Having considered that, in view of the evaluation of the temporary reimbursement system for operating costs in secondary education, we should now take into account the need to adopt a structural scheme in the Community. Law on secondary education self;
that amendments should be made to, inter alia, the Law on secondary education ;
In this way, we, the Council of State, and with the mean consultations of the States-General, have been well-regarded and understood to be right and to be understood by the following:
1 With regard to schools of preparatory scientific education, for higher general secondary education, for secondary general secondary education, and for preparatory vocational training, the reimbursement of operating costs remains The rules applicable on 31 July 2000 to or pursuant to the Law on secondary education and from or under Article XV of the Law of 27 February 1992 (Stb. 112) in respect of the amounts not yet established by the State on 1 August 2000, amounts which may still be subject to correction or outstanding amounts.
2 On objections and appeals relating to the application of the rules referred to in paragraph 1 which have been established for 1 August 2000 or after 31 July 2000 within the object-for the period of appeal, on grounds of the application of the rules of procedure, of the legal requirements referred to in that paragraph, the rules applicable on 31 July 2000 shall continue to apply.
3 Article XV (10th paragraph) of the Law of 27 February 1992 (Stb. 112), as read out on 31 July 2000, shall apply mutatis mutandis.
1 By way of derogation from the Articles 96i and 96j of the Secondary Education Act as from 1 August 2000, in the definition of expenditure and revenue for the year 2000, the expenditure and revenue referred to in those articles as from 31 July 2000 shall also be included, and having regard to: Article XV of the Law of 27 February 1992 (Stb. 112), as ushering on 31 July 2000.
2 Article XV (10th paragraph) of the Law of 27 February 1992 (Stb. 112), as read out on 31 July 2000, shall apply mutatis mutandis.
Our Minister of Education, Culture and Science, in agreement with our Minister of Agriculture, Nature and Food Quality, shall, within three years of the entry into force of this Law, and thereafter every five years thereafter, send to the States-General a report on effectiveness and effects in practice, of the Law on secondary education as far as the amendments are concerned by this law.
1 Article I (B), (E) and (F) , and the Articles III , IV and V , enter into force as from the day following the date of issuance of the Official Gazette in which this Act is placed.
2 Article I (C) and (D) , and Article II , enter into force with effect from 1 August 1999.
3 Article I, Part A , shall enter into force with effect from 1 August 2000.
Article 86 of the Secondary Education Act as worded pursuant to this Law applies for the first time as regards the 1999-2000 school year, with the exception of the first paragraph, which shall apply for the first time. in relation to the school year 2000-2001.
5 If the Official Journal of the State in which this Law is placed is issued after 30 January 1999, by way of derogation from the second and fourth paragraphs, the following rules shall apply:
a. Article I, Parts C and D , and Article II , enter into force with effect from 1 August 2000;
b. Article 86 of the Law on secondary education as stated in this Act, applies for the first time in respect of the school year 2000-2001;
c. in Article III, first, second and third paragraphs , and Article IV, first and second paragraphs , shall apply instead of 31 July 1999: 31 July 2000;
d. In Article III, first and second paragraphs , and Article IV, first paragraph , shall apply instead of 1 August 1999: 1 August 2000;
e. in Article IV, first paragraph , instead of 'the year 1999', shall be the year 2000.
Burdens and orders that it will be placed in the Official Gazette, and that all ministries, authorities, colleges and officials who so concern will keep their hands on the precise execution.
