Having regard to Article 8, second paragraph, of the Equal Treatment Act on the basis of disability or chronic disease ;

Having regard to the further report of the Secretary of State for Health, Welfare and Sport of 25 March 2011, DWJZ-3050799, released on behalf of our Minister of Infrastructure and the Environment,
Have found good and understand:
For the purposes of this Decision and the provisions based thereon, the following definitions shall apply:
a. Our Minister: Our Minister of Health, Welfare and Sport;
b. Law: Equality of treatment on grounds of disability or chronic disease ;
c. Administrator: a natural or legal person, who is responsible for the establishment and use of a stop or station that is intended for entry, use or exit from public transport, including in a building to be separated by premises;
ed. concession area: an area where public transport is carried out as intended Article 25 of the Passenger Transport Act 2000 ;
e. Operator of travel information: the person requesting to provide travel information for the purpose of feeding and updating a travel information system as intended Article 10 of the Transport Decision 2000 ;
f. Concession contract: a government as intended in Article 20, second and third paragraphs, of the Passenger Transport Act 2000 ;
g. stop: a building or building work that is intended for entry, use and exit from public transport, in particular by bus or tramway;
h. tool: A personal product intended specifically for the self-propelled or by another person with a function limitation and the dimensions of a wheelchair as intended for the purpose of the operation; Directive 2001 /85/EC does not exceed;
i. drive: a building or building work that is intended for entry, use and exit from public transport, in particular for metro or train;
j. Perron: part of a station or station serving as a platform for entering and leaving a train, metro, bus or tram;
k. Directive 2001 /85/EC: Directive 2001 /85/EC of the European Parliament and of the Council of 20 November 2001 on special rules for vehicles intended for the carriage of passengers, with more than eight seats, excluding those of the driver, and amending the Annex to this Regulation. Directive 70 /156/EEC of the Council and of the Council Directive 97 /27/EC (PbEC 2002, L 42/ 1);
l. Vehicle: a bus, tram, metro or train or a vehicle propelled along a guide system as intended by Article 1 (h) of the Passenger Transport Act 2000 , with the exception of a car;
m. Carrier: the person who carries out public transport as intended Article 7 (a) of the Act .
1 The adjustments referred to in paragraph 1 Article 8, second paragraph, of the Act are aimed at making the in Article 7 of the Act the provision of public transport services to the level of unimpeded use of public transport which is necessary, as a minimum, to persons with disabilities who are in society, whether or not with a device or personal guidance, Capable of moving and making known independently.
2 Adaptations referred to in paragraph 1 shall mean the set of measures or provisions relating to the entry, use or exit of public transport and associated stops and stations, as well as to the organisation of such operations; the use of that transport for the benefit of persons with disabilities.
The at or under the Articles 4 to 13 , 16 and 17 Adaptations shall be made to the adaptations as provided for in the Articles 2 and 8 of the Act .
1 An accessible vehicle shall have at least:
a. An entry and exit outlet in such a way that the stop or platform allows unimpeded access between the stop or platform and the vehicle, with due regard for a safety margin;
b. The possibility of opening the external doors for longer if a person with a function restriction enters or leaves the vehicle;
c. Passenger control facilities equipped with a practical and safe use for persons with a function limitation in a seated and standing position;
d. sufficiently accessible set up devices for devices and seating positions for persons with disabilities by vehicle or vehicle part;
e. Access space with adequate dimensions for the purpose of entering, leaving and manoeuvring a device in a vehicle or a vehicle part;
f. Sessions, handrails and handholds that are equipped to ensure the safe use of the vehicle by persons with disabilities in a vehicle or vehicle part.
2 Where a train has facilities for sanitary facilities, at least one facility shall be equipped to use a practical and safe use by persons with disabilities and traceable by means of graphical signage and wheelchair paths.
1 A stop or station meets the following requirements:
a. The connector between the platform and a vehicle enables an unimpeded access to the vehicle, taking into account a safety margin,
b. Perron has a tactile or other directional route guidance and an unobstructed passage for persons with a device or visual function restriction to a vehicle.
2 The entry or exit and platform of a stop or station and, if present in a stop or train station or train station, facilities for the sale and the validity of transport tickets, travel and station information, service delivery, stay and sanitary facilities, are in any case unimpeded to persons with a device and persons with a visual restriction by the presence of at least a tactile or other directional route guidance.
3 Stops and stations are accessible from the public road unimpeded for persons with a tool.
4 Administrators may derogate from the first and second paragraphs from the first and second members with regard to bus and tramway stops or stations for spatial or architectural obstacles to the width or height specified by those obstacles.
1 If a stop or station has facilities for the sale or the validity of tickets, travel information, stop-or station information or service delivery, these facilities are provided with regard to the arrangement, sound display, Image display and convenience in any case usable for persons with a device and persons with visual or auditory impairment.
2 If a stop or station has counters, doors, sessions, handrails and handholds, it is equipped to provide comfortable and safe use for persons with disabilities.
3 If a stop or station has signposting to the in Article 5, second paragraph These facilities and the subsequent public transport and taxi services are available in a graphical and tactile manner.
4 A stop or train station has personnel assist ance for persons with a motor function restriction when moving in and out of a vehicle, if not met by the vehicle. Article 5, first paragraph, part a .
1 A train station or a part thereof complies with Articles 5 , 6 and 9 of this Decision by meeting the European Commission Decision of 21 December 2007 on the technical specification for interoperability relating to the 'persons with reduced mobility' for the trans-European conventional rail system the rail system and the trans-European high-speed rail system (PbEU L 64), which are subject to mandatory specifications.
2 A train or part of it complies with Articles 4 and 10 of this Decision by meeting the European Commission Decision of 21 December 2007 on the technical specification for interoperability relating to the 'persons with reduced mobility' for the trans-European conventional rail system the rail system and the trans-European high-speed rail system (PbEU L 64), which are subject to mandatory specifications.
1 Travel information as referred to in Article 7 (b) of the Act prior to the trip, at least via the Internet in image and sound and on demand, on writing and by telephone, are available and usable for persons with disabilities.
2 The first paragraph shall apply mutatis mutandis to information on the accessibility of public transport facilities as defined in the Articles 4 to 7 , 9 and 10 .
Travel information on at least departure time, storage and final destination at stops or train stations or train stations, provided that they deviate from the applicable train, metro or tram timetables, is available in good time and in the picture and sound for the train. persons with a function restriction.
In vehicles, travel information about the arrival at intermediate stops or stations of the vehicle is available in a timely and in view and sound basis for persons with disabilities.
Of the provisions of, or under the Articles 4 to 10 or 16 may be temporarily waived by carriers and administrators in the event of unforeseen circumstances or circumstances where a different social interest prevuses in relation to the importance of accessible public transport, and the available accessibility of such transport as a result of those conditions cannot reasonably be maintained.
1 The carrier shall take into account the use thereof by persons with disabilities in the manner in which he offers and takes account of their use.
2 The carrier or manager shall grant a person with a disability, depending on the need and in so far as the work permits temporary assistance in the use of public transport.
1 The conditions of carriage of a carrier are drawn up in such a way as to indicate clearly and to the extent that other information is available to persons who, by reason of their disability, are available for entry; use and exit from public transport and associated stops and stations as well as prepare for the use of such transport.
2 The conditions of carriage shall contain at least the following information:
a. The possibilities for persons with disabilities to make use of public transport;
b. the manner in which information can be obtained on the possibilities referred to in subparagraph (a), by date, time and trajectory of travel;
c. the manner in which complaints for persons with disabilities are handled.
3 The conditions of carriage are accessible via the Internet and on request in Braille or sound reproduction for persons with visual impairment.
The following legal persons shall supply information to our Minister and to our Minister for Infrastructure and the Environment on their request to the extent to which compliance with or under the conditions of the Articles 4 to 10 , 12, 1st Member , 13 or 16 :
a. the concession lenders;
b. carriers;
c. the managers;
d. The operators of travel information.
1 Concession Carriers, transporters, administrators and travel information operators ensure coordination and alignment of the information provided in the Articles 4 to 7 , 9 and 10 adaptations in such a way that the relevant vehicles, stops, stations and travel information are accessible as far as possible to connecting lines and harmonised.
2 The legal persons referred to in paragraph 1 or their representative organisations shall consult each other at least annually on the coordination and coordination provided for in that paragraph.
1 Our Minister may, in agreement with our Minister of Infrastructure and the Environment, lay down rules on:
a. the degree or nature of adaptations of vehicles, stops, stations, travel information, assistance and transport conditions, intended in the Articles 4 to 13 , and share adjusted vehicles, stops, stations, or travel information facilities;
(b) What is to be understood under new, renewed or upgraded vehicles, stations, stops or travel information, intended to be used in Article 17, first paragraph ;
(c) the implementation of a binding act of the Council of the European Union or of the European Parliament and of the Council, or of a Treaty or a Netherlands, binding for the Netherlands, of an organisation of the People's Republic of China;
d. other adjustments necessary to make public transport facilities accessible to persons with disabilities and to provide information on the accessibility of such facilities to legal persons; Intended in Article 14 .
2 The rules referred to in paragraph 1 (a), (c) and (d) may be different per vehicle or vehicle category, route, stop, station or concession area.
1 New, renewed and upgraded vehicles, stops, stations and travel information are accessible in accordance with the related Articles 4 to 10 .
2 Without prejudice to the first paragraph and Article 16 , are vehicles, stops, stations and travel information systems in use at the time of entry into force of this Decision, following the related Articles 4 to 10 , adjusted:
a. With effect from 1 July 2011, as far as buses and metros are concerned;
b. With effect from 1 January 2020, as far as the trams are concerned;
c. as from 1 January 2030, as far as trains are concerned;
d. with effect from 1 January 2016, as far as it concerns stops or stations for bus;
e. from 1 January 2015, as far as the metro stops or stations are concerned;
f. with effect from 1 January 2020, as far as it concerns stops or stations for tram;
g. with effect from 1 January 2020, as far as train stops or train stations are concerned;
h. with effect from 1 January 2015, as far as travel information is concerned.
3 Our Minister, in agreement with our Minister of Infrastructure and the Environment, may lay down detailed rules requiring the adjustments referred to in paragraph 2 to be introduced on dates other than those mentioned in that paragraph, with the result that the data by vehicle or vehicle category, route, stop, station, travel information system or concession area may be different.
The articles of this Decision shall enter into force on a date to be determined by royal decree, which may be determined differently for the various articles or parts thereof.

Charges and orders that this Decision will be placed in the Official Journal by means of the note of explanatory note accompanying it.
