Arrangements for the approval for the production and issue of blank registration plates

The Minister of Transport and Water,

Having regard to the Articles 40, 3rd paragraph , 70 a, third member , 70 b, second and sixth members , 70 d, 1st and 2nd Member , and 70 e, third member, of the Road Traffic Act 1994 ;

Decision:

Chapter 1. Conceptual provisions

Article 1

  • The following definitions shall apply:

    • a. Recognition: recognition as intended in Article 70a, first paragraph, of the Road Traffic Act 1994 for the production and delivery of blank registration records;

    • b. Approval holder: Holder of a recognition as referred to in Article 70a, first paragraph, of the Road Traffic Act 1994 for the production and delivery of blank registration records;

    • c. blank-registration plate: blank-registration plate, suitable for the production of a registration plate;

    • d. Lamination marking: the mark to be brought to the blank registration plate by the laminator, in accordance with the model in the Annex to the Arrangement and registration plates;

    • (e) laminating code: the number to be added by the laminearlier on a blank registration plate according to model E in the Annex to the Conditions of Plates And Plates, to which each licence plate can be identified;

    • f. production means the processing of film and other raw material into a blank registration plate, including the affixing of the lamination mark, the laminating code and the hologram;

    • g. production site: establishment in which production takes place;

    • h. Fog manufacturer: holder of a recognition as intended Article 70a of the Act for the production and delivery of foil;

    • i. foil: foil coming from a foil manufacturer and suitable for the production of:

      • 1 °. yellow number plates according to models 1.1 to 18.2E, 27.1A to 27.2G, 27.10A to 27.10E and 30.1A to 30.2D of the Annex to the Arrangement and registration plates;

      • 2 °. Light blue number plates according to models 18.2A to 18.2E, 27.30A to 27.31E and 30.3A to 30.4D of the Annex to the Conditions of Plates And Plates;

      • 3 ° light-green number plates according to models 27.11 to 27.14, 30.5 and 30.6 of the Annex to the Conditions of Plates And Plates;

      • 4 °, white number plates according to models 27.15A to 27.17E, 27.24A to 27.26E, 30.7, 30.8 and 30.13 to 30.16 of the Annex to the Arrangement and registration plates;

    • j. registration plate manufacturer: holder of a recognition as intended Article 70a of the Act For the production and issue of registration plates;

    • k. Manufacturer's health mark: a mark to be brought by the manufacturer of the registration plate in accordance with the model in the Annex to the Conditions of Plates And Plates;

    • L. licence plate: plate as intended Article 70a of the Act ;

    • m. the Minister: the Minister of Infrastructure and the Environment;

    • n. Act: Road Traffic Act 1994 ;

    • o. hologram: hologram as set out in model F of the Annex to the Arrangement of the Plates And Plates.

  • 2 For the purpose of applying this system, enclosed spaces situated in one building or in several places of loading or near-loading buildings, in which the same approval holder manufactures blank registration plates, shall be part of one building. production site.

Chapter 2. Recognition requirements

Article 2

  • 1 A recognition may be granted to a natural or legal person who is an operator of a place of production established in the European Union or in a State party to the Treaty on the European Economic Area.

  • 2 For each production site, only one recognition shall be issued.

  • 3 A recognition may be granted only in respect of a place of production situated in the European Union or in a State party to the Treaty on European Economic Area, which complies with the requirements of the Article 3 requirements.


Article 3. Building and Equipment

Article 6. Description of the organisation, responsibilities and powers

  • 1 When applying for approval, an organogram shall be submitted, indicating at least:

    • a. the functions within which responsibility is borne for compliance with the requirements in the Articles 14 to 20 and of the general conditions for process control;

    • b. the persons responsible for compliance with the rules in the Articles 14 to 20 and of the general conditions for process control; and

    • (c) alternates of the persons referred to in (b), unless it is established that the work in question is not carried out in the absence of one or more of these persons.

  • 2 A description of the procedures relating to: compliance with the rules in the Articles 14 to 20 and of the general conditions for process control.


Article 6a. Data communication equipment

The applicant for approval shall have electronic data communications equipment approved for the recognition by the Road Service, suitable for communication in a network accepted by the Road Traffic Service.


Article 7. Abnormal application requirements

  • 1 In the place of production for which recognition has been granted, the decision of the Road Administration, which has granted such recognition, shall be present.

Article 15

The recognition holder shall only receive a film bearing the mark to be made by the foil manufacturer and accompanied by a document from the foils manufacturer which shall contain at least the following information:

  • a. Name and address of the foil-manufacturer;

  • b. Date of delivery; and

  • c. quantity and kind of foil, broken down by colour and model.

  • 1 The following shall be determined by means of an input control, before production, that the film is:

  • 2 An input control report shall be drawn up, which shall contain in any case:

    • a. the name and address of the foaming manufacturer concerned;

    • b. the quantity and type of foil, broken down by colour and model;

    • c. the date of delivery,

    • c. the date of delivery;

    • d. a reference to the in Article 15 the said document;

    • e. the signature by the officer responsible for the effective control;

    e. the date of the entry check; and

    f. the reason of disapproval.

  • 1 Before the holder of the approval is transferred to the delivery of blank registration plates, he or she shall check that they comply with the registration and registration plates and the registration plates in the Regulations.   • 1-Blank-licence plates shall be issued only to approved registration plate manufacturers.

  • 2 Prior to the supply of blank registration plates fitted with a laminate code, the approval holder shall report to the Road Administration on the basis of the form to be determined by this service:

    • a. The lamination codes;

    • b. The quantity of blank registration plate;

    • c. The type, colour and model of the blank registration plate;

    • d. The registration plate manufacturer to whom the blank registration plates are to be supplied.

  • 3 Without prejudice Article 20a , a recognition parent may not receive any undelivered blank registration plates.

  • 2 The documents referred to in paragraph 1 shall be kept for two years.

  • 1 By way of derogation from Article 19 The recognition holder may supply blank number plates to another recognition holder. These blanks are marked with the hologram, if any, and the mark of the approval holder supplying the plates, with the hologram being supplied.

  • 2 The blank registration plates shall, if a lamination code is required, be supplied by the recognition holder supplying the approval holder with the approval holder's laminating code to whom it is supplied.

  • 3 The recognition holder who supplies shall register with the delivery:

    • a. The quantity and type of blank registration plates, broken down by colour and model;

    • b. The lamination codes, if a laminating code is required;

    • c. the date of delivery;

    • d. the name and address of the recognition holder to whom has been supplied; and

    • e. the name and signature of the officer responsible for the delivery.

  • 4 The registration, as referred to in paragraph 3, shall be kept for two years at the place of production.

  • 1 The recognition holder who has been supplied blank registration plates with application of Article 20a , at the time of receipt of such registration plates, register:

  • 2 The recognition holder to whom the blank registration plates have been supplied shall not be allowed to use it Article 20a forwarding to a different recognition holder.

  • 3 The registration, referred to in paragraph 1, shall be kept at the place of production for a period of two years.

Article 21

  • 1 After recognition is given by the officials of the Traffic Department designated for that purpose, regular or random checks shall be carried out on the recognition of the approval holder and the place of production at the time of approval.   • 2 All cooperation shall be granted by the recognition holder. In any case, all cooperation shall mean that:

    • a. The responsible officers of the recognition holder or their alternates are present at the control; and

    • b. Actual assistance shall be provided in the performance of the verification.

      The instructions given by the Road Service shall be taken into account.

  • 3 The surveillance may also mean that the Traffic Service requires the approval holder to make available a part of the film taken by the approval holder, or for one or more of the film received by the Service.
