In this regard, we have taken into account that in view of the sufficient supply of further general adult education and an adequate supply of other education, it is desirable to ensure that general adult education continued directly from the point of view of the general public. To fund the funds and to focus on Dutch language and numeracy; whereas, inter alia, the Law on education and vocational education shall be amended;
It is true that we, the Department of Consultative Affairs of the Council of State, and with the mean consultations of the States-General, have found and understand the same as We approve and understand:
1 By way of derogation from the provisions of the Articles 2.2a.1 and 2.2a.2 of the Education and Vocational Education Act The national contribution to the continuing general adult education of the Article 1.3.1 shall be entitled, for the two years following the entry into force of this Act, by institution, within the framework of the funds made available by the budgetary legislature, calculated on the basis of the formula:
{(bi1 + bi2): (bl1 + bl2)} x bl
where:
bi1: institution budget continuing general adult education in 2010,
bi2: institution budget pre-set up general adult education in the year 2011,
bl1: nationwide budget continued general adult education in the year 2010,
bl2: nationwide budget advanced general adult education in the year 2011,
bl: national budget upstaged general adult education in the year for which the funding applies.
2 The setting budgets referred to in paragraph 1 shall be determined by ministerial arrangement.
A training education as defined in Article 7.3.1, first paragraph, point (b) or (f) of the Education and Vocational Education Act as it was stated on the day before the entry into force of this Act, is the year in which this Act enters into force for the application of the Law on education and vocational education , the Participatory Budget Act and the rules based on those laws are treated as training referred to in Article 7.3.1, first paragraph, point (b) of the Education and Vocational Education Act, as it was said after the entry into force of this Act, to the extent that the participants with the Training has been initiated before the entry into force of this Act.

Within five years of the entry into force of this Act, our Minister of Education, Culture and Science shall send to the States-General a report on the effectiveness and effects of this law in practice.
This Law shall enter into force from 1 January 2013. If the Official Gazette issued this Act is issued after 31 December 2012, this Act shall enter into force on the day following the date of issuance of the Official Gazette in which it is placed and it shall apply for the first time. calendar year, following that date.
Burdens and orders that it will be placed in the Official Gazette and that all ministries, authorities, colleges and public servants who so far as to do so will keep their hands on the precise execution.
