Decision of the State Secretary for Foreign Affairs of 24 September 2012, No DME/480/2012, on the establishment and remuneration of the Advisory Committee on Sustainable Water
The Secretary of State for Foreign Affairs,
Having regard to Article 4.8 of the Ministry of Subsidation for the Ministry of Foreign Affairs 2006 ;
Having regard to the Decision of 21 March 2012, No DJZ/BR/0311-2012, establishing policy rules and a subsidy cap on subsidisation under the 2006 Grant Aid Ministry, Fund Sustainable Water (FDW). 1 .
Decision:
1 There is an Advisory Commission Fund Sustainable Water (AFDW).
2 The advisory committee advises the State Secretary for Foreign Affairs on the assessment of applications for grant under the Fund Sustainable Water Fund (FDW).
1 The advisory committee assesses the assessment of applications for quality and consistency with the policy rules for the Fund Sustainable Water.
2 The examination of the Advisory Committee shall result in agreement or derogation with the proposed outcome of the assessment of an application. In the opinion of the committee, the arguments are clearly indicated in the case of a different opinion.
3 A member of the Advisory Committee shall not take part in the preparation and adoption of an opinion if he has a personal interest in the proposed project proposal.
1 The advisory committee shall consist of a chairman, also a member, and at least two and a maximum of six other members.
2 The Chairman and the other members of the Advisory Committee shall be appointed and dismissed by the Secretary of State for Foreign Affairs for a period to be determined by the State Secretary.
3 The members of the Advisory Committee shall be reappointed at any time.
4 The quorum required for a decision-making meeting of the Advisory Committee has been reached in the presence of a majority of the appointed members. The committee is seeking consensus in its decision-making. If the votes do not take place, the President shall decide.
5 The State Secretary may designate an observer to attend meetings of the Advisory Committee. The observer shall have no voting rights.
1 To the Chairman of the Advisory Committee, a fixed fee is granted per month, up to 5,7% of the maximum amount of salary scale 16 of the year. Annex B to the Remuneration Decision Civil Servants 1984 .-For the Chair, a working life factor of 0,057 applies.
2 To the members of the Advisory Committee, a fixed fee is granted per month, up to 5,7% of the maximum amount of salary scale 16 of the year. Annex B to the Remuneration Decision Civil Servants 1984 . Members shall be subject to a working life factor of 0,057.
1 The Secretary of State for Foreign Affairs shall provide the secretariat of the Advisory Committee.
2 The advisory committee shall adopt its own rules of operation.
3 The advisory committee shall draw up a report on 1 April of its activities in the last calendar year.
1 The Advisory Committee shall, upon request, communicate to the State Secretary the information required for the performance of his/her duties. The State Secretary may request access to information and documents in so far as it is reasonably necessary for the performance of his or her duties.
2 The management by the Advisory Committee of architancy records relating to the advisory service is carried out in a similar manner to the Ministry of Foreign Affairs.
This Decision shall enter into force from the day following the day of the Official Journal of the Official Journal in which it is placed.
This Decision will be published in the Official Journal.
