Having regard to the Articles 103 and 103 A of the Law on Secondary Education ;
The Council of State heard (opinion delivered on 17 September 1997, No WO5.97.0394);
Having regard to the further report of the Secretary of State for Education, Culture and Science, T. Netelenbos, of 2 October 1997 n. 1997/23520 (3709), Management Committee and Legal Affairs, released on behalf of Our Minister of Agriculture, Nature Management and Fisheries;
Have found good and understand:
This Decision shall be governed by the following:
a. the law: the Law on secondary education ;
b. Our Minister: Our Minister of Education, Culture and Science and, as far as education in the fields of agriculture, natural environment and food, Our Minister for Economic Affairs;
c. School: a secondary school education, unless the contrary proves to the contrary;
d. competent authority: as regards:
1. a public school held by a commune: the college of mayor and aldermen, to the extent that the council decides otherwise, and if the council considers it appropriate, taking into account the rules to which it is to be set,
2. a public school held by a public body: the body competent under the relevant common legislation; and
3. a special school: the school board;
e. data dictionary: the enumeration of data to be collected by a school, intended in Article 2 of this Decision.
In the case of data on the basis of Article 103a1 of the Act Allows the authority to use the civil service number specified in Article 1 (b) of the general provisions Act civil service number , of a member of the staff or former staff of the school.
1 The collection of information provided for in the Articles 103a and 103a1 of the Act , where competent authority is required, the data according to the description in the data dictionary included in the data Annex 1 to this Decision.
2 The data referred to in paragraph 1 which relate to funding have been identified in the data dictionary as such.
At the request of our Minister, the competent authority shall make available to him information collected by the School on the basis of: Article 2 . The provision is made in accordance with the questionnaires that apply to the school, which are included in the Annex 2 to this Decision. Where appropriate, our Minister may, when requested to make available information, already include information known to him.
In the case of ministerial arrangements, a supplementary questionnaire in cases of urgency may be drawn up for the purpose of responding to the matter by the competent authority.
This Decision is based on Article 103a and 103a1 of the Secondary Education Act .
This Decision shall enter into force 12 months after the date of issue of the State Sheet in which it is placed, except that these questionnaires are not applicable earlier than in the academic year 1998-1999.
This decision is referred to as: WVO information provision decision.
Burden and order that this Decision, together with the accompanying note of explanatory note to the State Sheet will be placed.

This Annex specifies data to be specified by competent authority, Article 103a and Article 103a1 of the Law on secondary education , be obliged to deliver to the minister.
The funding of schools, supervision, and the evaluation and evaluation of policies require data on schools and on the authority of schools.
The specification of the data is divided between the following elements.
• information about the educational establishment
• data on teaching staff
-person
-labor relationship
-wages, allowances and discounts
-leave information
- WIA
• data from arrangements for which an application is to be submitted
Part of the data will only have to be provided where there are grounds for doing so, as in the case of the request for funds for visually handicapped pupils. In this case, the school must supply the data by means of the form provided for that purpose (see: Annex 2 ).
Information about the authority, the institutions and the partnerships are set out in the Basic Registration Institutions (BRIN). The registry holder DUO gives a unique number to each organization, which is recorded in the register. Furthermore, the registry holder shall record information from decisions and other data relevant to the work processes. The registration shall establish exactly what is approved, inter alia, under the planning procedure and included in the Decision to the competent authority. Data for which approval has been granted cannot be changed without a review procedure. Other data, such as communications data, may be muted without review, on the basis of the competent authority.
This annex describes the electronic supply of some data from schools and the competent authority, which can be amended without review by the Department.
Through the website, other parties may also obtain information from this registration.
These include a selection of data from BRIN, in particular the identification data (source number) and address data.

Data on personnel shall be collected by DUO at the level of work relationships, at the level of schools and at the level of the competent authority bodies. Data at the labor relations level is recorded in the Base Registration Staff (BRP). For the policy of OCW-and in particular the labour market policy for the Education sector-it is important that national developments can be monitored.
The personal data shall cover:
• the person
• the employment relationship, the function and the catch size
• the level and composition of salary and labour costs
• the periods of leave
• the implementation of the Law Work and Income to Labor (WIA)
A distinction is made between:
• provide data at the level of employment relationships of an individual individual
• provide data at the level of schools
• to provide data at the level of the competent authority
These data are included in BRP. The data shall cover all employment relationships which exist during the period of each month between a person and a competent authority and the characteristics of the persons who have such employment relationships. If a person has more than one employment relationship with the same competent authority, the details of each employment relationship must be disclosed separately.
The data is displayed per part, but the delivery consists of one integrated file. Derogations may be made in consultation with DUO, as long as the data from the different parts are unambiguously linked.
In addition to monthly data, the aggregated personal and employment data should also be provided for each individual calendar year per person and employment relationship. It has a calendar year (peilyear) calmed down from data per person and employment relationship.
Each competent authority is required to provide information on the (partly) incapacity for work of staff members and the inflow into the Resumption Of Partial employment (WGA).

Concepts should be interpreted as far as possible across sectors in the same way. It is therefore the aim of the conceptual provisions of the data to be raised, within the different sectors, to vote on each other as much as possible.
• Labor relationship versus appointment/appointment
For the purpose of the data supply, a distinction must be made between appointments or appointments 1 On the one hand, and employment relationships In this Decision on Information Provision WVO, a work relationship is a unique combination of school, person, function and nature of service.
In a number of situations, there may be a single instrument of appointment, while for the data deliveries more than one work relationship between a competent authority and a person must be distinguished. That is the situation as follows:
- Appointments to more than one school
A competent authority may appoint a person to work at a single school or in more schools. If there is an appointment where the appointed person is active in more than one school of competent authority, there is more than one employment relationship in the context of this programme of demands. Whether or not a number of appointments are made for the work of the various schools, whether or not there are any different appointments. At least the same number of work relationships must be distinguished as the number of schools a person is employed in. The data to be delivered must be recorded and supplied separately for each work relationship.
- Appointments in more than one function
Similarly, if a person is at the same time working in different functions, different labor relationships must be distinguished. This is the case, for example, when someone is at the same time working as a teacher and as a deputy director. The data must be recorded and supplied separately for each of the two functions, even if the person carries out these functions at one school.
- changes of function
A change of function always leads to the termination of the labor relationship that is related to the old function and the beginning of a new work relationship for the new function.
- change in relation to replacement
For the data flow, a change in the relative size of the data does not, as a rule, result in the existence of an employment relationship; consequently, no new employment relationship will arise. This change is considered to be a change within the existing employment relationship. There is one exception to this: change in the scope of substitution. If the relative size of an existing employment relationship (temporary) is increased because the person replaces an absent colleague, then this extension should be registered as a new employment relationship.
This new employment relationship ends at the time when the temporary extension of the scope of the entry into force is completely repealed. The reason for registering this extension of the scope separately is that an insight is necessary to avoid the extent of the replacement and double counting in determining the formation of the formation.

In the event of a change in the type of leave, an ongoing leave period is terminated and a new leave period begins.
In the event of a change in the amount of leave (e.g. partial resumption of work in the case of illness), the current leave period is terminated and a new leave period begins.
• start date and end date
As a start date comes the first calendar day when the condition of the rule applies.
The end date is the last calendar day on which the condition of the rule applies.
• privilege
Competence is determined on the basis of the criteria set out in the Act ( WPO , WVO , WEB , Law BIO ). In relation to the power of teaching, the following categories of staff shall be distinguished in each case:
1. fully qualified
2. appointments
3. unauthorized or nominable under Article 33 Third member of the WVO 2 .
In order to minimise the administrative burden on the competent authorities, OCW uses the Integral Personnel Education (IPTO) capabilities to extract data directly from existing (base) registrations. Thus, for example, the Central Register Enrollments Higher Education (CRIHO) is used for the determination of powers.
• Units per head sector and per box
In order to reduce the administrative burden on the competent authority bodies, information on given boxes shall be collected as far as possible from electronic grid packages.
• extractin date
The Extract Date is the date when the data was taken from the database or databases. If data is to be extracted from different databases, there is a risk that the data from the different databases will not be aligned (in each database constant mutations will be made). In order to minimise this risk, the first and the last date of extraction of the data on the same peil month shall not be allowed to be apart for more than one week, unless the consistency is shown to be guaranteed in a different way.
• funding source
Employment relationships can be financed from different sources. Important is the distinction between:
1 the regular funding of the school by OCW
2 financial resources that a school receives on the basis of a (compulsory or voluntary) insurance from a risk fund associated with (replacement for) illness or absence for other reasons
3 resources designed to reintegrate people with benefits into the labour market or prevent people from ending up in an exaltation situation.
If more than one source of funding is involved in a work relationship, the source of funding shall be indicated, which shall make the largest contribution.
• Month of issue
The files relating to one month shall specify the payments and deductions that are to be made on the month of each month. Corrections shall be made to this effect by two months of retroactive effect.
Payments relating back to one month, more than two months back, shall be delivered in the file of the poll month in which they were made, indicating the (previous) calendar month. If such a payment cannot be allocated to a given calendar month, the calendar year shall be indicated by two full zeros (for example, 200800).
• consecutive periods of sick leave
In the case of social security, successive periods of sick leave are counted as one case of sickness, if the second disease report occurs within a period of 4 weeks after recovery of the previous sick leave. In such a case, each and start and start end dates are provided with each and every single and start date.
• annual file build
The annual files provide a summary of all the situations that have occurred during the course of a calendar year. In the annual stock, all retromutations are to be processed that relate to the rate of each year.
As in the monthly files, the data is recorded at the level of the labor relationship. If during a contiguous period the data of a labor relationship has not changed, then this data is provided on one line. Because not all changes lead to the creation or termination of labor relationships, the year file uses the field mutational date. It establishes at which point the amendment actually occurs (which is expressly not the date when the change in the administration was carried out). The labor relationship start date field does not change in that case. Any change to a continuous labor relationship shall include all unmodified data.
Replacements can have a very capricious pattern of working-not working. As long as they are engaged occasionally and alternating for short periods of time, it is sufficient to have one line per month. At a time when there is a longer period of replacement, a separate line must be provided in accordance with the other employment relationships.
• peilmonth and peildate
The information set out in paragraphs 2.1.1, 2.1.2 and 2.1.3 shall be distinguished according to periods of one calendar month: the month of the case.
For the labor relations that are on the 1 P. calendar day of the peillmonth exist, the data is delivered to the stand on the 1 P. calendar day (the poll date). For labor relations that arise during the peillmonth, the data is delivered to the booth of 1. P. calendar day on which the labor relationship has entered.
For the working time factor and the BAPOfactor, the weighted average size is always delivered over the peillmonth.
• Retroactive effect
Part of the data relating to a month of peillation will generally be accounted for only after the end of the case of the peilmonth period. Data processed within two calendar months from the end of the poll month and affect the situation in the peillmonth should also be reflected in the data suspension for the pitch month (two months of retroactive mutations). The data to be delivered on January of January should therefore reflect the situation in January, as it should be on the basis of the information available on 1 April. Data that becomes available later than two calendar months after the end of the poll period will not be included in these data deliveries.
The way of processing retroactive mutations is especially important for the delivery of the data on pay, allowances and discounts. OCW and DUO operate the wage-over principle. All corrections taking place at the end of each month on the financial data of the case must be processed in the data to be supplied on the peillmonth.
• holidays, parlour and holidays
These forms of leave are not delivered, not as part of the category of leave.
• replacement
If someone is appointed as temporary replacement of a staff member who is absent, this shall be indicated by indicating the code 3 by the nature of the employment relationship.
• sequence number
Because a person may have more than one employment relationship with the same competent authority (either concurrent or successor), a sequence number shall be delivered. This sequence number is required in order to be able to connect the data from different deliveries to the correct working relationship.

This Annex lays down detailed rules on the provision of information to be provided by competent authorities under the conditions of Article 103a and article 103a1 of the WVO , are required to deliver to the government.
The funding of schools, supervision and the creation and evaluation of policies requires data from schools and the competent authority of schools. This information is specified in Annex 1 . The data is needed at various times, some but several times a year, others more often.
The necessary data must be supplied by the competent authority. For ever more data, mandatory electronic delivery is in a file format with a pre-established build-up. As a result, it is of great importance for all parties concerned to know which data is to be supplied, in what form, in what form and at what time. The government makes use of the principle of one-whim, using as much as possible in the data collection.
A large part of the data (such as organizational data) is already registered in systems. This data needs to be adjusted only when mutations occur. This can be done on the site of DUO.
Other information shall, as far as possible, be excluded from registration at pay processors or from the school administration so as to minimise the burden of schools on such records. Where this is not possible, schools shall be supported by forms.
The provision of data shall be distributed between the following elements:
• Organization information delivery
• Supply of personnel data
• Questionnaires
The application form for the Regional Health Policy Committee is automated and produced annually and sent to the school/schools concerned. The remaining forms can be found on the site of DUO.
BRIN has a paper and an electronic amendment procedure for those data that can be muted in BRIN's own organizations. The paper change procedure is via the BRIN mutational form that each organization has in possession. From 1 August 2007, the competent authority of schools shall be responsible for changes to the communications data. Annex 1 -Electronic delivery.
For schools, changing the name of the school or establishment, capturing the date of termination, is going to be the recording of fusion partners via the BRIN mutation form. All other data such as denomination or site address shall be subject to an application procedure. The data will only be mutated after approval.
The competent authority shall include the name, the date of termination, the central account number, the salary-processing establishment, the administration office number and the merger with a different competent authority. In the case of such mutations, the mutation is only processed if certain (statutory) documents are included and if a positive decision has been taken on the basis of a legal requirement.
The time limit for the supply of personnel data, the method of delivery and periodic adjustment shall be set in succession.
The data referred to in tables 2.1.1 to 2.1.3 of this Regulation Annex 1 :

to be supplied to DUO four times a year:
• no later than 1 July the data for February, March and April
• by 1 October at the latest, the data for May, June and July
• no later than 1 January the data for August, September and October
• by 1 April at the latest, the data for November, December and January.
The data to be delivered shall include all changes to the situation on the peillmonth and accounted for during the two calendar months following the last calendar day of the poll. Data processed after these two calendar months should be Not are processed in the data suspension.

to be delivered once a year, by 1 April of the year following the year of the year (the year to which the data relate).
The data from Table 2.1.5 of Annex 1 "WIA", should be delivered to DUO once per calendar year. This information must be supplied no later than 15 March of the year following the year of the year of the year (the year to which the data relate). In the data to be supplied, all changes shall be made applicable to the situation during the poll year and after the end of the year of the case but shall be accounted for by the extra date for the extraction date.
The supply of the information contained in the said parts shall be carried out electronically.
The policy data set out in Tables 2.1.1, 2.1.2, 2.1.3 and 2.1.4 of this Regulation Annex 1 , to be delivered to DUO in one of the following ways:
-on CD-Rom. The data is compressed (zipped) and has a password written to the CD-ROM. The CD-rom is delivered by courier to DUO.
-on a secure and fenced location on the server of the supplier. The data is compacted by the vendor and has a password placed at this location. After this, DUO receives by email message that the data is available after which DUO can retrieve this data for at least 2 and up to 4 weeks through a secure Internet connection. DUO reports to the vendors to whom the email should be directed and what employees should be authorized to retrieve the data from the server. DUO will report to the supplier the receipt of the email and report back when the data has been retrieved.
The above procedures apply both to the files about a peo month and to the files about a peilyear.
Each delivery on a peo-month, respectively, per school shall include the complete set of data:
the files relating to each month contain the information given in tables 2.1.1, 2.1.2 and 2.1.3 of this Regulation. Annex 1 . This information shall be supplied in separate files, by component, or in Tables 2.1.1 and 2.1.2 of Annex 1 to be integrated in a single file, and a separate file containing the data from Table 2.1.3 of Annex 1 or all of the data Components shall be integrated into a single file;
In addition to the data mentioned in Tables 2.1.1, 2.1.2 and 2.1.3, the files on one year contain the data referred to in Table 2.1.4. Annex 1 .
If delivery of data from different parts is supplied in a single file, then the link fields (the fields specified in each of the merged parts) are included once.
The responsibility for the completeness, accuracy and timeliness of the supplies is vested in the competent authority.
The file format is CSV, where the fields are separated by a semicolon.
Text fields are prefixed and are closed by a single quote (').
There are no date fields in the data deliveries; data is supplied as numeric N8 (YYYYMMDD), N6 (YYYYMM) or N4 (yyyy) format.
The number of positions of numeric fields is specified excluding the position of the decimal point. As a decimal point, the comma must be used.
A field with the specification N5 is an integer with 5 positions (12345); a field with the specification N8.2 is a field with 9 positions: 6 digits for the decimal point, 2 behind the decimal point, and the comma (for example, 123456.78).
No separator between thousands can be used.
Values of alphanumeric fields should be inherited exactly (uppercase as upper case, lowercase letters as lowercase). If the field has more positions than the value, then left must be aligned (though "LA" or "LA", not " LA ').
The first line of each file contains the field names.
The competent authorities shall ensure the delivery of the said personnel data. In the context of single-use queries and multiple use of data, the Minister will use as much as possible of existing data files. In this way, school boards become administrative deflates. In addition, the boards have the option of allowing data deliveries to be made via salary administrators and/or administration offices. Automated electronic delivery of data through salary administrators and/or administration offices is common and makes a significant contribution to administrative burdens on school boards.
However, law and regulation is not a static whole. Also, the information needs and information collection are not static. For this reason, changes may be made to the data question or the mode of delivery.
An increase in administrative burdens will be included in the consideration to adjust data deliveries. The provision of information WVO Therefore, in consultation with the sector, it will be reviewed and updated periodically.
This Annex provides models of the forms of arrangements for which an application is to be submitted, namely:
