Article 1. Conceptual provisions

For the purpose of this Decision:


Article 2. Due amount and statutory certificate for admission to travel (part) State examination

  • 1 For admission to the passing of the state exam, an amount of € 567 is due.

  • 2 For admission to passing state examinations, € 56 is payable for the rekentoets, or for a box in respect of which only the central exam or only the college exam is made, and € 113 for the rekentoets, or for a box to with regard to which both the college examination and the central examination are taken, provided that a total no more than € 567 per calendar year is covered.

  • 3 The amount due is met in the manner and for the date, determined by the College for examinations.

  • 4 The first and second paragraphs do not apply to candidates who come from a school of special secondary education.

  • 6 Those taking part in a state examination or sub-state examination shall be obliged to legitimise upon the request of those who take these examinations or supervise them.

  • 7 The amounts referred to in this Article may be changed by means of a regulation of our Minister, in so far as the Consumer Price Index gives rise to this.


Article 2a. Admission to state exam vocational learning pathways and mixed learning pathway vmbo

  • 1 To the State examination vmbo in the basic occupational training course, the framework vocational training course or the blended learning pathway, shall be authorised only:

    • a. the candidate who is registered as a vocational training participant at the time of the State Examination notification as intended in the Law on education and vocational education , previously rejected for the final examination vmbo in a learning path mentioned in the introductory sentence, and a numerical list showing that the final figure 6 or more has been obtained for each of the professional subjects in which final examination has been completed;

    • b. the candidate who is enrolled in a School of Continuing Special Education or a School of Special and Secondary Special Education as referred to in Article 1 of the Law at the centres of expertise and those with application of Article 30 of the Law on Secondary Education the final examination provided for vmbo in an instructing course mentioned in the introductory sentence, if the pupil has been rejected for it and submits a list showing that for each of the professional subjects in which final examination has been completed, the final figure 6 or More is achieved.

Article 3. Notification for admission to (part) State examination

Article 6. Irregularities

  • 1 If a candidate makes or has committed to any part of the state examination or substate examination or has made a claim to a waiver of any irregularity, the College may take action on examinations; ed.

  • 2 The measures referred to in paragraph 1, which may be taken together with each other depending on the nature of the irregularity, shall be:

    • a. The allocation of the number 1 for a test of the college examination, the rekentoets or the central examination;

    • (b) the denial of participation or further participation in one or more tests of the college examination, the rating or the central examination of the relevant box;

    • c. to invalidate the rekentoets or one or more keys of the already travelled part of the college exam or the central examination;

    • d. Measures less far-reaching than those referred to in points (a) to (c).

  • (3) If the denial referred to in paragraph 2 (b) relates to a candidate who holds the registration number and one or more boxes or tests, the denial may cover all tests.

  • 4 If the irregularity is discovered only after completion of the examination, the College shall be entitled to the diploma in the course of the examination, as provided for in Article 30, third paragraph , or the certificate, intended in Article 31 , and the numerical list shall be withheld or may provide that the candidate concerned may be awarded that diploma or certificate and that number list only after a reexamination in the parts to be designated by the College for examinations and on the basis of a list of the members of the the way it is to be determined.

  • The decision taken by a measure referred to in paragraph 1 shall be sent to the inspection and, if the candidate is a minor, to the legal representatives of the candidate, at the same time as the candidate.

  • 6 The candidate may object to the College for examinations by a decision of a measure referred to in the first paragraph. The time limit for the submission of a statement of objection shall be five days after the decision has been published to the candidate in the prescribed manner. The College for examinations shall decide within two weeks after receipt of the notice of objection, unless the College has extended that period for a maximum period of two weeks. The College for examinations shall, where necessary, determine the manner in which the candidate will be able to complete or complete the examination of the examination. The College for Examiners shall communicate its decision to the legal representatives of the candidate who is a minor and to the inspection.

  • 2 With respect to the college exam, the following shall apply:

    • (a) choices to be made by the School as a result of the examination programme referred to in the first paragraph shall be made by the College for examinations; and

Article 10. Exemptions from the law

  • 1 Without prejudice to exemptions and derogations from the Articles 11 , 12 , 13 , 22 and, in so far as it concerns general subjects, 23 to 25 of the Eindex Decision , is the candidate who takes state examination:

    • a. Exempt from the rekentoets or of the examination in a vwo box on the basis of an examination of vwo, if a final digit 6 or higher is obtained for the retest or corresponding box;

    • b. Exempt from the rekentoets or from the examination in a box in the havo on the basis of an exam vwo or havo, if a final digit 6 or higher is obtained for the corresponding rekentoets or the corresponding box;

    • c. Exempt from the redirection or examination in a course in the theoretical or mixed learning path of the vmbo based on an examination vwo, havo, vmbo theoretical learning pathway or vmbo mixed learning path, if for the rekentoets or the corresponding box an end digit 6 or higher is achieved;

    • d. Exempt from the redirection or examination in a box in the basic occupational or managerial training course of the vmbo on the basis of an exam vwo, havo or vmbo, if for the corresponding rekentoets or the corresponding box one End digit 6 or higher;

    • e. Exempt from the examination in a box of the vwo, havo or vmbo on the basis of the corresponding exam, made in Curaçao, Sint Maarten, Aruba, Bonaire, Saba or Sint Eustatius, if the corresponding box has a final digit 6 or higher;

    • f. exempted from the profile of the profile, if a profile has been previously made that relates to one or more subjects of the same type of school belonging to the candidate's profile and for which a final figure 6 or higher has been obtained;

    • (g) exempting from the sector work, if a sector work has been previously made that relates to a theme from that sector, and that has been assessed as "sufficient" or "good".

  • 2 The first paragraph shall apply only if, after the year in which the final digit or assessment has been established, no 10 years have elapsed.

  • 3 In addition to the first paragraph, points (a) to (d), the candidate shall be exempt from the literature section of any modern language, if the candidate has obtained a grade 6 or higher in the course of the examination previously submitted for literature.

  • 4 In addition to paragraph 1 (a) to (f) and a third paragraph, the candidate referred to therein shall also be exempted if the final figure is 5 or 4, provided that the applicant fulfils the conditions of Article 26 or Article 26a to pass for the state exam.

  • 5 A candidate shall be exempted from the reregistration test if:

    • a. he calculating the examination in the part, intended in Article 1 of the Exam and Qualification Decision on vocational training has travelled, at least at the reference level of the school or learning path of the school or learning path in which he takes state examination;

    • b. he has obtained at least a digit 6 for this component; and

    • After the year of study in which he has received this part, no two school years have elapsed.

  • 6 In the case of ministerial arrangements, detailed rules for the application of the first paragraph shall be laid down.


Article 11. Exemptions on request

  • 1 Without prejudice Article 10 the College may grant exemption for examination, at the request of the candidate seeking to acquire a diploma, in respect of an examination or reregistration certificate if the candidate is demonstrably in possession of sufficient knowledge based on previously followed teaching. skills related to the corresponding field and the rekentoets respectively.   • 2 The College for examinations shall ensure that the instructions and correction requirements for the central examination remain secret until the commencement of the test where these declarations are submitted to the candidates.

Article 23b. Rekentoets for candidates with severe computational problems

Article 24. Final figure boxes (part) state examination and rekentoets

  • 1 The final figure for all subjects and rekentoets of the state examination and substate examination shall be expressed in an integer from the range of 1 to 10.

  • 2 The College for exams determines the final figure for a box on the arithmetic mean of the college exam figure and the figure for the central exam. If the result of this calculation is not an integer, it shall be rounded down if the first decimal figure is a 4 or lower, and rounded up if that number is 5 or higher.

  • 3 If only a college examination is taken in a box, the figure for the college examination shall also be the final figure.

  • 4 If only a central examination is taken for a box, the figure for the central examination shall be rounded to the end of the final figure.

  • 5 Of the figures obtained on occasions for the purpose of laying down the rekentoets, Article 27a , the highest figure obtained, rounded in accordance with the second paragraph, shall be the final figure for the rekentoets.

  • 6 By way of derogation from the fifth paragraph, the College shall, in consultation with the candidate who has made use of several occasions for the purposes of the application of the rekentoets and use the ER or from the previous test, determine the keys and examinations made. possibility, intended to Article 27a, fifth or sixth paragraph , the figure for the number-key, rounded to the second paragraph, shall be the final figure.

  • 2 The College for examinations determines the results of the state examination, taking into account the Articles 24 and 26 or 26a .

  • 3 The result of obtaining the State examination certificate shall, without prejudice to the second sentence, be determined on the basis of the final figures of a full state examination issued that year. If the candidate states state examination or substate examination in a number of subjects which together do not constitute a full state examination, the candidate can make known that prior to the College for tests and exams, to wish the full state exam to submit one or more of the following supporting documents to the College for testing and examination by means of the missing boxes, including the rebuttable boxes, in addition to the numerical list for those boxes:

  • 4 digit lists shall only be included in the determination of the outcome if no 10 years have elapsed since the year in which they were established. Proof of exemption shall be made only when the outcome is established if, after the year in which the underlying diploma, certificate or other evidence has been established, no further 10 years have elapsed.

  • 5 The result is 'successful' or 'rejected'.

  • 6 If necessary to pass the candidate for the state examination, the College for examinations shall not include one or more final grades of the subjects in determining the final result. The remaining boxes must form a state examination.


Article 26. Result state exam learning pathways vmbo

  • 1 The candidate who has passed the state examination of a learning pathway in the vmbo has succeeded if:

    • a. The arithmetic mean of the figures obtained from the central examination is at least 5,5;

    • b. he for:

      • 1. has obtained the rekentoets as a final figure 5 or more and obtained as a final figure 6 or more for the Dutch-language section; or

      • 2 °. the number of the rekentoets has been 6 or more as a final figure, and has obtained a final figure of 5 or more for the Dutch language box;

    • c. Without prejudice to Part B:

      • 1 °. for one of its subjects for which an end digit has been fixed, the final figure 5 or more for which the final digit has been fixed has been fixed as a final figure 6 or more;

      • 2 °. for one of its subjects for which an end figure has been fixed, as the final figure 4 and for the other subjects for which an end digit has been fixed, the final figure 6 or more of which at least one 7 or more has been obtained; or

      • 3 °. for two of its subjects for which an end figure has been fixed, the final figure has been obtained and for the other subjects for which the final figure has been fixed, the final figure 6 or more of which at least one 7 or more has been obtained; and

Article 33. Method of derogation for examiners

  • 1 The College for examinations may allow a disabled candidate to complete or complete the examination in a manner that is adapted to the possibilities of that candidate. The derogation provided for in the first sentence may relate to:

    • a. the Dutch language and literature section;

    • b. Any other subject where the use of the Dutch language is significant.

  • 4 The derogation provided for in paragraph 3 shall apply to the central examination solely from an extension of the duration of the relevant test with a maximum of 30 minutes, and the granting of authorisation to the use of an explanatory statement, dictionary of the Dutch language.

  • 5 Any derogation under the first and third paragraphs shall be communicated to the inspection.

Article 35. Preserving examenwork

  • 1 The written work of the candidates shall be kept for at least six months from the end of the examination in a manner to be determined by the College for examinations.
