On the nomination of Our Minister-President and of our Minister for Dutch-Antillean and Aruban Affairs of 26 February 1993, nr. 40722;
Having regard to the conclussion of consultations between the countries of the Kingdom on 28 September 1992;
Having regard to Article 10 of the Statute for the Kingdom of the European Union;
Have found good and understand:
A conference is convened consisting of representatives of the Netherlands Antilles, the island regions of the Netherlands Antilles, Aruba and the Netherlands, which will begin on 8 March 1993 at Willemstad.
The governments of the Netherlands Antilles, Aruba and the Netherlands, as well as the island councils of the island regions of Bonaire, Curaçao, Saba, Sint Eustatius and Sint Maarten are appointed representatives to participate in the conference. They may be assisted by advisers.
The delegations of governments of the Netherlands Antilles, Aruba and the Netherlands, as well as the various island regions of the Netherlands Antilles, shall designate a spokesperson from among them.
The States-General and the States of the Netherlands Antilles and Aruba may appoint observers from among their centre observers to the conference.
The President of the Council of Ministers of the Kingdom shall be responsible for the Presidency of the Conference.
The President shall arrange for the proceedings to be held during the meetings.
At the beginning of its meeting, the conference sets out its agenda.
The Conference shall have a Secretariat consisting of a General Secretary, designated by the Chair, and a Secretary to be designated by each of the Parties to the Conference.
1 The decision-making process takes place in the plenary session of the Conference.
2 In the decision-making process, each of the countries and each of the islands shall cast a single vote.
3 For the acceptance of proposals, agreement between all delegations is required. Agreement also exists when neither the countries nor the islands have voted against it or when the minority declares to accept a majority of the ruling.
4 This agreement is not to be expressed by a vote. In such a case, the President shall endeavour to reach agreement in conjunction with the conference in terms of the terms set out in the Conference's report.
The President of the Conference and Our Minister for the Netherlands-Antillean and Aruban Affairs are in charge of the implementation of this Decision, which will be placed with the accompanying note of explanatory note in the State Sheet , in the Official Journal of the Netherlands Antilles and in the Aprator of Aruba and copies of which will be sent to the Council of State of the Kingdom, the Council of Opinion of the Netherlands Antilles, the Council of the Opinion of Aruba, the two Chambers of the States-General, the States of the Netherlands Antilles, the States of the Netherlands Antilles, Aruba, and the island councils of the island regions of Bonaire, Curaçao, Saba, Sint Eustatius and Sint Maarten.
