Chapter 1. General provisions

Article 1.01. Meaning of any expressions

For the purpose of this Regulation:

  • a. ship: an inland waterway vessel, including a small ship and a ferry, and a floating tool and a seagoing vessel;

  • b. motor ship: a ship using its own mechanical means of propulsion, with the exception of a ship whose engine is only used for moving over a small distance (for example, in ports or at seaport), to improve its controllability when it is towed or pushed;

  • c. Assembly: A drag, push-forward, or coupled combination;

  • ed. Drag: a combination of one or more ships, floating devices or floating objects which is towed by one or more motor vessels; these latter forms part of the assembly;

  • e. Push-push a set of vessels of which at least one is placed before the engine ship, which is intended for the propulsion of the assembly, or before the two engine ships, which shall be used for the propulsion of the assembly, and which are to be used referred to as 'pusher' or 'pusher craft'. This means a push-set consisting of a push-and-pushed vessel, the couplings of which enable a controlled nocture;

  • j. Floating device: a floating structure which, because of its intended purpose, is not, as a rule, moved, such as a bathing facility, a dock, a jetty, a bow house;

  • k. floating object: a raft as well as any other object or assembly of articles which is capable of sailing and which is not a vessel or a floating device;

  • l. Spring pont: a ship servicing a ferry service crossing the fairway and marked by the competent authority as spring pont;

  • m. Small ship : a ship whose maximum hull length, without the rudder and the boegsprit, is less than 20 m except:

    • -a vessel which may tow vessels other than small vessels may be used to push forward or to cooperate by side;

    • -a ship which is allowed to carry more than 12 passengers;

    • -a ferry ferry;

    • -a push-bin,

  • n. sailing ship: a ship sailing exclusively under sail. A ship sailing under sail and at the same time its mechanical means of propulsion is a motor vessel;

  • o. Stationary ship, floating object or floating device: a ship, a floating object, or a floating device which is directly or indirectly anchored either at anchor or on the shore;

Article 1.02. Skipper

    The skipper of an assembly shall be responsible for the compliance of this Regulation, in so far as its provisions apply to assemblies.

    The skipper of a ship which is to be towed shall follow the orders of the skipper of the drag. However, even if such orders are not to be given, he must take all the measures necessary for the proper conduct of his ship by the circumstances. The same requirements apply to the skipper of a vessel of a coupled assembly, to the extent that he is not a skipper of the assembly.

Article 1.03. Obligations of the crew and of other persons on board

Article 1.04. General duty of vigilance

Article 1.05. Conduct under special circumstances

Article 1.06. Use of the fairway

Article 1.07. Requirements with regard to loading, appearance and maximum permitted number of passengers

Article 1.08. Construction, equipment and crew of a vessel

Article 1.09. Operation of the rudder

Article 1.10. Ship records and other documents on board

    • t. the documents required by the ADN, no. 8.1.2.1, 8.1.2.2 and 8.1.2.3;

    • u. in the case of container transport, the stability data of the ship, approved by the Commission of Experts, including the thrust plan or loading list for the present loading condition and the result of the stability calculation for the vessel, this, or a similar previous one, or a standard loading condition.     • v. the declaration concerning the duration and geographical delimitation of the construction works, where a ship intended for construction work may be used;

    • w. on the river between Basel and Mannheim for ships of a length exceeding 110 m the proof referred to in Article 22a.05, second paragraph, of Part B of the Rules of Procedure, on ships on the Rhine;

    Where a capital letter R has been applied behind the unique European ship identification number, it appears that a declaration on the navigation of the Rhine has been issued.

Article 1.16. Rescue and assistance

Article 1.21. Special transports; amphibious vehicles

Article 1.22. Provisions of a temporary nature

    • a. an off-board passenger ship, which maintains a regular service, and whose permissible maximum number of passengers does not less than 300 persons, if it wishes to establish a landing location, situated on the ship which is sailing on board Shore;

    • b. a moving drag, which in order to rotate is intended to hold a certain bank.

      However, they may make such a request only if they have satisfied themselves that it can be satisfied without danger.

  • 2 In this case, the vessel shall be given the following signals in good time:

    • -"one short punch", if it wishes, that the port of pass is to take place on the port, or

    • -"two short bursts", if it wishes, that the flight board is to be taken from the starboard. It should then be the Article 6.04, third paragraph , show these characters.

  • 3 3. The vessel on board shall comply with the request of the ship sailing vessel and shall confirm this in the following manner:

    • -in the event of a meeting to be carried out on the port, it must give 'one short punch' and, in addition, the showing of the signs intended for the purpose of meeting the ship. Article 6.04, third paragraph , cease, or

    • -if the steering board is to be on starboard, it shall give 'two short bursts' and, in addition, the signs intended to be used in the form of the steering wheel. Article 6.04, third paragraph Show them.

  • 4 As soon as it is feared that the ship's intention is not understood by the ship on board, the vessel must repeat the sound signals prescribed by the second paragraph.


Article 6.06. Meeting of fast ships and other ships and of fast ships

  • 1 For the purposes of meeting in boxes or in places where the waterway does not provide sufficient space for that purpose (s) to be avoided as far as possible, the following rules shall apply:

    • a. A ship must pass a length of time without undue delay, however, except that no passing is prohibited;

    • b. If the view is limited, a ship must give "one long punch" before entering an engte. If necessary, in particular when the length is long, it must repeat this signal during the passage;

    • c. When an appropriate ship becomes aware that an appropriate ship is about to enter an engte, it shall shut down the length until the vessel has sailed through it;

  • 2 In the event of an unavoidable encounter, a ship must take all possible steps to meet it in such a place and under such conditions that the danger is limited to a minimum.


Article 6.08. Prohibition to meet with signs along the fairway

  • 1 When approaching by character A. 4 ( Annex 7 ) The boxes marked with meeting and passing are prohibited. This prohibition may be limited to a vessel or to a set of a certain length or width. Article 6.17. Equal to an equal height; prohibition of approaching a ship

Article 6.21. Composition of composition

Article 6.25. Crossing of fixed bridges

Article 6.26. Traipation of shipbridges

  • 1 When approaching a waiting site of a lock a ship must reduce speed.

    It must not immediately or wish to enter the lock on the bank, and the sign B. 5 on the bank ( Annex 7 ) is shown, before this sign is stopped.

  • 2 On a waiting site of a lock and in a lock, a ship equipped with a marine equipment equipped with the channels for the nautical information shall listen to the channel of the lock.

    • b. must be used during the filling and emptying of the sluice-column until the exit of the lock is allowed, a vessel shall be so moored and must celebrate or pass its multiple threads in such a way that it is not against the sluice-walls, the sluice-gates or the the use of protective devices or other vessels or floating objects;

    • c. may not be sunk as friftwood, except in so far as they are detachable;

    • (d) a vessel and a floating object may not enter or cause water on the lock-down surface or on other ships or floating objects;

    • e. may not make use of its mechanical means of propulsion as soon as it is moored and until it is allowed to exit;

    • f. must berth a small vessel at some distance from another ship.

  • 8 On the waiting site of a lock and in a lock, a ship shall respect a lateral distance of at least 10 m in relation to a ship or a combination which is the sign, intended in Article 3.14, first paragraph I'll be back. However, this obligation does not apply to a vessel or assembly which also carries this sign, and to a ship intended for Article 3.14, seventh paragraph .

  • 11 When approaching a guard position of a lock, during the fence and upon leaving the lock, a fast ship shall reduce its speed so that any damage to the lock, to other ships or floating implements, as well as any danger for persons on board other vessels or floating appliances or on shore, as a result of an obstructive water movement is avoided.

  • 12 The sluice-personnel may, in order to ensure the safety or good order of navigation, or without delay of the lock and use thereof, give instructions to this Article which shall supplement the provisions of this Article; But deviated from that.

    A ship in the lock and on the waiting site is obliged to comply with these traffic directions.


Article 6.28a. Entry and exit of locks

Article 6.29. Precedence bulkhead

  • 3 A ship must close at the start when it is poor to release the vessel as much as possible.

  • 4 A small vessel shall only sail under bad visibility if it listens on channel 10 or on the other channel designated for that purpose by the competent authority.

  • 5 A ship and an assembly, which are not capable of making use of radar, shall, in the event of poor visibility, seek a berth without delay.


Article 6.31. Non-stationary vessels

  • 1 A vessel that is stationary in the navigation area or in its vicinity must listen to the marihoon in the event of a poor visibility. As soon as it is via the marihoon that other ships are approaching or as soon as it is the sound signal of an approaching ship, as required by Article 6.32, second paragraph, point (d) , or Article 6.33 (b) , it's supposed to give up, through the marihoon, his position.

  • 2 A ship as referred to in paragraph 1 which cannot make use of a sealon must, as soon as it has been used by an approaching vessel, be the sound signal required by the ship.   • 3 The first and second paragraphs shall not apply to other vessels of a push-boat than the pusher vessel. In the case of a coupled assembly, they shall apply only to one vessel of the set of compositions.


Article 6.32. Ships on radar

  • 1 A vessel may only sail under radar if a person holds a Rhine patent or a certificate of competency according to the Rules governing shipping staff on the Rhine is issued, authorised or recognized as equivalent and applies to the river to be covered, as well as to a radar certificate issued or recognised as equivalent in accordance with this Regulation, and a second person with this method of certification; sailing is sufficiently informed, to be constantly in the flight deck. If the certificate of enquiry has shown that the ship is equipped with a one-man steering line for the navigation of radar, the second person shall not be required to be in the flight deck continuously.

  • 2 When meeting and passing the following provisions must be observed:

    • a. A ship sailing on radar must, as soon as it is detected on the screen, be able to approach a section of the fairway where ships might be located that are not yet on the screen, by the sea-monitor on those ships give his category, his name, his sailing direction and his position and meet with them the passing;

    • b. Article 6.33. Non-radar vessels

A ship and a assembly, which are not capable of making use of radar and having to look up a berth, shall, during the voyage to this berth, take account of the following provisions:

  • a. They must keep as far as possible the side of the vessel;

The time-space between two consecutive bursts is about one second.

I. General

1. Marking

On the Rhine, the fairway, the fairway, as well as the dangerous points and obstacles are not continuously marked.

The floating characters are approximately 5 m away from the boundaries that are indicated.

The cribs and strekdams are marked by floating or solid signs, which are generally placed before or on the heads of the cribs or at the ends of the curbs.

A ship shall remain at a sufficient distance from the signs, otherwise the danger of hitting or securing the ship shall exist.

2. Definitions

Heigeof:

Part of the fairway in which, as far as possible, a defined breadth and depth are maintained for shipping.

Right/Left side:

the indication 'right-hand side' and 'left' of the fairway/fairway shall refer to the direction of 'exit'.

Light:

A light with a certain character used as a sign of marking.

Etablissement des carnets de contrôle des huiles usées

Le premier carnet de contrôle des huiles usées, muni sur la page 1 du numéro d' ordre 1, est délivré par une autorité compétente sur présentation du certificat de visite en cours de validité ou d' un autre certificat reconnu comme étant équivalent. Cette autorité appose également les indications prévues sur la page 1.

Tous les carnets suivants seront établis et numérotés dans l' ordre par authorize autorité compétente. Toutefois, ils ne doivent être remis que sur présentation du carnet précédent. Le carnet précédent doit recevoir la mention indélébile "non valable". Après son renouvellement, le carnet précédent doit être conservé à bord durant au moins six mois à compter de la dernière inscription.


Ausstellung der Ölkontrollbücher

Das erste Ölkontrollbuch, versehen auf Seite 1 mit der laufenden Number 1, wird von einer zuständigen Behörde gegen Vorlage des gültigen Schiffsattestes oder eines als gleichwertig anerkannten Zeugnisses ausgestellt. Sie trägt auch die auf Seite 1 vorgesehenen Angaben ein.

All nachfolgenden Kontrollbücher became von einer zuständigen Behörde mit der Folgenummer numberiert und ausgegeben. Sie dürfen jedoch nur gegen Vorlage des vorhergehenden Kontrollbuches ausgehänzing became. Das vorhergehende Kontrollbuch wird unaustilgbar "ungültig" gekennzeichnet. Nach seiner Erneuerung muss das vorhergehende mindestens sechs Monate nach der letzten Eintragung an Bord aufmonitoringhte werden.


Issue of the oil-issuing book

The first oil-issuing book, bearing the serial number 1 on page 1, shall be issued by a competent authority on presentation of the valid certificate of examination or of an equivalent certificate of proof. This authority shall also complete the information on page 1.

All subsequent oil-issuing books shall be issued by a competent authority after the latter has affixed the serial number to the following. However, each of the following oil-issuing certificates may be issued only after consultation of the previous booklet. The previous booklet shall be marked as 'invalid' in indelible form. After obtaining a new oil-issuing book, the preceding booklet must be retained on board for at least six months from the date of the last date of issue.
