Decision of 3 October 1997 laying down rules for the training of dental practitioners (Decree on training requirements in dentists)

On the nomination of Our Minister for Health, Welfare and Sport of 1 October 1996, CSZ/BenO-9610517);

Having regard to Article 20 of the Act on the professions in the individual health care ;

Having regard to the opinion of the Council for the professions in individual health care (Opinion of 16 February 1996, B1/'96);

The Council of State heard (opinion delivered on 3 February 1997, No W13.96.0461);

Having regard to the further report by Our Minister for Health, Welfare and Sport of 29 September 1997, CSZ/BO 9715396,

Have found good and understand:


§ 1. General provisions

Article 1

For the purpose of this Decision, the term "law" shall mean the Law on the professions in individual health care .


Article 2

To be in the Article 3 The register of dentists to be registered is required by the possession of a university as intended by a university Chapter 7 of the Law on Higher Education and Scientific Research Certificate showing that the person concerned has completed the examination with a result of a dental training which fulfils the qualifications of a dentist Article 3 to: 10 of this Decision.


§ 2. Training requirements

  • 1 The dental training is aimed at acquiring knowledge and understanding of knowledge and skills in the following aspects of dental practice:

    • a. Professional dental formation;

    • b. communication and information;

    • (c) the examination and diagnosis of dental problems and the preparation of a treatment plan on the basis of such problems;

    • d. Setting up and maintaining optimal oral health;

    • e. the principles of dental health care;

    • f. Medical emergencies;

    • g. The field of practice.

  • 2 The person concerned is taught in the application of skills as referred to in the first member to distinguish between the following categories of patients:

    • a. Children;

    • b. Adults;

    • c. persons in whom dental problems or their treatment are affected by somatic or mental health problems.

The professional dental training aspect is arranged in such a way that the person concerned is able to:

  • a. the acquisition and processing of information in a scientific and effective manner;

  • b. The exercise of the profession in accordance with applicable professional guidelines and the state of science;

  • c. Underage and dealing with ethical issues arising in dental treatment;

  • d. Providing targeted information to the patient;

  • e. to act from a correct understanding of statutory schemes and other arrangements regarding dental professional practice;

  • f. the evaluation of own actions, on the basis of which own constraints are recognized and recognised.

The communication and information aspect shall be set up in such a way as to enable the person concerned to:

  • a. It effectively communicate with the patient and, in qualifying cases, with his close relations;

  • b. communicating with other health care workers;

  • c. to provide information to the patient on preventive dental treatment and dental treatment and also to assist in its decision-making on the application of preventive and curative measures.

The aspect of research and diagnosis of dental problems and the preparation of a treatment plan on the basis of a treatment plan is arranged in such a way as to enable the person concerned to:

  • a. The decline of an anamnese, comprehensive dental, medical, personal and socio-cultural backgrounds of the patient, and the recognition of deviations from the normal image;

  • (b) the diagnosis and registration of oral and dental diseases;

  • c. recognizing oral manifestations of system diseases;

  • d. assessing the general health of the patient, establishing the relationship between general health and disease in the mouth, and the implications of general health abnormalities for planning dental treatment;

  • e. The setting of a diagnosis of the cause of pain in the orofacial area;

  • f. conducting dental imaging diagnostic tests and taking action to protect against ionizing radiation;

  • g. drawing up a treatment plan and referring the patient to another aid worker if this is necessary in the interests of his or her health.

The establishment and maintenance of optimal oral health is arranged in such a way that the person is able to:

  • a. To take preventive measures to maintain or promote oral health;

  • b. Performing simple dento-alveolar surgical procedures;

  • c. performing endodontic treatments;

  • d. The carrying out of extractions and the removal of root remains;

  • (e) functional restoration of bination elements;

  • f. Replacing any missing elements by detachable and non-removable prosthetic devices;

  • g. performing simple orthodontic treatments;

  • h. performing simple treatments of cranio-mandibular dysfunction;

  • the treatment of general oral and dental diseases, including in any case diseases of the mucosa and bone diseases;

  • j. assessing the functioning and updating of medicines used in dental treatments and understanding the implications for the dental treatment of medicines used for general diseases.

The principles of dental health care shall be so arranged that the person concerned:

  • a. acquires insight into the epidemiology and the need for dental care of the population as a whole and the care capabilities to be used to that end, both collectively and individually;

  • b. is capable of providing priorities for dental care in accordance with the available resources, the need for treatment, and the patient's own demand for care;

  • c. acquires insight into the structure and financing of dental health care.

The medical emergency aspect shall be arranged so as to enable the person concerned to act in a medical emergency situation in such a way that the patient is in a stable condition and may remain in a stable condition until adequate assistance is available.


Article 10

The field of practice shall be set up in such a way that the person concerned is capable of:

  • the handling of the principles governing the organisation and the effective design of a dental practice;

  • b. the implementation of practical hygiene measures;

  • (c) conduct of consultation and cooperation with dentists and other health care workers;

  • (d) to coordinate the work of a dental team;

  • (e) the effective recording of data on the patient.


§ 3. Transitional and final provisions

This Decision shall enter into force on a date to be determined by Royal Decree.
