Decision of the Minister for Economic Affairs of 8 December 2008, No WJZ 8192315 laying down rules on the mandate and authorisation to daily management of the Northern Netherlands Cooperation Link concerning the granting of aid for area-oriented projects in Northern Netherlands under the 'Strengths' scheme in Northern Netherlands the region (Decision of the mandate and the SNN mandate on the subsidy application for area-based projects in Northern Netherlands under the Regional Aid Scheme in the region)

The Minister for Economic Affairs,

Having regard to Section 10.1.1 of the General Administrative Law ;

Having regard to the written agreement of the day-to-day management of the Northern Netherlands Cooperation Agreement;

Article 1

For the purpose of this Decision:

  • a. Minister: the Minister for Economic Affairs;

  • b. SNN: the day-to-day management of the Northern Netherlands Cooperation Agreement.

SNN is granted a mandate and authorisation to take decisions and to act on the grant of aid for area-based projects which fit in one of the area's programme of the area's programme North Netherlands as intended in the Subsidy scheme strength in the region .

  • 1 To SNN, mandate and authorisation shall be granted for the treatment of objections directed against acts as referred to in Article 1 (2). Article 2 Including the taking of decisions on objections.

  • 2 The SNN also authorises the conduct of defence in cases where appeal is lodged against a decision on objection of objection which SNN has taken.

In the event the Minister makes a communication to SNN that makes a decision as intended Article 2 will not be handled by SNN, it is mandated and authorised by the Director General of Education and Innovation of the Ministry of Economic Affairs on that matter.

  • 1 SNN can for the in Articles 2 and 3 provide for the submandate of such matters and shall confer the authorisation of the officials of which he is responsible.

  • 2 The granting of a submandate and its amendment shall be made in writing and in respect of the formulation, in accordance with the Director of the Law and the Legal Affairs of the Ministry of Economic Affairs.

  • 3 A copy of a decision on the submandate referred to in paragraph 2 shall be forwarded to the Director of the Law and the Legal Affairs of the Ministry of Economic Affairs and to the persons to whom the decision has been under mandate.
