Having regard to Article 5 of the Implementing Act European Citizens ' Initiative ;
The Department for the Advisory Board of the State (Opinion of 11 September 2013, No no. W04.13.0288/I);
Having regard to the further report of Our Minister of Internal Affairs and Kingdom Relations of 17 September 2013, No 2013-0000542000;
Have found good and understand:
For the purpose of this Decision:
a. Our Minister: Our Minister of Home Affairs and Kingdom Relations;
b. Sample: a sample as referred to in Article 5 of the Implementing Act European Citizens ' Initiative ;
c. Regulation: Regulation (EU) No No 211/2011 of the European Parliament and of the Council of 16 February 2011 on the citizens ' initiative (PbEU 2011, L 65);
ed. identity document: a Dutch passport valid on the date of signature of the statement of support, a Dutch identity card or an identity card from Aruba, Curaçao, Sint Maarten, Bonaire, Sint Eustatius or Saba on which the Dutch nationality state and which shall be valid on the date of signature of the statement of support.
Our Minister determines the size of a sample according to the following formula:

n = number of statements of support selected for a sample
z = 1.65
N = total number of statements of support submitted
p = 0.5
F = 0,025
Our Minister shall decide on random manner in which statements of support shall be used for a sample.
The sample shall be certified as valid in the sample if:
a. The Signatory is a citizen of the European Union;
b. the signatory has reached the voting age before the elections to the European Parliament;
(c) The support form has been completed in full;
d. the date of signature of the statement of support within 12 months of the registration of the European citizens ' initiative; and
e. to the extent that:
1 °. The person who signed a person is a resident of the European part of the Netherlands: the postal code, the house number and the date of birth of the signer shall correspond to the postal code, the number and the date of birth recorded in the basic registration;
2 °. The Signatory is resident of Bonaire, Sint Eustatius or Saba: the address details and the date of birth of the Signatory correspond to the in a basic administration as intended. Article 2 of the Basic Administrations Act Personal Data BES Address data and date of birth;
The date of birth and nationality corresponds to the date of birth and nationality recorded on a copy of the identity document.
1 The number of statements of support identified as valid in the sample shall be expressed as a percentage of the total number of statements of support selected for the sample.
2 On the basis of this percentage, the number of expressions of support as valid shall be shown on the certificate referred to in Annex VI of the Regulation.
If the proposal of the Act laying down rules implementing the Regulation (EU) No 248/2012 presented at the Royal Message of 3 October 2012 No 211/2011 of the European Parliament and of the Council of 16 February 2011 on the citizens ' initiative (PbEU 2011, L 65) ( Regulation of the European Citizens ' Initiative Regulation ) (Chamber pieces 33 423) until law is elevated and that law enters into force, then this decision shall enter into force at the same time.
This decision is cited as: Implementing Decision European Citizens ' Initiative Regulation.
Charges and orders that this Decision will be placed in the Official Journal by means of the note of explanatory note accompanying it.
