For the purpose of this Decision:

c. the Commission: the National Unesco Commission, referred to in Article 2 .
There is a National Unesco Commission.
1 The Commission aims to ensure that Unesco's objectives are as broad as possible in the Netherlands and promotes the participation of eligible persons and institutions in the preparation and implementation of programmes. of Unesco. To this end, it shall cooperate with Unesco, with the National Unesco Commissions of the other Unesco Member States and with the persons and institutions concerned in the Netherlands, and shall, at their request, assist our Ministers in their contacts with the bodies, persons and institutions referred to above.
2 The Commission shall give its opinion, in writing, to our Ministers or, through the Minister of Education, Culture and Science, to other Ministers, on the draft Unesco draft programme and, upon request, to give its opinion on the draft The medium-term plan of Unesco.
3 The Commission shall provide information on the objectives, programmes and activities of Unesco. To this end, the Commission is working with other institutions in the Netherlands, which are concerned with increasing public interest in, information on, or recruiting for, activities in the fields of education, culture and scientific knowledge of Unesco.
4 The Commission shall, at the request of our Minister for Education, Culture and Science, support the distribution of grants and prizes for prizes in the framework of Unesco.
5 Our Minister of Education, Culture and Science may hand over to the Commission other executive tasks other than those mentioned in paragraph 4.
6 Our Minister of Education, Culture and Science may give instructions to the Commission on the way in which it carries out its duties.
7 The Commission shall liaise with the public bodies of Bonaire, Saba and St Eustatius. In the case of meetings and other activities of particular interest to the public authorities for the purpose of assessing the Commission, the Commission shall give public bodies the opportunity to allow a representative to take part in the proceedings. any relevant meeting or activity.
1 The Commission shall consist of a chairman and a maximum of 10 other members.
2 The Commission shall also consist of the following advisory members:

b. the Permanent Representative of the Kingdom of the Netherlands to Unesco; and

3 The members referred to in paragraph 1 shall be entitled to vote.
4 The advisory members referred to in the second paragraph, and the general secretary, referred to in Article 6, first paragraph They shall be entitled to take part in the exchange of views within the Commission and shall be entitled to vote in an advisory capacity in the decision-making process.
5 The Commission may invite experts to take part in the exchange of views on specific subjects.
1 The members of the Commission are appointed by Our Minister of Education, Culture and Science, in agreement with Our Ministers of Foreign Affairs and for Foreign Trade and Development Cooperation, the Commission heard. 1 The Commission shall draw up a programme for a period of two years within half a year after a Unesco General Conference has taken place. The Commission shall, on request, communicate to our Ministers the information required for the performance of their tasks.

2 The evaluation shall be carried out by independent persons not working for the Commission.
3 On the basis of the conditions laid down by our Minister of Education, Culture and Science, the Commission shall set up a plan for evaluation and a proposal for the persons who will carry out the evaluation. These matters are submitted for approval to Our Minister of Education, Culture and Science.
4 Costs of evaluation shall be paid by the Commission from the regular resources.
This Decision shall enter into force from the day following the date of issue of the State Sheet in which it is placed and operates back up to 1 January 1994.
This decision is referred to as: National Unesco Commission Decision.
