Examination rules for RPL (G)

Having regard to Article 15, fourth paragraph , and Article 16 of the Decision provides evidence of aviation competence ;

Chapter 1. General

  • 1 The examination board for hovering has the task of investigating whether candidates have adequate practical ability and sufficient experience to obtain the RPL (G) and ratings therein.

  • 2 The examination board is composed of two subcommittees, the first of which is responsible for the examinations for the RPL (G) and the lieren and drag ratings, and the second is in charge of the RFI (G) ratings, as well as the standardisation of standards for the benefit of taking these examinations.

  • 3 The committee shall be represented by the chairman of the committee or, in his absence, by the Vice-President. The Chairman shall have the special task of maintaining all contacts with the Minister.

  • 1 For the appointment of the examination board by the Minister, separate nominations for both subcommittees shall be drawn up by the President. A person may be appointed as a member of the two subcommittees.

  • 2 The examination board shall advise the Minister on the nominations of persons for the appointment of members, chairman and vice-chairman of the examination board.

  • 3 In the opinion of the nomination for appointment to be a member of one of the subcommittees of the examination board, each person shall indicate the examinations or tests for which the opinion is to be taken.

  • 4 In its opinion appointing a person to be a member of one of both subcommittees for the reduction of theoretical knowledge examinations for the RPL (G) and rating RFI (G), the examination board shall take into account that, preferably, a person shall be appointed appointed, which:

    • a. self-holding the rating, for which the examination is intended;

    • b. having a more than usual affinity to the theory for the relevant rating; and

    • c. in good name and reputation is known as an expert.

  • 5 In its opinion on the appointment of a person as a member of the subcommittee for the reduction of field examinations for the RPL (G) and the rating and drag ratings in the RPL (G), the examination board shall take into account that, preferably, A person shall be appointed, who shall:

  • 7 The Chair may temporarily or permanently entrust one or more commission members with the responsibility for certain sub-tasks within the committee or the subcommittees.

  • 8 The Minister shall provide for a Secretary. The Secretary shall carry out the secretarial work for the examination board.

  • 9 To the extent that members of the examination board are involved in the training for the purpose of rating training in the RPL (G), candidates for the training of whom they have significantly contributed are not exposed by them.

Chapter 3. Organization of the theoretical knowledge examinations

  • 1 The theoretical knowledge examinations for the RPL (G) licence and the ratings in the RPL (G), depending on the examination box and rating, are written and oral, or oral, or only orally.

  • 2 In special cases the President may decide to give an oral examination only.

  • 3 In the case of mixed examinations, subject to certain conditions relating to the outcome of the written part, the oral part may be allowed to lapse. The time between the passing of the written examination and the oral examination, if any, shall not exceed 6 weeks.

  • 4 The theoretical tests that consist of more examination subjects can be examined separately in these examination subjects. A sufficient result for one of these boxes shall be subject to a certificate to the candidate. The candidate has passed the whole theory examination if he has obtained certificates for all subjects of the relevant examination within the time limit prescribed.

  • 5 For the organization of the theoretical knowledge examinations, at the request of associations or training institutes, the chairperson appointed members of the examination board for a pre-agreed period as coordinator. These coordinators keep in touch on behalf of their association or institute contact with the chairman of the exam board, writing certificates in his name and coordinating the theory exams within their association or institute.

  • 6 The coordinator shall invite a sufficient number of members of the examination board in good time to draw up the examination questions, to carry out the supervision of the written part and to take the oral examinations. The coordinator shall take account of the requirements of the Article 2, ninth paragraph .

  • 7 The examination declarations shall be drawn up on the maximum proportion of the materials included in the examination requirements, so that the best possible image is obtained from the applicant's knowledge. Examiners make use of the literature recommended for the examination for the examination of the questions as far as possible.

  • 8 The draft declarations drawn up shall be communicated by the author to the coordinator for the theoretical examination procedure as soon as possible. It shall determine the declarations after consultation with the drafters, and shall ensure their multiplication.

  • 9 For each of the theoretical knowledge examinations to be taken, the coordinator shall ensure that it is available from the necessary examination space and the examination materials. Prior to the commencement of an examination, he is responsible for the control of being fit for the examination room.

  • 10 In the written part of the examination, at least two members of the examination committee shall be present in each room for monitoring purposes.

  • 11 At the latest 10 minutes before the start of the written examination, the candidate shall join the supervisory examiner (s).

  • 12 In the examination, candidates must be able to legitimise with a generally customary identity card, provided with a well-dressed photograph. The candidate ' s personalia will be processed on the exam removal form.

  • 13 The examination declarations shall be presented by the coordinator to the examiner (s) participating in the supervision to be distributed to the candidates prior to the start of the written examination.

  • 14 The candidates shall reply only to the paper issued to them for that reason. All outstanding papers shall be taken at the end of the written examination. Candidates may only have matters on their table, which shall be deemed necessary by the supervisory examiner (s). Any borrowing of the necessary items referred to above without the permission of the examiner (s) shall not be authorised.

  • 15 During the examination, candidates are not allowed to leave it locally, speak not with each other and do not see each other's work. If that happens, it will lead to the immediate delivery of the exam work.

  • 16 As soon as possible after the termination of the written part of an examination, the written work shall be reviewed and assessed preferably by two examiners. Thereafter, the coordinator shall report to the candidates for which box (s) it has been successful and, where applicable, for which box (s) to be completed, an oral examination shall be made.

  • 17 When more oral exams are taken at the same time, the coordinator ensures that the layout of the tables is such that the exams are not affected by each other.

  • 18 At the end of the oral part of the examination, the coordinator shall, in consultation with the members of the examination committee, take part in the examination of the examination board, fix the final result per examination box for each candidate and inform the candidate. The coordinator shall, in the name of the chairman of the examination committee on the spot, issue the certificates obtained by the candidate as evidence of a sufficient result. These certificates shall be signed by the examiner concerned.

  • 19 In order to enable the certificates to be made available on the spot, well before the examination by the coordinator, the expected number of candidates shall be provided to the Secretariat. In response to this task, the Secretariat shall provide a sufficient number of blank certificates for the timely transmission.

  • 20 Upon completion of the exam, the coordinator shall be responsible for transmission to the Secretariat of the unwritten certificates, together with

    • a. the rated examination,

    • b. A summary list of the participating examiners,

    • c. Ask a full set of questions; and

    • d. A completed examination result form showing the result of the examination per candidate and the designation or certificate has been issued and issued.

      All these documents shall be kept carefully for a minimum of 5 years by the secretariat.

  • 21 At the end of the examination, the declarations for the written part of the theoretical knowledge examination may be retained by candidates.

§ 4.1. Field exams for the RPL (G) and the liering and towing ratings

  • 1 For the organization of the RPL (G) practice exams and the rating and drag ratings are provided to associations or training institutes at their request by the Chairman of the Committee of the Committee for a pre-agreed agreement period as coordinator. § 4.2. Field examinations for the RFI (G) rating

  • 1 For the organisation of the field examinations for the purpose of rating RFI (G) rating, a coordinator shall be appointed by the Chair for a term agreed in advance. It shall contact the chairman of the examination board, coordinate the practice examinations and, in the name of the Chair, shall complete the certificates relating to the practice examinations.

  • 2 The coordinator for the field examinations for the rating RFI (G) shall invite at least one examiner per practice exam. The examiner shall, in consultation with the candidate, determine the place and the date for the examination.

  • 3 Upon completion of a practical test for a rating RFI (G), the examiner shall complete an examination drop-out form. The signed examination form shall be sent to the coordinator by one of the examiners, who, on that basis, shall, in the name of the chairman of the examination board, issue and forward a certificate for the examination in question to the holder of the examination. candidate.

  • 4 The coordinator shall indicate each certificate he has written to the Secretariat.

  • 1 Practical examination candidates may only take the test after having passed the full theoretical knowledge examination and meet the requirements of the RPL (G) experience and the relevant rating.

  • 2 In the case of each examination, candidates must be able to legitimise themselves by means of legal credentials provided with a well-dressed photograph. The personalia of the candidate concerned shall be processed on exit forms or certificates.

  • 3 For each practical examination to be taken, the candidate shall, in consultation with the designated examiners, ensure access and accommodation of the examiners in the field to be used, shall ensure the presence of the material required for the examination. and the presence of a flight-holding suitable for the examination.

  • 1 Candidates shall be rejected if the written examination results in an examination of 40% of the points to be obtained or below.

  • 2 Candidates, who obtain more than 40% but less than 70% of the points to be obtained in the written examination, may take an oral examination in the relevant section. The final part of the oral part shall also form the final section on the subject in question.

  • 3 Candidates, who achieve 70% or more of the points to be obtained by the written examination, have been successful in that subject.

  • 1 All decisions in the examination board shall be taken by a simple majority. In the event of a tie, the chairman or vice-chairman shall decide.

  • 2 In the case of a difference of opinion on the assessment of examination, the chairman of the examination board shall decide that the work may be reassessed by other examiners for that purpose.

  • 3 In case of tests for the RPL (G) examinations not provided for in this Regulation, the Chair shall decide.
