Having regard to the Convention on the Road Traffic Act, adopted in Vienna on 8 November 1968 ( Trb. 1974, point 35), the Treaty on Traffic Kens adopted in Vienna on 8 November 1968 ( Trb. The European Convention on the Road Traffic Convention, opened in Geneva on 8 November 1968, opened for signature in Geneva on 1 May 1971 ( Trb. 1974, 37), the European Convention supplementing the Convention on Traffic Tokens opened for signature at Vienna on 8 November 1968 for signature, adopted in Geneva on 1 May 1971 ( Trb. 1974, 38) and the Protocol on signs on the road to be established in Geneva on 1 March 1973, supplementing the European Convention supplementing the Treaty on Traffic Tokens, which was signed in Vienna on 8 November 1968. open ( Trb. 1975, 114);

Having regard to the further report of our Minister of Transport and Water State of 16 July 1990, No RW65898, Chief Executive of the Water State, Department Of Public Management and Legal Affairs;
Have found good and understand:
For the purposes of this Decision and the provisions based thereon, the following definitions shall apply:
Trailers : vehicles which are either moved by a vehicle or which are apparently intended to be propelled in such a way as to be propelled by a vehicle, and semi-trailers;
Ambulance : motor vehicle, furnished and intended to be used for ambulance care as intended in the Temporary law ambulance care ;
Bus : motor vehicle, equipped for the transport of more than eight persons, including the driver;
motorway : road, marked by plate G1 of Annex I ; motorways located along motorways, refuelling stations and bus halting stations are not part of the motorway;
car road : road, marked by plate G3 of Annex I ; parking lots located along motorways, refuelling stations and bus halting sites are not part of the motorway;
company sauto : commercial car as intended Article 1.1 of the Rules of Procedure ;
Order Car : motor vehicle, intended for the carriage of goods, the maximum permissible mass of which does not exceed 3500 kg;
destination traffic Drivers whose travel concerns are one or more of certain lots situated on or in the direct vicinity of a road with a declaration of appearation declared by traffic signs for certain categories of drivers and which are only through that road Reach as well as drivers of line loops;
Driver of a motor vehicle :
1. he who controls the motor vehicle; or
2. in so far as it concerns a motor vehicle for driving of which a driving licence AM, B, C, D or E is required and that is provided with a double operation, he which gives or supervises driving instruction in the context of a public authority studies on the ability to drive, other than a study, as intended Article 131, first paragraph, of the Act ;
Drivers : all road users except pedestrians;
competent authority : Authority as referred to in Article 18, first paragraph, of the Act ;
brombrick bike : three-symmetrically placed wheels, with two front wheels and fitted solely for the carriage of the driver and of goods and, where applicable, of a passenger seated behind the driver;
brommobile : moped on more than two wheels, which is equipped with a bodywork;
bus track : carriageway on which the word 'BUS' or 'LINNBUS' has been used;
Bus strip : a portion of the carriageway marked by the word "BUS" or "LINNBUS" marked by crossed or suspended stripes;
Day : the period between sunrise and sunset;
Emergency medical services : the ambulance services to which, according to the Law ambulance transport permit is granted for the provision of ambulance transport, and for that purpose equipped vehicles of other auxiliary services engaged in the operation of a central post as intended for the purpose of Article 1 of the Act on AmbulancTransit (i) dealing with the provision of first-line emergency services;
Animal ambulance : motor vehicle, designed and intended to be used for the transport of sick and injured animals;
Continuous carriageway : carriageway without the insert and alignment strips;
Three-wheel motor vehicle : three-wheel motor vehicle as intended Article 1.1 of the Rules of Procedure ;
bike lane : part of the carriageway on which the images of a bicycle have been applied, marked by crossed or interrupted lines;
A declaration of suspended statement : prohibit the driving or entry of the road in question, and use the road in question;
Shark teeth : front right triangles on the ground;
Disabled vehicle Vehicle fitted for the transport of a disabled person not exceeding 1,10 metres and not fitted with an engine or equipped with an engine of a maximum speed not exceeding 45 km per hour is, and is not a moped,
Insert Strip : a road part separated by a block marking of the continuous lane which is intended for drivers driving the continuous carriageway;
Intersection : crossing or splitting of roads;
Berth: Berth as intended Article 1.1 of the Rules of Procedure ;
Line bus : motor vehicle used for the provision of public transport within the meaning of the following: Passenger Transport Act 2000 ;
Military flasus : a number of military or motor vehicles located behind each other in the case of a part of the disaster management organisation, under a single commander, the one being the Minister of Defence of our Minister for Defence, Conduct marks established;
motorcycle : motor vehicle on two wheels with or without side-car or trailer;
Motor vehicles : all motorised vehicles except mopeds, pedal-operated cycles and disabled vehicles, intended for the purpose of being otherwise than along rails;
Night : the period between sunset and sunrise;
overroad : crossing of a road and a railway that is referred to by sign J12 or J13 of Annex 1 ;
Parking port or parking area : perseverance along the carriageway which is intended for stationary or parked vehicles;
Parking : to be stationary for a vehicle other than during the time required for and used for the immediate entry into or off of passengers or for the immediate loading or unloading of goods;
Passenger car : passenger car as intended Article 1.1 of the Rules of Procedure ;
point piece : multi-angular surface area on the ground surface, included in splits or assemblies of roads, lanes or carriageways;
Directive 97 /24/EC: Directive No 97 /24/EC of the European Parliament and of the Council of 17 June 1997 on certain components or characteristics of two-or three-wheel motor vehicles (PbEG L 226);
driving job : any road intended for running vehicles with the exception of the cycle paths and the bicycle/moped-bike.
Lane : a portion of the lane marked by crossed or suspended stripes so that drivers of motor vehicles can use more than two wheels of such wheels;
Snorbike : a moped constructed for a maximum speed not exceeding 25 km per hour or moped as referred to in the registration registration number or the vehicle registration certificate issued for the vehicle Article 1, first paragraph, part e, subpart d, of the Act ;
Spitslane : The lane designated as a lane-lane according to sign C23-01 of Annex 1 ;
T100 Bus In respect of which an entry in the registration certificate or the registration of the licence plate indicates that he is so arranged as to qualify for a maximum speed of 100 kilometres per hour, the vehicle bus must be fitted with a vehicle.
An 'T100' bus referred to in this Decision shall be treated as a bus registered in another Member State of the European Union or a State other than a Member State of the European Union which is a party to a Member State of the European Union which is a party to a Member State of the European Union. illuminated transparent : Lightened transparent as intended in Article 1.1 of the Rules of Procedure ;
Vairport or flight strip : a distance separated by a forward line of the carriageway of the motorway or motorway, intended for use in an emergency, except for the duration of the opening of the road as a narrow strip;
Vehicles : bicycles, mopeds, disabled vehicles, motor vehicles, trams and wagons;
granting priority : to enable the drivers concerned to continue their path unhindered;
front ruse vehicle : motor vehicle which performs the optical and audible signals as intended Article 29 ;
Truck : motor vehicle, not equipped for the transport of persons, the maximum permissible mass of which exceeds 3500 kg;
road users : pedestrians, cyclists, mopeds, drivers of a vehicle for the disabled, of a motor vehicle or of a tram, riders, conductors of driving or migratory animals or livestock and drivers of an unworked or unworked wagon;
Law : Road Traffic Act 1994 ;
Seat : Seat as intended Article 1.1 of the Rules of Procedure .
For the purposes of this Decision, an EC Directive or UNECE Regulation shall mean what is included in this Decision: Article 1.2 of the Rules of Procedure , including the following Article 1.3, first paragraph, of the Rules of Procedure published changes. Article 1.3, second paragraph, of the Rules of Procedure shall apply mutatis mutandis.
1 The rules of this Decision on pedestrians shall also apply to drivers of a disabled vehicle, if they use a footpath or sidewalk or cross the footpath or pavement.
2 The rules of this Decision concerning pedestrians are also applicable to persons who enter on foot a motorcycle, moped or bicycle, as well as persons moving using objects, other than those who are not Vehicles.
3 The rules of this Decree relating to wagons also apply to pedestrians formed by pedestrians, processeers and funeral stots to the extent that they follow the carriageway.
The rules of this Decision relating to motor vehicles and drivers and passengers of motor vehicles shall, instead of the rules on mopeds, mopeds and passengers of mopeds, also apply to mopeds and drivers and Passengers of mopmobiles, unless otherwise specified.
The rules of this Decision concerning bicycles and cyclists are, instead of the rules on mopeds and mopeds, also applicable to snorcycling and snorcyclists, unless otherwise specified.
1 Directors are obliged to keep as much as possible to the right.
2 Cyclists are allowed to ride alongside each other. This does not apply to snorcyclists.
1 Pedestrians use the sideshow or the footpath.
2 They use the bike path or the bike/moped path if sideshow and footpath are missing.
3 They use the berm or the extreme side of the carriageway, if a bike path or a bike/moped path is also missing.
4 By way of derogation from the first and second paragraphs, persons moving using objects, other than vehicles, bicycle path, bicycle/moped path, sidewalk or footpath shall be used. They use the carriageway if a bike path, a bicycle/moped path, a sideshow or a footpath is missing.
1 Cyclists use the mandatory bike path or bike/moped path.
2 They use the carriageway if a mandatory bike path or a bike/moped path is missing.
3 They may use the uncompulsory cycle path. Drivers of snorbikes equipped with an internal combustion engine shall only use the uncompulsory cycle path with the engine powered off.
4 Drivers of bicycles on more than two wheels, which include the load wider than 0,75 metres, and of bicycles with a trailer which includes the load wider than 0,75 metres may use the driving position.
5 Drivers from 16 years of snorting bicycles as intended Article 1, first paragraph, part e, subpart d, of the Act Use the pavement and the footpath if they have a disability parking card or a card designated under a ministerial arrangement for the transport of disabled persons.
6 Drivers younger than 16 years of snorbikes as intended Article 1, first paragraph, part e, subpart d, of the Act use the sideshow or the footpath if they have a disability parking card or a card designated under ministerial arrangements for the transport of disabled persons.
7 The first paragraph, the second paragraph and the fourth paragraph shall not apply to directors as referred to in paragraph 6.
1 moped cyclists use the bike/moped path.
2 They use the carriageway if a bike/moped path is missing.
3 Drivers of mopeds on more than two wheels and mopeds with trailer, which are more than 0,75 metres wider than the load, may use the driving position.
Drivers of a disabled vehicle use the pavement, the footpath, the bike path, the bike/moped lane or the carriageway.
1 Horsemen use the equestrian path.
2 They shall use either the berm or the carriageway if there is no equestrian path.
Pedestrians are allowed to use the carriageway, if they form a flasher, a parade or a funeral procession.
1 Other drivers than those mentioned in the Articles 5 to 8 Use the carriageway. These drivers and pedestrians moving on a trailer which is apparently intended to be propelled by a motor vehicle may also use other road sections for the parking of their vehicle, except for the pavement, the footpath, the bike path, the bike/moped path or the equestrian path.
2 Other drivers other than cyclists and drivers of a disabled vehicle shall not be allowed to use bicycle strips with stripes.

3 Cyclists should pick each other on the left; they are allowed to overtake other drivers on the right.

It shall be prohibited to enter a vehicle just before or on a pedestrian crossing point.
1 If the lane is divided into lanes in the same direction, if the lane is divided in the same direction, it is not necessary to follow the lane of the lane in the right direction.

Drivers should not block a junction.
1 On cross-points, drivers shall give priority to those of the right-coming directors.
2 The following exceptions to this rule apply:
a. drivers on an unpaved road shall give priority to drivers on a paved road;
b. Drivers shall give priority to drivers of a tramway.
1 Road users may enter into a crossing, if they can proceed directly and free up the whole of the road.
2 When considering, road users shall preside over a rail vehicle, leaving the road vehicle completely free.
Road users must not cut off military colonnes and the funeral procession of motor vehicles.
1 Drivers who wish to take off may be presorted by:
a. If they wish to move to the right in time, as far as possible, to drive on the right-hand side;
b. If they wish to travel to the left in a timely way, to drive to the wegas or to keep track lanes for drivers in one direction as much as possible.
2 Drivers should give a sign with their direction indicator or arm before banging off.
1 If drivers are to drop off, the traffic that meets them in the same way or on the same path is left behind them, either left or left or right.
2 Drivers who turn to left should be accommodated drivers who turn right at the same intersection to right-to-right.
3 The first and second members shall not apply to the drivers of a tramway.
The driver must be able to bring his vehicle to a halt within the distance that he can oversee the road and on which it is free.

a. For motor vehicles 50 km per hour;
b. For mopeds and disabled vehicles, equipped with an engine:
1. on the bike path or on the bike/moped path 30 km per hour;
2. on the carriageway 45 km per hour;
c. For disabled vehicles, equipped with an engine, and snorbikes as intended Article 1, first paragraph, part e, subpart d, of the Act on the pavement or the footpath 6 km per hour.
Outside the builtup value, the following maximum speeds shall apply:
a. For motor vehicles on motorways 130 km per hour, on motorways 100 km per hour and on other roads, 80 km per hour;
b. For mopeds and disabled vehicles, equipped with an engine:
1. on the bike path or bike/moped path 40 km per hour;
2. on the carriageway 45 km per hour;
c. For disabled vehicles, equipped with an engine, and snorbikes as intended Article 1, first paragraph, part e, subpart d, of the Act on the pavement or the footpath 6 km per hour.
In so far as the maximum speed limit does not apply to other articles of this Decision, the following special maximum speeds shall apply to the following vehicles:
a. For motor caravans which, according to the registration certificate, belong to the category of commercial cars and whose permissible maximum mass exceeds 3500 kg, lorries and buses, other than T100 buses, 80 km per hour;
b. For T100 buses 100 km per hour;
c. For agricultural or forestry tractors and motor vehicles with reduced speed, as referred to in Article 1.1 of the Conditions of Employment, with or without trailer, 25 km per hour;
d. For mopmobiles 45 km per hour;
e. for snorbikes 25 km per hour;
f. For passenger cars, vans, motorcycles, three-wheel motor vehicles and T100 buses, which move on a trailer with an authorised maximum mass not exceeding 3500 kg, 90 km per hour;
g. For vehicles other than those mentioned in parts c and f, the trailer shall be 80 km per hour.
1 The driver shall not allow his vehicle to remain stationary:
a. At a crossing point or a crossing point;
b. On a bicycle lane or on the carriageway along a bicycle lane;
c. At a crossing point or within a distance of five metres of it;
d. In a tunnel;
e. At a plate of bus stop at the height of the blocked marking, or, where that flag is not marked, at a distance of less than 12 metres from the sign;
f. on the carriageway along a bus strip and
g. along a yellow forward line.
2 Part P. of the first paragraph shall not apply to the immediate entry and exit of passengers.
1 The driver shall not park his vehicle:
a. At an intersection at a distance of less than five metres from that;
b. For an inride or an exit;
c. Outside of builtup areas on the carriageway of a forward road;
d. on a parking:
1 °. to the extent that his vehicle does not belong to the vehicle category or group of vehicles indicated on the sign or on the lower-plate;
2 °. in any other way or with a purpose other than that indicated on the sign or on the lower plate;
3 °. on days or hours on which it is prohibited from the subplate;
e. along a yellow cut line;
f. on an occasion intended for the immediate loading and unloading of goods;
g. in a parking lot for permit holders, marked by traffic board E9 of Annex I , if the vehicle is not licensed for parking at that place.
2 If under the road signs E4 through E8, E12 and E13 of Annex 1 , on a sub-board days or hours are specified, the commandments or prohibitions resulting from the sign or sub-board shall apply only during the specified days or hours.
3 The driver shall not double-park his vehicle.
4 If a parking space, marked with one of the traffic signs E4 through E9 or E11 through E13 of Annex 1 , is provided with parking bays, can only be parked in those boxes.
1 It shall be prohibited to park in a parking disc area, except in the case of parking spaces marked as such or marked or marked with a blue stripe.
2 In places equipped with a blue stripe, the parking of a motor vehicle on more than two wheels shall be permitted only if the motor vehicle is fitted with a clearly visible one, in accordance with the provisions of the Ministerial procedure Parking. 5 If there are days or hours indicated on a sub-board, only during those days or hours shall be the second to the fourth member.
1 In the case of a disabled parking space only, it may be parked:
a. A disabled person ' s vehicle, if parking is directly related to the transport of a disabled person;
b. A motor vehicle on more than two wheels in which a valid disabled parking card is clearly visible, if parking is directly related to the transport of the disabled person to whom the card has been provided, or to the person the transport of one or more persons residing in an institution, if the card has been provided to the board of that institution; or
c. if the disability parking lot is reserved for a particular vehicle, that vehicle.
2 If a lower board has a maximum parking time specified, Article 25, second paragraph , mutatis mutandis, except that the parking space does not have to be equipped with a blue stripe.
Bicycles and mopeds are placed on the pavement, on the footpath, or in the berm or on other places designated by the competent authority.
Drivers may only give sound signals and flashing signals for the use of imminent danger.
1 Drivers of motor vehicles used in police and fire services, motor vehicles in use in emergency medical services, and motor vehicles of other services provided by our Minister to provide services of the kind used by our Minister to provide services for emergency services Swing, flash or flashing lights and a two-tone horn to make known that they are performing an urgent task.
2 The drivers referred to in paragraph 1 may carry on headlamps in flashing light during the day as referred to in that paragraph.
3 In the case of a ministerial arrangement, rules may be laid down concerning the blue wave, flash or flashing light, the two-tone horn and the flashing headlamps.
1 Drivers of motor vehicles used for further work to be specified shall, under conditions to be specified, use yellow or green swelling, flash or flashing lights. The Article 29, first paragraph , mentioned drivers in those cases conduct yellow or green swizzle, flash or flashing light instead of blue wave, flash or flashing light. The driver of the motor vehicle which reaches first or only the place to perform the task assigned to him shall be able to carry out a flash, flash or flashing light, instead of the light, blue.
2 In the case of ministerial arrangements, rules shall be laid down concerning the colour, flashing or flashing yellow or green colour, flashing or flashing lamps, and the work and conditions under which these signals are conducted.

2 In the case of Ministerial Regulations, rules may be laid down concerning the direction indicators referred to in paragraph 1 and the circumstances in which they are used.
The Articles 29 to 30a shall not apply to Belgian and German motor vehicles for use in the police and fire departments, in use in the case of emergency services and motor vehicles of Belgian and German aid services, designated by the Commission with or pursuant to Article 29, first paragraph , provided that these vehicles each carry the signals according to the legal rules applicable to them in their own country.
The motor vehicles which form part of a motor vehicle funeral procession shall have a recognition sign. A ministerial arrangement shall lay down rules on the identification mark and the manner in which it is to be conducted.
Signals should not be given and the Article 30c such recognition signs may not be conducted in other cases or by any other means than in the case of or under the articles in this paragraph.
1 Drivers of a motor vehicle, a moped, a snorbike, not being a moped as intended in Article 1, first paragraph, part e, subpart d, of the Act , a disability vehicle fitted with an internal combustion engine, or a disabled vehicle fitted with an electric motor and fitted with a closed bodywork, shall carry on a day, if visibility is seriously obstructed, and at night passing beam. Drivers of a disabled vehicle equipped with an electric motor and not fitted with a closed bodywork and then carry the Article 5.18.43, first paragraph, of the Rules of Procedure Such lights.
2 The feeding of a large lamp instead of passing beam shall be permitted except in the following cases:
a. By day;
b. when encounting another road user and
c. In the short-distance track of another vehicle.
3 Rear light and rear registration plate illumination shall be lit simultaneously with large light, passing beam, city light, or fog lamp.
Coupled trailers shall by day, when visibility is severely obstructed, and at night, rear position lamp, rear registration plate illumination and in the rear position Vehicle control To carry out the prescribed urban light.
1 In case of fog, snowfall or rain, which seriously hampers the visibility, drivers of a motor vehicle and of a disabled vehicle shall be allowed to enter the front fog lamp. In this case, those drivers do not need to perform a passing beam.

3 On a bicycle on more than two wheels with two front wheels, two white or two yellow symmetrical left and right side of the centre shall be mounted on the front.
4 A bicycle shall be equipped with a red rear lamp that is fed to the rear, unless the driver or a passenger seated behind the driver has a red light on his back.
5 A bicycle may be equipped with two amber light radiant direction indicators on the front and two at the rear.
6 No more lamps may be taken on a bicycle, by the driver or by a passenger seated behind the driver, than the lamps mentioned in the second to fifth paragraph.
1 The in Article 35 Such lighting shall not be allowed to dazzle other road users.

6 The first paragraph to the extent that it relates to directors and the fourth paragraph shall not apply to the carriage of passengers for compensation in the sense of the Passenger Transport Act 2000 and during demand-dependent public transport in taxis, other than in cases where an agreement is concluded as intended Article 84, third paragraph, of that Act , or other than during taxi transport in a taxi which is equipped for wheelchair transport in accordance with the requirements of the Vehicle control .

4 The arrangement, as referred to in paragraph 1, shall expire no later than the first day of the fifth calendar month after the date of its entry into force.

The competent authority may grant a derogation from the Article 3, first paragraph , 4 , 5, first and second members , 6, first, second and third members , 8 , 10 , 23, first paragraph , 24 , 25 , 26 , 42 , 43 , 46 , 53 , 61b ; and Article 62 as far as traffic signs C1, C2, C4, C6 to C21, C22a, D2, D4 to D7, E1 to E3, F7 and the traffic signs mentioned in the following: Articles 73 , 76 , 77 , 78 , 81 and 98 .
1 Where application is requested on grounds of medical necessity, Article 149, second paragraph, of the Act in the case of a waiver from the use of seat belts and child restraint systems, a written certificate from a doctor may be required.
2 The derogation shall specify a period of validity of not more than 20 years.
3 On the waiver, the symbol as referred to in Article 5 of the Directive No 91 /671/EEC of the Council of the European Communities of 16 December 1991 on the approximation of the laws of the Member States relating to the compulsory use of safety belts in vehicles of less than 3.5 tonnes ( PbEG L 373).
4 A change of the Directive No 91 /671/EEC shall apply to the application of the third paragraph from the date of implementation of the amending Directive in question.
5 Costs associated with the examination of the application for exemption from the use of seat belts and child restraint systems shall be borne by the applicant.
Drivers of a pre-entry vehicle may derogate from the requirements of this Decision in so far as the performance of their duties requires it.
1 Violation of the Articles 3 to 12 , 14 to 27 , 30, first paragraph , 31 to 43 , 45 , 46 , 49 to 61b , 62 , with the exception of the traffic board C22 of Annex 1 , 68, sixth Member , 74, second paragraph , 82 , 82a , 83 and 86b is a criminal offence.
2 When sentencing the driver of a motor vehicle, a moped or a snorcyclist for an offence referred to in paragraph 1, he may have the power to drive motor vehicles, mopeds and snorbikes for up to two years be denied for years.
1 The signs listed in the right-hand column in accordance with the model of Annex 2 to the Regulation on traffic rules and traffic signs (Stb) which were repealed with effect from 1 November 1991. 1966, 181), remain in force. They have included the meaning assigned to the corresponding plates mentioned in the left column. Annex 1 of the RVV 1990 .
2 By way of derogation from the first paragraph, the plates 46 and 47 referred to in the first paragraph shall retain the meaning assigned to them in the Regulation referred to in the first sentence of the first paragraph. They shall remain in force until 1 January 2009.
