For the purpose of this Decision:
Basic occupational learning pathway: the basic occupational learning pathway, intended in Article 10b of the Act ;
Central exam: the central examination, for the purpose of Article 4, third paragraph ;
College exam: the college exam, intended in Article 4, second paragraph ;
College for exams: College for exams, named in Article 2, first paragraph, of the Law College for examinations ;
Share index: the sub-final examination, for the purpose of Article 1, first paragraph, of the Eindex Decision ;
State examination: the examination in one or more of the boxes prescribed for the state examination;
Mixed learning pathway: the mixed learning pathway, for the purpose of Article 10d of the Act ;
havo: higher general secondary education as intended Article 8 of the Act ;
inspection: the inspection referred to in Article 1 of the Law on Education Supervision ;
education and vocational education institution: an institution as specified in Article 1.1.1, part b, of the Education and Vocational Education Act , in so far as it concerns training courses vavo;
Framework-oriented learning pathway: the framework trade-oriented learning pathway, Article 10b of the Act ;
Candidate: the one who is on the basis of Article 3 has been notified for admission to the State examination or substate examination;
social placement: social placement as intended in Article 6f of the Law on secondary education ;
Mavo: secondary general secondary education, as referred to in Article 9 of the Act ;
Our Minister: Our Minister of Education, Culture and Science;
training vavo: -a continuing training course in general adult education as defined in Article 7.3.1, first paragraph, part a, of the Education and Vocational Education Act , as far as leading to the diploma of vwo, degree of havo, or diploma vmbo theoretical learning path;
Profile: an in Article 12 of the Act mentioned profile;
Profile piece: it in Article 4, third paragraph, of the Eindex Decision Intended profile piece;
Rekentoets: Rekentoets as intended Article 60, sixth paragraph, of the Act ;
Rekentoets ER: Rekentoets as intended Article 23b, first paragraph ;
school: a school of vwo, a school of HAVO, or a Vmbo school, unless otherwise provided;
Sector: a sector as defined in Article 10, third paragraph, of the Act ;
sector piece: the sector workpiece referred to in Article 4, fifth paragraph, of the Eindex Decision ;
State examination: the State examination to obtain the diploma of vwo, the degree of havo or the vmbo, subject to the fact that the State examination applies only to the basic occupational training course, the framework vocational training course or the mixed learning pathway only in the course of the period of application of the State examination certificate. General subjects shall be reduced;
theoretical learning pathway: the theoretical learning pathway, for the purpose of Article 10 of the Act ;
key: a test with written or oral questions and assignments, or a practical assignment;
vmbo: pre-secondary vocational education as referred to in Article 21 of the Act ;
Vwo: preparatory scientific education as referred to in Article 7 of the Act ;
Law: Law on secondary education .
1 For admission to the passing of the state exam, an amount of € 567 is due.
2 For admission to passing state examinations, € 56 is payable for the rekentoets, or for a box in respect of which only the central exam or only the college exam is made, and € 113 for the rekentoets, or for a box to with regard to which both the college examination and the central examination are taken, provided that a total no more than € 567 per calendar year is covered.
3 The amount due is met in the manner and for the date, determined by the College for examinations.
4 The first and second paragraphs do not apply to candidates who come from a school of special secondary education.
5 With respect to candidates from a school in respect of which application has been made to Article 29 (1a) of the Act , or an education and vocational training institution for which application has been made to Article 6a.2.1 of the Education and Vocational Education Act , the amount referred to in the first and second paragraphs shall be due by the competent authority of that school or institution.
6 Those taking part in a state examination or sub-state examination shall be obliged to legitimise upon the request of those who take these examinations or supervise them.
7 The amounts referred to in this Article may be changed by means of a regulation of our Minister, in so far as the Consumer Price Index gives rise to this.
1 To the State examination vmbo in the basic occupational training course, the framework vocational training course or the blended learning pathway, shall be authorised only:
a. the candidate who is registered as a vocational training participant at the time of the State Examination notification as intended in the Law on education and vocational education , previously rejected for the final examination vmbo in a learning path mentioned in the introductory sentence, and a numerical list showing that the final figure 6 or more has been obtained for each of the professional subjects in which final examination has been completed;
b. the candidate who is enrolled in a School of Continuing Special Education or a School of Special and Secondary Special Education as referred to in Article 1 of the Law at the centres of expertise and those with application of Article 30 of the Law on Secondary Education the final examination provided for vmbo in an instructing course mentioned in the introductory sentence, if the pupil has been rejected for it and submits a list showing that for each of the professional subjects in which final examination has been completed, the final figure 6 or More is achieved.
2 By way of derogation from paragraph 1, for one or more general subjects in the basic occupational training course or in the basic occupational training course, a Vmbo examination shall also be granted to candidates who have been registered to a person referred to in that paragraph. school for secondary special education or school for special and secondary special education.
1 The College for examinations shall establish the notification procedure. Our Minister shall publish the notification procedure in good time, carry out the notification and confirm the notification in writing to the candidate. If the candidate is a minor, the notification shall be co-signed by his legal representatives.
2 The notification may extend to:
a. obtaining admission to passing the examination before the College for examinations; or
b. submitting to the College for exams of the in Article 25, third paragraph The documents provided for the purposes of obtaining the State examination certificate, whether or not combined with passing the examination in one or more boxes or remarking to the College for examinations.
3 The notification for the State examination also indicates whether there is one or more exemptions or exemptions as provided for in the Articles of State. 10 and 11 .
1 The state exam and the state exam may consist of a college exam for each section, either from a central examination or from both.
2 The college exam vwo and havo includes a profile workpiece.

5 The central examination shall take place in each calendar year a first, second and third periods, or a period of time to be determined by the College for examinations.
6 Before the beginning of the third period, our Minister shall send the inspection an indication of the candidates, the figures obtained during the first or second periods by those candidates, where applicable, the figures for the period of application for the period of college exam, and a summary of the box or the boxes or rekentoets in which each candidate will be examinated.
1 If a candidate makes or has committed to any part of the state examination or substate examination or has made a claim to a waiver of any irregularity, the College may take action on examinations; ed.
2 The measures referred to in paragraph 1, which may be taken together with each other depending on the nature of the irregularity, shall be:
a. The allocation of the number 1 for a test of the college examination, the rekentoets or the central examination;
(b) the denial of participation or further participation in one or more tests of the college examination, the rating or the central examination of the relevant box;
c. to invalidate the rekentoets or one or more keys of the already travelled part of the college exam or the central examination;
d. Measures less far-reaching than those referred to in points (a) to (c).
(3) If the denial referred to in paragraph 2 (b) relates to a candidate who holds the registration number and one or more boxes or tests, the denial may cover all tests.
4 If the irregularity is discovered only after completion of the examination, the College shall be entitled to the diploma in the course of the examination, as provided for in Article 30, third paragraph , or the certificate, intended in Article 31 , and the numerical list shall be withheld or may provide that the candidate concerned may be awarded that diploma or certificate and that number list only after a reexamination in the parts to be designated by the College for examinations and on the basis of a list of the members of the the way it is to be determined.
The decision taken by a measure referred to in paragraph 1 shall be sent to the inspection and, if the candidate is a minor, to the legal representatives of the candidate, at the same time as the candidate.
6 The candidate may object to the College for examinations by a decision of a measure referred to in the first paragraph. The time limit for the submission of a statement of objection shall be five days after the decision has been published to the candidate in the prescribed manner. The College for examinations shall decide within two weeks after receipt of the notice of objection, unless the College has extended that period for a maximum period of two weeks. The College for examinations shall, where necessary, determine the manner in which the candidate will be able to complete or complete the examination of the examination. The College for Examiners shall communicate its decision to the legal representatives of the candidate who is a minor and to the inspection.
7 The candidate who is absent from the central examination in a box, or with the rekentoets, or with a notice but without a reason accepted by the College for examinations, is absent from any part of the State exam or part-state examination, shall be excluded from further participation in the central examination in that section, as well as from participation in the college examination in the relevant box, respectively, of further participation in the rekentoets.
1 The state examination shall be taken in accordance with the relevant examination programme, established on the basis of Article 7 of the Eindex Decision .
2 With respect to the college exam, the following shall apply:
(a) choices to be made by the School as a result of the examination programme referred to in the first paragraph shall be made by the College for examinations; and
b. The College for exams may deviate from regulations regarding school exam boards which are impracticable for practical reasons in the college exam, with the proviso that the college exam remains as equal as possible to the exam. school windows.

2 By way of derogation from the first paragraph, the College may decide, whether or not for a particular group of candidates, that no opportunity shall be taken to pass the examination in a section which is exclusively part of the free part of the profiles or to the free part of a learning path from the vmbo. The first sentence shall apply mutatis mutandis in respect of art (drama) and art (dance).
The candidate shall, in accordance with this Chapter, choose the boxes in which he shall take the state examination or sub-state examination.
1 Without prejudice to exemptions and derogations from the Articles 11 , 12 , 13 , 22 and, in so far as it concerns general subjects, 23 to 25 of the Eindex Decision , is the candidate who takes state examination:
a. Exempt from the rekentoets or of the examination in a vwo box on the basis of an examination of vwo, if a final digit 6 or higher is obtained for the retest or corresponding box;
b. Exempt from the rekentoets or from the examination in a box in the havo on the basis of an exam vwo or havo, if a final digit 6 or higher is obtained for the corresponding rekentoets or the corresponding box;
c. Exempt from the redirection or examination in a course in the theoretical or mixed learning path of the vmbo based on an examination vwo, havo, vmbo theoretical learning pathway or vmbo mixed learning path, if for the rekentoets or the corresponding box an end digit 6 or higher is achieved;
d. Exempt from the redirection or examination in a box in the basic occupational or managerial training course of the vmbo on the basis of an exam vwo, havo or vmbo, if for the corresponding rekentoets or the corresponding box one End digit 6 or higher;
e. Exempt from the examination in a box of the vwo, havo or vmbo on the basis of the corresponding exam, made in Curaçao, Sint Maarten, Aruba, Bonaire, Saba or Sint Eustatius, if the corresponding box has a final digit 6 or higher;
f. exempted from the profile of the profile, if a profile has been previously made that relates to one or more subjects of the same type of school belonging to the candidate's profile and for which a final figure 6 or higher has been obtained;
(g) exempting from the sector work, if a sector work has been previously made that relates to a theme from that sector, and that has been assessed as "sufficient" or "good".
2 The first paragraph shall apply only if, after the year in which the final digit or assessment has been established, no 10 years have elapsed.
3 In addition to the first paragraph, points (a) to (d), the candidate shall be exempt from the literature section of any modern language, if the candidate has obtained a grade 6 or higher in the course of the examination previously submitted for literature.
4 In addition to paragraph 1 (a) to (f) and a third paragraph, the candidate referred to therein shall also be exempted if the final figure is 5 or 4, provided that the applicant fulfils the conditions of Article 26 or Article 26a to pass for the state exam.
5 A candidate shall be exempted from the reregistration test if:
a. he calculating the examination in the part, intended in Article 1 of the Exam and Qualification Decision on vocational training has travelled, at least at the reference level of the school or learning path of the school or learning path in which he takes state examination;
b. he has obtained at least a digit 6 for this component; and
After the year of study in which he has received this part, no two school years have elapsed.
6 In the case of ministerial arrangements, detailed rules for the application of the first paragraph shall be laid down.
7 Article 52, ninth paragraph of the Eindex Decision shall apply mutatis mutandis.
1 Without prejudice Article 10 the College may grant exemption for examination, at the request of the candidate seeking to acquire a diploma, in respect of an examination or reregistration certificate if the candidate is demonstrably in possession of sufficient knowledge based on previously followed teaching. skills related to the corresponding field and the rekentoets respectively. The exemption may be granted only on the basis of a diploma, certificate, certificate, or other evidence, whether or not obtained in the Netherlands, which shall be accepted by the College for examinations as evidence of sufficient knowledge and skills. If the College deems it necessary for examinations, the college or the candidate shall examine whether the candidate is in possession of sufficient knowledge and skills.
2 The first paragraph shall apply only if no 10 years have elapsed since the certificate, certificate, certificate or other evidence of proof referred to in that paragraph has been established.
3 The diplomas, certificates, certificates and other supporting documents referred to in paragraph 1 shall, in any case, be those relating to the International Baccalaureate, the European Baccalaureate and those relating to the corresponding education in a Member State of the European Union.
4 If the College grants the requested exemption, our Minister shall, at the request of the college, provide the applicant with proof of a waiver, and send a copy of it to the college inspection.
5 The proof of exemption shall state the reasons for the exemption and the time of the performance of the educational or examination performance to which the derogation is based and shall be accompanied, where appropriate, by a certificate of the the examination of the knowledge and skills of the examination candidate, or of the supporting documents referred to in paragraph 1, as referred to in paragraph 1.
6 Our Minister sets out the model of proof of waiver.
A request for a derogation as referred to in Article 11 submitted in writing to the College for examinations, on presentation of an extract from the birth or person register and a certified photocopy of the diploma, certificate, certificate or other evidence to which the application for examination is carried out. derogation.
1 In any case, the examination rules shall contain information on the measures provided for: Article 6 , and its application, rules relating to the organization of the state exam and substate exam and the course of affairs during the state exam and substate exam, the re-probability possibilities of the central exam and the college exam.
2 The College for examinations shall establish an annual review programme for the following calendar year by 1 October of each year. The programme shall, in each case, indicate:
a. which parts of the examination programme are to be tested,
b. the content of the various components,
c. the manner and timing of the examination of the central examination and the examination of the college examination, as well as the duration of the tests,
d. Rules on the Inability to attend the college exam, and
e. the rules governing the manner in which the figure for the college exam for a candidate is established.
3 The College for examinations shall send the examination and review programme and closure for 1 January to the inspection. These documents shall be submitted at the same time as the notification of the notification. Article 3, first paragraph , submitted by the confirmatory authority to the candidates.
The college exam is made up of an examination file. The examination file shall be the whole of the components of the college examination as documented in a form chosen by the College for examinations.
1 The college exam is assessed with a digit from the range of 1 to 10.
2 Where a central examination is also taken in a box, the figures set out in paragraph 1 shall be used with the figures in the first paragraph with 1 decimal places.
3 By way of derogation from the first paragraph, the sector working piece shall be assessed with 'sufficient' or 'good'.
If, in the course of the College for examinations, whether or not on the basis of the candidate's communications, doubts have been raised as to the accuracy of the assessment of the college examination in any box or part of a box, the College may take those examinations which are Declare invalid assessment and impose a new examination in that box or part.
1 Our Minister ensures timely provision of the declarations, intended in Article 2, second paragraph, section c, of the Law College for examinations to the College for exams.
2 The College for examinations shall ensure that the instructions and correction requirements for the central examination remain secret until the commencement of the test where these declarations are submitted to the candidates.
3 During a written test of the central examination, no communication of any kind concerning the declarations shall be made to the candidates, except on the notification of errata adopted by the College for examinations.
4 The College for examinations shall ensure that the necessary supervision is carried out in the central examination. Those who have monitored, make a record of it and submit it together with the examination of examination at the College for examinations.
5 A candidate to be late may be admitted no later than half an hour after the start of a test.
6 The declarations submitted to the candidates for a written test of the central examination shall remain in the exam room until the end of that test.
7 The candidates shall submit the declarations, their notes and other documents which they shall make to one of those who are responsible for monitoring. The College for examinations shall determine, in which cases may be waived from the first sentence and in which cases and at what point in time the declarations, notes and other documents referred to in that sentence may be returned to the candidates.
1 The College for examinations shall ensure that the work done for the central examination is assessed by two correctors to be indicated by the College for examinations.
2 The proofreaders shall check the work independently of each other and send it to the College for examinations. The proofreaders shall, when assessing their assessment, shall apply the assessment standards referred to in Article 2, second paragraph, part d, of the Law College for examinations . The proofreaders express their rating in a score according to the rules, specified in Article 2, second paragraph, part (e) of the College for examinations .
3 If it is necessary for the College for examinations, the judgment of a third corrector shall be invoked. The second paragraph shall apply mutatis mutandis.
4 The College for examinations shall determine the final score based on the assessments carried out by the proof-readers.
The College for exams proposes on the basis of the final score, Article 19, fourth paragraph , the figure for the central exam. The College for examinations shall, in accordance with the rules set out in the Annex, be Article 2, second paragraph, part (e) of the College for examinations and use one of the digits from the scale running from 1 to 10, with the intermediate digits with 1 decimal places.
1 If the central examination has not taken place in a regular manner in the judgement of the inspection, it may decide that it shall be reinstated in whole or in part for one or more applicants.
2 Where the first paragraph applies, the College shall adopt new declarations for examinations at the request of the inspection and shall determine how and by whom the examination will be taken.
If, due to unforeseen circumstances, the central examination in one or more subjects cannot be reduced in the prescribed manner, the College shall decide how to proceed.
1 If a candidate for a valid reason, for the assessment of the College for exams:
(a) is prevented from being present in one or more tests of the central examination in the first period of time, giving him the opportunity to complete the central examination in the second period of up to two keys;
(b) has also been prevented from completing the central examination in the second period during the second period, and shall be given the opportunity to complete the examination of the examination in the third period;
(c) has also been prevented during the third period, or where he cannot complete the central examination in the third period, he shall be given the opportunity to complete the central examination during the fourth period.
2 Application of the first paragraph shall be without prejudice to: Article 6 .
1 The provisions of this section, with the exception of: Article 19 , apply mutatis mutandis to the rekentoets.
2 The College for exams sets detailed rules for the execution of the rekentoets. The College for examinations shall, in any case, lay down rules for the implementation of the adjustment in so far as the rekentoets consist of open questions.
3 The arrangements referred to in paragraph 1 shall enter into force only upon approval by Our Minister. Our Minister may withhold his approval for conflict with the law or public interest.
4 The College for examinations may provide that the examination in the rekentoets is not subject to the supervision of one or more of the committees.
5 Taking into account the Article 23, seventh paragraph , 24, seventh member , and 25, seventh paragraph, of the Examending Decision the assessment standards referred to in Article 2, second paragraph, part d, and paragraph 2a, of the Law College for examinations has been applied in the assessment of the rekentoets.
1 There is a rekentoets ER where the opdeclarations are adjusted for candidates with severe computational problems.
2 The College for tests and exams informs the candidate in a timely manner for the first opportunity to complete the rekentoets on the possibility of passing the rekentoets ER as well as on the possible consequences for flow to the further education or for the labour market.
3 At the request of a candidate, the College for tests and examinations shall grant permission to travel ER, if the candidate is demonstrably serious problems in controlling the required calculation skills.
4 In any event, there is a question of demonstrable serious calculation problems if the candidate:
a. has been committed to learning the required computational skills; and
b. Nevertheless, he does not show sufficient results.
1 The final figure for all subjects and rekentoets of the state examination and substate examination shall be expressed in an integer from the range of 1 to 10.
2 The College for exams determines the final figure for a box on the arithmetic mean of the college exam figure and the figure for the central exam. If the result of this calculation is not an integer, it shall be rounded down if the first decimal figure is a 4 or lower, and rounded up if that number is 5 or higher.
3 If only a college examination is taken in a box, the figure for the college examination shall also be the final figure.
4 If only a central examination is taken for a box, the figure for the central examination shall be rounded to the end of the final figure.
5 Of the figures obtained on occasions for the purpose of laying down the rekentoets, Article 27a , the highest figure obtained, rounded in accordance with the second paragraph, shall be the final figure for the rekentoets.
6 By way of derogation from the fifth paragraph, the College shall, in consultation with the candidate who has made use of several occasions for the purposes of the application of the rekentoets and use the ER or from the previous test, determine the keys and examinations made. possibility, intended to Article 27a, fifth or sixth paragraph , the figure for the number-key, rounded to the second paragraph, shall be the final figure.
1 The College for exams determines whether the candidate has passed the exam in the rekentoets and in the boxes prescribed for the state exam.
2 The College for examinations determines the results of the state examination, taking into account the Articles 24 and 26 or 26a .
3 The result of obtaining the State examination certificate shall, without prejudice to the second sentence, be determined on the basis of the final figures of a full state examination issued that year. If the candidate states state examination or substate examination in a number of subjects which together do not constitute a full state examination, the candidate can make known that prior to the College for tests and exams, to wish the full state exam to submit one or more of the following supporting documents to the College for testing and examination by means of the missing boxes, including the rebuttable boxes, in addition to the numerical list for those boxes:
a. The final figures for partial state examinations made during that year;
b. One or more digit lists as specified in the Articles 30 and 31, 1st Member ;
c. one or more number lists of a school of secondary education;
d. A result list or one or more number lists of institutions for education and vocational education;
e. Proof of waiver provided in Article 11 (4) ;
f. Proof of waiver as intended Article 10, fourth paragraph, of the Eindex Decision of .
4 digit lists shall only be included in the determination of the outcome if no 10 years have elapsed since the year in which they were established. Proof of exemption shall be made only when the outcome is established if, after the year in which the underlying diploma, certificate or other evidence has been established, no further 10 years have elapsed.
5 The result is 'successful' or 'rejected'.
6 If necessary to pass the candidate for the state examination, the College for examinations shall not include one or more final grades of the subjects in determining the final result. The remaining boxes must form a state examination.
1 The candidate who has passed the state examination of a learning pathway in the vmbo has succeeded if:
a. The arithmetic mean of the figures obtained from the central examination is at least 5,5;
b. he for:
1. has obtained the rekentoets as a final figure 5 or more and obtained as a final figure 6 or more for the Dutch-language section; or
2 °. the number of the rekentoets has been 6 or more as a final figure, and has obtained a final figure of 5 or more for the Dutch language box;
c. Without prejudice to Part B:
1 °. for one of its subjects for which an end digit has been fixed, the final figure 5 or more for which the final digit has been fixed has been fixed as a final figure 6 or more;
2 °. for one of its subjects for which an end figure has been fixed, as the final figure 4 and for the other subjects for which an end digit has been fixed, the final figure 6 or more of which at least one 7 or more has been obtained; or
3 °. for two of its subjects for which an end figure has been fixed, the final figure has been obtained and for the other subjects for which the final figure has been fixed, the final figure 6 or more of which at least one 7 or more has been obtained; and
d. if it is a State examination of mixed or theoretical learning, he has achieved the qualification "sufficient" or "good" for the sector working piece.
For the purpose of application of paragraph 1 (c), the final figure of the department or the internal sectoral or intersectoral programme shall be taken into account in the basic occupational and the framework-oriented learning pathway as two final figures.
3 The candidate who does not fulfil the conditions, named in the first member, has been rejected for the state exam.
Once the results of the first and second paragraphs have been adopted, the College shall publish them in writing, together with the final figures, to the candidate. If the candidate has been rejected for the state examination, the publication shall be communicated to: Article 27 Some. The final result referred to in the first sentence shall be the final result if Article 27 is not applied.
1 The candidate who has passed state exam vwo or havo has succeeded if:
a. The arithmetic mean of the figures obtained from the central examination is at least 5,5;
b. he for:
1 °. one of the subjects of Dutch language and literature, English language and literature, and as far as appropriate mathematics A, mathematics B or mathematics C has been obtained as a final figure 5 or more and he has been named for the rekentoets and the other box or subjects. achieved as a final figure 6 or more in this part; or
2. the number of the rekentoets obtained as the final grade 5 and obtained in English and literature, English language and literature for the subjects Dutch language and literature and, where appropriate, mathematics A, mathematics B or mathematics C as a final figure 6 or more;
c. Without prejudice to Part B:
1 °. for one of its subjects for which an end digit has been fixed, the final figure 5 or more for which the final digit has been fixed has been fixed as a final figure 6 or more;
2 °. for one of its subjects for which an end figure has been fixed, the final figure for which the final figure has been fixed has been fixed as a final figure 6 or more, and the average of the final digits shall be at least 6,0;
3 °. for two of its subjects for which an end figure has been fixed, the final figure has been obtained and the final figure has been 6 or more for the remaining subjects for which the final figure has been fixed, and the average of the final figures for which the final figure has been fixed. 6,0 shall be:
4 ° for one of the subjects for which the final figure has been fixed as the final figure 4 and has obtained as a final figure 6 for one of these subjects and for the remaining subjects for which the final figure has been fixed, 6 or more, and the the average of the final digits shall be at least 6,0; and
d. he has obtained less than the end digit 4 for none of the components mentioned in paragraph 2.
2 In accordance with paragraph 1, the average of the final figures of at least the following parts shall be considered to be the final figure of one box to the extent that the final figure is fixed for these parts: civics and the and for vwo also general natural sciences. The College for exams may add to that:
a. literature, as part of all individual modern languages, except that if the College for Examiners does not decide to do so, literature for the determination of the final grades is a part of the college exam of the relevant language and literature;
b. General natural sciences in the havo.
3 The final figure referred to in paragraph 2 shall be determined as the arithmetic mean of the final digits of the component components. If the result of this calculation is not an integer, it shall be rounded down if the first decimal figure is a 4 or lower, and rounded up if that number is 5 or higher.
4 The candidate who does not fulfil the conditions, named in the first and second members, has been rejected for the state exam.
5 Once the results of the first, second and fourth paragraphs have been adopted, the College shall, together with the final figures, publish them in writing to the candidate. If the candidate has been rejected for the state examination, the publication shall be communicated to: Article 27 Some. The final result referred to in the first sentence shall be the final result if Article 27 is not applied.
1 Without prejudice to: Articles 6 and 23 has the candidate who has applied in any year with application of the Articles 26 and 26a was rejected for the State examination, right to be rekansing in the third period of that year. If the candidate is given the opportunity to complete the central examination in the third period pursuant to Article 23, first paragraph of Article 23, the right to re-examination shall be exercised, in accordance with Article 23 (c), first paragraph of Article 23. a time to be determined by the College for examinations.
2 Herkansing means:
(a) the right to participate in the college examination by the College for examination, in respect of one of the areas in which he has been chosen by the College for examinations that year, in respect of a section to be adopted by the College for examinations; examination programme; and
(b) the right to take part in the central examination for one of the boxes chosen by the candidate in which he has been examined by the College for examinations that year.
3 The application of the first paragraph shall be conditional upon the candidate being able to pass for the state examination.
1 The candidate shall be given the opportunity to complete the rekentoets within a calendar year in which he shall pass a state examination in the rekentoets.
2 By way of derogation from the first paragraph, a candidate for the full state examination of a school or teaching course shall be given three times three times to complete the rekentoets within a calendar year.
3 If the candidate who goes for the full state examination in two consecutive calendar years does state examination in the rekentoets, he may use four times within this period to complete the rekentoets.
4 The candidate shall inform the College for the examination and examination of a day and time to be determined by the College that he wishes to make use of an opportunity referred to in the first paragraph.
5 The College of examinations and examinations may also, on the second or third occasion, allow a candidate to take advantage of the reregistration of the ER or of the possibility of making the test at a higher level, in accordance with the procedure laid down in Article 4 (2). Article 8, first paragraph , of the State Examending Decision of the Government of the European Union Article 13, second paragraph , 22, second paragraph , 23, seventh member , 24, fifth paragraph , or 25, fifth paragraph, of the Eindex Decision .
6 If a candidate has made use of the rekentoets ER or the possibility of passing the test on a higher level, intended in Article 8, first paragraph , of the State Examending Decision of the Government of the European Union Article 13, second paragraph , 22, second paragraph , 23, seventh member , 24, fifth paragraph , or 25, fifth paragraph, of the Eindex Decision the College shall, on the occasion of the examination and examination, give the applicant a second or third opportunity to lay down the rekentoets as they do on the basis of Article 2, fourth paragraph, point (b) and (2a) of the Law College for tests and examinations has been established for the school grade or learning path in which he takes state examination.

1 The College for examinations shall give to any candidate who has been rejected for the state examination, a list of the subjects in which he has been examined by the College for examinations in that year, as appropriate:
a. The grades for the college exam and the central exam,
b. The rekentoets, the box or the boxes and the subject or the title of the profile piece,
c. the theme of the sector working piece, as well as the assessment of the sector workpiece,
d. The final figures for the examination boxes and the rekentoets, and
e. the result of the state examination.
2 The College for examinations shall, on the basis of the final outcome of the final result, give to each candidate who has passed the state examination a number list of each examination set out in respect of each of the examinations made in determining the results; Where applicable:
a. The figures for the college exam, the central examination, and, where appropriate, the school exam;
b. The rekentoets, the box or the boxes and the subject or the title of the profile piece,
c. the theme of the sector working piece, as well as the assessment of the sector workpiece,
d. The shifters and boxes for which the candidate has been granted exemption or exemption, including, where applicable, the figures for the registration number and the boxes concerned;
e. the final figures for the examination boxes and the rekentoets, and
f. the result of the state examination.
3 The College for examinations shall ensure that, on the basis of the final result, a diploma is awarded to each candidate who has been successful in the state examination, giving the profile or profiles used in determining the results of the test. Involved. The diploma vmbo mentioned in each case is the sector or sectors involved in the outcome.
4 If a candidate has passed examination in more boxes than in the subjects at least required for obtaining the state examination, boxes not included in the determination of the outcome shall be listed on the numerical list, unless the test is completed. applicant has objected to that.
5 Our Minister sets out the models of diplomas and numerical lists.
6 For the entry on the list of boxes for which the candidate has been granted exemption or exemption from the State Examination:
a. In the case of either the state test of vwo or the state test havo:
1. the subjects of cultural and artistic education and physical education of the common part shall not be included in the numerical list;
2. the subjects of general nature sciences and social studies for which the candidate is exempted from the State exam on the basis of the possession of a certificate of havo, are not listed on the figures;
3 °. boxes or the number of the reregistration for which the candidate is exempted on the basis of Article 9 of the Eindex Decision or Article 10 of this Decision, shall be entered in the figures, indicating the figure previously obtained;
4. boxes or the rates for which the candidate is exempted from the State exam on the basis of a previously completed final examination or state examination of havo or vmbo of which the vwo subjects were part, shall be entered in the numerical list, giving an indication of: of the previously obtained figure;
5 °. boxes or the number of the reregistration of which the candidate is exempted from the State examination on the basis of a previously completed final examination or examination of the state examination of which the rekentoets of these subjects or the corresponding boxes are intended to be applied in the course of the Article 14, eighth paragraph of the Act , if the corresponding rekentoets were part, are shown on the numerical list, indicating the figure previously obtained;
6 °. other subjects for which the candidate has been granted exemption or exemption shall be entered in the figures, without any number being entered;
b. In the case of the state test vmbo:
1. the boxes belonging to the visual education, music, dance, drama and physical education of the common part shall not be included in the list;
2. boxes or the number of the reregistration for which the candidate is exempted on the basis of Article 9 of the Eindex Decision or Article 10 of this Decision, shall be entered in the figures, indicating the figure previously obtained;
3 °. boxes or the number of cases for which the candidate for the State examination is exempted from the theoretical course of learning or by the mixed learning route on the basis of a previously completed final examination or state examination of vmbo, in so far as it relates to the Framework-oriented learning pathway or the basic occupational learning path of which the rekentoets, such boxes or the corresponding subjects, are intended to be applied in the course of Article 10, ninth paragraph , or Article 10d, ninth paragraph, of the Act , being part of the list, shall be entered in the figures, indicating the figure previously obtained;
4. Other subjects for which the candidate has been granted exemption or exemption shall be indicated in the figures list, without any number.
7 If the number of the rekentoets for which the final digit is fixed is an ER, the number "ER" shall be added to the numerical list in the case of the remarking of the remarking.
8 The College for exams draws the diplomas and numeral lists.
1 A candidate has passed the state exam vwo with the award of the judicium cum laude if his exam meets the following requirements:
a. At least the average final digit 8,0, calculated on the basis of the final figures for:
1 °. the rekentoets, the boxes in the common part of the profile, the final digit calculated on the basis of Article 26a, second paragraph , and sections of the profile part, and
2 °. the free part of the box for which the highest final digit has been fixed,
b. At least the final digit 7 or at least the qualification "sufficient" for the rekentoets and all boxes measuring at the exit point on the basis of Article 26a , and
c. All central examinations have been completed within the period of one year prior to certification.
2 A candidate has passed the state exam havo with award of the judicium cum laude if his exam meets the following requirements:
a. At least the average final digit 8,0, calculated on the basis of the final figures for:
1 °. the rekentoets, the boxes in the common part of the profile, the final digit calculated on the basis of Article 26a, second paragraph , and sections of the profile part, and
2 °. the free part of the box for which the highest final digit has been fixed,
b. At least the final digit 6 or at least the qualification "sufficient" for the rekentoets and all boxes measuring at the exit point on the basis of Article 26a , and
c. All central examinations have been completed within the period of one year prior to certification.
3 A candidate has passed the state exam vmbo theoretical learning pathway or mixed learning pathway with award of the judicium cum laude if his exam meets the following requirements:
a. At least the average final digit 8,0, calculated on the basis of the final figures for:
1 °. the rekentoets, the subjects of Dutch language, English language and civics, and the subjects of the sector, and
2 °. the free part of the box for which the highest final digit has been fixed,
b. At least the final digit 6 or at least the qualification "sufficient" for the rekentoets, the sector working piece and all boxes measuring at the exit point on the basis of Article 26 , and
c. All central examinations have been completed within the period of one year prior to certification.
4 A candidate has passed the state exam vmbo basic occupational learning pathway or framework vocational learning pathway with the award of the judicium cum laude if his exam meets the following requirements:
a. At least the average final digit 8,0, calculated on the basis of:
1 °. the final figures for the two general boxes in the sector, and
2 °. twice the final figure for the section, intrasectoral programme or interbranch programme from the free part,
b. At least the final digit 6 or at least the qualification "sufficient" for the rekentoets, and all subjects counted in the exit clause on the basis of Article 26 , and
c. All central examinations have been completed within the period of one year prior to certification.
1 The College of examinations shall give to the applicant who has passed the state examination a number list, as appropriate, of the following list:
a. The grades for the college exam and the central exam,
b. The rekentoets, the box or the boxes and the subject or the title of the profile piece,
c. the theme of the sector working piece, as well as the assessment of the sector work piece; and
d. The final figures for examination subjects or the rekentoets.
2 The College for examinations reaches the candidate referred to in paragraph 1, and the candidate who is not on the basis of the final result Article 30, third paragraph , a diploma may be awarded, a certificate from which shall be indicated, as applicable:
a. The registration number, the box, or the boxes for which the candidate has obtained an end digit 6 or more; and
b. The registration number, box or boxes, the subject or title of the profile piece or the theme of the sector working piece, as well as the assessment of the sector working piece, as assessed by 'good' or 'sufficient'.
3 Our Minister lays down the model of the certificate and the number list for the substate examination.
4 The College for exams draws the certificates and the numerical lists for the state exam.
5 If the number of the rekentoets for which the final digit is fixed is an ER, the addition of 'ER' shall be placed on the certificate when the rekentoets are entered.
1 Duplicates of certificates issued, certificates, proof of exemption and numerical lists are not provided.
2 A written declaration that a document referred to in paragraph 1 has been issued, which shall have the same value as that document itself, may be provided solely by or because of our Minister.
3 A document to replace a diploma, certificate or numerical list can only be provided by Our Minister if on the basis of Article 4 (4) , Article 7, first paragraph , or Article 28b, 2nd paragraph, of Book 1 of the Civil Code The first name has changed the name of the candidate's generic name.
1 The College for examinations may allow a disabled candidate to complete or complete the examination in a manner that is adapted to the possibilities of that candidate. In that case, the College shall determine the manner in which the examination will be conducted, on the understanding that the other provisions of this Decision are fulfilled. The College for examinations shall give notice of this to the inspection as soon as possible.
2 Unless there is an objectively observable physical disability, the appropriate method of examination referred to in paragraph 1 shall be that:
a. An expert's statement drawn up by an appropriate expert psychologist or orthopaedic authority;
(b) adjustment in so far as it relates to the central examination or, in any case, may consist of an extension of the duration of the relevant test of the central examination or the reregistration test for a maximum of 30 minutes; and
(c) any other adaptation may be authorized only in so far as a proposal is made for that purpose in the statement of experts referred to in point (a), or if the adjustment demonstrably corresponds to the guidance documents, indicate in that expert statement.
3 The College for examinations may derogate from the rules established by or pursuant to this Decision in respect of a candidate who does not have sufficient control of the Dutch language, if the candidate, including the year in which he takes the state examination, or has completed a substate examination for a maximum period of six years in the Netherlands and does not have Dutch as a mother tongue. The derogation provided for in the first sentence may relate to:
a. the Dutch language and literature section;
b. Any other subject where the use of the Dutch language is significant.
4 The derogation provided for in paragraph 3 shall apply to the central examination solely from an extension of the duration of the relevant test with a maximum of 30 minutes, and the granting of authorisation to the use of an explanatory statement, dictionary of the Dutch language.
5 Any derogation under the first and third paragraphs shall be communicated to the inspection.
1 As soon as possible after the final outcome of the final result, the College shall send to our Minister and to the inspection a list of each candidate who has not passed the State examination, as appropriate:
a. the boxes in which examination is made;
b. The shifters and the level at which the rekentoets were made;
c. the figures of the college exam;
d. the box or boxes to which the profile work relates;
e. the assessment of the sector working piece, as well as the theme of the sector work;
f. The figures of the central examination;
g. Final figures;
h. the result of the state examination.
2 As soon as possible after the final outcome has been established, the College shall forward to our Minister and to the inspection a list of each candidate who has passed the State examination, as appropriate:
a. The profile or profiles to which the examination applies;
b. The boxes listed on the digit list;
c. The shifters and the level at which the remarking is taken, and whether the rekentoets have been used in the rekentoets for which an end digit has been established;
d. The figures of the college examination or, where appropriate, of school exam;
e. the box or boxes to which the profile work relates;
f. the assessment of the sector working piece, and the theme of the sector working piece;
g. The figures of the central examination;
h. the final figures;
the boxes for which the candidate has been granted exemption or waiver, including, where applicable, the figures for the subjects concerned;
j. the result of the state exam.
3 As soon as possible after the completion of the final figures for candidates who have passed a substate examination, the College shall send to our Minister, and to the inspection, a list of each candidate, as far as possible. application:
a. The boxes listed on the figures list;
b. The shifters and the level at which the remarking is taken, and whether the rekentoets have been used in the rekentoets for which an end digit has been established;
c. the figures of the college exam;
d. the box or boxes to which the profile work relates;
e. the assessment of the sector working piece, and the theme of the sector work;
f. The figures of the central examination;
g. Final figures.
1 The written work of the candidates shall be kept for at least six months from the end of the examination in a manner to be determined by the College for examinations. A candidate who shall take a central examination of a box with secret declarations may, during that period of six months, obtain information from the College for examinations. Each of the other candidates may, during that period, see his written work.
2 A copy of the list signed by the College for exams, referred to in Article 34, first, second and third paragraphs , and the documents submitted by the candidate, shall be kept for at least six months from the date of adoption of the result in the College's archives for examinations.
3 The College of examinations shall ensure that a complete set of the declarations used in the central examinations will be retained for at least six months after the removal of the result in the College of Examiners ' records.
The College for examinations may, on or under this Decision, omit or derogate from those rules to the extent applicable, having regard to the particular function of the State examination, including those candidates who are in special If circumstances are to be found, it will lead to a lack of fairness.
The candidate who has passed state exam vmbo in the following:
a. Basic occupational learning pathway;
b. Framework occupational learning pathway;
c. Mixed learning pathway; or
d. theoretical learning pathway,
By way of derogation from Article 26, first paragraph, part b , for the Dutch language section, to have been obtained as a final figure 5 or more and to have travelled the rekentoets.
By way of derogation from the Articles 30, first paragraph, parts b and d, second paragraph, parts b, d and e, and sixth member , and 31, first paragraph, parts b and d The final figure for the rekentoets in the basic vocational training course of the vmbo is placed at an annex to the numerical list of the Official Journal of the European Union.
By way of derogation from Article 26a, first paragraph, part b , the candidate who passed the state test havo:
a. for one of the subjects of Dutch language and literature, English language and literature, and as far as applicable mathematics A or mathematics B, to have obtained at least the final digit 5 and for the other subject or the other subjects mentioned in this a part, at least the end figure 6 or more to be achieved; and
b. carried out the rekentoets.
By way of derogation from Article 30a, second or third paragraph , for the judicium cum laude, no account is taken of the obtained final figure for the rekentoets, as long as the Articles 43a or 43c apply to the State examination in the relevant course of the vmbo in the havo.
By way of derogation from Article 26a, first paragraph, part b , the candidate who passed the state exam vwo in the 2015-2016 school year must:
a. for one of the subjects of Dutch language and literature, English language and literature, and as far as applicable mathematics A, mathematics B or mathematics C has obtained at least the final digit 5 and has been named for the other subject or the other subjects, in this part, at least the final figure 6 or more has been obtained; and
b. to have obtained at least the final digit 5 for the rekentoets.
(1) If the results of the reregistration or unforeseen circumstances give rise to this, the royal decree may provide for the transitional period to be granted in accordance with the procedure laid down in Article 4 (2). Article 43c , with a school year being extended, except that in that case in the 2015-2016 school year for the rekentoets instead of the final digit 5, at least the final digit 4 must be achieved and in the 2016-2017 school year at least the final digit 5.
2 When applying the first paragraph, a distinction may be made to the fact that the rekentoets (s) are part of the exit regime.
3 In any event, a situation as referred to in the first paragraph if a sufficiently representative picture of the national final figures obtained for the rekentoets in the vwo emerges and emerges from that as a result of these rekentoets. more than 5% of vwo candidates would not obtain a diploma.
The articles in this chapter are due to expire on a date to be determined by royal decree, which may be determined differently for the various articles and parts of the product.
1 This Decision is taken with the exception of Articles 37, 39, 40, and AVO final examination decision and 41, second paragraph , enter into force from the day following the date of issuance of the Official Gazette in which the decision is placed.
2 Articles 37, 39, 40, AVO final examination decision and 41, second paragraph (b) operation of a date to be determined by royal decree, which may be determined in different ways for the various parts, but not only: Article 39 back to and including 1 August 1998. The latter decision shall not be taken until four weeks have elapsed after the present decision has been submitted to both Chambers of the States-General and shall not, during that period, be given by or on behalf of one of the two Boards of Appeal the wish to be given that the subjectmatter of those articles is governed by the law.
