than 3,500 kg. (a) a diploma, including a signed by the Road Traffic Service, of a certificate of a periodic inspection of heavy (industrial) vehicles and certification of a certificate of a periodic inspection of light vehicles issued by the VAM Foundation, after the examination has been completed successfully in this institution.

  • 2 The Road Traffic Administration shall determine the conditions to be satisfied before taking part in the test test master of heavy duty (industrial) vehicles or test master test light vehicles. These conditions shall be published in the Official Journal.

  • 3 The examination shall be conducted in accordance with a regulation adopted by the VAM Foundation and approved by the Road Administration.

  • 1 For the purpose of determining the power of vehicles to carry out an inspection, a licence shall be issued to the test master in accordance with a model established by the Road Service. The privileges of the licence shall indicate at least the passport number, the diploma number and the group of vehicles for which the power to submit vehicles is subject to verification and the period of validity of the pass.

  • 2 For the purposes of the reporting of a vehicle as referred to in Article 30 by means of data communication, a PIN code shall be provided to the judge. This PIN is strictly personal.
