The Council of State heard (opinion delivered on 28 January 1999, no. W13.98.0609);

Having regard to the further report of our Minister for Health, Welfare and Sport of 1 March 1999 with number GZB/VVB 99642;

The Minister for Health, Welfare and Sport can help the organisation ZorgExamination the Netherlands to Article 3, first paragraph, of the Law on the organisation of the ZorgExamination Netherlands carry out work in the field of alternatives to animal testing, including minimizing the deterioration of the welfare of animals of the test.
