For grant-to-loan on the basis of Article 8.4 of the Ministry of Foreign Affairs 2006 within the framework of the Twinning Facility the Netherlands-Suriname shall apply for the period from the entry into force of this Decision until 31 December 2016. Annex policy rules attached to this Decision. For this period, a total subsidy amount of € 6,500,000 is applicable. This subsidy ceiling is subject to sufficient resources being provided by the budgetary legislator.

From a point of view of efficiency, no more than one subsidy applicant for grant aid will be eligible. Of all the applications that meet the criteria set out in these policy rules, only the application which best meets those criteria will be eligible for subsidy.

1. Introduction [ Expired by 01-01-2017]

The Netherlands and Suriname have a special relationship. More than 300 years of history connects both countries. Shared history, the common language, and social networks between the two countries are the basis for a lasting strong intercourse between the two societies. In recent years, this softening has led to an increase in initiatives and activities, for example in areas such as language, culture, education, health care and well-being. This has led not only to the broadening of the relationship, but also to a socialisation, to the involvement of a variety of actors from both societies.

The Netherlands supports the growing socialisation of contacts between the two countries. The Twinning Facility, which was the first phase of 2008-2012, is one of the instruments in that. In addition, the business-manager programmes 1 Also open for Suriname.


1.1. Policy Context [ Expired per 01-01-2017]

The policy context is formed by the letters of the Minister of Foreign Affairs about the relationship between the Netherlands and Suriname of 26 August 2011 2 , the policy evaluation of the Twinning Facility and its policy response of 27 February 2012 3 , as well as the questions and answers regarding the policy evaluation of the Twinning facility of 4 June 2012 4 . In addition, during the General Consulate of 28 June 2012 of the Standing Committee for Foreign Affairs with the Minister for Foreign Affairs, attention was paid to the Twinning Facility Suriname-The Netherlands 5 .

The 2008-12 Twinning Facility has been evaluated by the Ministry of Foreign Affairs ' s Inspection Development Cooperation and Policy Review (IOB). 6


2. Twinning facility Netherlands-Suriname 2013-2016 [ Expated by 01-01-2017]


2.1. Objective [ Expired per 01-01-2017]

The central objectives of the Twinning Facility 2013-2016 are the strengthening of institutional capacities in Suriname and the promotion of social ties between the Netherlands and Suriname, by facilitating contacts between Surinamese and Dutch civil society organisations in the form of knowledge exchange and cooperation. Through these contacts, institutions support and capacity building of civil society will be strengthened.


2.2. Target Groups [ Expired per 01-01-2017]

Target group of contributions under the Twinning Facility are sustainable partnerships of at least one Surinamese and one Dutch social organisation. The partners belong to the nonprofit sector. Examples include NGOs, educational institutions, care institutions, associations, trade unions, professional organisations, and network organisations and church societies. Dutch government organisations and Surinamese government organisations at central level are excluded from contributions from the Twinning. Surinamese local authorities or parastatal organizations are eligible for funding. Contributions for the support of individual persons shall not be provided. Organizations with a commercial purpose are also excluded.


2.3. Sectors [ Expired per 01-01-2017]

The Twinning Facility 2013-2016 is intended for projects in the fields of education and training, care, and wellbeing and language and culture. The education sector has a broad interpretation in terms of form and subject matter. The teaching form may vary from lower to higher education and from public to special education. Professional training and professional training shall also be qualified.


3. Grant Twinningfacility 2013-2016 [ Expired per 01-01-2017]

From a point of view of effectiveness, only one grant applicant is eligible for funding because of this grant policy framework. The grant is intended to support financially or otherwise support projects that contribute to the realisation of the objective of this policy framework, the Twinning Facility Netherlands-Suriname 2013-2016. These projects involve initiatives from private partnerships of at least one Dutch and one Surinamese social organization. In order to prevent the funds from being allocated to only a few projects, a guideline of up to EUR 200 000 per contribution will apply.

In order to select projects eligible for a contribution under the Twinning Facility, the grant recipient will have three tender rounds spread over the period 2013-2016. In the three bidding rounds, EUR 3 million, EUR 1.75 million and EUR 1.75 million were available successively. The grant recipient provides information both in Suriname and in the Netherlands about the Twinning Facility, which is essential for the availability of the same information for all interested parties at the same time. The recipient of the subsidy shall carry out the activities on its own behalf and shall assume responsibility for the efficient and lawful use of the funds within the framework of the grant decision. The grant application shall therefore contain a statement of how the subsidy recipient will implement it.


4. Assessment Procedure [ Expired per 01-01-2017]


4.1. Assessment [ Expated by 01-01-2017]

In the assessment of grant applications, without prejudice to the application of the General administrative law , the Grant Decision Ministry of Foreign Affairs and the Subsidy Scheme Ministry of Foreign Affairs 2006 Some of the following criteria have a role:

  • 1. substantive quality of the application:

    • • the proposal contains a specific, measurable, realistic, realistic and time-bound translation of targets in results (output), activities and resources;

    • • the manner in which the grant recipient will comply with the above objective (see Section 2.1) has been clearly described, with a focus on availability of the manpower and resources required to implement the proposal;

    • • the specific work carried out to implement the proposal has been defined and the work to be carried out has been accompanied by a plan of planning;

    • • a detailed budget, consisting of planned expenditure and financing, is attached;

    • • the proposal contains a liquidity forecast for the next 12 months;

    • • the proposal makes a transparent assessment of the content of the projects, and in any event the achievement of the policy objectives of the Twinning Facility Suriname 2013-2016 should play a role.

  • 2. Effectiveness and efficiency:

    • • The extent to which the objective, thanks to its output, including the use of policy instruments, is achieved;

    • • The extent to which the relationship between the input and the quality of output is guaranteed;

  • 3. Financial economic soundness and continuity:

    • • The extent to which the financial economic continuity of the grant applicant over the duration of the grant is ensured.

  • 4. Quality of the grant applicant:

    • • the grant applicant does not carry out any duties or activities and does not have any interests that may hinder objectivity and independence in the conduct of the subsidised activities.

    • • financial and management capacity;

    • • transparency in the mode of operation;

    • • human resources and resources necessary for the implementation of the proposal;

    • • demonstrable experience with similar programs and extensive experience in collaboration with counterparts in Suriname;

    • • a demonstrable knowledge of the sectors listed in Chapter 2.3 in Surinam;

    • • have networks in the Netherlands and Suriname;

    • • the handling of internal planning, evaluation and monitoring systems.

  • 5. Draft review framework:

    The application is provided with a concept review framework, which will be taken into account by the recipient in the assessment of requests from Surinamese and Dutch civil society organisations for the purpose of contributing. The draft review framework shall give an account of the findings and recommendations of the aforementioned policy assessment and the policy response of the Twinning Facility. 7 The draft review framework ensures a careful, transparent and non-prepadded means of scrutiny. It is permitted to differentiate between large and smaller projects within the concept of review framework, with a lighter procedure being sufficient for smaller projects. In any case, the draft review framework contains a threshold, an organization key, and a proposal key. The draft review framework shall be approved by the Ministry of Foreign Affairs.

    For threshold criteria, if an application for a project proposal does not meet one or more criteria, the application is rejected and is not evaluated further. The threshold key contain at least the following criteria:

    • • project proposals for which a contribution is requested to meet the central objective of the Twinning Facility, as set out in 2.1;

    • • project proposals for which a contribution is requested to be submitted on behalf of a consortium of at least one Surinamese and one Dutch social organisation, in accordance with the explanatory notes under 2.2;

    • • project proposals for which a contribution is requested to be made within the sectors of the Twinning Facility, as set out in 2.3;

    • • no contributions shall be made for commercial service activities or commercial activities;

    • • No contributions are made for initiatives designed to promote proselitism (co-).

    • • The twinting organisations shall show a responsible, cost-conscious execution of the activities for which the contribution is intended. This may be shown, for example, from travel expenses not exceeding the use of economyclass and from daily allowances as included in the tariff list of the 'travel arrangements' of the Ministry of Internal Affairs and Kingdoms Relations (BZK);

    • • that Twinning organisations should be aware of a sober, cost-conscious execution of the activities also reflected in the salary levels of their professional staff, including management, and in particular the daily rates;

    • • the desirable distribution of resources, the desirable distribution of the expenditure of resources and the progress of the activities results in the limited duration of the individual projects, up to no more than two years. year, and that the amount of contributions to individual projects is limited, with a guideline of up to EUR 200 000 per contribution;

    • • A reasonable own contribution to the costs of their project is expected from the Twinning organisations for the purpose of carrying out and the involvement of the promoters. These should be covered by the initiators from own resources or contributions from third parties, other than the Ministry of Foreign Affairs (BZ);

    • • The project proposal, including the budget, should be signed and signed jointly by the Surinamese and the Dutch twofold partner, which does not take away the fact that one of the two partners in the implementation of a project on behalf of the Twinningcombination may occur as a pilot;

    • • the embedding and support of the project proposal in the relevant organisations with a view to the sustainability of the activity;

    • • an explanation of the project proposal on the manner in which applicants wish to continue the cooperation in a permanent form after completion;

    • • track record of the twinting partners, demonstrating that the twinningpartners are able, based on previous results, to achieve the objectives and results which are now jointly intended;

    • • quality and efficiency of the twinned partners, such as financial and administrative management, as well as their Planning, Monitoring & Evaluation systematics.

    The RFP shall refer to the quality and policy relevance of the project proposal. The draft review framework contains a proposal key which contains at least the following criteria:

    • • sustainability of the activities, with a view to the embedding and support of project proposals in the relevant sectors, as well as to the extent to which activities will have a lasting effect;

    • • the contribution of the project proposal to capacity building of the partner in Suriname and the effective influence of the partner in Suriname on the steering of the project;

    • • the elaboration in the project proposal of intended results, operational objectives, planned activities and resources, and a clear link between the results to be achieved and the resources needed to achieve them;

    • • the elaboration of intended results in SMART systematics (Specific, Measured, Acceptable, Realistic, and Time-bound).


5. Selection [ Expat per 01-01-2017]

From the point of view of efficiency, only the applicant who best meets the criteria, as set out in these policy rules, will be eligible for subsidy. The assessment shall be made on the basis of the relevant laws and regulations applicable to the grant of the grant by the Minister, namely: General administrative law , the Grant Decision Ministry of Foreign Affairs , the Subsidy Scheme Ministry of Foreign Affairs 2006 and the underlying grant policy framework.


6. Financial Framework [ Expired by 01-01-2017]

The amount of the subsidy available shall not exceed € 6,500,000 for the entire grant period, up to a maximum of 9% of which may be spent on overheads by the recipient of the subsidy on the expenditure achieved. Each year no more than a proportion of the amount of the subsidy granted for the whole period will be made payable. This subsidy ceiling is subject to sufficient resources being provided by the budgetary legislator.


7. Application Procedure [ Expired per 01-01-2017]

Applications for subsidies shall be received by the Management Committee of the Western Hemisphere (DWH) of the Ministry of Foreign Affairs in The Hague at the latest by 30 September 2013 at 4 p.m. (Dutch time), indicating ' Tender Twinningfacility of the Netherlands-Suriname 2013-2016 '.
